The Humphrey Program brings young and mid-career professionals from designated countries to the United States for a year of non-degree graduate-level study, leadership development, and professional collaboration with U.S. counterparts.

Policy issues that past Fellows addressed have included: regional economic and workforce development planning; public management and leadership; financial management in public and non-profit organizations; poverty and inequality; gender; public finance and revenue administration; domestic and foreign development policies; political transition to market-based democracy; planning and the global knowledge economy; and private sector development.

    Technology Policy and Management

    Network administrators, engineers, and urban planners involved in formulating technology policy and planning and managing technological change and systems are suitable candidates in this field. Officials in the Ministry of Education and educators who teach technology and science in higher education institutions and can demonstrate leadership in curriculum development or administration in this field are also appropriate candidates.

    Human Resource Management

    The most suitable candidates in this field are those individuals dealing with institutional change and setting personnel policies and procedures. These might be human resource managers or individuals from various fields who have been charged with re-organizing a department or ministry, for example

    Communications/Journalism

    Agricultural and Rural Development

    Suitable candidates include individuals from the public sector, non-governmental organizations, and business focused on agricultural and food system development and/or rural development.     Thriving Communities

    Contagious and Infectious Diseases

    Physicians, health educators, and practitioners with management and policy-making responsibilities working to prevent, detect, and respond to infectious and contagious disease threats and improve global health security are appropriate candidates for this field.

    Public Health Policy and Management

    Physicians, clinicians with management responsibilities, health educators, and other practitioners with policy-making responsibilities in this field are suitable candidates. Past Fellows’ interests have included: management of public health care organizations, health care delivery through community-based organizations, reproductive, adolescent and child health, and epidemiology in public health practice. Candidates who are primarily practitioners in their field are not appropriate. For example, dentists whose program goals are to be more effective dentists in a clinical setting are not appropriate candidates for the program. Instead, dentists or other practitioners who are interested in acquiring skills and knowledge to become better administrators of public health programs, which might, for example, promote health education in their community or country, would be a better fit for the program.

    HIV/AIDS Policy and Prevention

    Physicians, health educators, communication specialists, and policy analysts who are interested in HIV/AIDS policy, treatment and prevention are appropriate candidates for this field. Candidates with a primary focus on clinical treatment are not appropriate.

    Substance Abuse Education, Treatment and Prevention

    Candidates in this field may be focused on problems of alcohol, drug and tobacco use as well as broader areas of public health that relate to substance abuse, such as HIV/AIDS, mental health, medicine, psychology, social work and counseling. Previous Fellows in the substance abuse field have come from schools and universities, community-based treatment and prevention programs, hospitals, criminal justice settings and local or national policy agencies. Fellows in this field will have access to strong university-based research program as well as contacts with community, state and national professionals and provider groups working in substance abuse.

    Educational Administration, Planning and Policy

    Individuals who are contributing to national or regional education planning, policy development and implementation make good candidates. University professors with an exclusively academic focus are not suitable; however, university professors in administrative or policy-making positions are eligible. Candidate profiles also include those focused in the more technical areas of education: curriculum development, instruction and learning assessment techniques, program design and adult learning, teacher training, and the use of technology in higher education. These individuals may be teachers if they also have additional responsibilities in the areas above.

    Higher Education Administration

    This field of study is intended for individuals who devote a significant portion of their professional life to policy formation, strategic decision-making, planning and management in higher education. Individuals holding administrative or policy-making positions at institutions of higher education, non-profit organizations or government ministries are eligible. Suitable candidates also include those focused on functional areas of higher education, such as curriculum design techniques for instruction and learning assessment, vocational and life-long learning programs, and areas of higher education administration such as financial management, student affairs, academic affairs, business affairs, recruitment and admissions, development and alumni relations, and the use of technology in higher education. These individuals can be faculty at institutions of higher education if they also have significant responsibilities in the areas listed above.

    Teaching of English as a Foreign Language

    Appropriate candidates include teacher trainers and master teachers in the field of Teaching English as a Foreign Language if they are interested in teacher training, curriculum development, and methodology.

    FELLOWSHIP COMPONENTS

    Shortly after arriving in the U.S., Humphrey Fellows will prepare individual program plans for their professional development, detailing their goals and objectives for the year, including courses, seminars, special projects, professional and community activities. The main program components are:

    Humphrey Seminar
    A core part of the Fellowship is a special year-long Humphrey Seminar organized by the host university. In the seminar, Fellows are introduced to the skills and perspectives they will need as global leaders, share approaches to common issues and problems in their regions, and learn about many aspects of U.S. culture and society.

    Academic Enrichment
    Fellows are placed in groups of seven to fifteen at selected U.S. universities, which serve as their academic and professional base. Fellows audit or register for a partial course load to enable them to travel and network with their American peers and experts in their field of work, attend conferences, and engage in a professional affiliation (work experience) without the pressure of meeting specific degree or diploma requirements

    Professional Development
    The purpose of the Humphrey Fellowship is to enrich Fellows’ professional skills and knowledge. The Program provides Fellows opportunities to meet and exchange information and share experiences with their American counterparts and Humphrey colleagues from around the world. Through conferences, networking meetings, seminars and workshops, Fellows expand their perspectives on their work and on global issues. The culmination of the Fellowship year is a six-week work experience, or Professional Affiliation, arranged by the Fellows, that involves them with American organizations and provides another opportunity for meeting and working with their American peers. The Institute of International Education also facilitates professional enhancement workshops that engage Fellows in cross-disciplinary and multi-regional exchanges.

    The Washington Global Leadership Forum
    All Fellows attend this four-day seminar in Washington, D.C. to learn more about U.S. institutions, federal agencies, and international organizations. Humphrey Fellows meet with representatives of key organizations, participate in sessions on leadership and professional development, and make professional contacts. The Global Leadership Forum provides an opportunity for Fellows to meet their Humphrey colleagues from all host campuses and to initiate the friendships and professional relationships that will continue throughout the Fellowship year and beyond.

    English Language Courses
    Fellows who are otherwise strong Humphrey candidates but need improved English to benefit fully from the Humphrey experience participate in intensive English language training before the start of their Humphrey Fellowship Program (usually during the summer months). Fully Funded Development-Related Postgraduate Courses for Master & Ph.D. in Germany 2022 – 23

General Information about the Programme

  • Postgraduate courses for young professionals from developing countries
  • Internationally recognised Master’s and PhD degree
  • Duration: 12–24 months for Master (depending on the particular institution) and 42 months for PhD
  • Includes German Universities and Universities of Applied Sciences
  • Support of selected programmes with a variety of scholarships (including German language courses)
  • Funded by the BMZ (Federal Ministry for Economic Cooperation and Development), but admission also open to self-financed participants or students financed through government or other sources Academic year 2022/2023

Prerequisites and Requirements

  • Is currently working either for a public authority or a state or private company in a developing country and, as such, is engaged in the planning and execution of directives and projects with emphasis on development policies having a bearing on technological, economic or social areas.
  • Holds a Bachelor’s degree (normally four years) in a related subject.
  • Has completed an academic degree with far above average results (upper third) and at least two years of related professional experience after the first degree (bachelor) at the time of application.
  • His/her academic degrees should normally be no more than six years old.

    Language Skills:

    • For study courses in German (scholarship includes a preparatory 6-month German language course in Germany): Successful passing of the language examination DSH 2 or TestDaF 4 before the start of the study course. Therefore, a minimum German language level of B1 at the time of application is a requirement, that needs to be proven by providing a current certificate.
    • Note: It is not possible to pass the required German language courses (DSH or TestDaF) without any previous basic knowledge in the German language (at least B1 Level), even with the preceding six-month intensive course in Germany. Passing the language test is a formal prerequisite for matriculation at the respective German university.
    • For courses in English: IELTS (Band 6) certificate or TOEFL (minimum score: 550 paper based, 213 computer based, 80 internet based)
    • Note: Some courses may expect a different level. For detailed information see the relevant course description on the following pages.

    Proof of current and past work situation:

    All applicants must submit proof of at least two years of professional work experience and
    state their current work situation at the time of application. It is required to submit the
    following proof:

    • Certificate(s) of employment that include the exact position and period of employment;
    • a letter of reference from the employer(s), ideally guaranteeing re-employment after completion of the postgraduate course in Germany.

    Statement of Motivation:

    Applicants must submit a statement of motivation explaining why they are interested in
    attending a particular postgraduate course with reference to their current employment. They
    further should describe their development-related motivation and how they intend to make
    full use of their scholarship and education by taking on social responsibility later in their careers
    and for their home countries.

    IMPORTANT: When applying for more than one postgraduate course (maximum 3 courses),
    you have to submit one motivation letter explaining why you are applying for these specific
    courses and why you chose that priority.

The University of Adelaide Global Citizens Scholarship 2021 – 2025

This scholarship rewards international students commencing an undergraduate or postgraduate qualification who have received academic merit in their studies.

Value of the scholarship

The scholarship offers a reduction of between 15% and 30% of the tuition fee for the minimum standard duration of the scholars chosen undergraduate or postgraduate degree.

Commencing an undergraduate qualification

  • Year 12 overseas student with a minimum ATAR equivalent of 80 for a 15% scholarship.
  • Year 12 overseas student with a minimum ATAR equivalent of 90 for a 30% scholarship.

Commencing a postgraduate qualification

  • Grade point average (GPA) of minimum 5.0/7 or equivalent to receive a 15% scholarship.
  • Grade point average (GPA) of minimum 6.0/7 or equivalent to receive a 30% scholarship

    The scholarship has the following conditions

    • Available for students commencing in the period between 2021-2025;
    • Available for commencing direct-entry international undergraduate and postgraduate coursework students, including those who are required to undertake a Pre-Enrolment English Program (PEP) prior to their degree commencement;
    • A minimum GPA score;
    • Open to citizens of any country (except Australia and New Zealand);
    • Available for study in any discipline (exceptions apply).

    • Have a University of Adelaide offer or admission (full or conditional) as a full-fee paying international student.

    Exclusions

    The following applicants are not eligible to receive these scholarships:

    • Current University of Adelaide students who are transferring from one program to another prior to successful completion of their program of study (internal transfers);
    • Students who are recipients of a scholarship covering above 50% of tuition fees awarded by a recognised scholarship awarding body such as a government ministry or department;
    • Applicants for Masters by Research or PhD programs.

Scholarships of the Government of the Slovak Republic 2021/2022

lovak government scholarships have long been a part of Slovakia’s official development assistance, which itself is a programme and project activity of the Ministry of Foreign and European Affairs within the international community. Act No. 392/2015 Coll. on Development Cooperation and on amendment of certain acts and Ministry of Education, Science, Research and Sport Decree No. 50/2016 defining the details of awarding government scholarships entered into force on 1 January 2016. The Slovak government adopted the Medium-Term Strategy for Development Cooperation of the Slovak Republic for 2019-2023Slovak government scholarships include awarding the Slovak government scholarship to persons with Slovaks Living Abroad status. Award of such scholarships has become a part of state policy supporting Slovaks Living Abroad, which has developed gradually over time, with the adoption of Act No. 474/2005 Coll. on Slovaks Living Abroad and on amendment of certain acts, the establishment of the Office for Slovaks Living Abroad.

ORGANISATIONAL CONTEXT

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing.

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO IIEP, this position is located in the Corporate Services Unit in Paris, and reports to the Finance and Administrative Officer. The Information, Communications and Technology Officer ensures the continuity of IT services provided to users and anticipates changes. The incumbent gives strategic and technical support; recommends transformation projects of information technology systems, implements them in collaboration with other teams, and assumes the position of “business partner” to the different units. The ICT Officer has the following duties and responsibilities:

(a) Recommend IT strategy and coordination systems:

  • Act as Focal Point on the Information Technology and Services Committee, in monitoring information technology and information systems and developing recommendations to Management to support the overall IT strategy of  IIEP
  • Lead the writing of the IT blueprint.  Hold regular exchanges with Team Leaders and demonstrate a willingness to understand the dynamics and strategy of the Institute to provide a scalable and adapted approach
  • Perform needs assessment for new IT applications and modifications to existing ones and makes sure related policies are followed
  • Act as the guarantor of compliance with UNESCO IT standards. Through frequent contact with the IT unit (KMI) in UNESCO headquarters, the ICT Officer will provide access to the tools of the Organization.
  • Develop, where appropriate, an outsourcing policy or call for service from external contractors.

(b)  Manage the IT infrastructure in all three IIEP Offices located in Paris, Dakar and Buenos Aires. Services provided include:

  • Assuring that all Offices have a properly sized and up to date IT infrastructure (Internet connections, networking, Wi-Fi, computers, storage and firewalls) to provide a secure and productive working environment for Staff.
  • Ensuring good connectivity between all three Offices including site-to-site VPNs to allow seamless access to all internal IIEP and UNESCO HQ resources.
  • Establishing and implementing baselines for computing equipment to give end-users a common experience across all Offices.
  • Enhancing mobility and teleworking of all staff through individual VPN clients.
  • Enhancing security of infrastructure and networks.

c) Provide Support and technical improvements:

  • The incumbent is responsible for the smooth running of computer and telecommunications systems and ensuring users get maximum benefits from them.
  • Planning in coordination with Division of Knowledge Management & Information Systems (KMI) at UNESCO headquarters, the roll-out of new functionalities, applications, services, systems upgrades and implementing IT infrastructure changes; installing systems, network components, hardware and software Implementing configuration management, updates, assuring stability, and resilience of all internal IT services.
  • Monitoring and maintaining computer systems and networks.
  • Assisting to set up systems and resolving issues.
  • Troubleshooting system and network problems and diagnosing and solving hardware or software faults
  • Providing support, including procedural documentation and relevant reports.
  • Supervising the IT unit in the installation of systems and applications, and in providing technical support.
  • Selecting the telecommunications and internet providers

    ORGANIZATIONAL SETTING

    (d) Web site development and administration:

    •  Responsible for web related projects of the Institute, especially on e-learning and collaboration tools.
    • Designing, installing and configuring websites and related applications. Defining test scenarios and coordinating all relevant levels of tests. This activity may involve development of modifications or extensions to the core applications.
    • Being responsible for change management activities, including communication and data migration.

    (e) Activities and budget of the IT unit:

    • Manages the work of an ICT Associate Officer and IT Technical Assistant in Paris, and will be the second-level supervisor of any IT assistants in the other IIEP offices.
    • Proposes the organizational and technical developments of the Unit, and business developments based on new technologies in coordination with KMI at UNESCO headquarters. The incumbent must be sensitive to the management of costs and not neglect the technical and functional qualities of the proposed solutions.
    • Implements tools and processes for monitoring the operating costs of the computer systems, including telecommunications, and implements processes to optimize and simplify tasks.
    • Proposes the unit’s operating budget and is responsible for its management. The ICT Officer is a Project Officer, and a technical expert, who undertakes cost analysis, studies return on investment, and is responsible for the cost-recovery plan.

 These Terms of Reference (TOR) serve as a request for proposals from individual or company consultants who are interested in conducting a final evaluation of Family Strengthening BMZ PROJECT BYUMBA. Details regarding contents of proposals and submission procedures are explained herein.

SOS Children’s Villages RWANDA is a non-governmental social development organisation that has been active in the field of children’s rights and committed to children’s needs and concerns since 1979. It acts as officially registered organization which aims at supporting children without parental care and children of families in difficult circumstances. SOS Rwanda is an active member of the international umbrella organization SOS Children’s Villages International. SOS CV Rwanda has its projects and programs in four locations: Kigali, Byumba, Kayonza and Gikongoro. These projects and programs are mainly financed by SOS-Kinderdörfer weltweit, SOS Denmark and BMZ which is financing FSP Kigali and Byumba. SOS Rwanda cooperates on the project site with various governmental and non-governmental partners.

From January 2017, a project jointly funded by BMZ and HGDF has been implemented in Rukomo Sector, Gicumbi District and supported 300 families with 1,464 children. In order to identify the impact of the project to beneficiaries and community members, SOS Children’s Villages Rwanda is seeking to recruit an external consultant to conduct a final evaluation of BMZ Project Byumba. The project has an overall objective of improved household income and economic self-sufficiency of families in Rukomo.




Purpose, Objectives and Use

The overall objective of this evaluation will be to determine the impact of the FSP Byumba implemented with BMZ support in the period from 1 January 2017 to 30 April 2021.  This will be done through the provision of information on whether the objectives of the project have been achieved, by collecting quantitative and qualitative information on the objectively verifiable indicators in the matrix indicator/log frame.

The specific objectives of the evaluation are:

  • To assess what changes has the programme made in the lives of the participating children within our target group, their families and their communities
  • To assess how relevant, effective, efficient sustainable and participatory are the programme interventions.
  • To document what lessons can be drawn from the programme that can be taken to further develop the programme
  • To evaluate what changes have happened due to programme interventions in the wider community.
  • To evaluate the efficiency of the project in relation to beneficiaries, cost and timeframe of the project.
  • To assess achievements against the target set using the indicators
  • To assess the sustainability of the project (institutional, social, financial, etc.) especially related to activities of the project
  • To analyze the design and logic coherence of programme and programme intervention including the design of log frame and how the intervention is embedded into the strategy of SOS Children’s International.

Expert profile of the Evaluation team

Individual consultants or firms with competencies in this domain who fulfil all requirements to carry out this study are eligible.

  • The consultant must have:
