READING INTERVENTION TEACHER at Green Hills Academy : Deadline: 08-10-2021

The Reading Intervention Teacher works with students to help them improve reading skills. The Teacher addresses the specific needs of particular children when regular classroom instruction is not sufficient. The Reading Intervention Teacher reports to the Middle School and High School Principals.





Responsibilities

  • Provide remedial reading instruction for learners who need extra support individually and in small groups
  • Coordinate the reading intervention services so that they support the regular classes
  • Design interventions and write lesson plans to meet the needs of learners
  • Consult with the Learning Support Coordinator and classroom teachers to support the students who need reading intervention
  • Assist in the evaluation of ongoing programs and make recommendations for improvement
  • Help teachers diagnose reading strengths and weaknesses and help them support learners
  • Keep the parents informed about learners’ progress of the reading intervention program
  • Work with leaders and teachers to facilitate the coordination of the reading intervention program with the regular curriculum

Fédération Handicap International, which implements its programs under its operational, branding name of “Humanity & Inclusion” (HI), is seeking a Physical Rehabilitation Technical Advisor for an anticipated five-year USAID-funded Inclusive Nutrition and Early Childhood Development (INECD) activity in Rwanda.

The proposed project aims to improve maternal, infant, child, and adolescent nutrition, development, functional, and health outcomes. It will address child development gaps, specifically unmet physical rehabilitation and assistive technology (rehab/AT), and social inclusion needs for infants, children and adolescent, and adults with disabilities. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adolescent with disabilities, in line with the Government of Rwanda (GoR) priorities.

The Physical Rehabilitation Technical Advisor reports to project Manager and will provide technical leadership in the development of physical rehabilitation, including assistive technology, and health system approaches.

This position is contingent upon donor approval and funding.

DESCRIPTION OF ASSIGNMENTS

The Physical Rehabilitation Technical Advisor will be entitled to performing the following activities:

  • Support the development and strengthening of community-based rehabilitation services for mothers, infants, children, and adults
  • Work at the district and national level to support policy, planning, budgeting, coordination, implementation, and monitoring of rehab/AT services
  • Develop tools and training for frontline workers (facility and community based) to support children with disabilities and their families to participate in ECD/nutrition services
  • With NCDA, inform development and rollout of adapted ECD tools/training for caregivers of children with disabilities.
  • Coordinate with project staff to ensure the implementation of the Disability Inclusion and Rehab/AT Strategy
  • Support with project reporting, ensuring that updates and progress on related indicators and successes are included in project reports and annual work plans.
  • Work with and support Monitoring, Evaluation, and Accountability and Learning (MEAL) teams to support collection and use of disability disaggregated data
  • Build capacity of project and partner staff in disability inclusion and Rehab/AT, in project activities.
  • Represent disability inclusion and Rehab/AT aspects of the project to external stakeholders and participate in technical working groups.

Required Qualifications

Subject matter expert in the development of physical rehabilitation, including assistive technology, services and be knowledgeable about health system approaches with a minimum of seven years of relevant experience.

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and the promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Governance, Sustainable Growth, Climate & Energy, and Digitalisation.

Energising Development (EnDev), implemented by GIZ, is supporting energy access in Rwanda through different technologies. One of the components of EnDev RW is the provision of support to the private sector through the provision of RBF financing  toward the development of mini-grids as a means of providing electricity to villages in -off-grid areas. This will allow families to improve their living conditions. It will also enable small and micro enterprises to develop their business, improving income and creating new jobs in remote communities. At the same time, EnDev also seeks to strengthen the capacities of mini-grid companies in the country.

In order to successfully implement this component, GIZ is searching for a candidate for the position of Advisor to manage EnDev’s mini-grid component

A. Tasks and responsibilities

  • Responsible for implementation of the mini-grid RBF component and achievement of objectives
  • Reports regularly to the EnDev country manager on the progress of the activities
  • Prepares PR material (e.g. progress reports, presentations) and follows media coverage
  •   Coordinates planning and implementation with EnDev officer overseeing electricity activities
  •  Represents component internally, especially vis-à-vis GIZ Rwanda and EnDev HQ
  •  Represents component activities externally and ensures coordination with external actors, including GoR, local government, and other stakeholders
  •  Main liaison person for companies in the component, supporting their proposal development and overseeing implementation, incl. progress against timelines and quality requirements
  • Develops synergies with other GIZ projects in Rwanda or other EnDev countries
  • Organizes field visits, e.g. to oversee project implementation commissioning
  •  In charge of external consultants such as technical consultants for the evaluation of mini-grid installations and verification agents

  • Scouts the sector for business development opportunities, incl. in new action areas.

 B. Candidate profile and required qualifications and experience

The candidate must have experience in project implementation and a background in finance, business development or similar.

Qualifications and professional experience

  •   Minimum of 6 years of professional working experience in a similar position in the energy sector, including at least 4 years of active engagement with the private sector
  •  Proven experience in projects implemented with private companies in Rwanda, including with energy companies.
  •  Excellent understanding of the Rwandan household energy sector (particularly off-grid) and its trends
  •   Experience in financial analysis and financial modelling is an advantage.
  •   Experience working on donor projects is an advantage, particularly in private sector-oriented programs such as RBF and/or other

ABOUT THE ROLE

One Acre Fund is bolstering its Agroforestry work with payments for ecosystem services, especially the development and sale of verified carbon emissions reductions. We believe that helping smallholders participate in carbon markets represents an opportunity for advancing climate justice by increasing smallholder profitability and resilience, and for contributing to climate change mitigation.

We are looking for an entrepreneur with experience in the fields of Agroforestry and Carbon Emissions Reductions to lead our nature-based carbon projects. You will manage all aspects of our carbon work, including the participatory design of carbon projects, guiding field teams in the design and implementation of our CER pilots, developing robust monitoring and verification processes, managing carbon project certification, and supporting CER financing and sales.

This position is in the Global Impact division and will report to the Global Agroforestry Director.

RESPONSIBILITIES

Carbon Program Design. Design carbon projects that boost farmer prosperity and mitigate climate change

  • With smallholders and local community members, use participatory methods to co-design carbon projects that stand up to rigorous certification standards.
  • Work with partners to build One Acre Fund’s multi-year strategy and actionable plans for operations.
  • Identify and support the introduction (or new development) of technology that dramatically improves smallholder access to carbon markets.

Carbon Project Implementation

  • Lead the implementation of carbon work across the organization.
  • Develop carbon project design documents for approval by established standards.
  • Line up technical support resources for field teams to ensure that project implementation, monitoring, and verification meet certification requirements.
  • Work with our Monitoring, Evaluation, and Learning team to build a world-class MRV system for CER verification.

External engagement, project financing, and sales.

  • Support One Acre Fund’s work in building relationships with global buyers and financing partners to stand up and sell certified carbon projects.
  • Develop partnerships with project developers, carbon certification standards, and technical partners in all of the above responsibilities.
  • Contribute to advocacy work that improves access to carbon markets for smallholder farmers.

Job Summary:

The Inclusive Nutrition and Early Childhood Development (INECD) activity will promote nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents and improve infant and young child feeding practices. It also aims to address child development gaps and significant unmet physical rehabilitation and assistive technology (rehab/AT) and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda priorities.

You will provide technical oversight of the development and implementation of the CRS Rwanda’s INECD disability inclusion interventions in collaboration with Humanity and Inclusion (HI), ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality INECD programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:    

  • Manage and implement all disability inclusion activities throughout relevant project cycles – project design, start-up, implementation, and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Deliver and coordinate specialized services for Persons with Disabilities, especially Community-Based Rehabilitation Services for Children and Adults with Disabilities.
  • Bring technical support in implementing the INECD initiatives and activities in close collaboration with local disability organizations, implementing partners, and service providers (both public and private) at different levels including health centers and hospitals by ensuring the delivery of nutrition and ECD services is inclusive.
  • Lead the process of developing guideline, strategy, standards, and manuals to help with mainstreaming of disability inclusion into nutrition, ECD, and health in close collaboration with GoR stakeholders and other development partners.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of INECD project staff, and complete performance management for direct reports.
  • Champion learning and documentation with INECD project staff and partner teams. Analyze and evaluate INECD project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Work with the MEAL team to effectively monitor and evaluate the quality of the INECD program by focusing on providing timely, accurate, and inclusive data
  • Act as a key resource person in project design and proposal development in the disability inclusion area, gap-filling and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required disability inclusion interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to inclusive nutrition and early childhood development by applying the appropriate application of partnership concepts, tools, and approaches.
  • Coordinate and monitor financial and material resources relevant to INECD project needs. Through planning and oversight ensure efficient use of project resources

Basic Qualifications

  • Master’s Degree in social psychology, social science, physiotherapy, Occupational Therapy, in Rehabilitation studies, social work, or Community Social services. Additional experience may substitute for some education.
  • Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects working with PWDs, disability inclusion, Community-Based Rehabilitation (CBR) services, community support services, and advocacy, preferably with an international NGO.

Required Languages – Oral and written fluency in English and Kinyarwanda. French is a plus.

Travel – The position is Kigali based. Must be willing and able to travel up to 50 %.

 Job Summary:

The Inclusive Nutrition and Early Childhood Development (INECD) activity will promote nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents and improve infant and young child feeding practices. It also aims to address child development gaps and significant unmet physical rehabilitation and assistive technology (rehab/AT) and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda priorities.

You will provide technical oversight of the development and implementation of the CRS Rwanda’s INECD disability inclusion interventions in collaboration with Humanity and Inclusion (HI), ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality INECD programming and continuously works towards improving the impact of its programming.




Roles and Key Responsibilities:    

  • Manage and implement all disability inclusion activities throughout relevant project cycles – project design, start-up, implementation, and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Deliver and coordinate specialized services for Persons with Disabilities, especially Community-Based Rehabilitation Services for Children and Adults with Disabilities.
  • Bring technical support in implementing the INECD initiatives and activities in close collaboration with local disability organizations, implementing partners, and service providers (both public and private) at different levels including health centers and hospitals by ensuring the delivery of nutrition and ECD services is inclusive.
  • Lead the process of developing guideline, strategy, standards, and manuals to help with mainstreaming of disability inclusion into nutrition, ECD, and health in close collaboration with GoR stakeholders and other development partners.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of INECD project staff, and complete performance management for direct reports.
  • Champion learning and documentation with INECD project staff and partner teams. Analyze and evaluate INECD project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Work with the MEAL team to effectively monitor and evaluate the quality of the INECD program by focusing on providing timely, accurate, and inclusive data
  • Act as a key resource person in project design and proposal development in the disability inclusion area, gap-filling and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required disability inclusion interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to inclusive nutrition and early childhood development by applying the appropriate application of partnership concepts, tools, and approaches.
  • Coordinate and monitor financial and material resources relevant to INECD project needs. Through planning and oversight ensure efficient use of project resources

Basic Qualifications

  • Master’s Degree in social psychology, social science, physiotherapy, Occupational Therapy, in Rehabilitation studies, social work, or Community Social services. Additional experience may substitute for some education.
  • Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects working with PWDs, disability inclusion, Community-Based Rehabilitation (CBR) services, community support services, and advocacy, preferably with an international NGO.

Required Languages – Oral and written fluency in English and Kinyarwanda. French is a plus.

Travel – The position is Kigali based. Must be willing and able to travel up to 50 %.

Job Summary:

 Roles and Key Responsibilities:

 Grants Management and Compliance

  • Serve as principle point of contact on grant management and compliance issues with sub-grantees, CRS/Rwanda Finance, Regional Finance Officer, Global Finance, and Compliance staff.
  • Lead the review of any new granting/contracting mechanisms to ensure adherence to donor requirements related to eligibility for CRS/partners, budget presentation, acceptability of cost allocation, and other proposal requirements.
  • Support timely agreement/contract development/review/approval, both at the level of CRS and partners, ensuring adherence to both internal CRS and donor requirements.
  • Anticipate and respond to donor requests related to contracts, budgets, and spending
  • Anticipate and respond to CRS and sub-grantee questions related to contracts, budgets, and spending, and try to encourage information sharing that will allow them to become familiar with requirements and practices of enforcement of donor/CRS finance policy.
  • Review, communicate and monitor compliance with donor requirements related to staffing, purchasing, asset management, and reporting.
  • Identify compliance gaps and related solutions – including differences between donor and internal CRS policies and procedures, including cost allocation.
  • Track grant/contract compliance via application of existing mechanism (i.e., grants startup checklist) and through the development/testing/roll-out/implementation of new tools as and when required.
  • Take the lead in monitoring timely grant/contract closure – engaging both finance and program staff well in advance of closure deadlines and advising on issues related to staffing, disposition, and reporting.
  • Ensure the timely reporting to senior management of any identified compliance risks.
  • Organize and facilitate regular and ad-hoc meetings with Programming Team, Finance team, Compliance team to plan workflow and address finance and grant compliance issues.
  • Resolve grant compliance issues that arise with Partners by arranging for technical support from the CRS Grant and Compliance team

Internal Control Assessment

  • Ensure adherence to record keeping as per donor and CRS Internal requirements. Monitor application and address gaps as needed.
  • Ensure timely closure of finance audit recommendations related to donor compliance; participate in preparation, implementation, and monitoring of related action plans.
  • Lead site visits to partners to assess adequacy of internal controls, compliance with applicable laws and regulations, and partner policies and procedures. Report findings to program management including proposed follow-up with sub-grantees based on issues surfaced.
  • Ensure adequate response and monitoring to implement recommendations of all financial audits and partner capacity assessments
  • Lead and coordinate the implementation of the Sub-Recipient Financial Management policy. Ensure all Partners are effectively assessed; categorized and all corrective actions are fully implemented.
  • Lead and coordinate the update of all award data in Gateway
  • Provide guidance and support for the timely assessment of partner financial management capacity and ability to adhere to any specific donor requirements. Develop related action plan with program and finance staff to address any capacity/system gaps.
  • Ensure that partners have systems of effort reporting and bidding process for procurements in collaboration with the procurement officer.
  • Monitor implementation of action/corrective action plans relating to both internal and external audits.




Financial Management and Analysis

  • Monitor the budgets and expenses at least on a monthly basis and ensure that the aggregate budget

for CRS, consortium members and local partners is maintained accurately at the donor approved levels throughout the year, and commitments to consortium members and local partners do not exceed the available budget.

  • Design effective budget monitoring tools, generate and review monthly reporting and lead regular meetings with Program Managers to review issues and trends identified
  • Ensure timely receipt and review of monthly expenditure reports from partner organizations.
  • Ensure documentation of partner liquidation reviews outlining the justification of all rejected expenses and detailing improvements required.
  • Design and generate partner outstanding advance aging reporting and follow up with partners and program/project managers to ensure timely liquidation.
  • Verify estimates of partner cash needs and in collaboration and coordination with Program/Project Managers, develop quarterly cash forecast to ensure sufficient cash flow and timely disbursement to support activity implementation.
  • Ensure that partners keep supporting documents for all financial transactions and ledgers for Fixed Assets, Purchase Requisitions, Cash Receipts and Disbursements.

Capacity building

  • Through formal training, on the job support, and monitoring, build the capacity of CRS and partner staff in grants/contract compliance.
  • Prepare and implement training and technical assistance as needed to address capacity needs and reinforce grant management, e.g., financial management, budget analysis, policies and procedures, GAAP, and basic accounting.
  • Conduct staff orientation in donor and CRS financial management policies, procedures, and standards in collaboration and coordination with CRS Finance Manager.
  • Lead training to Program/Project Manager and to Partners on budgeting and in coordination and collaboration with Program/Project Managers, provide technical support to finalize Partners’ annual budgets.
  • Coordinate planning and implementation of institutional capacity assessment and periodic review of potential new partner organizations.
  • Conduct and coordinate with Program/Project Managers monitoring visits to partner organizations to assess adequacy of internal controls and to provide onsite mentoring and technical assistance. Detail site findings and ensure implementation of recommendations/corrective action plan and follow-up requirements.
  • Actively participate in program meetings as appropriate to effectively plan and collectively coordinate financial and programmatic activities in conjunction with partner capacity building initiatives




Business Development

  • Support the Program team as needed to prepare budgets and various sections of the cost proposal as well as review sub-grant/subcontract budgets and cost proposal materials prior to submission to the donor.
  • Review budgets for proposals, analyze budget cost items, and make recommendations as part of the proposal development team.
  • Ensure compliance with terms and conditions of the RFA’s and other donor proposal requirements.
  • Ensure compliance with all relevant federal regulations and restrictions and internal policy.
  • Participates in proposal reviews and After-Action Reviews, incorporating lessons into best practice guidelines and related job tools.

Preferred Qualifications/Work experience

  • A University degree in accounting or Finance
  • Professional qualification in accounting (ACCA, CPA, or equivalent), preferred.
  • Minimum five years relevant work experience with International NGOs in the area of Grants and Compliance. Very strong finance background
  • Experience in managing USG grants and/or other donor grant awards/sub-awards.
  • Auditing experience, a plus.

BACKGROUND

Under the guidance and direct supervision of the Head of the Sustainable Growth Unit, the Programme Analyst/Environment of UNDP is responsible for formulation and implementation of projects / programmes in areas of natural resources and environment management, biodiversity, and Energy Services (BES). He/she analyses and reviews national policies, program and plans with a view to aligning UNDP and UN environment program portfolio with the Government sustainable development agenda. He/she is also in charge of integration of environment and climate change concerns into the national and local development strategies. The Programme Analyst analyzes environmental (including climate change), biodiversity and energy services trends and issues in the country and assists in formulating strategies for implementing UN and UNDP environmental programmes in Rwanda. Apart from carrying out environment mapping and assessment, including analysis of political, social and economic trends, the Programme Analyst (Environment) will also be responsible for formulation, management and evaluation of environmental programme activities, and provides policy advisory services. He/she will also participate in mainstreaming of biodiversity, energy, and community-based development programmes, and capacity building initiatives into programme activities while applying the UN programming principles.

The Programme Analyst (Environment) oversees the implementation of GEF’s supported programme in the country office (CO) and support the head of Unit to coordinate activities of the project teams and other Programme Units, and works in close collaboration with the Operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in ensuring successful UNDP programme implementation.

UNDP Rwanda is a leading UN agency in the implementation of the United Nations Development Assistance Plan (UNDAPII) for 2018-2023. DUTIES & RESPONSIBILITIES

Provision of top-quality policy advice services to the Government and implementation of programme strategies

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAP, CPD, CPAP and other documents.
  • Identification of sources of information related to policy-driven issues, and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned
  • CO business processes mapping and preparation of the content of internal Standard operating Procedures in Results Management.

Management of the Country Office programme

  • Effective application of RBM tools, the establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets, and milestones.
  • Initiation of a project, presentation of the project to LPAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review… Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in the audit of NEX projects.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs, and outcomes. Preparation of donor reports.

Contribution to Delivering as one (Dao) Initiatives

Summary of Job

Mechanical Technician

The Mechanical Technician is responsible for carrying out all mechanical maintenance and repair of all equipment associated within the power plant and within the workshop. Under the direction of Mechanical Engineer you will perform preventive, corrective, and special maintenance on mechanical systems, components, and structural facilities to ensure the safety and efficiency of all mechanical equipment associated with the plant.

The role will require you to troubleshoot, inspect and work on a variety of plant equipment.

You will ensure all work activities are carried out in compliance with the site Health, Safety, and Environmental procedures and all legislative obligations. You will also have responsibilities for work activities with contractors on-site ensuring a safe and efficient working environment.

QUALIFICATIONS

  • Degree qualified apprentice served in a mechanical discipline is required
  • A minimum of three years experience in mechanical equipment is required
  • Hands-on experience within power plant mechanical maintenance preferred.
  • Good knowledge of power plant equipment and technology, boiler, turbine, fuel handling, and balance of plant preferred.
  • Good knowledge of working with Safe System of Work and permit to work system.
  • Good skills to operate workshop machinery

Organizational Setting and Work Relationships
A Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Some limited contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description.
