Le Réseau des Femmes Oeuvrant pour le Développement Rural (Réseau des Femmes) est une organisation non gouvernementale nationale d’intérêt public, créée en 1986 et régie par la loi N° 04/2012 du 17/02/2012 portant organisation et fonctionnement des organisations non gouvernementales nationales.




Le Réseau des Femmes depuis le mois de Décembre 2022 en partenariat avec AMIE Canada, exécute le Projet « Santé et Droits Sexuels et Reproductifs au Rwanda (SDSR-Rwanda)».

Le projet vise à atteindre le résultat ultime suivant : une jouissance accrue des droits de la personne relative à la santé par les détenteurs des droits les plus marginalisés et les plus vulnérables, en particulier les femmes, les adolescentes et les enfants. Il interviendra au niveau : i) du renforcement des capacités (formations) en SDSR aux intervenants communautaires et aux fournisseur.es et administrateurs/trices de soins identifiés au sein des Établissements de santé, ii) des sensibilisations aux groupes diversifiés des femmes, des adolescent.es ainsi que des sensibilisations au bénéfice du large public; iii) de l’amélioration de la prestation des services relatifs à la SDSR en faveur des groupes cibles. Le projet sera basé dans le District de Gasabo.




C’est dans ce cadre que le Réseau des Femmes voudrait recruter le personnel suivant pour l’exécution de ce projet.

Rôles et Responsabilités du poste

  1. Rédiger, éditer et distribuer les messages sur SDSR, y compris des publications, des communiqués de presse, du contenu de sites Web et réseaux sociaux, des discours et d’autres supports de marketing;
  2. Assurer la coordination et la gestion rigoureuse du centre d’appel hotline ;
  3. Concevoir les indicateurs de performance du centre d’appel hotline et réaliser leur suivi et leur bilan annuel;
  4. Effectuer les rapports d’activités et produire une contribution aux rapports périodiques du projet ;
  5. Elaborer les stratégies appropriées pour médiatiser et augmenter les appels de la hotline;
  6. Élaborer un plan de marketing du projet et un plan de sensibilisation via les médias et le mettre en exécution;
  7. Concevoir des spots publicitaires, dépliants, affiches, animation d’émissions radio-TV, Théâtre, Chanson, compétition artistique culturel et sensibilisation digitale
  8. Contribuer aux activités de sensibilisation auprès de la communauté y compris la célébration des journées internationales sur SDSR;
  9. Instaurer une communication institutionnelle et les relations efficaces avec les bénéficiaires et les partenaires;
  10. Alimenter quotidiennement le website du Réseau des Femmes par des articles relatifs aux activités réalisés en mettant accent sur les histoires de succès, les leçons apprises et les bonnes pratiques;
  11. Développer les outils de formations en faveur des agents de la hotline et des autres services du projet et organiser le renforcement des capacités dans la communication efficace ;
  12. Établir et entretenir des relations efficaces avec les journalistes et maintenir une base de données des médias;
  13. Multiplier les initiatives et les créativités pour améliorer la visibilité de l’organisation et coordonner des événements publicitaires ;
  14. Effectuer d’autres tâches lui confiées par son superviseur en rapport avec ses compétences.

Exigences du poste

  1. Possession d’un diplôme d’études universitaires (A0) journalisme et communication ou autre domaine connexe;
  2. Expérience professionnelle de 5 ans dans le domaine de SDSR et services liés à la violence sexuelle, Violences basées sur le genre, constitue un grand atout ;
  3. Une grande expérience et connaissance en rédaction et édition
  4. Maîtrise des logiciels de conception et d’édition ;
  5. Compétences en montage photo et vidéo ;
  6. Connaissance des outils de communication en ligne avec un accent particulier sur la production et la diffusion audiovisuelles
  7. Capacité à transmettre des idées et de manière concise
  8. Compétences analytiques
  9. Travail en étroite collaboration avec toute l’équipe du projet ;

Rôles et Responsabilités du poste

  1. Répondre aux appels du hotline (8011) avec un comportement positif et amical, et avec une communication ouverte et active en assurant la satisfaction des bénéficiaires pour la fidélisation des bénéficiaires ;
  2. Participer dans la conception des stratégies appropriées pour médiatiser et augmenter les appels de la hotline;
  3. Développer et mettre en œuvre des initiatives de communication en utilisant des outils et des canaux appropriés;
  4. Fournir des informations précises, valable et complète concernant SDSR ;
  5. Gérer les informations reçues, identifier et apprécier les besoins des bénéficiaires et les orienter aux personnes concernées ;
  6. Assister l’agent chargé de la communication dans l’instauration d’une communication institutionnelle et les relations efficaces avec les bénéficiaires et les partenaires ;
  7. Tenir des registres concernant les interactions avec les bénéficiaires ;

  1. Accueillir la clientèle et offrir des soins et services : consultation, préparation des bénéficiaires aux soins préventifs notamment la planification familiale/moyens contraceptifs et soins curatifs pour les maladies gynécologiques, les IST incluant le dépistage du VIH et fournir un accompagnement approprié aux bénéficiaires notamment aux victimes d’avortement non sécurisé, victimes de VBG et violence sexuelle,…
  2. Organiser les campagnes de sensibilisation et de promotion de l’éducation sur la Santé et Droits Sexuels et Reproductifs ;
  3. Animer des réunions, des ateliers de formation et des évènements sur la SDSR;
  4. Faire le « counseling » des groupes ainsi que celles des couples et individuelles avant, pendant et après le dépistage du VIH/sida;
  5. S’assurer de la collecte des données relatives aux prestations de soins et services donnés par le projet SDSR.
  6. Apporter un soutien quotidien au sein de l’équipe du projet pour la prévention, la gestion du stress et développer l’esprit d’entraide entre le personnel;

The Position

The Alliance, on behalf of IFPRI, is seeking a Senior Senior Research Associate. This is primarily a research position, requiring a good understanding of agriculture and rural development, as well as experience with quantitative and qualitative methods of data collection and analysis. The position will provide analytical support to the research program titled Strengthening Food Systems to Promote Increased Value Chain Employment Opportunities for Youth, funded by the Mastercard Foundation, and implemented in partnership with the World Food Programme. The Research Analyst will contribute to preparing and implementing surveys, contributing to data analysis, and collaborating on research relating to the role of gender, youth, and digital solutions in creating jobs and reducing post-harvest losses along key value chains in Rwanda. There will also be opportunities for the Research Analyst to contribute to policy research, capacity strengthening, and knowledge sharing activities across research, government, civil society, and other stakeholder communities.




Main duties and responsibilities of the Senior Research Associate

  • Contribute to quantitative analyses of primary and secondary data of specific policies and programs relating to gender, youth, and digital solutions for job creation and post-harvest loss reduction along key value chains in Rwanda.
  • Contribute to qualitative analysis, including situational diagnostics, landscape analysis, and policy change process analysis, on policies and programs relating to the same topics.
  • Participate in the design and implementation of data collection tools including, but not limited to, household surveys, value chain surveys, focus group discussions, key informant interviews, semi-structured interviews, and/or case studies.
  • Contribute to the preparation of data collection instruments, protocols, and procedures; applications for ethical reviews and research permits; training for survey enumerators and field supervisors; and support to partner organizations involved in data collection efforts.
  • Conduct literature reviews and syntheses on topics related to gender, youth, and digital solutions for job creation and post-harvest loss reduction along key value chains in Rwanda.
  • Prepare presentations, presentation materials, research reports, policy notes, refereed journal articles, and other documents related to gender, youth, and digital solutions for job creation and post-harvest loss reduction along key value chains in Rwanda, or as required by IFPRI.
  • Liaise with key program partners, including the Mastercard Foundation and the World Food Programme, as well as with the Government of Rwanda and collaborators in other research networks, policy think tanks, universities, civil society organizations, and donor agencies, as required by IFPRI.

Requirements 

The successful candidate will be required to have:

  • Master’s Degree in Economics, Agricultural Economics, Development Economics, or a related field.
  • 2 More than 2 years’ work experience in research, economics, or public policy.
  • Working knowledge of Stata (preferred) or other statistical software; experience with a qualitative analysis software is a bonus.
  • Demonstrated capacity to implement large and detailed agriculture surveys.
  • Experience with qualitative data collection through focus group discussions, key informant interviews, and/or semi-structured interviews.
  • Demonstrated capacity to analyze and utilize policy-relevant information from a broad range of sources on value chain analysis and post-harvest loss, including its intersection with gender, youth, and digital solutions.
  • Familiarity with theoretical and technical issues related to social and economic development, agriculture and rural development, growth and poverty, food security, and/or nutrition, both in broad terms and specific to Rwanda.
  • Excellent oral and written English communication skills.
  • Must be able to work independently with minimal supervision, but also participate as a team member in conducting the duties described above.

Terms of employment

  7. Assist in analysing performance problems of network, systems and applications and recommend solutions to enhance functionality, reliability, and/or usability. Job Purpose




The Project Officer of Dufatanye Urumuri Project will support the overall management of the project, ensuring:

  • Effective implementation of project activities.

Duties and Responsibilities

1.  Effective implementation of project activities

  • Organizing regular learning and experience sharing events between awarded community structures and partner in order to transfer knowledge and draw advocacy areas.

Essential requirements

BASIC FUNCTION OF THE POSITION

This position is established as Acquisition and Assistance Specialist “Ladder” position, which includes positions at the FSN-09, FSN-10, and the full performance level of FSN-11. The Acquisition and Assistance Specialist (Entry Level/EL) is located in the Regional Office of Acquisition and Assistance (OAA) in Kigali, Rwanda (USAID/Rwanda). The OAA in USAID/Rwanda has the extra responsibility of overseeing the development portfolio for USAID/Burundi. The function of the Office is to provide Acquisition and Assistance (A&A) support to Technical Offices and Development Objective (DO) Teams in both Rwanda and Burundi, and in any other Offices that may be supported by the Mission. The primary purpose of this position is to support the cognizant Mission Contracting/Agreement Officer, by performing a variety of A&A duties including writing grants, cooperative agreements, contracts, and other procurement instruments, and preparing amendments/modifications to such instruments in support of the Mission. The Specialist reviews and recommends approval or revision of requisitions in the Global Acquisition and Assistance System (GLAAS); reviews and recommends approval or revision of statements of work (SOW); drafts A&A solicitation documents; performs cost and price analysis; analyzes A&A offers or applications received; drafts A&A award instruments and modifications; analyzes budgets; recommends special A&A award requirements; writes memoranda of negotiation; and, prepares other required documentation. The Specialist maintains up-to-date A&A files and records, manages Contractor Performance Assessment Reports (CPARs), and supports award closeout. The Specialist provides guidance to supported Teams related to A&A award modifications. The Specialist is responsible for carrying out day-to-day activities under the mentorship of more senior Office employees.




QUALIFICATION REQUIREMENTS

  1. Education: Possession of a Baccalaureate Degree, or the equivalent of a four-year US college/university (or equivalency accreditation if a non-US institution), degree is required. Note: Additional education will NOT be substituted for Experience.
  2. Prior Work Experience: A minimum of three years of progressively responsible experience in acquisition and assistance, development assistance, or a position that requires closely related skills, such as program management, law, or financial management, is required. One year of this experience must have been gained working in a position equivalent to no less than the next lower level of FSN responsibility in this or an occupation that requires similar skills, within a USG organization, the Host Government, the private sector, or within an international or donor organization. Note: Additional experience will NOT be substituted for Education.
  3. Language Proficiency: Level IV English is required.

WFP is always looking for talented, motivated, and enthusiastic students. An internship at WFP is a great opportunity to acquire practical work experience while contributing to the goal of reaching Zero Hunger. WFP has secured funding for 20 interns who will be placed in various functional areas in Kigali and the field offices over a period of 2 years.

The internship programme will be for a period of 6 months with a possible extension. KEY ACCOUNTABILITIES (not all-inclusive)

This position is under Supply Chain Management and will support to:

  1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
  3. Manage logistics ‘vendors’ contracting activities including performance monitoring and measurement.
  4. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.
  5. Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.

BACKGROUND AND PURPOSE OF THE ASSIGMENT:

Rwanda is a low-income, least-developed country with a population of 11.2 million people, of whom 52 percent are women and girls and 48 percent men and boys. Since the 1994 genocide, the Government of Rwanda has consistently and rather successfully pursued development objectives, but many challenges persist including in food and nutrition.

WFP Rwanda helps the government enhance the national capacity to manage and innovate, but also to tackle more immediate humanitarian needs and provide a path to self-reliance, ensuring no one is left behind while facilitating national ownership. WFP is increasingly transitioning from humanitarian action into development and humanitarian nexus efforts to create links and make greater impact.

The primary mission of the Monitoring & Evaluation unit is to continuously enhance operational information management and monitoring for WFP Office, not only to meet corporate requirements but to promote evidence-based decision making. The successful candidate will contribute to the current field monitoring activities through generating data for evaluative purposes and corporate reporting, as well as for further evidence-building at all organizational levels.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the guidance of the Head of VAM/M&E Unit, the primary duties of the intern shall include the following:

  • Provide monthly process monitoring updates (planned vs actual visits) and reports.
  • Provide input into the Monthly Country Brief.
  • Support in calculating performance indicators for different programs.
  • Capturing and reconciliation of monthly distribution data in the COMET system (Country Office Tool for Managing Effectively).
  • Participate and supervise data collection surveys.
  • Perform other duties as required.




DELIVERABLES AT THE END OF THE CONTRACT:

At the end of the internship, the candidate is expected to have accomplished the following:

  • Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making
  • Ensured data quality and data timeliness for the corporate monitoring systems, regular monitoring and data reconciliation exercise from M&E unit’s side are met.
  • Participated and supervised monitoring surveys and assessments to ensure corporate outcome indicators and donor specific reports.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Currently in the final year of a bachelor’s degree; or currently enrolled in a master’s degree OR graduated no longer than 1 year ago from a bachelor’s or master’s degree or equivalent.
  • Fields of study: monitoring, social sciences, development studies, international affairs, business administration, or a field relevant to international development assistance.

Experience:

Not a mandatory requirement, but internship or student work in similar capacities would be an added value.

Knowledge &Skills:

  • Good understanding of quantitative and qualitative survey methods, data collection, treatment, and analysis is required.
  • Proficiency in Windows, MS Office, and other Statistical Programs (such as SPSS and STATA)
  • Familiarity with monitoring frameworks such as the results-based Log frames is desirable.
  • Proficiency in online data collection tools and data visualization (like Tableau) is desirable.




 

Languages:

Fluency in English. Knowledge of Kinyarwanda is an asset.

Project:

Rwanda has taken a number of steps to improve its health sector among which Rwanda applied in 2018 for the WHO Global Benchmarking Analysis (GBT) to assess its capacity of its medical products regulatory system and thus enable Rwanda’s manufacturers to apply for vaccine prequalification. It is therefore expected that for Rwanda to be recognized by the WHO as a regulatory authority, the control of medicines, including vaccines, by the Rwanda FDA requires improvement to reflect the current state of science and technology. The twinning project therefore makes sense and should trigger and lead to institutional changes by maintaining a keen awareness of scientific developments in the pharmaceutical field through partnerships with more established regulatory agencies.

The overall objective of this project is to improve the enabling environment for regulation of medicinal products and vaccines in Rwanda. That is why, through this EU twinning project in Rwanda, France, Germany, Belgium, and Lithuania aim to combine their expertise and experiences in a consortium to support strengthening the capacity of the Rwanda Food and Drug Authority (Rwanda FDA) to fully play its regulatory functions, including marketing authorisation and registration, licensing and inspection of premises, market surveillance and enforcement.




 

The project has three components:

  • Component 1, which is to improve the legal framework and regulatory functions linked to medicinal products, will be led by France through its health agencies (ANSM, HAS) and pharmacovigilance agencies (CRPV) and supported by Germany (BfArM) and Lithuania (SMCA).
  • Component 2 which is to strengthen of market surveillance and control function will be implemented by France and supported by Belgium (Sciensano) and Lithuania.
  • Component 3, which is to support the establishment of the official batch release function for vaccines, will be led by Germany and supported by Belgium and France. Additional expertise is foreseen with the support of Sweden, Austria and Greece.

The project is planned for two years and the budget is 2 million of euros.

Duties and Responsibilities:

  • Assisting the RTA and twinning team in all the day-to-day all administrative and logistical matters. Assisting RTA by providing day to day management of the project – monitoring, evaluating implemented activities.
  • Providing translation and consecutive interpretation from English/French to Kinyarwanda and vice versa for the RTA, project leaders, component leaders and short-term experts, when necessary (acting as a translator/interpreter, when necessary).
  • Assisting the RTA in identifying, verifying and monitoring project procedures – by making sure that all the documents are delivered and registered and delivered on time – according to all the project rules/regulations.
  • Maintaining close working contacts and relations with beneficiary administration and project stakeholders (including project leaders, component leaders, short term experts and counterparts involved in the Twinning) and partners;
  • Providing support to the short term experts and component leaders during their missions in Kigali and the project leaders during the meetings of the Project Steering Committees and internal working meetings on Rolling Work Plan and Communication and Visibility Plan of the project.
  • Control supporting documents for payments, review financial reports -Ensuring compliance with all financial and procurement procedures.
  • Ensure the logistical follow-up of the EU Twinning Project: phone calls, local meetings organisation, appointments arrangement, filing, mission certificates of experts drawing-up and sending, missions of experts calendar updating, type letters drafting, documents making-up. Process incoming and outgoing correspondence (registration, follow-up, transmission, dissemination);
  • Ensure logistics for experts missions, including travel arrangements, hotels booking, venues finding and documentation preparing as necessary;
  • Ensure the access to information and documentation of the projects and the regular updating of the Cloud designed for the share of documentation and information between the twinning management team (RTA, assistants, Expertise France Project Officer and Team leader) and between the several project’s stakeholders ;
  • Support the organisation of events: documentation research, information dissemination, conference and workshops preparation, logistical aspects related to the event’s organisation;
  • Ensure the editing of web-pages, social networks and other communication activities;
  • Provide support with the research of information and documentation linked to environmental health, health impact assessment, environmental impact assessment, any other topics related to the project’s objectives;
  • Reporting to the RTA
  • Provide support in editing documents in English, Kinyarwanda, and French;




 

Qualifications:

  • University Degree in Public Health, Pharmacy, Administration, Procurement or any other relevant;
  • Knowledge of Health sector and specifically oh health products and vaccines;
  • General knowledge of EU-funded projects procedures;
  • Computer proficiency in MS office;
  • Fluency in Kinyarwanda, English and French is required;
  • Good contact with people and interpersonal skills;
  • Team spirit;
  • At ease with intercultural context;

The following experience and skills will be considered as an asset for the RTA Assistant:

  • 3 years of relevant experience in Administration role or Executive Assistant at the national or international non-profit organization level;
  • Experience of participation in international projects dealing with health or environmental policies/projects/ reforms;
  • Experience in logistical management for international projects;
