Technical Advisor for climate policy and planning for

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ project “Capacity Development for the Implementation of Rwanda’s Nationally Determined Contributions (NDC)” aims to strengthen the organizational and the technical capacities of the Ministry of Environment (MoE) of Rwanda to coordinate the implementation of the country’s Nationally Determined Contributions on climate change (NDCs). It further supports designated public institutions to integrate and implement the NDC objectives into selected policies, strategies and plans, and helps to improve the access of private enterprises and financial intermediaries to funding measures for the implementation of Rwanda’s NDC. The project was initiated following the signature of the new Rwandan-German Climate and Development Partnership in March 2022 between the Rwandan and German governments. It is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in cooperation with the Ministry of Environment (MoE).


GIZ would like to recruit a candidate for the position of Technical Advisor for climate policy and planning for the “Capacity Development for the Implementation of Rwanda’s Nationally Determined Contributions (NDC)” Project.

The Technical Advisor for climate policy and planning performs the following responsibilities:

Responsibilities

  • Contribute to the overall achievement of the objectives and outputs of the NDC project,
  • Advise the Ministry of Environment of Rwanda (MoE) on the selection / coordination of sectors for integrating the NDC objectives into their policies, strategies and plans,
  • Provide technical and policy advice to the MoE on the integration of NDC objectives into selected sectors, strategies, policies and plans of designated public institutions,
  • Provide technical, policy and process-related advice to MoE regarding Rwanda’s role in regional (Africa) as well as international climate change negotiations and initiatives,
  • Support the organization and implementation of activities, training and measures to strengthen and develop organizational and technical capacities of designated sectors,
  • Support the MoE with regional sharing of experiences on the NDC implementation and assist in generating data regarding NDC implementation across designated sectors,
  • Facilitate communication with the MoE and key stakeholders on NDC implementation,
  • Support knowledge management, monitoring, evaluation, learning (MEL) & reporting.


Tasks 

The Technical Advisor for climate policy and planning performs the following tasks:

  1. Technical and policy advice
  • Support the development of a roadmap for the MoE and the selected sectors and affiliated institutions towards strengthening their climate rationale and the planning to integrate the NDC objectives into their existing policies, strategies and plans,
  • Provide technical / policy advice to the MoE on the identification, onboarding as well as coordination of the designated sectors with regard to designing and implementing activities and measures to strengthen their organizational and technical capacities,
  • Provide technical / policy advice to the MoE on the integration of NDC objectives into the selected strategies, policies and plans of the designated sectors and institutions,
  • Support the MoE and the selected sectors to engage in regional (Africa) as well as international experience sharing on NDC implementation through the mainstreaming of the NDC objectives across the selected policies, strategies and plans.
  1. Capacity development and partners’ support
  • Support the identification of the project partners’ needs and formulate approaches to address them in line with the project’s objectives and the NDC implementation plan,
  • Contribute to the preparation, implementation and follow-up of capacity development activities and measures for the selected sectors in close coordination with the MoE,
  • Assist the MoE with the coordination, preparation and implementation of activities that contribute to the capacity development of the selected sectors for NDC implementation such as trainings, workshops, forums, field trips, research and other relevant initiatives,
  • Contribute to the coordination and exchange with all selected sectors and stakeholders to foster knowledge and experience sharing on the NDC mainstreaming in the sectors.


  1. Communication and cooperation
  • Support cooperation, regular dialogue, exchange and networking opportunities with all the project stakeholders and within the project team,
  • Maintain a good flow of communication and information sharing within the project team and all the relevant project partners (MoE, line ministries, private sector, etc.).
  1. Knowledge management and reporting
  • Report on the implementation of project activities and measures on a regular basis,
  • Contribute to project reports, meeting minutes, policy briefs, project presentations,
  • Support research activities, information gathering and innovative ideas on key topics,
  • Contribute to the capitalisation of knowledge and the design of communication tools,
  • Support knowledge management, MEL, reporting activities and knowledge transfer.
  1. Other duties/additional tasks
  • Support the coordination and implementation of the project activities in accordance with objectives, GIZ procedures, rules, quality standards, and existing agreements,
  • Support the operationalization of the project and participate in formulating project-related action plans, monitoring the budgeting and financial flows of project expenses,
  • Carry out any other relevant tasks for the project as requested by the Project Director.


Required Qualifications, Competences and Experience 

Qualifications and professional experience

  • University degree (Master’s) in a relevant field: climate change, environmental sciences, natural resources, policy development and planning, political sciences, etc.
  • 3 to 5 years of professional experience, with at least 3 years in a comparable position,
  • Good knowledge of Rwanda’s climate change policies, strategies, sectors, legislation, institutional landscape, implementation structures / actors, planning processes, etc.,
  • Good knowledge of the Paris Agreement, international climate policy and negotiations,
  • Experience / expertise in policy development, policy planning or budgeting is an asset,
  • Experience in advising or providing technical and policy advice to governmental and/or private sector in the context of climate change, including with managing consultants.

Other knowledge and additional competences

  • Good communication and excellent self-management and coordination skills,
  • Excellent ability to share knowledge / experience and demonstrated ability to work and deliver high quality work sometimes under time pressure and within tight deadlines,
  • Good team player able to work in multicultural teams and in multicultural environments,
  • Excellent command of English is required (oral and written). French would be an asset,
  • Good knowledge of the use of ICT applications (MS Office, Outlook, MS Teams, etc.),
  • Willingness to develop new skills and competencies as required by the job and tasks,
  • Ability and availability to travel outside of the place of employment as required.

About the Role

The Finance Transformation and Strategy Senior Associate will work directly with the Head of Financial Advisory Services (FAS) to lead different strategic projects and process improvement initiatives that are critical for the Finance division. You will identify and advance opportunities to optimize processes and system automation initiatives. You will gain insight into the broader finance departments and major organization-wide change projects.

Responsibilities

Project Management and Process Improvement – you will

  • Lead high-priority projects: directly implement and lead key projects aimed at setting up a scalable and efficient team. You will be working with staff across the Finance Team as you take the lead on such projects, reporting progress back to the Head of FAS and engaging him when necessary. Sample projects include:

    • Create financial models for new business opportunities that emphasize paths toward profitability, process effectiveness, and balance sheet health

    • Prepare robust scenario plans that inform short-to medium-term decisions that align with the organization’s objectives, and finance strategy.

  • Lead process improvement initiatives: assess existing process flows and initiatives to improve team throughput, define the target state, prepare an implementation roadmap and drive teamwork prioritization. Sample projects include:

    • Identifying integration opportunities for relevant data, mainly getting us to a roadmap to move to extended planning and analysis (xP&A) to improve the speed of decision-making and reduce overall time spent by the team in collating, reconciling and transforming data.

    • On an ongoing basis, identify areas of improvement; research best practices and offer guidance and recommendations for changes and potential solutions.


Financial Management:

  • Perform preliminary financial reviews for multiple deliverables such as models from program teams, budget roll-ups, board packs, etc.

  • Represent Finance to program teams and drive a variety of finance-related projects by working to connect FP&A, Accounting, and Treasury teams with program teams.

Staff Management: you will oversee the professional development and high-quality project work of one Analyst.

Primary Purpose:

This position is primarily responsible to provide cultural orientation training to refugees approved for resettlement to the United States in accordance with US Refugee Admission Program (USRAP) guidelines and RSC Africa CO standard operating procedures. Trainings mostly take place in refugee settlements in Rwanda and sometimes in other urban and camp locations throughout Sub-Saharan Africa.

Essential Duties:

  • Maintains a current knowledge of the US and US Refugee Admissions Program, adhering to all PRM, RPC, CWS and RSC Africa policies, guidelines and procedures.
  • Participates in review of the CO pipeline by reviewing reports to determine CO ready cases in various locations and propose circuit ride activity to CO Supervisors.
  • Prepares for cultural orientation circuit rides by reviewing information about participants to be trained, developing lesson plans specific to those participants. In collaboration with CO Program Assistants and other circuit ride team members, coordinate the gathering and packing necessary training materials, hiring interpreters and child minders, and printing class lists and name tags
  • Conducts cultural orientation training in urban and camp locations in Rwanda and throughout Africa both in person and remotely
  • Assists in writing trip reports upon return from CO circuit rides in collaboration with other circuit ride team members for submission to CO supervisors and Managers.
  • Assists with the logistical planning in collaboration with Logistics Unit and CO supervisors.
  • Represents CWS/RSC Africa to partners in the field, ensures that standard operating procedures are being followed, and consults with CWS RSC Africa Leadership on matters of concern.
  • Updates START in a timely manner to reflect participation in CO. Actively participates in circuit ride briefings and debriefings.
  • Works on projects related to CO curriculum development, training materials development and other aspects of the CO division as assigned by Curriculum Development Supervisor
  • Performs other duties which may be assigned by the CO Supervisors, Managers and or Coordinators to enhance the efficiency and efficacy of the CO program.


Qualifications:

Experience:

  • Four (4) years paid work experience required.
  • Six (6) months experience in education or training required.
  • Two (2) years work experience in any or a combination of the following is preferred: training; field work carrying out program activities; liaising with agency partners and/or vendors; logistical experience organizing field missions.
  • Relevant experience in the United States strongly preferred.
  • Experience working with refugees preferred.

Education & Certifications:

Job Description

1. Participates in training programs (online and in person) related to accreditation.
2. Maintains and applies knowledge of current and evolving issues, trends, and information related to conformity assessment bodies’ accreditation.
3. Manages the distribution of accreditation materials and visits sites of accredited bodies.
4. Communicates accreditation decisions to organizations accurately and in a timely manner.
5. Develop and maintain for each diagnostic facility a current profile, key contact list, accreditation status, and a historical record of accreditation activities.
6. Develop and implement a four-year accreditation strategy and schedule for each diagnostic facility.
7. Conduct planning sessions with clients due for an on-site assessment when appropriate, coordinate and support clients through accreditation assessment activities and monitor and follow up on document submissions from clients.

9. Provide significant information arising from accreditation services activities are communicated to the manager.
10. Provide timely accreditation assessment reports to clients once approved

Reporting: Transport Safety Senior Engineer reports to the Director of Traffic Management Unit
Duties and Responsibilities
The transport Safety Senior Engineer is responsible for:
1. Following up and monitoring the issues related to road safety on Rwandan Road network;
2. Initiate, coordinate and report the implementation of road safety related policies, strategies and plans;
3. lead the road safety data collection / recommend appropriate improvements, conduct road safety related studies and follow up on their implementation;
4. Provide active support to stakeholders for road safety projects /activities (
5. Provide technical support for safety of inland water transport;
6. Identify and collect existing road safety information on both paved and unpaved road network;
7. Prepare network referencing and inventories (i.e. road furniture age, as built data, rehabilitation, and upgrading history);
8. Prepare proposed limits for the road safety performance indicator (i.e. trigger level for intervention, vertical sign illumination, shading off horizontal marking, black spots, bridge protection, and any other hazardous features;
9. Propose road safety development by means of new installation, rehabilitation or upgrading, whilst ensuring that all National road networks conform to acceptable standards of road safety;
10. Initiate and supervise the road safety audits are carried out in the entire network including installation of road safety features such as road horizontal and vertical signs and necessary traffic calming features;
11. Initiate and follow up on the development and regular updating of specifications to keep RTDA in the forefront of technological improvements and innovation;
12. Establish the framework wherein all division feed in data for the road safety planning and management. The data include; investigation, survey, design, construction, rehabilitation, maintenance;
13. Liaise with Department of Traffic police for collection of accident data and processing it for road network inventory;
14. Liaise with other divisions in RTDA and stakeholders in road safety related projects and activities;
15. Verify if past and future data are processed for inclusion in a network management System to be used for the planning and implementation of road design, rehabilitation and construction works;
16. Review and submit five-year road safety and environmental network development plans and roll-out plans for paved and unpaved roads and recommend programs and budgets for roads construction, upgrading and rehabilitation;
17. Verify if all designs and other services carried out by consultants and in-house staff are properly reviewed, checked and maintained in respect of meeting all the road safety standards in accordance with the defined procedures;
18. Identify and develop road safety database for network management system;
19. Perform any other duties as may be assigned by a competent authority.

PRIMARY PURPOSE:

The Gender Based Violence (GBV) Prevention officer will oversee the overall day to day GBV prevention interventions, including GBV prevention awareness raising activity, capacity building and coordination with other sectors and actors in the target location. S/He will be responsible for all gender-based violence (GBV) prevention-related activities in the community, including trainings, workshops, awareness-raising activities, campaigns with government actors, community leaders, women and adolescent groups, community members.

KEY RESPONSIBILITIES 

  • Oversee the quality implementation of the SASA! Methodology;
  • Provide technical support to the community activists and other structures working to prevent GBV;
  • Support the local drama troupes to raise awareness on GBV using SASA! Drama skits;
  • Disseminate GBV communication materials across the camp;
  • Work with other partners to mainstream GBV prevention and response in their existing services;
  • Engage refugee populations and share information through outreach, meetings, campaigns, etc.
  • Develop communication strategies and work with the team and communities to develop and test appropriate IEC materials;
  • Co-facilitate training to stakeholders in the refugee settings;
  • Monitor protection concerns for women and girls in the Camp setting and share concerns with actors providing services;
