Job responsibilities

•Develop the plan for community mobilization and training activities around ECD interventions, •Spearhead coordination and monitoring preparation and implementation of social behavior change activities including materials review, development, production, and utilization; •Analyze problems that hamper the implementation community mobilization and suggest appropriate measures to ensure their timely implementation; •Maintain relationships with pilot communities in the SPRP target districts and ensure timely information sharing on community mobilization and training events; •Evaluate the effectiveness and efficiency of the community mobilization actions, community training plan, and its relevance to the needs of the target communities •Report monthly to the Program Manager on the timely implementation, monitoring, and evaluation of all community actions and community training activities;


•Attend meetings on ECD-related implementation, stakeholders’ meetings, and community meetings; •Conduct regular community meetings in the project-targeted communities with local authorities, parents’ committees, and/or other stakeholders; •Conduct monitoring activities, data collection, and reporting on findings from field monitoring activities; •Sustain and enhance established partnerships accomplished with the project and community stakeholders; •Prepare and update activity reports within the standards and time schedules of the project (monthly, quarterly, mid-year, and year-end); •Provide timely field reports based on feedback/observation from the ground to ensure that correct information guides the decisions of the team; •Collect data and information from the field/provide input in the completion of the progress reports and potential projects; •Participate in SPRP team meetings for updating and reporting.

Key Duties and Responsibilities:

  • Has authority to make spot decisions and report immediately to his/her superiors
  • Conduct security operations on the ground during his/her shift, such as securing screened baggage, conducting aircraft security searches and checks, securing aircraft on the ground, and ensuring the security of inflight catering.
  • Report incidents/accidents at the place of work to put in place appropriate preventive and corrective actions.
  • Ensures that passengers’ baggage, cargo, mail and courier are safe and protected from the warehouse to aircraft and vice-versa to ensure that there is no act of unlawful interference.
  • Ensures that cargo and freight are properly screened so that they are made known from the unknown.
  • Ensures proper handling and carriage of firearms, dangerous goods, goods, and valuables in compliance with set standards.
  • Reports safety and hazards, incidents identified during the operations
  • Reports security threats and incidents that occurred during the operations.
  • Execute specific tasks as assigned by Security Manager Operations or Security Supervisor
  • Ensures implementation of security processes, systems, and procedures in accordance with approved International / National Aviation Security Program.
  • Liaise with other airport security staff on all aviation security issues to enhance the effective and efficient implementation of the RwandAir Security Program.

Job Purpose

Handle and assist all passengers with reduced mobility and other passengers who need assistance for departure and arrival flights at Kigali International Airport. Such assistance shall include handling UMNR and WCH passengers.

Key Duties and Responsibilities;

  • To ensure a high level of customer service is provided to all passengers with reduced mobility
  • Transport passengers safely to and from required locations, remaining alert to potential hazards which may cause an incident
  • Assist passengers with reduced mobility from the terminal entrance and vehicle drop-off point to the check-in area, security checks, and departure gates until they are boarded.
  • Report any hazards/incidents and accidents to the shift team leader or supervisor.
  • Work closely with the shift supervisor to ensure a smooth process for all wheelchair passengers booked on different flights for proper handling.
  • Liaise with the supervisor and load control office to ensure all wheelchair passengers’ requirements are met, and that notification messages about exceptional cases are sent to the destination.
  • To assist UM to and from the aircraft and connect the UM with a guardian or parent per the procedures.
  • You will be in charge of wheelchairs daily and report any damaged wheelchairs to your supervisor before the end of your shift.


Required Education, Experience, Knowledge, Skills and Abilities

  • A minimum high school diploma in hospitality is an added advantage
  • A minimum of six months of experience in the hospitality/airline industry
  • Knowledge of airport services and customer care.
  • Commercial acumen with an overall knowledge of airline operations.

Call for Applications: CARTA PhD Fellowships 2025

The Consortium for Advanced Research Training in Africa (CARTA) invites applications for its prestigious PhD Fellowships for the year 2025. CARTA is a collaborative initiative involving eight African universities, four African research institutes, and eight non-African partners. Our mission is to bolster the capacity of African institutions to conduct globally competitive research, with a particular focus on addressing health and development challenges in the region.


CARTA PhD Fellowship

As part of its innovations, CARTA offers a collaborative doctoral training program in public and population health. This program has been developed in response to the great challenges faced by Africa’s institutions of higher education in addressing the training and retention of the next generation of academics in the region. Specifically, CARTA seeks to fund candidates who will be future leaders in their institutions. That is, young, capable, and committed individuals who, in time, will ensure that their universities will be the institutions of choice for future generations of academics and university administrators wishing to make a positive impact on public and population health in Africa.

The multi-disciplinary CARTA PhD fellowship is open to staff members of participating institutions who are interested in conducting their PhD research on topics relevant to the broad fields of public and population health. We welcome applications from any discipline, such as public health, demography, anthropology, communication, and economics, among others, as long as the research question aims to contribute to public and population health issues in Africa. CARTA is committed to gender equity in access to the training programs and governance structure and implements a series of interventions to support the progress of women in academia (see CARTA’s gender position). Women are therefore particularly encouraged to apply.

Successful applicants will attend CARTA’s innovative series of Joint Advanced Seminars (JASES) for cohorts of doctoral students admitted and registered in the participating African universities. Both the development and delivery of these courses are jointly led by regional and international experts. The seminars include didactic sessions, discussions, demonstrations, and practice labs. These activities collectively serve to:

  1. Expose students to key theories and concepts, seminal readings, and research methods of disciplines relevant to public and population health;
  2. Train students in critical research skills; and
  3. Build and maintain a network of researchers for scientific collaborations, professional support, and mutually beneficial exchange of scientific resources.

JASes are offered once annually for four years to each cohort and build skills and conceptual depth from year to year. Each JAS runs for 3 to 4 weeks. Specific topics covered in each JAS include the following:

  • JAS-1 builds critical thinking, technical skills, and other core research competencies, and introduces  students to the essential concepts and seminal articles of the disciplines brought together under CARTA
  • JAS-2 focuses on data management and analysis. Fellows learn to use software packages for qualitative and quantitative data management and analyses. Practice sessions use real research data and current software packages for hands-on training
  • JAS-3 focuses on data presentation, the doctoral dissertation, and scientific writing and communication skills to facilitate results dissemination and policy engagement
  • JAS-4 addresses professional development including skills necessary to manage and teach large class sizes, raise and manage research funds, grant writing, and research management.

In 2025, the CARTA program plans to offer up to 15 PhD fellowships and two additional fellowships reserved for staff members of the Somali National University (SNU), Somalia, who will be mentored by one of the CARTA partners, Makerere University, Uganda. The fellowships, which are tenable at the CARTA African universities, include the following benefits:

  • The cost of the fellow’s participation in the advanced seminars;
  • A modest monthly stipend; moderate support for research activities;
  • A laptop loaded with relevant software;
  • Funds to attend one international conference; and
  • Support to participate in training programs of choice.

Note: The CARTA fellowships run for a maximum of four years. Fellowships will only cover tuition fees, medical insurance, and travel support for fellows registered at a partner institution different from their own.



Respective African partner institutions need to commit to continue paying fellows’ salaries (or equivalent) as faculty members and to modify their workloads for the fellows, to enable them to fully participate in CARTA-organized activities pertaining to their PhD program and also to concentrate on their PhD studies. The partner institutions will also need to commit to waive the fellows’ fees if they are registered at the institution where they are employed. Fellows are encouraged to seek supplemental funding to cover additional costs of their doctoral program.

Eligibility

  • A Master’s degree in a relevant field.
  • Prior admission into a PhD program is not required for application but awards are contingent on such admission being obtained at one of the participating African universities.
  • Applicants for this program must be full-time teaching or research staff at one of the participating African institutions and should be committed to contributing towards building capacity at their institutions.
  • Applicant’s PhD research proposal must be related to public and population health.
  • Fellowships are only open to individuals who have not yet registered for a PhD or are in the very early stages (first year) of the PhD program and are yet to define their research proposal. Fellows seeking support to complete a PhD or secure an additional PhD are not eligible to apply.
  • Applicants must commit to participation in all four annual residential Joint Advanced Seminars (JASes), and to engage in inter-seminar activities designed to keep fellows actively engaged and in continual communication with peers and mentors.
  • Male applicants must be under the age of 40 years and female applicants under the age 45 years.

  2. At this point, applicants are expected to submit their application forms and reference letters by April 15, 2024, to the Focal Persons at partner institutions WITH A COPY TO THE SECRETARIAT (carta@aphrc.org)You can access the application here.
  3. CARTA partner institutions will nominate candidates who will be invited for the full application process. The institutional selection will take place between April 15 and May 15, 2024. Institutions must submit a completed University CARTA PhD Fellowships Applications Screening Form by May 15, 2025.
  4. Only those who are nominated by their institutions will be invited to submit a full application between June 1 and July 15, 2024.

The full application includes:

  • A full research proposal
  • Updated CV
  • Letter of support from their institution committing to modify the workloads for the fellows, to enable them to fully participate in CARTA-organized activities pertaining to their PhD program and to waive the fellows’ fees if they are registered at the institution where they are employed.
  • Three timed tasks:
    • Critical review of a scientific article
    • Numeracy task
    • Critical thinking task
  • Two free online courses:
    • Understanding plagiarism course
    • Basic Health Research Ethics course

Context:

  8. Respond to complex information requests and inquiries; set up and maintain files/records.

Required Qualifications and Experience

Education 

  • School diploma with six years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience 

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

a. Function summary

b. Duties and Responsibilities

  • Develop business and marketing plans in coordination with Managing Director to achieve revenue goals.
  • Developing and sustaining solid relationships with company stakeholders including customers.

Context:

Required Qualifications and Experience

Education 

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Experience 

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

1.To prepare annual procurement plans (AWPs) in accordance with approved work plans and budgeted interventions to ensure timely procurement of required goods and services; 2.To determine suitable sources of supply through extended local and non- local searches and request bids and quotations through right channels accessible to a wide range of potential suppliers; 3.To prepare appropriate bidding documents, including specific procurement notices, standard contracts for goods and services, invitations for bids, etc. 4.To liaise with projects teams to ensure that all requirements are considered and made clear during bid documents preparation;

5. To work with Public tender committee for the review and analysis of bids and quotations and recommend the best qualified bidder/vendor, considering offered prices and bidder/vendor capabilities, reputation, and past performance; 6. To prepare contracts to successful candidates according to the standard bidding documents 7. To participate in contract negotiations, prepare and review for high quality and accuracy each contract packages (selection memos, restricted screening and other donor requirements, contracts, agreements/grants or purchase orders, modifications, etc.) prior to submission to contracts or agreements signatory. 8. To monitor contract execution in collaboration with concerned departments; 9. To provide information and documents to Rwanda Public Procurement Authority whenever considered necessary. 10. To carry out any other duty provided for by regulations on public procurement. 11. Execute other activities assigned by direct supervisor

Job responsibilities

* Establish and maintain a sound financial and internal control systems and procedures for the project and ensure that they are adhered with in line with the GoR Regulations and Donor Procedures; * Prepare and support in the preparation of the project annual budgets as part of the annual work plan and budget preparation and revisions; * Ensure that payments are timely made and recorded in accordance with the approved budgeted/planned amounts as approved and complies with Financial Management Manuals, the financing agreements and other laid down accounting procedures and operational guidelines; * Ensure that all payment vouchers are adequately supported with appropriate source documentations, duly authorized for payment and properly filed to facilitate easy retrieval and referencing;

* Ensure that approved bank accounts are maintained at adequate levels to enable scheduled payments to be made without delay, undertaking timely cash flow projections and observing good treasury and cash management practices; * Follow up to ensure that actual expenditures are in line with the budgets, analyze and provide explanation to users on any variances thereof; * Ensure funds are properly managed and flow smoothly, adequately, regularly and practicably in order to meet the projects objectives; * Design and provide the SPIU Coordinator with smoothly analytical reports on the financial performance of the projects; * Prepare monthly reconciliation statements for all bank accounts; * Prepare monthly, adequately and annual financial statements as appropriate as well as any other financial status reports required by stakeholders, program legal agreements and the financial reporting framework of the GoR;

* Submit the interim financial reports quarterly or biannually to projects funders in line with reporting requirements of the funders; * Work with consultants and suppliers on issues concerning payments, disputes and account settlements; * Maintain accurate recording of all project’s assets in the asset register and subsequently carryout timely updates, reconciliation and verification of such assets acquired for the projects; * Ensure that all the projects assets are correctly identified and physical verifications carried out on a regular basis to ascertain existences and conditions; * Support internal audit of the projects by the ministry’s internal audit and ensure that findings relating to the projects are addressed on time; * Lead, facilitate and support the external audit of the project’s annual financial statement by preparing the necessary reports from the projects accounting system and other records, in accordance with prescribed standards; * Undertake the training of key staff of implanting agencies in the use and interpretation of the financial information and the need to adhere to internal control procedures and guidelines to enhance the financial disciplines in the respective operational units;

* Ensure that accounting policies, guidelines and ethical business practices are adhered to at all the times in the conduct of business at all levels of implementing agencies; * Develop or update Financial Management Manuals of the projects, maintain and update all required financial records, including cashbooks, ledgers, commitment registers and contract registers; * Prepare timely withdrawal applications for replenishments to the designated accounts (DA’s) as well as affecting direct payments to suppliers and/or contractors, in accordance with laid down procedure guidelines; * Liaise with Office of Auditor General and/or the Eternal Audit Firm and have responsibility for the timely submission of audited project financial statements to the projects funders; *.Perform any other related tasks as may be deemed necessary and assigned by the immediate supervisor.

Be accountable to the Quality Basic Education Project Manager on all activities related to the sub-component of improving English Proficiency under the Rwanda Quality Basic Education for Human Capital Development Project. • Organize and coordinate review of REB’s existing English language proficiency training modules. • Organize and coordinate the development of modules on methodology for teaching English as a subject and English as a medium of instruction. • Organize and coordinate the development of English Language Proficiency assessments. • Coordinate and monitor the implementation and rollout of the English Language Proficiency modules. • Organize and coordinate academic certification for the English Language Proficiency training beneficiaries/teachers.


• Organize and coordinate the development of online courses and assessment tools for enhancement of English language proficiency and digital literacy skill development of teachers. • Organize and coordinate development of Digital Skills for Teachers; • Organize and coordinate the empowerment of school’s teachers through access to ICT; • Coordinate the development of REB’s e- learning platform to support teacher development; • Coordinate the capacity building for REB staff to manage the e- learning Platform. • Administer training and teacher development programs for English proficiency. • Coordinate the design of teacher training programs and materials for English language subject and training of teachers at a national scale. • Develop national level teacher training strategies and work plans. • Ensure that the activities for in- service training of English language proficiency undertaken by different providers in Rwanda are complementary and mutually supportive. • Design and supervise monitoring and evaluation exercises for English language teacher training activities.


• Maintain regular communication with district education officers, school heads, language inspectors, language curricular developer and teacher training colleges for the purpose of planning, monitoring and evaluation. • Write and present proposals to mobilize funds for English language training. • Analyze inspectorate reports and other reports on English language teaching and suggest appropriate interventions for training related matters. • Ensure timely production and submission of all reports and other monitoring data for all English language training activities. • Coordinate English language training needs assessment prior to trainings. • Evaluate the impact of English language training and development activities. • teacher training materials. • Actively participate in research aimed at improving the quality of literature, curricula and teaching and learning materials in English. • Any other related tasks as may be assigned by the supervisor.
