The project will restore and enhance ecosystem services in one of the sub-catchments of the degraded Muvumba watershed, increase the capacity of communities to renew and sustainably manage forest resources and support smallholders to adopt climate resilient agriculture. The project will also invest in climate resilient settlements for vulnerable families currently living in areas prone to landslides and floods and support community based adaptation planning and livelihoods diversification. Knowledge and capacity developed during implementation will be mainstreamed at the local and national level.




The project will specifically target the most vulnerable groups who have less resources to mitigate and adapt to climate change. This includes the extreme poor, as more than a quarter of households in the target area fall into this category and women headed households who tend to be poor and are particularly vulnerable to climate change.

The project comprises four interlinked outputs:

  1. Sub-catchment B of the Muvumba watershed restored and small scale farmers supported to adopt climate resilient practices;
  2. Communities supported to implement sustainable forest management and adopt fuel-efficient cooking methods;
  3. Human settlements developed and/or modified to increase climate resilience; and
  4. Successful adaptation and mitigation approaches communicated and mainstreamed at the national level.

There are two expected outcomes from the project, linked to both mitigation and adaptation:

  1. Improved management of land or forest areas contributing to emissions reductions
  2. Strengthened adaptive capacity and reduced exposure to climate risks

Job Description

The primary role of the Sales Engineer is to undertake high level engineering tasks (such as High Level Designs, Detail Designs and System Architecture design) in support of major radio system opportunities

The Sales Engineer will be responsible for issuing technical solutions and designs during the tender phase and advice to various Project teams during implementation.




RESPONSIBILITIES:

  • Provide technical advice on specialist areas of radio communications systems (P25, Tetra, DMR, Microwave and LTE).
  • Describe system performance, features, and architecture to consultants and customers.
  • Technical architect and system design responsible for new opportunities.
  • System architecture design and dimensioning for Core sites, Radio/Remote sites and TX sites. Design and dimension systems to provide customer required features and performance criteria such as redundancy, grade of service (GoS) and link/path availability.
  • Evaluate different Motorola technologies and determine the best fit for customer needs and budget (including the selection of third party products for use in system solutions). Work with Sales to develop overall sales strategies based on the customer’s requirements and resources.
  • Formally present technical product information to customers, professional organizations, and consultant groups about Motorola products.
  • Create and review system engineering deliverables (i.e. System Design Document, System Description Document, Bill of Materials, System Architecture Diagrams, Network Diagrams, Fleetmaps, Coverage Plots, Design and Capacity Calculations, and other High Level as well as Detail Design deliverables)
  • Interface with product groups regarding solutions or new products. Use their understanding of systems to request new products, systems, and features from System Planning.
  • Analyze radio traffic reports to ensure continued optimal use of the network facilities.
  • Liasing with radio planning team to conduct Radio Coverage and Capacity studies and produce coverage maps.
  • Complete RF studies including coverage analysis, frequency reuse and interference analysis.
  • Support the Project team in understanding system requirements and development of solutions.
  • Ensure that all aspects of the system design have been completed to a level that minimizes Motorola’s risk.
  • Ensure an understanding of commercial conditions and appropriate responses to technical conditions.
  • Ensure that all response recommendations made on behalf of Motorola will comply with all appropriate statutory regulations.
  • Review all technical documentation.
  • Produce factory & field acceptance test procedure documentation.
  • Knowledge management activities to explore and acquire knowledge in order to keep up level of technical expertise.
  • Report the current status of work on a regular basis.




Basic Requirements

The ideal candidate has the following skills and capabilities:

  • More than 5 years involvement with a wide range of radio communications systems including their design, specification and implementation.
  • Technical Sales or customer relationship management experience
  • Bachelors/Masters Degree in Electrical, Wireless, Computer, or Network Engineering is preferred.
  • A positive attitude with a can-do mentality that enables you to be creative, resourceful and deliver results
  • Strong written and oral communications skills with the ability to present complex topics to technical and non-technical audiences in English and Arabic

Organizational Setting

The main aim of FAO  country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Rwanda Dairy Development Project (RDDP) is a new project coordinated by the Rwanda Agriculture and Animal Resources Development Board (RAB) through a designated Single Project Implementation Unit (SPIU). The main goal of the RDDP is to contribute to pro-poor national economic growth and improve the livelihood of resource-poor rural households focusing on food security, nutrition and empowerment of women and youth in a sustainable and climate-resilient dairy value chain development. Specifically, the project seeks to increase competitiveness and profitability of the dairy sector for the provision of quality products from small-scale producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition whilst building overall resilience.

The Government of Rwanda has requested FAO to provide technical assistance (TA) to RAB/SPIU/RDDP for the implementation of RDDP. FAO’s TA will particularly contribute to RDDP’s capacity building component 1“Climate-smart Dairy Production Intensification” aimed at increasing the capacity of male and female smallholder dairy farmers and farm assistants to sustainably produce and supply higher volumes of quality milk to the dairy market and home consumption and Component 3 and subcomponent 3.1 focusing on “formulation of a national dairy policy and necessary legislation for improving the regulatory environment of the sector”.




FAO will provide TA on three thematic areas:

(i) extension and advisory services through the adaptation and implementation of the existing livestock farmer field School (LFFS) approach;

(ii) Support in updating up the existing national genetic improvement program and Implementation Plan for animal genetic resources and dairy cattle genetic improvement including a plan for conservation of local bovine genetic resources and

(iii) Support the improvement of livestock identification and traceability system (LITS). The TA will be implemented over a period of 2 years

Reporting Lines

Under the overall supervision of the FAO Representative to Rwanda, direct supervision of the Assistant FAOR/Programme under the technical guidance of the FAO Lead Technical Officer supporting from  FAO Sub-regional office for Eastern Africa (SFE) based in Addis (Ethiopia) – and in close collaboration with the International Fund for Agricultural Development (IFAD) Single Project Implementation Unit (SPIU).




Technical Focus

The TA-RDDP National Project Manager will coordinate FAO’s Technical Assistance and assist the international consultants to support the RDDP in the areas of Extension and advisory services (EAS) through the implementation of the existing livestock farmer field School (LFFS); Implementation Plan for animal genetic resources and dairy cattle genetic improvement programme including a plan for conservation of local bovine genetic resources; and Livestock Identification and Traceability System (RWALITS). He/She will serve as the liaison between FAO Rwanda and the SPIU team and participate (on behalf of FAO) to the TA-RDDP team to allow synergies between FAO TA reports and RDDP reports.




Tasks and responsibilities

The incumbent will undertake the following tasks:

  • Undertake the day-to-day coordination, planning and monitoring of activities to ensure timely provision of both administrative and technical support services;
  • Closely liaise with the RDDP Project Coordination and MINAGRI to maintain a good working relationship for implementation of FAO’s project activities.
  • Ensure that appropriate linkages are established between the project activities and other relevant programs in Rwanda.
  • Contribute to the preparation of the Terms of Reference (ToR), identification and selection of national consultants;
  • Organize project meetings and workshops, as required and in close collaboration with the RDDP Management;
  • Ensure that project activities and results are promoted through FAO Rwanda communication channels;
  • Organize and participate in project management meetings and Technical Working Groups.
  • Prepare and finalize all progress and final narrative reports prior to the corresponding deadlines indicated in the Project Document.
  • Perform other related duties as required

Minimum Requirements

  • Bachelor degree in Veterinary Medicine, Animal sciences, Animal production and other related fields.
  • A minimum of 5 years practical experience after graduation in the field of Veterinary Medicine, Animal sciences, Animal production.
  • A minimum of 5 years after graduation in projects/programmes management.
  • Languages: Fluency in written and spoken English is required.
  • National of Rwanda.
  • Knowledge of French and Kinyarwanda would be an added advantage as well as proven experience and skills in working with UN system in the areas of Veterinary Medicine and Animal production. The same applies for knowledge and understanding of FAO project cycle.

TERMS OF REFERENCE FOR THE RESEARCH ASSISTANT FOR INSTITUTE OF POLICY ANALYSIS AND RESEARCH- RWANDA (IPAR-RWANDA)

Background

The Institute of Policy Analysis and Research (IPAR –Rwanda) is an indigenous, independent, not-for-profit Rwandan Institution. IPAR seeks to enhance evidence-based policymaking by conducting timely, relevant, high-quality, policy-oriented analysis, and research. It also promotes a culture of debate and dialogue on policy issues in Rwanda.




As part of the International Development Research Centre (IDRC) 3 years funded project “Providing Timely Evidence to Facilitate the Socio-Economic Recovery from the Covid-19 pandemic in Rwanda” IPAR-RWANDA is hiring 10 full-time qualified and experienced Research Assistants (RAs) to facilitate in Data collection (survey) and preliminary data analysis.

Description of the task

The RAs will work under the direct supervision of the IPAR component leader. IPAR will be responsible to monitor the survey and analysis work. The task of RAs will be to:

  1. Participate in the training programmes to be organized for RAs by IPAR and its partners;
  2. Participate in pre-testing of the questionnaire together with IPAR Team;
  3. Provide feedback in revising the questionnaire following the pre-testing results;
  4. Conduct the field survey under the supervision of the IPAR component leader.
  5. Clean data
  6. Conduct preliminary data analysis
  7. Organize appropriate forums for disseminating the analysis/research information to policymakers and other stakeholders.
  8. Any other duties that may be assigned to her by the Director of research from time to time.

The RAs will be hired for an initial period of 3 months with the possibility of an extension upon satisfactory performance.

Reporting Structure

The Research Assistant shall be reporting directly to the Director of research IPAR-RWANDA




Job requirements and competences

  1. Bachelor’s degree in Economics, Statistic, Political Science, or related disciplines; A master degree is a plus
  2. Experience in data collection and analysis will be an added advantage, Knowledge of IPAR’s procedure is a plus

SUMMARY OF ROLE

IntraHealth is seeking one (1) Finance Officer for the USAID Ingobyi Activity in Rwanda. The Ingobyi Activity is supporting the Rwandan Ministry of Health (MOH) to contribute to the reduction of infant and maternal mortality and incidence of malaria in Rwanda, focusing on improving the availability, quality, and utilization of RMNCH and malaria services and improving the health of women, adolescents, and children under five. The Finance Officer will support general accounting functions through management of the General Ledger records, processing of payments, processing and posting month-end adjusting journals, compilation of periodic project expenditure reports, and support the management of sub awardees. The position will report to the Finance Manager.




ESSENTIAL FUNCTIONS

Staff advances/receivables

  • Review and process staff/activity advance request forms in a timely basis.
  • Follow up with staff for timely liquidation of advances ensuring that expense reports from travelers are received within timelines stipulated in the travel policy.
  • Check for accuracy, completeness, reasonableness, adequacy of supporting documents accompanying travel expense forms, ensuring compliance with donor and organizations’ policies and procedures.
  • Ensure all amounts paid to the organization in the liquidation of travel advances are receipted and banked promptly.
  • Generate journal vouchers for all approved travel reimbursement forms (TRFs), regional floats, and other forms of accountabilities and ensure that once reviewed and approved, they are accurately posted into the accounting system in a timely manner.
  • Prepare a receivables aging analysis on a monthly basis ensuring documented follow-up of outstanding receivables.




Reporting function

  • Reconcile the monthly balance sheet accounts for the Ingobyi Activity;
  • Ensure any variances between HQ records and Field Office reports are discussed with Supervisor, communicated to the HQ focal person, and resolved in a timely manner.
  • Compile monthly detailed Budget-Variance-Analysis reports for the project for distribution to the Finance Manager by the stipulated timeline.
  • Assist in the preparation of monthly expenditure reports for submission to the Finance Manager.

Payments/treasury function

  • Process vendor payments and posting to General Ledger.
  • Reconcile vendor payments monthly and resolve any matters arising on a timely basis.
  • Process the Mobile Money payment to the participants and perform the reconciliations on a timely basis.
  • Process declaration and submission of all statutory payments on a timely basis.

Cost-share reporting

  • While engaging the programme team, follow up for the timely cost-share data gathering and report production, review, and submission.
  • Ensure that the cost-share policy and related donor regulations are adhered to reporting.

Other tasks

  • Ensure proper filing of all financial records.
  • Provide any other required financial backstopping roles to the IntraHealth Rwanda office as needed.
  • Jointly, with the immediate supervisor, participate in own annual performance appraisal, identify own learning needs, and personal career growth.

 MINIMUM REQUIREMENTS

DESCRIPTION

We are seeking an Agronomy and Cropping Systems professional to lead a world-class team of academic and support staff in designing and managing the Row and Forage Crop Enterprise, oversee relevant community extension planning and activities, and work with other Enterprise Leads to oversee relevant campus farming operations. In addition to significant enterprise experience and leadership ability, ideal candidates should be passionate about experiential education with a focus on conservation agriculture and systems thinking and would actively engage with students in the learning environment by demonstrating technical skills and mentoring students. Such a candidate would commit to the RICA teaching philosophy, which celebrates experiential learning that is founded in research and extends to the community.




ACADEMIC RESPONSIBILITIES

  • Lead a team of academic staff in designing and managing the Row and Forage Crop Enterprise
