Background

Rwanda has identified mental health and trauma healing as areas of priority. A 2018 Mental Health Survey revealed high prevalence of mental health disorders, particularly among survivors of the 1994 Genocide against the Tutsi. In addition, the country’s National Unity and Reconciliation Policy recognises “serious levels of trauma” as a major effect of the genocide that still weighs heavily on society today. It identifies the healing of psychological wounds as a guiding principle on which unity and reconciliation are established. High levels of trauma, anxiety and depression make it more difficult for people to trust and forgive each other. Trauma affects the ability to open up, receive and trust others, and it is a major cause of inter-community suspicions, especially between groups of genocide survivors and former prisoners. This has limited people’s ability to cooperate in shared, mutually beneficial economic activities.




Service or Assignment Description and Objective(s)

Given the above context, Rwanda’s 4th Health Sector Strategic Plan emphasises the need for holistic innovative programmes that simultaneously promote mental health service provision, advance social cohesion and support sustainable livelihoods. Interpeace, in partnership with Rwanda National Unity and Reconciliation Commission and Prison Fellowship Rwanda will soon start implementing a programme entitled: ‘Reinforcing Community capacity for social cohesion through societal trauma healing in Bugesera District’’ Pilot programme, to strengthen social cohesion and sustainable peace through scaling up community-based healing and livelihood initiatives.

The beneficiaries of the programme will include survivors of the genocide against the Tutsi and their families; former prisoners living in Bugesera District (including those who may have been held in other Districts); local leaders, prison officials in Bugesera District; current prisoners from Bugesera prison and their families, as well as youth, in particular those from the families of genocide survivors and perpetrators who may be experiencing the effects of inter-generational transmission of trauma and genocide ideology.




Scope of work

Interpeace is looking for one Senior Expert on Mental Health in Rwanda, who will contribute to the successful implementation of all Mental Health-related activities of the Bugesera Pilot programme.

Their services will be required for up to 120 working days during the period October 2020 to 31 December 2021.

Specifically, s/he will:

  • Conduct a mapping of mental health programmes and, where needed, update the protocols/approaches currently being implemented in Rwanda, including through governmental, non-governmental initiatives.
  • Identify and curate protocols already in use in Rwanda, for the screening, clinical assessment, prevention and treatment of mental health disorders, as well as the promotion of positive mental health, including through individual, family-based and group-based delivery modalities.
  • Contribute to designing new, and / or adaptation of existing assessment and intervention protocols; considering the socio-cultural context of Rwanda while making use of lessons learnt through earlier and current mental health efforts in the country.
  • Participate in the recruitment of a team of psychotherapists who will be implementing all mental health-related project activities at the sector level.
  • Serve as lead trainer and for all selected psychotherapists and provide clinical supervision to them for the duration of the project.
  • Contribute to the establishment of protocols for Randomized Clinical Trials (RCT) of the various mental health modules incorporated within the project and supervise psychotherapists to ensure that the RCT protocols are correctly implemented.
  • Contribute to the interpretation of findings from epidemiological studies and clinical trials conducted within the project, and in documenting such findings through policy briefs and scientific reports.
  • Participate in meetings and workshops with senior project stakeholders at all stages of the project’s cycle, to ensure that the project’s mental health activities are compatible with its wider objectives.
  • Contribute to interpretation of survey findings and impact evaluation research conducted on this aspect within the project, and in documenting such findings through policy briefs, media articles and scientific reports.
  • Participate in public events for dissemination of the project’s findings.




Qualifications

Essential qualifications and experience:

  • Medical degree with specialization in psychiatry, or doctorate in a related clinical profession (e.g. clinical psychology, psychiatric nursing, social work).
  • At least 10 years of professional experience as a mental health expert, of which at least 3 years must have been within the context of Rwanda. Years spent in trainee clinical placements can count towards this total.
  • Must be fluent in Kinyarwanda.

Desired qualifications and experience:

  • Specialist training and/or experience in conducting epidemiological surveys and/or randomized clinical trials.
  • Specialist training and/or experience in designing or implementing protocols for group psychotherapy and / or group psychoeducation.
  • Specialist training and/or experience in community-based mental health, child & adolescent mental health, and/or provision of mental health care in forensic settings.
  • Specialist training and/or experience in designing public health systems for the advancement of mental health

Scope of work

The Senior Expert on Socio-therapy and Social Cohesion will contribute to the successful implementation of all socio-therapy and social cohesion-related activities, as stipulated within the project document. Their services will be required for at least 100 working days during the period October 2020 to 31 December 2021.

Specifically, s/he will:

  • Conduct a mapping of socio-therapy and social cohesion programmes and approaches that are currently being implemented in Rwanda (and in Bugesera District particularly), including through governmental and non-governmental initiatives.
  • Identify and curate protocols and approaches already in use in Rwanda, related to socio-therapy and societal healing, community cohesion, inter-generational dialogue on the genocide against the Tutsi and social reintegration of ex-prisoners for the genocide.
  • Contribute to the design and / or adaptation of additional protocols and approaches for socio-therapy and social cohesion, ensuring that these protocols or guidelines are evidence-based and are culturally/socially appropriate in Rwanda.
  • Participate in the recruitment of a team of dialogue facilitators and socio-therapists who will be implementing all socio-therapy and social cohesion-related project activities at the Sector level (for all 15 Sectors of Bugesera District).
  • Serve as lead trainer for all selected dialogue facilitators and socio-therapists; and be responsible for quality control of their work in close collaboration with Interpeace Rwanda Team.
  • Contribute to the establishment of research protocols to assess the impact of social cohesion and reconciliation modules incorporated within the project, and supervise dialogue facilitators to ensure that the research protocols are correctly implemented
  • Contribute to the interpretation of findings from perception surveys and impact evaluation research conducted within the project, and in documenting such findings through policy briefs, media articles and scientific reports.
  • Participate in meetings and workshops with senior project stakeholders at all stages of the project’s cycle, to ensure that the project’s reconciliation activities are compatible with its wider objectives.
  • Participate in public events for dissemination of the project’s findings.




Qualifications

Essential qualifications and experience:

  • Master’s degree in a related discipline (e.g. sociology, peace studies/conflict management, international relations, law, social psychology)
  • At least 10 years of professional experience and / or civic engagement in related fields (e.g. dialogue facilitation, mediation, community organizing, human rights advocacy, transitional justice initiatives), of which at least 3 years must have been within the context of Rwanda.
  • Must be fluent in Kinyarwanda.

Desired qualifications and experience:

  • Doctorate degree in a related discipline (e.g. sociology, peace studies/conflict management, international relations, law, social psychology).
  • Published works on topics related to peacebuilding, social cohesion and reconciliation.
  • Experience in designing and / or implementing perception surveys for the assessment of social cohesion, sustainable peace and/or reconciliation.

Their services will be required for at least 65 working days during the period October 2020 to 31 December 2021.

Specifically, s/he will:

  • Conduct a mapping of livelihoods and economic empowerment programmes that are currently being implemented in Rwanda and are in line with the Bugesera pilot programme goal; including through governmental and non-governmental initiatives.
  • Identify and analyse the approaches already in use in Rwanda, related to human capital development, financial literacy, youth entrepreneurship, and the successful economic reintegration of former convicts into community life.
  • Contribute to the design and / or adaptation of livelihoods and economic empowerment modules and, ensuring that they are culturally and socially appropriate in Rwandan context while making use of lessons learnt through earlier and current similar efforts in Rwanda.
  • Participate in the recruitment of a team of trainers who will be implementing all livelihoods and economic empowerment-related project activities in all 15 Sectors in Bugesera District.
  • Serve as lead trainer for all selected trainers and provide supervision to them for the duration of the project.
  • Contribute to the design of the livelihoods and economic empowerment modules and their proper implementation and impact assessment.

Summary

The HIV/AIDS Nurse Mentor is responsible for the coordination and supervision and mentorship of activities at AHF -Rwanda supported sites. He/she will support the improvement of quality care and treatment for people living with HIV in the supported sites.

The HIV/AIDS Nurse Mentor ensures that AHF’s mission statement, core values, key partnership standards, and practices are the foundation of AHF’s overall strategies and work.

Essential Duties & Responsibilities

Site Level Activities:

Reinforce Pediatric, adolescents, and adult HIV testing services, enrollment, retention and to enable implementation of PITC/index testing:

  • Support staff at sites to the institute /reinforce targeted HIV testing at different entry points for children and adults
  • Support the sites to improve the quality of pre-test and post-test counseling at all adult and pediatric entry points.
  • Support sites to reinforce linkage and retention system of HIV positive clients to ART
  • Provide CMEs to site staff on appropriate testing procedures and tools for exposed infants, children, adolescents, and adults.
  • Ensure that testing systems including PCR for early infant diagnosis and provision of prophylaxis is done and supervise its quality.

Improve pediatric, adolescent, and adult HIV care and treatment(C&T):

  • Assist sites to strengthen systems for identification and follow up of exposed infants.
  • Support sites to strengthen appropriate referral and linkage systems for infected infants and children, adolescents, and adults to care and treatment.
  • Support sites to strengthen the quality of care and treatment
  • Train/verify proper OIs prevention, diagnosis, and management.
  • Support sites to reinforce integrated clinical care and prevention including immunizations, malaria, NCDs, STIs, hepatitis, etc
  • Offer patient consultations as per national guidelines
  • Support sites to institute/reinforce medical and psychosocial follow up consultations.
  • Assist site staff to manage client flow and referral system intra and extra site.
  • Support sites to strengthen clear systems for HIV Viral load, CD4 and other laboratory examinations done according to national guidelines.
  • Support sites to institute/reinforce pediatric diagnostic disclosure and psychosocial support sessions in sites.
  • Promote viral load suppression for the patients infected with HIV through enhanced adherence counseling and clinical follow-up.
  • Verify if all Clients receive ART and other drugs according to the national guidelines.
  • Provide available support materials/tools and train site staff to understand them.
  • Support sites to strengthen pre (PrEP) and post-exposure prophylaxis (PEP):
  • Support sites to institute/ reinforce an identification system for clients who missed appointment and those lost to follow up
    • Ensure availability and use of appointment systems within consultations & pharmacy service points and ensure proper record keeping
    • Institution of regular clients files, agenda, assessment to identify children with failing treatment outcomes
    • Support sites to reinforce the tracing and follow up for clients that are lost to follow up.
  • Support sites to institute/ reinforce regular pediatric, adolescent& adult support groups.

Integrate Family planning:

  • Train site staff on family planning HIV integration.
  • Support sites to institute/reinforce sensitization sessions on FP.
  • Facilitate client access to family planning methods.
  • Support sites to institute/reinforce behavior change counseling in PMTCT, in VCT, ART clinic, and link them to family planning practices.
  • Ensure FP tools are made available in the sites.

Logistical support for ART & OI drugs, reagents, test kits, equipment, and other medical supplies:

  • Support site staff on quantification and requisition of drugs using the approved National tools and data collection tools
  • Support site staff to identify equipment needs support and support acquisition
  • Ensure the availability of basic materials and supplies.
  • Support and train sites on the preparation of timely consumption reports and use of the different reporting and monitoring tools.




Activities to support TB/HIV integration:

  • Strengthen the capacity of staff at ART and TB clinics in integrated TB and HIV/AIDS services through ongoing supervision visits and mentoring.
  • Provide technical support for implementation of TB screening of PLHIV attending HIV care and treatment services.
  • Establish and support multidisciplinary team meetings at sites to discuss case management of HIV+ patients with TB.
  • Participate in TB/HIV trainings for staff at health-facility level.
  • Serve as a resource for AHF – Rwanda in the evaluation of ongoing programs, and in the subsequent development of new and/or expanded programs for integrated TB and HIV/AIDS.

 Activities to support sites to do nutrition support to HIV infected patient:

  • Mentor site staff on proper nutrition screening, monitoring, and management
  • Train providers in infant feeding practices and nutritional counseling.
  • Support sites to institute/integrate group nutritional education including cooking and gardening demonstrations and food distribution when available/possible.

 Improve PMTCT:

  • Train PMTCT nurses in PMTCT National guideline, protocols and follow up of pregnant women, their partners, and infants
  • Reinforce HIV testing services in ANC, labor and delivery as per guidelines
  • Support the site to strengthen communication and referral systems between ANC, maternity, and PMTCT services.
  • Ensure clear client flow and develop a Client flow algorithm.
  • Support sites to strengthen linkages between PMTCT – Maternity – and exposed infant follow- up.
  • Improve lab specimen collection eg for VL, CD4 for women in PMTCT, and verify proper result record.
  • Support sites to institute/ reinforce regularly scheduled PMTCT care coordination staff meetings between PMTCT/maternity and VCT/Exposed infant follow-up/ART/Community outreach services.
  • Support sites to institute/reinforce peer mother groups support in PMTCT

 Improve site coordination of activities:

  • Support sites to institute/reinforce monthly coordination meetings to monitor ongoing of activities and reinforce linkages between services.
  • Help site staff to identify clients that need Health insurance.
  • Support sites to strengthen the link between the health facility and the community.

Support site in M&E functions:

  • Support site staff to utilize M& E tools and ensure they are always available at the site. These should include
    • Client’s files: exposed infant files, HIV infected children files, Adults infected files.
    • Registers:  Pre ART and ART Register, PMTCT/ANC register, VCT/PIT Register, PMTCT Labor/Delivery register, etc.
    • Reporting forms: VCT/PMTCT form, Pediatric form, ART form, etc.
  • Support site staff in data analysis.
  • Support Quality improvement and documentation activities at the site
  • Conducted a baseline assessment for the site when required.
  • Conduct quality care assessment on a quarterly basis.
  • Identify priority areas of intervention in sites.
  • Share targets and achievements with site staff.
  • Strengthen District/RBC/MOH/ AHF -Rwanda reporting systems.
    • Perform reviews in collaboration with the site’s staff on reporting systems and forms

Non site Activities

  • Coordinate and organize formal training in collaboration with RBC/ AHF
  • Participate in RBC/MOH activities to improve the national HIV care and treatment training program through the development and introduction of new modules on pediatrics and psychosocial care and support and nurse-focused training methodologies etc.
  • Participate in RBC/MOH activities to revise national HIV care and treatment protocols and the development of different tools.
  • Facilitate site provision of different materials/tools in collaboration with RBC, Medical Supplies Systems, and National Reference Lab.
  • Facilitate medical supplies requisition and procurement as per national guidelines
  • Organise provider’s refresher training and workshops to share experiences.
  • Participate in site targeted evaluation to determine barriers to uptake.
  • Disseminate national policies at the site level.




 Requirements

Education: Bachelor’s Degree or equivalent health-related degree in Nursing

Additional training in Clinical Psychology will be an added advantage

·         Experience: More than 3 years of relevant field experience in managing public health programs.

  • Proficient in Computer and Internet skills, including MS Word, Excel, PowerPoint
  • Proven skills in management, supervision, leadership, and networking, with at least 1-3 years of experience.
  • Knowledge of HIV/AIDS and health-related issues.
  • Team player.
  • The position will be based out of Kigali. Must be able to travel more than 80% of the time to the regional sites.
  • Must be culturally sensitive and able to work in a wide variety of settings and cultures.

The cooperative is composed by 1062 members who are located in Rutsiro and Karongi Districts. Thus, it is looking for the recruitment of a full-time chief of Production and Certification (1 position).




Responsibilities

The chief of Production and Certification will discharge the following responsibilities:

1) Participate in the development of action plans and budgets for activities related to production and certification;

2) Organization, monitoring, and evaluation of all activities related to the training and mobilization of producers;

3) Organization, monitoring, and evaluation of all activities related to the certification of Kopakama coffee;

4) Prepare plans and schedules for coffee maintenance activities and monitor their execution;

5) Prepare and carry out training activities for producers

6) Prepare action plans and activity budgets related to the coffee campaigns and monitor its implementation;

7) Ensure all activities aimed at improving the quality and quantity of coffee in the cooperative operating zone;

8) Follow up on all KOPAKAMA coffee processing activities;

9) Ensure the proper management of coffee stocks at all levels of production;

10) Ensure the compliance of the coffee for sale in relation to the signed sales contracts;

11) Participate in the sales of coffee products;

12) Carry out any other activity entrusted by the management of the cooperative;




Qualifications:

1.  A bachelor’s degree in Agriculture, Agri-business, Rural Development, or other related fields

2.  Having experience of three years in the domain of Agriculture especially in coffee production and processing, food processing or Extension and certification and having the certificates in coffee production and certification process is an advantage

3.  Must have  good knowledge of using a computer (Excel, Word, and Power point)

4.  Must have good knowledge in the certification processes

5.  Must have impeccable integrity and diligence

The Rwanda Youth in Agribusiness Forum (RYAF) is a nationwide platform whose purpose is to change the current perception among the youths vis-à-vis the agriculture sector in Rwanda, while orienting them to seize investment opportunities through awareness creation, skills development, and advocacy support services. The idea is to create a critical mass of change agents to influence transformation of agricultural business landscape with courage, determination and positive attitude.




TERMS OF REFERENCE

The RYAF (through young graduates) under an MoU with Sustainable Agricultural Intensification and Food Security Project (SAIP) will be responsible for providing technical know-how and support in the increase of agriculture productivity specifically in horticulture crops, market access, and food security within SHG and Cooperatives supported by SAIP Project and also to improve nutrition.

RYAF will support the Water Users Associations in ensuring proper operation and maintenance as well as cost recovery through full collection of water fees among users of the irrigation schemes that were developed under LWH-RSSP Projects.

The project is being implemented in 8 Districts namely: Gatsibo, Rwamagana and Kayonza in the Eastern Province, Karongi, Rutsiro and Nyabihu in the Western Province, Nyanza in the Southern Province and Rulindo in Northern Province.

It is with this background that RYAF wish to recruit highly motivated young individual that will collaborates with the leaders of SHGs, Cooperatives and Water Users Associations to rapidly improve technical and managerial aspects, increase of productivity, access to market and ensuring proper operations and maintenance of infrastructure.  ABOUT THE PROJECT

IntraHealth International through USAID’s Ingobyi Activity collaborates with the Rwanda Ministry of Health to reduce preventable infant and maternal deaths, reduce the incidence of malaria, and bring high-quality, integrated health services to more Rwandan mothers, children, and adolescents and to fight against the COVID-19 pandemic.

 Summary of the role

IntraHealth would like to hire the Adolescent Sexual and Reproductive Health (ASRH) Officer who will provide technical and programmatic assistance in the area of ASRH and act as an integral part of Ingobyi Activity team. Under the supervision of FP/ASRH Advisor, his/her responsibilities will include, but not limited to, providing ASRH technical assistance (TA) to Ingobyi zonal teams, youth-led organizations, local partners, and MOH/RBC.  S/he will be in charge of the coordination of ASRH activities in schools and out of school interventions, ensure on-time and quality planning, implementation, monitoring & evaluation, and reporting of the Adolescent Sexual and Reproductive Health interventions. The candidate will take responsibility for the support of the ASRH to increase the service demand in youth corners and youth centers in Ingobyi supported districts.

Key functions

The Adolescent Sexual and Reproductive Health (ASRH) Officer is responsible for the following functions:

Planning and integration of ASRH




  • Work closely with the Ingobyi technical team to plan, implement, and scale-up strategies for high impact interventions related to ASRH at the facility level.
  • Plan and implement capacity-building activities among health care providers, schools, and at the community level in adolescent (youth) friendly service provision in collaboration with districts and partner organizations
  • Monitor progress of implementation of work plan activities related to ASRH and ensure that activities are executed according to plan and any issues are discussed with supervisor in a timely manner.
  • Work closely with youth-led organizations to plan, implement and document youth innovations
  • Work collaboratively with other Ingobyi Activity team members and MOH/RBC to ensure good coordination and efficient programming and management.

 Coordination and Leadership

  • Coordinate the implementation of youth innovations
  • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of ASRH program activities;
  • Lead strategies to effectively engage adolescent boys and girls as well as local government, health care providers, civil society, religious leaders, to foster community-wide commitments and actions to foster  adolescent  and youth healthy behaviors;
  • Build capacity in adolescent-focused analyses (e.g. government and partners) and conduct field-based analyses to ensure local specificities are considered in all adolescent health interventions;
  • Identify appropriate facility and community-based strategies to address ASRH service delivery gaps;
  • Develop service delivery strategies in coordination with local social behavior change (SBC) partner for accessing hard-to-reach populations with ASRH services, including the use of SBC and community outreach activities to increase awareness and demand for services;
  • Coordinate assessments, advocacy, demand creation, policy support, capacity-strengthening, and M&E across program sites as required by program activities.
  • Coordinate the formulation of approaches for scale-up of ASRH services to the Rwandan population by working with a wide range of technical experts to provide holistic needs, or segments of youth (in school or out-of-school), etc. In accordance with the Adolescent Sexual and Reproductive Health and Rights Policy and Strategic plan;
  • Work with health care providers, local authorities, community members, and program team members to identify and address service delivery gaps that impede access to ASRH services.
  • Document and maintain an inventory of successful ASRH tools, approaches, and best practices; and contribute to the development of technical reports and publications related to ASRH.

 Management

  • Work closely with FP/ASRH Specialists and SBC Officers based in zones in implementing ASRH activities
  • Maintain excellent relationships with MOH, USAID, and other in-country stakeholders.
  • Provide technical support during program monitoring and development of annual work plans;
  • Provide reports to the FP/ASRH Advisor and update all technical staff on successes, challenges, and lessons learned in the implementation of ASRH activities
  • Perform any other tasks as assigned by the supervisor.




 Requirement and qualifications

  • A Bachelor’s degree in nursing, midwifery, public health, or other clinical disciplines with a master’s in public health
  • Valid license issued by Rwanda National Council of Nurses and Midwives, Rwanda Allied Health Professions Council,
  • At least 3 – 5 years’ experience implementing and/or supporting ASRH programs
  • Technical understanding of adolescent and youth responsive health systems, family planning for adolescents and youth, social and behavior change for ASRH, and gender transformative programming for adolescents and youth.
  • Proven experience working with and for adolescents and young people, and track record of successful implementation of similar programs in Rwanda
  • Qualification as an “advanced trainer”, i.e. a person able to mentor other trainers in using competency-based approaches; experience training health workers on clinical aspects related to ASRH, peer education, etc.
  • Ability to work with senior MOH officials, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community on ASRH/FP matters
  • Demonstrated in-depth understanding of the Rwandan healthcare system
  • Familiarity with USAID or other USG administrative, management, and reporting procedures
  • Ability to coach, mentor, and develop technical capacity in national programs and technical staff in ASRH
  • In-depth knowledge of ASRH global evidence-based practices
  • Strong oral and written communication and presentations skills in English; French and Kinyarwanda is preferred
  • Strong skills in word processing and Excel spreadsheets
  • Ability to travel nationally (frequently)
