SUMMARY ROLE




Reporting to the Chief Finance & Admin Officer, the Subaward/Grants Manager will provide financial and administrative oversight in the management and monitoring of all sub-recipients under the Ingobyi Activity. He will review and negotiate awards, subawards, MOUs, and procurements on behalf of IntraHealth and provide training and advise staff on donor rules and regulations and IntraHealth’s policies and procedures.
The Subaward/Grants Manager will coordinate closely with Contract & Grants and Programs staff at IntraHealth’s HQ and/or regional offices.

ESSENTIAL FUNCTIONS




• Draft and negotiate incoming and outgoing legal instruments and modifications (pre-teaming, grants, cooperative agreements, contracts, subawards/ subcontracts, service and/or consultant agreements, leases, memoranda of understanding, purchase orders, etc.), ensuring the applicable flow down of donor requirements, in consultation with IH HQ.

• Coordinate execution of outgoing subawards and modifications in accordance with Contracts and Grants procedures and the Delegation of Authority/Signature Authorization for Agreements.

• Maintain and apply knowledge of donor rules and regulations (including but not limited to the Uniform Guidance/2 CFR 200/45 CFR Part 75, USAID Mandatory Standard Provisions, FAR, AIDAR) and advise and provide training to implementation teams on best practices, compliance and risk management, and mitigation strategies and tools.

• Assist global counterparts and project teams with pre-subaward risk assessments for sub-recipients and subrecipient monitoring activities.

• Provide procedures, tools and training as needed and monitor implementation of subrecipient monitoring plans.

• Review all subaward reports monthly and certify data annually to ensure accuracy of data for accounting and audit purposes.
• Conduct regular site visits to track sub-recipients progress, measure performance, and ensure accountability, in accordance with the established subrecipient monitoring plan and document appropriately.

• Assist the sub-recipients in identifying program/operational/financial management challenges or concerns, and direct the sub-recipients to the appropriate assistance channels as needed.

• Support the subrecipients with monthly cost share submission and review for accuracy and completeness.

• Monitor and communicate budget performance variance monthly for the subrecipients.

• Review annual sub-recipients work plans and budgets for consistency with overall program goals and objectives, alignment with donor technical and spending requirements, feasibility, and cost-effectiveness.

• Maintain an active dialogue with the sub-recipients and provide timely response to their inquiries.

• Prepare and submit grant management reports to the project’s leadership team through both formal and informal debriefings, annual, and semi-annual reports.

• Maintain confidentiality of all privileged information regarding both human resource and fiscal matters.

MINIMUM REQUIREMENTS:
• Master of Business Administration or related field is required.
• 5 years of professional experience in grants management in the NGO sector is required
• CPA or its equivalent
• Experience managing large U.S. Government grants
• Knowledge of U.S. Government rules and regulations
• Strong communication and interpersonal skills, as well as proven capacity building abilities
• Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams
• Computer literate in MS Office (Word, Excel, Outlook)

SUMMARY OF ROLE




IntraHealth seeks an Admin & IT Intern for the USAID Ingobyi Activity. The Ingobyi Activity supports the Ministry of Health (MOH) to contribute to the reduction of infant and maternal mortality and incidence of malaria in Rwanda, focusing on improving the availability, quality, and utilization of RMNCH and malaria services and improving the health of women, adolescents, and children under five. The Administrative & IT Intern will assist the Administration Team to deliver day-to-day administrative & IT support to the Ingobyi office and its employees. The duration of this internship is for three (3) months period with the possibility to be extended for another period of three (3) months depending on Intern’s performance and availability of funds.

The internship offers the Intern an opportunity to apply knowledge and skills learned from a training institution in a real-world setting.. Therefore, the Intern is not entitled to wages or a promise of employment at the completion of the internship period. – Ensure implementation science and inform policy changes in the area of HIVAIDS care and support
– Provide technical tools and guidelines, clinical and patient education
– Provide unit technical reports and strategic information as need arises
– Support Unit staff continuous education and capacity building
– Delivers comprehensive evaluation of direct reports complete with development plans followed up by active coaching; ensures that staff under him/her are evaluated and developed In collaboration with All Implementing partners in HIV AIDS Care and treatment , :
– Ensure most updated guidelines and protocols are available and updated accordingly
– Onsite coaching and mentorship for health care providers
– Conduct Operational research in the area of HIV care and support, to improve quality care and prevent drug resistances Ensure ARVs, Laboratory commodities supply chain system is not interrupted in collaboration with MPPD,NRL, Health facilities,and partners Working with MoH, Clinical Services DG, follow compliance of health care providers to national care and treatment guidelines.
 Job Profile
Bachelor’s Degree in General medicine with at least 3 years of relevant working experience in HIV management, in public health or HIV care and treatment or Master’s Degree in Global Health, Public Health, Epidemiology with at least 2 years of relevant working experience in HIV management , public health or HIV care and treatment. Key Technical Skills & Knowledge required:
– Development of measurable objectives, operational plans and measurable indicators/targets for public health programs and project;
– Ability to establish and maintain effective working relationships with donors, implementing partners and other stakeholders;
– Ability to manage multiple priorities and projects;
– Extensive knowledge and understanding of the Rwandan Health system;
– Planning & Organizational skills;
– Research Skills & Writing skills;

Job description

1. Ensure quantification of malaria prevention commodities;

2. Ensure coordination and dissemination of malaria prevention tools;

3. Develop and ensure utilization and compliance of prevention tools at all levels;

4. Ensure availability of malaria prevention commodities at all levels (central to community level);

5. Monitoring and follow up the distribution of LLINs through the routine services (ANC and EPI) and mass campaign;

6. Monitoring and follow up of the implementation of the national policy on prevention of malaria;

7. Submit reports on the activities in relation to malaria prevention;

8. Provide technical support to the district hospitals in training and supervision of prevention activities;

9. Participate actively in the updating of key documents ( guidelines, policies) of the national policy for malaria prevention;

10. Participate in research related to malaria prevention;

Job profile

Bachelor’s Degree in General Medicine, Nursing with at least 3 years of relevant working experience in infectious disease program or vector borne diseases prevention program or Master’s Degree in Public Health, Global Health Epidemiology with nursing background.with at least 3 years of relevant work experience in infectious disease program or in vector borne diseases prevention program. Key Technical Skills & Knowledge required:
– Ability to learn and apply investigative methods, laws, regulations pertaining to pest control and management;
– Familiar with a variety of the field’s concepts, practices, and procedures;
– Proven participation in recognized research/assessment of infectious diseases;
– Knowledge in Malaria Care and Treatment;
– Extensive knowledge and understanding of the Rwandan Health system;
