Intervention Manager Social Protection Portfolio (m/f) – Rwanda
Background
Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. The agency also implements actions for other national and international donors. With its partners in Belgium and abroad. Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa, and the Middle East.
Currently in Rwanda, Enabel is implementing a five-year cooperation programme (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development: health, agriculture, urbanisation, and public finance management.
In parallel, a new Thematic Portfolio of 50 million Euro on Social Protection in Central Africa, is under formulation and will be implemented in DR Congo, Rwanda, and Uganda from 2022-2026. The portfolio will also focus on regional networking, learning, and exchange of best practices.
Decent work and social protection are high on the international agenda because of their transformative nature, also in the light of the Covid-19 pandemic. Decent work is also a priority theme of the Belgian Law on Development Cooperation of 19 March 2013 and an integral part of the 2030 Agenda for Sustainable Development.
Belgium is a global leader in social protection and decent work and supports the ILO’s approach and guidelines in favour of social protection in developing countries as universal and fundamental human rights. The right to social protection – through redistribution of wealth- must be guaranteed for all, including the most vulnerable, throughout life, while avoiding any discrimination and such right is also closely related to labour rights, social dialogue, and the tripartite mechanism of ILO, to which Belgium voluntarily contributes, in addition to its contributions as a member of the United Nations.
The social protection portfolio is part of an approach aiming at supporting partner countries to establish comprehensive and universal social protection mechanisms.
Job description
The Intervention Manager under the direct supervision of the Resident Representative will rely on internal and external sources of expertise and provide support to his/her colleagues in the field, while making sure to ensure transparent and efficient communication with all stakeholders at any time.
The Intervention Manager will coordinate the implementation of the intervention in Rwanda, and specifically ensuring that women and young people of working age have an increased opportunity to engage in decent work, are better protected by labour rights, and benefit from social protection and more inclusive social dialogue.
Specific results areas:
- Result area 1: Increased access to decent work through (i) enterprise development of micro and small enterprises through business development services and supporting access to finance; and (ii) improving employability of individuals faced with skills gaps;
- Result area 2: Improved working conditions of informal workers employed in precarious employment in mining, construction, manufacturing, and trade through strengthened institutional actors, improved awareness, and roll out of collective agreements at entreprise level ;
- Result area 3: Increased access to social services through the operationalization of parasocial workers and the piloting of maternity leave approaches for women in the informal sector;
- Result area 4: Enhanced social dialogue mechanisms in the four priority sectors, through improved capacity of all tripartite actors and increased trade union representation at grassroot level;
- Result area 5:An improved enabling environment at national level and at regional level for decent work and social protection through supporting research and strategy formulation
- Result area 6: Regional initiatives on decent work and topics of mutual interest are strengthened through evidence-based learning and regional networking and exchange
Your profile
Required qualifications
- Allowed to work in Rwanda;
- Master’s degree in social sciences, project management, law, human rights, statistics, economics, or other areas closely relevant;
- An international experience is a strong asset.
Required experience
- Minimum 5 years of relevant experience in steering international development projects;
- Minimum 5 years of relevant experience in the area of social protection and/or Decent Work;
- Previous experience (work or consultancy) with trade unions, the ILO and other organizations active in decent work and/or social protection is an asset;
- Work experience with the informal sector;
- Relevant experience in public sector support and capacity building (governance, policy & strategy within the labour and social protection sector);
- Proven experience in Project Cycle Management Systems and Result Oriented Management;
- An experience as team manager;
Required skills and knowledge
- In-depth knowledge of project management methodologies;
- Thorough knowledge of the social protection situation and policy discourse, institutional set up of Rwanda Social Protection institutions and the relevant stakeholders;
- Excellent analytical and writing skills demonstrated by a track record of accessible publication and reports. Experience writing project proposals, reports, and policy documents;
- Monitoring and evaluation competencies;
- Continuous learner, able to demonstrate a familiarity with current trends;
- Excellent team player, able to meet tight deadlines and produce high quality work;
- Adaptability, cultural-gender-age-religion-nationality sensitivity;
- fluency in spoken and written English. Considering the working language of and the international environment in which you will work, the knowledge of French is an asset.
