TERMS OF REFERENCE (TOR)- PROCUREMENT OFFICER FOR FAWE RWANDA CHAPTER
1.Background
The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE’s vision, mission and goal focus on quality education for girls and women socio-economic empowerment. FAWE Rwanda is one of 33 national chapters. FAWE Rwanda Chapter was started in 1997 and since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.
FAWE Rwanda is seeking a qualified Procurement Officer to support the organization in achieving its mandate through the effective procurement of goods and services for the period of 3 years renewable upon performance and availability of funds.
2. Purpose of the Job
The Procurement Officer will provide operational and technical support in planning, coordinating, implementing, monitoring, and reporting procurement activities within FAWE. The position will ensure that procurement is conducted efficiently, transparently, competitively, and in compliance with FAWE regulations, procurement policies, procedures, and applicable standards. The Officer will ensure that all procurement activities are properly processed, documented, and recorded in Microsoft Dynamics 365.
3. Key Responsibilities and Duties
The Procurement Officer will:
- Coordinate procurement activities from planning through contract award using Microsoft Dynamics 365.
- Prepare and monitor the annual procurement plan and related procurement estimates in consultation with relevant departments.
- Develop, execute, and administer simple procurements for works, goods, and services in accordance with FAWE regulations, policies, and approved procedures.
- Ensure timely implementation of procurement activities in line with approved plans, project schedules, budgets, and organizational priorities.
- Maintain, review, and update the organization’s procurement policy, procedures, and guidelines.
- Provide technical and policy advice and guidance to management, staff, project teams, and other stakeholders on procurement matters.
- Ensure compliance with procurement policies and promote transparency, accountability, fairness, integrity, competitiveness, and value for money.
- Prepare procurement cases and supporting documentation for submission to relevant authorities for approval.
- Assist in preparing and distributing invitations to tender, requests for quotations, requests for proposals, and other solicitation documents.
- Assist in managing bidding, proposal opening, evaluation, clarification, and award processes in accordance with approved procedures.
- Prepare draft contracts for assigned procurements for review and approval by authorized officers.
- Serve as Secretary to the Internal Tender Committee and ensure that minutes, decisions, recommendations, and supporting documents are properly recorded and filed.
- Ensure that procurement documentation is complete, accurate, and maintained separately for each tender/procurement.
- Conduct regular market surveys to identify new suppliers, products, services, and prevailing market prices.
- Maintain accurate supplier information and support supplier assessment and performance monitoring.
- Track purchase orders and follow up with suppliers to ensure timely delivery of goods and services.
- Review invoices against purchase orders, contracts, delivery notes, and evidence of receipt before processing payment documentation.
- Liaise with Finance and relevant departments to facilitate timely supplier payments and resolve procurement discrepancies.
- Prepare monthly procurement status reports, including purchase order status, and quarterly procurement reports for submission to the Finance and Administration Manager.
- Maintain complete and up-to-date procurement records and ensure they are readily available for audit and management review.
- Ensure all procurement activities and transactions are properly processed and updated in Microsoft Dynamics 365.
- Monitor ERP procurement workflows and follow up on pending approvals and transactions.
- Ensure effective communication and exchange of procurement information between FAWE and suppliers, departments, project teams, and other relevant stakeholders.
- Perform any other related duties and responsibilities assigned by the supervisor.
4. Academic Qualifications and Experience
The candidate should meet the following requirements:
- Master’s or Bachelor’s Degree in Procurement/Purchasing, Supply Chain/Supply Management, Logistics Management, Business Administration/Management, or a related field, with a minimum of three (3) years of relevant work experience in government, international organizations, NGOs, or large public/private sector organizations.
- Experience with web-based management or ERP systems, particularly Microsoft Dynamics 365, is an added advantage. Experience in an NGO, international organization, government institution, or donor-funded environment is desirable.

7. Reporting Line and Working Relationships
The Procurement Officer will report to the Finance and Administration Manager and will work closely with relevant departments, project teams, suppliers, service providers, evaluation committees, the Internal Tender Committee, and other authorized stakeholders.

2. Job Purpose
The core purpose of the Human Resources Officer is to support the Executive Director in the effective management and administration of the organization’s human resources. The position is responsible for supporting staff recruitment and onboarding, maintaining personnel records, coordinating staff performance management and capacity-building initiatives, administering staff welfare and benefits, and ensuring compliance with FAWE Rwanda’s human resources policies, procedures, and applicable employment regulations. 3. Key Responsibilities
- Serve as the focal point for the Human Resources function within the organization and provide timely HR support to management and staff.
- Support workforce planning and ensure the effective implementation, interpretation, and continuous improvement of HR policies, procedures, systems, and practices.
- Support strategic workforce planning, succession planning, and talent management initiatives to ensure the organization attracts, develops, and retains high-performing employees.

- Collaborate with the Finance and Administration Department to provide accurate and timely HR information for payroll processing and ensure the effective administration of employee benefits in accordance with organizational policies, with relevant transactions and records maintained through the ERP system.
- Monitor and administer staff attendance, leave, and other absences, ensuring compliance with approved policies and procedures and maintaining accurate records through the ERP system.
- Ensure compliance with applicable HR policies, procedures, and employment legislation, including FAWE Rwanda policies and relevant labor laws and regulations in Rwanda.
- Coordinate the implementation of safeguarding, prevention of sexual exploitation and abuse (PSEA), anti-harassment, and child protection policies, ensuring staff awareness and compliance with organizational standards.
- Prepare and submit regular HR reports to the Executive Director and provide management with accurate and timely HR information on staffing levels, recruitment, turnover, leave, attendance, performance, training, employee welfare, and other relevant HR matters.
- Analyse workforce data and HR trends, including staff turnover, recruitment efficiency, retention, training effectiveness, and employee engagement, to support evidence-based management decisions.
- Facilitate effective HR communication by communicating HR policies, procedures, benefits, and organizational decisions to staff and providing appropriate guidance and clarification on HR-related matters.
- Coordinate employee lifecycle processes, including induction, probation monitoring, confirmation, promotion, transfer, resignation, termination, exit interviews, clearance, and separation procedures.
- Provide HR advisory support to management and employees on HR policies, employee relations, performance management, and other employment-related matters, while supporting the fair, consistent, and confidential resolution of workplace issues.
- Identify and monitor HR-related risks and recommend appropriate mitigation measures to ensure organizational effectiveness and compliance.
- Ensure confidentiality and proper management of employee data by safeguarding personnel information, maintaining secure HR records, and ensuring that access to confidential employee information is restricted to authorized personnel in accordance with organizational policies and applicable data protection requirements.
4. Reporting and Working Relationships
The Human Resources Officer will report to the Executive Director or designated supervisor and will work closely with programme, finance, administration, and other departments to ensure effective human resource management across the organization.
5. Qualifications and Experience
- A bachelor’s degree in human resources management, Business Administration (Specialization in Human Resource Management), or a related field with at least 5 years of relevant experience in human resources management, preferably within an NGO or similar organization.

- Professional certification in Human Resources Management is an added advantage.

Job Purpose: The core purpose of “Programs Coordinator” (PC) is to support Executive Director in designing programs, funds mobilization, day-to-day supervision of programs implementation, and reporting of programs activities. The Program Coordinator will provide strategic leadership and oversight for program development, resource mobilization, implementation, monitoring, and reporting. The incumbent will also support organizational planning, decision-making, partnership development, and institutional growth while ensuring delivery of high-quality programs aligned with FAWE Rwanda’s strategic objectives.
2. Duties, responsibilities and performance areas

Programs design Weight: 20%
- Coordinate the compilation of data and information necessary for the formulation of FAWE strategic Plan and annual action plans.
- Initiate programs and design logframe thereof: programs objectives, assumptions, SMART goals, target results, outputs, outcomes, performance indicators, programs activities, staffing requirements, programs inputs &budgets, monitoring & evaluation, risks & mitigation thereof etc.
- Design effective programs monitoring & evaluation system: procedures, frequency, etc; and ensure effective implementation thereof.
Funds mobilization Weight: 40%
- Coordinate the development and submission of funding proposals, ensuring that proposals are aligned with organizational priorities, programme objectives, donor requirements, and submission timelines.
- Collaborate with the Fundraising Officer and relevant programme teams to develop high-quality, compelling, and tailored grant proposals that effectively communicate the organization’s impact, needs, and value proposition.
- Identify and research potential funding opportunities, including grants, institutional donors, corporate partnerships, and other resource mobilization opportunities, while maintaining an up-to-date funding pipeline and tracking proposal deadlines.

- Review, verify, consolidate, and analyze programme reports in coordination with M&E staff, ensuring that reported results are supported by reliable data and clearly reflect progress, achievements, challenges, lessons learned, and gaps.
- Prepare and submit consolidated programme reports to Executive Director, and donors; provide feedback to programme staff, maintain reporting records, and follow up on outstanding actions and documentation.

3. Person specifications Academic & professional qualifications
- Master’s degree in any of the following disciplines awarded by an accredited university: Project Management, Development studies, Social Sciences, Development Economics and related fields experience.
- A recognized professional certification in Project Management, such as PMP or an equivalent internationally recognized qualification is an added advantage
4. Essential experience
- At least 7 (seven) years working experience managing multiple and concurrent donor funded programs; most of which with senior managerial responsibilities such as strategy formulation, program design, staff supervision, program budget management.
- Proven experience in raising funds through various ways including writing fundable projects (please provide evidence for this)
- Demonstrated experience leading and supervising multidisciplinary teams in a development organization.
- Proven experience engaging with government institutions, development partners, donors, and other key education-sector stakeholders.
- Experience implementing programs related to education, gender equality, girls’ empowerment, youth development, or social inclusion.
- Proven experience in Non-Governmental Organizations or public sector donor-funded development programs.

2. Job Purpose
The MEL Specialist will provide strategic and technical leadership in performance measurement, evidence generation, learning and adaptive management across FAWE Rwanda. The role will lead an integrated MEL system to track strategic and programme results, strengthen data quality and accountability, assess programme effectiveness, outcomes and contribution to impact, and translate evidence into programme improvement and policy influence. The Specialist will strengthen FAWE Rwanda as a results-oriented learning organization by ensuring credible evidence informs decision-making and results are effectively communicated to management, governance structures, partners and other stakeholders.
3. Key Responsibilities
3.1 Strategic MEL Leadership and Performance Management – Weight 30%
- Lead the development, implementation and continuous improvement of FAWE Rwanda’s integrated MEL system, ensuring alignment with the Strategic Plan, annual plans, project frameworks, donor requirements and FAWE regional frameworks.
- Translate strategic and programme priorities into robust results frameworks with clear indicators, baselines, targets, milestones and means of verification.
- Monitor implementation and performance of the Strategic Plan and programme portfolio against agreed results and targets, identifying trends, performance gaps, implementation bottlenecks, risks and emerging opportunities.
- Facilitate periodic performance reviews and provide strategic advice to management and programme teams on corrective actions, programme effectiveness and evidence-informed decision-making.
- Strengthen integration of results-based management and MEL throughout the programme cycle, ensuring measurement extends beyond activities and reach to outcomes, quality, sustainability and contribution to change.
3.2 Data, Research, Evaluation and Evidence Generation- Weight 20%
- Establish and maintain robust systems for collecting, managing, analysing and safeguarding high-quality quantitative and qualitative programme and institutional data.
- Lead baselines, assessments, surveys, tracer studies, evaluations and other strategic research, ensuring methodological quality and credibility of findings.
- Establish data quality assurance mechanisms, including routine verification and periodic assessments, to ensure data accuracy, completeness, consistency, validity and timeliness.
- Analyse programme and research data to identify trends, disparities, evidence gaps and differential outcomes, including who benefits, who may be left behind and why.
- Generate credible evidence on the effectiveness, relevance, outcomes, sustainability and scalability of FAWE Rwanda’s interventions, including their contribution to longer-term change, to inform programming, resource mobilization, advocacy and strategic decision-making.
3.3 Organizational Learning, Knowledge Management and Evidence Use – 30 %
- Lead the organizational learning agenda and facilitate structured reflection, programme reviews and adaptive management processes that translate evidence and experience into improved practice.
- Identify, document and disseminate lessons, promising practices, innovations, implementation challenges and scalable approaches across FAWE Rwanda’s programmes.
- Develop high-quality performance reports, dashboards, evidence briefs, learning products and impact narratives for management, the Board, donors, partners and other stakeholders.
- Establish effective knowledge-management mechanisms that ensure MEL, research and programme evidence is systematically captured, accessible and used across the organization.
- Translate programme evidence and research into actionable recommendations and track their uptake in programme design, management decisions, advocacy, policy engagement and opportunities for replication or scale-up.
3.4 MEL Capacity, Gender Responsiveness and Partnerships -Weigh 20%
- Strengthen the MEL capacity of staff and implementing partners through coaching, mentoring, practical guidance and development of standardized tools and quality standards.
- Mainstream gender equality, equity, inclusion and safeguarding principles throughout monitoring, evaluation, research and learning processes.
- Ensure appropriate data disaggregation and participatory approaches that capture and analyse differential experiences and outcomes among girls, young women, persons with disabilities and other relevant groups.
- Build organization-wide ownership of MEL as a strategic management, accountability and learning function rather than primarily a reporting requirement.
- Strengthen technical collaboration and learning with FAWE Regional Secretariat, National Chapters, government, research institutions and other partners to improve evidence generation, knowledge exchange and use.
4. Qualifications, Experience and Competencies
The successful candidate should possess:
- A master’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Education, Public Policy, Social Sciences, Research Methods, Data Science or a related field.
- Additional professional certification in Monitoring and Evaluation, Results-Based Management or applied research will be an added advantage.
- At least 7 years of progressively responsible experience in monitoring, evaluation, research, learning, programme performance or results-based management, preferably within education, gender equality, girls’ empowerment, youth development or women’s economic empowerment programmes.
- Demonstrated expertise in designing and managing organizational and multi-project MEL systems, including theories of change, results frameworks, indicators, baselines, targets, MEL plans, data quality assurance and strategic performance reporting.
- Strong experience in designing, conducting or managing quantitative and qualitative research, surveys, assessments and evaluations, including quality assurance of externally commissioned studies, with demonstrated ability to analyse and translate findings into actionable recommendations.
- Strong analytical and digital capabilities, including proficiency in relevant tools such as Excel, Power BI/Tableau, SPSS, and KoboToolbox/ODK or comparable platforms, with experience in data visualization, dashboards and knowledge management considered an advantage.
- Demonstrated ability to facilitate organizational learning and adaptive management, including translating performance evidence, research findings and lessons into strategic and operational improvements.
- Excellent strategic thinking, analytical, problem-solving, communication and report-writing skills, with the ability to communicate complex evidence clearly to technical and non-technical audiences and constructively influence management, programme teams and partners.

5. Key Working Relationships
- Internal: The position is expected to work closely with the National Coordinator, Senior Management, Programme, Finance and Administration, Communications and Advocacy, Resource Mobilization and project teams, as well as relevant Board and governance structures, to strengthen performance management, accountability, evidence use and organizational learning.
- FAWE Network: Collaborates with the FAWE Regional Secretariat, other National Chapters and regional MEL, research and knowledge-management counterparts to promote strategic alignment, harmonized performance reporting, evidence generation, knowledge exchange and cross-country learning.
