Scope and responsibilities of the role

The Finance Officer (FO), reporting to the Finance and Administration Manager will assist in the delivering on finance and administration functions for the Rwanda office and programmes. Specifically the role covers the following broad responsibilities either as accountable, consulted, informed or responsible:

• partner governance and financial management;
• financial control and reporting;
• staff capacity building and networking;
• internal systems and processes;
• administration;
• budgeting;
• inventory control;
• fixed assets control;
• human resources management;
• treasury and balance sheet management; and
• other responsibilities.

The FO will work in close collaboration with the Country Finance and Administration Team and closely with the rest of the Country Team to achieve the strategic and operational goals of Trócaire in Rwanda. The role will commit 30% of time to Partner Grant Management and work closely with the Programme Accountant and Finance and Administration Manager.

The Finance Officer will manage 1 Finance Assistant.

Expected skills, competencies and qualifications:

• Bachelor’s Degree in accounting/finance
• Progress towards an internationally recognized professional accounting qualification (CPA)
• At least 7 years post qualification experience in a finance/accounting role. This should include at least 3 years of experience in the NGO sector.

• Computer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competencies.

Duties & Responsibilities:

• Perform and review ledger subledger reconciliations for all balance sheet items.
• Perform and review inventory and tax reconciliations.

1.    Function

The Veterinary Field Supervisor will be responsible for the supervision and advisory of all matters related to quality and affordable veterinary services delivered by private veterinarians. S/he will be responsible for capacity reinforcement of selected private veterinarians by project. S/he will be responsible for monitoring of activities realized by private veterinarians in the defined area. S/he applies the work plans in the cluster assigned to achieve the results of project on time. S/he will provide technical guidance to private veterinarians for efficiency and quality vet services. S/he will be responsible for ensuring good collaboration with animal health stakeholders and local authorities in its area. S/he will also be responsible for consolidating field data and evidence to support any impact achieved.

2.     Responsibilities  and deliverables

• Coordinate the planning, implementation, monitoring and reporting the project activities in the districts under its supervision and report to the Project Manager on the regular (monthly, quarterly, semi-annually, and annually) basis ;
• Apply the strategic approach to strengthening private veterinary services it in the districts under its supervision for the development of poultry and pig production;
• Accompany selected private vet candidates to fulfill requirements to access loans from micro-finance institutions as part of strategic approach and accompany them for acquisition of planned inputs;
• Develop and ensure good relationship with microfinance institutions to provide loans to selected private candidates Monitor the implementation of the partnership agreement established between the selected IMFs and the project as part of support for animal health promotion and monitoring compliance with the commitments made by the parties in this type of partnership and this in the districts of its supervision;
• Accompany and provide advices to reinforced private vets for regular reimbursement of contracted loans;
• Ensure that the training material and logistics are efficiently realized based on the training plans and contribute to the improvement of the quality of zoo-vet services provided by reinforced private vets;
• In collaboration with the District Animal Resources Officer from supervised districts, organize (by district) the regular workshops intending to reinforce synergy and complementarity between all animal health actors and develop quality and affordable zoo-vet services;
• Represent the project and project partners in the districts of its supervision especially ensure good partnership with Joint Action Development Forum (JADF);
• Ensure the proper use of resources (financial and material) allocated to the execution of the project activities in the districts of its supervision and inform the manager if there are areas for improvement;
• Coordinate internal and external mission activities in the districts of its supervision for the project and for the benefit of project partner organizations;
• Contribute to the process of knowledge management and lessons learnt acquired during implementation of PRISM project.

 Position overview:

 The Monitoring and Evaluation (M&E) Officer will support all efforts related to M&E activities under ENABEL Barame Project.  Under the direct supervision of the MER Senor Advisor, s/he will work with the M&E team to monitor program implementation including collecting data from the field, ensuring data quality, documenting program results, and ensuring timely reporting to the donors and partners as required. S/he will work closely with the BARAME MNCH project team including to document project results.

Responsibilities:

In closer collaboration with the M&E team, the M&E officer will have the following responsibilities:

• Contribute in development of M&E strategies, frameworks, plans, and indicators to capture program performance and results in support of the Enabel M&E system.
• Assist program staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting;
• Collaborate with project staff and project counterparts at all levels to participate in and lead, as needed, M&E of program activities, and data use for programmatic decision-making;
• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed,
• Write/ develop program reports capturing program results, successes, challenges, and lessons learned in a timely manner to Enabel.
• Support all other duties as assigned by the Supervisor.

 Required Qualifications:

• Master’s degree in public health, epidemiology, statistics, or related social sciences;
• At least 2 years of applied skills in designing and implementing M&E activities and special studies for integrated public health programs that include maternal, neonatal, and child health or related programs;
• Expertise in quantitative and qualitative methodologies, operations research, health management, information systems, reporting, data quality assessments, data analysis, and presentation;
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including: SPSS, Epi-Info, Stata, MS Access, the health management information system (HMIS), community information system (SIS-com);
• Demonstrated understanding of health facilities and community-based family health services and M&E practices in Rwanda.
• Excellent writing and communications skills, including demonstrated technical writing and editing skills for publication and success stories

 Scope of Work for Maternal Newborn and Child health (MNCH) technical coordinator

MNCH Technical Coordinator will provide technical and program support in the area of MNCH and act as an integral part of Barame Project Rwanda’s team. S/he will participate in designing, planning, implementing and monitoring and evaluation of reinforcing capacities of staff with regard to obstetrical, neonatal, and child care project at health center level.

Responsibilities include Planning and integration of maternal newborn and child support

• Work closely with Barame project technical team and district mentors to plan, implement the evidence-based, improved, and innovative health services at health center level including: Basic Emergency Obstetric and Neonatal Care (B-EMONC) including, Antenatal Care (ANC), Post Natal Care (PNC) for mothers and newborn, Essential Newborn Care (ENC) including Essential Care for Every Baby (ECEB), and Helping Baby Breathe (HBB), Care for small and sick babies Kangaroo mother care including integrated Management of Childhood illness(IMCI)..
• Monitor progress of implementation of work plan activities related to maternal and newborn activities and ensure that activities are executed according to plan and any issues are discussed with supervisor in a timely manner.
• Work collaboratively with other Barame Project team members and MOH/RBC to ensure good coordination and efficient programming and management.

Implementation and Operations

• Lead training of district-based mentors/trainers and health care providers using the Low Dose/High Frequency (LDHF) approach;
• Provide technical support to district-based mentors in conducting mentorship in health centers
• Provide supportive supervision of district-based mentors;
• Ensure that updated protocols are available and used in maternity, neonatology, and child services
• Contribute in the development of technical documents related to MNCH
• Support health care provider efforts to implement quality of care for mother’s newborns and child;
• Ensure that health centers receive support based on their needs;
• Assist finance staff to review, process and reconcile payment documentation from trainers, program as well as management staff;
• Prepare and avail job-aids and training materials in coordination with MNCH technical advisor and the Procurement team, and ensure that materials and supplies reach targeted sites in a timely manner;
• Prepare and submit reports on MNCH activities in a timely manner;
• Assist with organization of technical meetings, trainings, field visits, events, and other activities;
• Assist with other programmatic and administrative duties as required.

Learning and documentation

• Contribute/coordinate with Barame Project’s MEL team to ensure that the project meets deliverables in accordance with the MEL framework;
• Ensure that maternal, child, and newborn related activities are properly documented, and that program data are systematically collected, analyzed, submitted, and properly archived as well as shared across the project to inform Barame Project’s technical reports and to feed into Barame’s learning activities;
• Share experience related to maternal and newborn activities to inform the design of Barame’s subsequent work plans.

 Requirements

• A Bachelor’s Degree of nursing/Midwife, Public Health, or other clinical disciplines.
• Additional training related to Maternal New born and Child health will be an added value.
• At least 5 years of professional experience working in Maternal, New Born, and Child Health programs.
• Proven experience in working in similar position
• Have a valid nursing midwife license
• Experience in MNCH-related mentorship for Health center staff.
• Good working knowledge of Microsoft office programs including MS Excel, MS Word, and MS PowerPoint.
• Strong skills in teamwork and networking.

Planning and integration of maternal newborn and malaria support

• Work closely with the technical team to plan, implement, and scale-up strategies for high-impact interventions at the community level.
• Monitor the implementation of Enabel/ MNCH project workplan related to community level interventions such as ICCM, maternal and newborn health activities and ensure that all activities are executed according to plan and in an integrated manner.
• Work collaboratively with other Jhpiego staff and MOH/RBC to ensure good coordination and efficient programming and management of community health interventions.

Implementation and Operations

• Lead iCCM and CBMNH related interventions in Enabel/ MNCH project supported district, including the adaptation of best practices and evidence-based approaches into the local context.
• Plan implementation of activities in close collaboration with Jhpiego technical team and RBC/MCCH counterparts.
• Support development of community health technical documents
• Conduct training on community health packages.
• Contribute to the roll-out of e-learning for community health workers
• Conduct supportive supervision for CHW supervisors to ensure effective
• implementation of community health activities and ensure support is provided based on needs.
• Support mentorship and supportive supervision for iCCM, and CBMNH activities and ensure that CHWs have updated learning tools, job aids, and reporting tools.
• Prepare and avail job-aids and training materials in coordination with Jhpiego and MOH/RBC technical teams and ensure that materials and supplies reach targeted sites in a timely manner.
• Prepare and submit reports on community health interventions in a timely manner.
• Assist with organization of technical meetings, trainings, field visits, events, and other activities.
• Assist with other programmatic and administrative duties as required.

• Contribute/coordinate with Enabel/ MNCH project‘s MEL team to ensure that the project meets deliverables in accordance with the MEL framework.
• Collaborate with the MEL team, and other project personnel, to support ongoing monitoring, evaluation, and learning.
• Ensure that iCCM and CBMNH related activities are properly documented, and that program data are systematically collected, analyzed, submitted, and properly archived as well as shared across the project to inform learning.
• Share experiences related to community based maternal, newborn activities to inform the project workplan.

Requirements

• Bachelor’s degree in general nursing, public health, or other related fields. Candidates with master’s degree in public health will be preferred.
• Valid license issued by Rwanda National Council of Nurses and Midwives, Rwanda Allied Health Professions Council, or Rwanda Medical and Dental Council.
• At least five (5) years of professional experience working in maternal, newborn, and malaria programs at the community level.
• Fluency in English, French, and Kinyarwanda.
• Ability to work with minimal supervision.
• Experience in capacity building skills, including training and mentoring skills
• Excellent written and verbal communication skills, including report-writing and formal communication skills.

Jhpiego Rwanda is hiring a Procurement Officer for its USAID and DoD Programs in Rwanda. The Procurement officer will report to Operations Manager and will be based in Kigali.

Responsibilities will be but not limited to:

• Ensure all steps involved in the procurement process – distribution of quotation requests, collection of pro forma invoices, analysis of bids, preparation and delivery of Purchase Orders, obtaining Goods receiving Notes, and final submission of the complete procurement file including GSRs, LPOs, delivery note and invoices.

• Check quality and availability of requested items and collect proforma invoice accordingly
• Prepare and compile bid documents for review by the procurement committee, and assist in setting selection criteria.
• Prepare bid analysis and together with Procurement Committee recommend the best offer as per selection criterion set in discussion.
• Register all purchase requests and ensure they are adequately specific and complete according to Jhpiego Rwanda’s procurement policy.

• Maintain an Up-to-date vendor list of classified suppliers e.g. stationery, hardware, tools, furniture, equipment etc. and make it available upon request.
• Regularly update (bi-annually) suppliers’ price data and refer to the same in support of finance & operations, procurement analysis, decision-making & budgeting.
• Work with Finance Unit to process the settlement of all invoices received from vendors.
• Ensure a proper filing of all procurement documents.
• Ensure timeliness of shipments of equipment, goods, materials in close coordination with other divisions within Jhpiego (or others as appropriate).

SUMMARY

YLabs is seeking a Design Lead to provide leadership and support YLabs Rwanda’s design team growth and projects in Rwanda and East Africa. The Design Lead will take initiative in supporting the growth and capacity of YLabs Rwanda’s design team across all design functions, while also building capacity in key human-centered design and additional design areas across the entire YLabs Rwanda team. CORE RESPONSIBILITIES

• Design Leadership: Build design capacity for Rwanda and regional based projects. This includes training and capacity building all staff, providing strategic guidance on design function growth within the region, and managing regionally based design staff.

• Experience conducting human-centered design processes with young people.
• 2- 4 years of experience leading and managing a visual design team that supports organizational and project level branding.

SUMMARY

YLabs is seeking a Senior Product Designer to support CyberRwanda, a youth-facing digital platform that combines an edutainment webcomic, with sexual and reproductive health and economic empowerment information and online ordering of contraceptives and other pharmaceutical products. This hands-on role will support a small and nimble team with the implementation phases of a multi-year, flagship design project in using digital education to improve the health and livelihoods of urban adolescents in Rwanda.

The Senior Product Designer will take initiative in shaping the future of the program based on the needs of users, stakeholders, and our partners. He/she will be working with a team to conduct and synthesize late-stage user research (qualitative and quantitative), and advocate product changes based on user research insights.

The ideal person will be excited to work with a dynamic cross-functional team of designers and healthcare professionals flexing their creative problem-solving muscles. He/she is interested in both the “big picture” of the work and getting their hands dirty, advocating for users, synthesizing user research into meaningful insights, creating clear, compelling communication materials, and prototype services and products at different levels of fidelity. • Product Design: Design UX deliverables that are grounded in users’ needs e.g. convey concepts through wireframes, flows, mockups and prototypes; and communicate coordinate with product manager and developers.
