 JOB PURPOSE:

The Program Coordinator is responsible for coordinating the implementation of OVC and DREAMS activities at district level. She/ he is responsible for submitting monthly and quarterly data and narrative reports and assist the technical team at coordination office to develop annual action plans and performance framework.




MAJOR RESPONSIBILITIES

 Major Responsibilities

  • Assist the Technical Team Leader to develop annual action plans and in the implementation of OVC and DREAMS interventions;
  • Collaborate with program Officers to generate quality reports with clear data sources;
  • Provide technical support to program officers under his/her supervision;
  • Review monthly requests for funds from field staff to be submitted to coordination office for approval;
  • Ensure that field advance accountabilities submitted to the coordination office are correct and supported by adequate documentation;
  • Plan weekly and monthly activities to be implemented at district and sector level;
  • Keep checkbooks and receipts of the regional office;
  • Supervise the work of interns and volunteers working in district coordination office;
  • Ensure proper use of project assets under their responsibility;
  • Ensure that payments made related to OVC /DREAMS are in accordance with finance and administrative procedures;
  • Ensure that vehicle logbooks and timesheets are maintained;
  • Maintain inventory of equipment and assets under their responsibility;
  • Submit monthly data report and quarterly narrative reports to the Technical Team Leader;
  • Represent FXB in meetings, seminars, and forums with local authorities and community leaders in the district;
  • Participate in grant proposal writing and development of new projects;
  • Monitor project progress and participate in mid-term and final project evaluation;
  • Perform any other duties as assigned by the management

DESIRED COMPETENCIES

  • Minimum of Bachelor’s degree in development studies, social sciences, or related field;
  • 5 years of experience in similar positions;
  • Experience in USAID funded programs
  • Excellent verbal and written communication skills in English or French and Kinyarwanda
  • Computer literacy to a high standard in Microsoft Office

CHAI Vaccines Program:

Immunization is one of the most successful public health interventions in history. Since 2010, the Clinton Health Access Initiative (CHAI) has worked to save lives and reduce the burden from vaccine preventable diseases by improving access to immunization services in resource-limited settings by strengthening national immunization programs.

The coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS CoV 2) was declared a pandemic by the World Health Organization (WHO) in March 2020 and partners have been working together globally and at country level to mitigate the spread and the impact of the disease on health systems, economies, and population wellbeing. Although Rwanda has been able to successfully contain the spread of the virus through the implementation of its COVID-19 preparedness and response plan with the support of partners including CHAI, significant risks remain as cases and deaths continue to rise globally. However, vaccines have been identified as the most promising sustainable solution to control the pandemic.

Rwanda has demonstrated its commitment to the introduction of vaccines for COVID-19 by joining the COVAX facility, the vaccines pillar of the ACT Accelerator. The ACT Accelerator is a global collaboration to accelerate the development, production, and equitable access to COVID-19 diagnostics, therapeutics, and vaccines. As a key partner of the Rwandan Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC) since 2004, CHAI is supporting the Expanded Program on Immunization (EPI) under the Rwanda Biomedical Center (RBC) the implementing arm on the Ministry of Health, to plan and implement the introduction of approved COVID-19 vaccines to reach prioritized beneficiaries rapidly and effectively.

Position Overview:

 CHAI seeks a highly motivated action-oriented individual with sound analytical and interpersonal skills to be employed as Analyst, Vaccines Program. S/he must be able to function independently and flexibly as well as build strong relationships with government officials and partners. Additionally, the successful candidate must be able live up to the CHAI values of humility, urgency, resourcefulness, flexibility, and work ethic. The Analyst will work on the CHAI Rwanda vaccines program to support relevant institutions of government to achieve national COVID-19 vaccine introduction objectives. The initial programmatic areas of support include planning and budgeting; prioritization, targeting & surveillance; training and supervision, and strengthening of monitoring and evaluation systems. The Analyst, Vaccines Program will be based in Kigali, Rwanda but with some domestic travels.

Responsibilities:

The responsibilities of the Analyst, Vaccines Program will include the following:

  • Provide technical support to the EPI team in the planning and implementation of activities for the successful introduction of COVID-19 Vaccines in Rwanda
  • In liaison with relevant RBC teams, conduct detailed analytics, for example, to estimate and map target populations that will be prioritized for access to vaccines
  • Support the finalization of budgeted micro-plans for vaccination including plans for components such as demand generation, risk communications, and safety surveillance
  • Support the development of a training plan for COVID-19 vaccine introduction that includes key groups of participants, content topic areas, key training partners, and training methods (in-person or virtual).
  • Assist in the organization and roll out of virtual and/or in person trainings as outlined in the training plan
  • Assist in the planning and execution of the production and distribution of monitoring tools to eligible vaccination providers and/or the development, testing, and roll-out of any changes to electronic systems
  • Support the planning and organization of training activities for use of monitoring and evaluation tools and processes
  • Attend meetings related to COVID-19 Vaccines on behalf of CHAI and prepare and submit meeting minutes and resolutions.
  • Perform any other duties as assigned by the Country Director.

Qualifications:

  • Minimum of three years of relevant work experience.
  • A Bachelor’s degree in Medicine, Statistics, Nursing, Public Health, Social Science, or other related disciplines.
  • Strong analytical and quantitative skills, including high proficiency in MS Excel.
  • Experience supporting planning, organizing, coordinating, and reporting on capacity building activities
  • Strong interpersonal skills and demonstrated ability to work effectively with a range of stakeholders.
  • Strong communication skills, including the ability to prepare compelling briefs, presentations, and reports.
  • Ability to work independently on complex projects
  • Fluency in English

Plusses:

  • Experience working with the RBC
  • A Master’s degree in Public Health, or similar disciplines
  • Fluency in Kinyarwanda and French

 In January 2021, Rwanda Polytechnic signed a Memorandum of Understanding (MoU) with Kilimo Trust to collaborate on the implementation of a project titled: Rural Youth Employment Support (R-YES) Project to create employment opportunities for youth in Rwanda through Integrated Agribusiness Hub.

R-YES is a 5-year project (2020-2024) implemented in Rwanda by a consortium led by Kilimo Trust with funding from the International Fund for Agricultural Development (IFAD) and the German Federal Ministry for Economic Cooperation and Development (BMZ). R-YES project is part of a larger IFAD program that focuses on the creation of employment opportunities for rural youth in Africa through support to integrated agribusiness hubs.

The project targets to create new opportunities for youth in agribusiness as wage earners or commercial providers of services. R-YES interventions include vocational training, incubation, internships, apprenticeship, work-based learning, and business development for increased business acumen and enhanced market access.

Responsibilities:

1)      Identify and recommend required upgrades/improvements at selected Rwanda Polytechnic (RP) training centers (IPRCs /TVETs) to enable them to provide required training in agribusiness.

2)      Support in the development, review, and certification of developed /revised curriculums.

3)      Support youth recruitment and enrollment process in partnership with selected RP colleges and other R-YES partners.

4)      Support selected RP colleges to train engaged youth and build their technical and entrepreneurial capacities for wage and self-employment.

5)      Coordinate capacity-building activities at selected RP colleges including assessing the availability of classrooms and other required facilities.

6)      Coordinate activities related to graduation and certificates award for R-YES project graduates.

7)      Recommend youth with innovative/ promising agribusiness ideas to be supported under the R-YES agribusiness starter pack.

8)      Participate in post hub support and monitoring activities for youth graduates from their localities.

9)      Work with the R-YES project team to link youth to the larger farming community (agribusiness companies, farmers, providers of business development services, relevant Government agencies, providers of digital solutions, etc) for an internship, apprenticeship, and work-based learning and employment opportunities.

10)   Support the project team in preparation of quarterly and annual plans and reports to be submitted to the donor.

Educational Qualifications and Experience Required:

a)      Minimum a university degree in Agribusiness, Business studies, Development Economics, Agriculture, Food Science, or relevant qualification,

b)      At least three (3) years of experience in performing similar tasks.

c)       Demonstrated experience in public and private stakeholder engagement.

d)      Demonstrated experience in product development and nurturing of new enterprises.

e)      Understanding of quality management systems is an added advantage.

f)       Demonstrated experience in implementing rural agricultural and youth development projects.

g)      Previous experience supporting or operating in technical training colleges or incubation centers is an added advantage.

h)      Demonstrated ability to collaborate, willingness to innovate, and ability to think systematically.

i)        Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines.

j)        Advanced oral and written communication skills in English, French, and Kinyarwanda.

k)      Ability to take on assignments that require travel to field locations

Scholarships Opening Soon: Joint Japan/World Bank Graduate for developing countries 2021-2022

The Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) is open to citizens of certain developing countries with relevant professional experience and a history of supporting their countries’ development efforts who are applying to a master degree program in a development-related topic.

Subject to available funding, JJWBGSP offers scholarships for 48 Participating Programs at universities in U.S., Europe, Africa, Oceania and Japan in key areas of development, including economic policy management, tax policy, and infrastructure management. Please note that if you are not admitted to one of these 48 programs, you are not eligible to apply for a JJWBGSP Scholarship in 2021.

The 2021 Application Period will open on March 22, 2021 and close on May 21, 2021 for developing country nationals.

After earning their degree, developing country scholars commit to return to their home country to use their new skills and contribute to their countries’ social and economic development.

A JJWBGSP scholarship provides tuition, a monthly living stipend, round-trip airfare, health insurance, and travel allowance. View a detailed list of benefits.

Who is Eligible to Apply?

Details on Eligibility Criteria for each call for applications are provided in that call’s Application Guidelines, and these detailed eligibility criteria are strictly adhered to. No exceptions are made.

Broadly speaking, Developing Country nationals must:

  • Be a national of a World Bank member developing country on this list;
  • Not hold dual citizenship of any developed country;
  • Be in good health;
  • Hold a Bachelor’s (or equivalent) degree earned at least 3 years prior to the Application Deadline date;
  • Have 3 years or more of recent development-related work experience after earning a Bachelor’s (or equivalent) degree;
  • Be employed in development-related work in a paid full- time position at the time of submitting the scholarship application. Have at least 3 years of paid development-related employment since earning a Bachelor’s degree (or equivalent university degree) and acquired within the past 6 years from the date of the Application Deadline. Please see FAQs on how to count qualified part time employment toward this 3-year requirement. Please see Annex 2 of the Application Guidelines for a suggested list of development-related topics. Selection Process

The JJ/WBGSP uses the following process to review eligible scholarship applications from developing country nationals, with the aim of identifying the candidates with the highest potential, after completion of their graduate studies, to impact the development of their countries.

Two qualified assessors independently review each eligible application and score the application on a scale of 1 to 10, taking into account four main factors and the degree of cohesion among them:

  1. Quality of Professional Experience (30% weight)
  2. Quality of Professional Recommendations (30% weight)
  3. Quality of Commitment to your Home Country (30% weight)
  4. Quality of Education Background (10% weight)

The JJ/WBGSP Secretariat uses the average score of the two assessors and the following criteria to select the finalists:

  • Maintaining a reasonably wide geographical distribution of awards
  • Maintaining a reasonable distribution of awards across gender
  • Unusual circumstances/hardships, when assessing the employment experience and other aspects of an application;
  • Giving scholarships to those applicants who, other things being equal, have limited access to financial resources for graduate studies abroad.

The JJWBGSP Secretariat presents the finalists for the Participating Program scholarship to the JJ/WBG Steering Committee (composed of members of the World Bank Board of Directors and WB management) for approval. Winners are notified soon after the JJWBG Steering Committee approval.

Scholarship Benefits

The JJ/WBGSP scholarship provides the recipient with the following benefits:

  • Economy class air travel between your home country and the host university at the start of your study program and immediately following the end of the scholarship period. In addition to the two-way air travel, scholars will receive a US $500 travel allowance for each trip;
  • Tuition for your graduate program and the cost of basic medical insurance obtained through the university.
  • While on campus during the scholarship period, a monthly subsistence allowance to cover all living expenses (accommodations, food, etc., including books). The amount of the allowance varies depending on the host country.

Please note all JJ/WBGSP scholarships cover the duration of the graduate program or two years, whichever is less.

The JJ/WBGSP scholarship does not cover:

  • VISA application(s) costs
  • Expenses to bring and/or support a scholar’s family members;
  • Extra-curricular courses or training;
  • Courses that do not meet the minimum credits required to earn the graduate degree;
  • Language training not provided by the graduate program;
  • Additional travel during the course of the study program;
  • Expenses related to research, supplementary educational materials, field trips, participation in workshops/seminars, or internships; or
  • Educational equipment such as computers.

Major Responsibilities

  • Maintain inventory records
  • Managing amount of stock level in the business at all times
  • Perform physical stock counts and reconciling to inventory records and accounting records
  • Determination of business stock level policy – Reorder levels, Maximum stock level
  • Be able to properly arrange stocks in a way which is easy to count at all times
  • Perform any other related duties as assigned by the supervisor/ her Designate

KNOWLEDGE, SKILLS, AND ABILITIES

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.

  • Bachelor`s degree in Accounting, Finance, Economics, or any other related field.
  • 3-5 Years of working experience as a stock controller.
  • Must be proficient with English and Kinyarwanda languages in both spoken and written. French would be an added asset.
  • Excellent knowledge in preparing stock reports.
  • Should have excellent interpersonal skills, communication skills; problem solving skills, teamwork skills, Analytical skills, and multi-tasking skills.
  • Should be computer literate in Excel, sage and other accounting software packages and other software packages
  • Should be flexible to work on Saturday when necessary.

Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Operations Manager, the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to Operations in Kigali, Rwanda.

 Core Functions / Responsibilities:

  1. Plan, organize, and deliver French pre-departure orientation (PDO) sessions for refugees adjudicated by French authorities (OFPRA) for resettlement to France.
  2. Liaise with other IOM Rwanda departments, namely MHD and OPS, to ensure that the delivery of French PDO sessions is done at an adequate time.
  3. Make all external arrangements for hotels, training locations, hiring and training of childminders and interpreters, transportation, meals, and other logistical details.
  4. Support the registration, monthly training schedules, follow-up with refugees, and with various IOM departments such as security, accounting, procurement for the preparation, delivery, and closing of French PDO sessions.
  5. Keep abreast of changes in content of pre-departure orientation and information sessions specifically designed for refugees; contribute to the creation of agendas, learning outcomes, and facilitation guides for French PDO staff.
  6. Research and develop pre-departure information and orientation materials, specific for refugees.
  7. Keep up-to-date records of all PDO participants and produce statistics of all French PDO activities.
  8. Coordinate with the Operations Manager the preparation of French PDO annual site budgets, monitor PDO expenditures on a monthly basis.
  9. Produce monthly narrative and statistical reports.
  10.  In coordination with the operations team ensure that urban and camp-based refugees are timely informed of their French PDO training schedule.
  11.  Adjust training materials, visual aids, and maintain learning walls in the training room which support the objectives of the French cultural orientation curriculum. Take the necessary actions to adapt all activities to the language of participants.
  12.  Contribute to the development of promotional tools aimed at increasing the uptake of pre-departure services among refugees and in disseminating information about French PDO to stakeholders.
  13.  In coordination with OPS Kigali team maintain inventories of materials and order what is needed in reasonable timeframes.
  14.  Contribute to the overall development of the French PDO program by participating in staff development workshops, exchange programs, and Training of Trainers seminars.
  15.  Perform such other duties as may be assigned.

Required Qualifications and Experience

  Education

  • Bachelor’s degree in Political or Social Sciences, Law and/or International Relations, or a related field from an accredited academic institution with two years relevant work experience required, or
  • High school diploma with five years working experience.

 Experience

  • Providing information and orientation to and engaging with refugees is an advantage.
  • Proven ability to communicate cross-culturally; clear and concise communication in writing (English).
  • Demonstrated ability to work effectively with a variety of stakeholders.
  • Experience in leading interactive training seminars or orientation sessions for youth and adults.
  • Good knowledge of Word, Excel and Internet;
  • Strong interpersonal and communication skills;
  • Experience working with international NGOS would be paramount.

    Languages

Fluency in English and working knowledge of French, Kinyarwanda, and Swahili is an added advantage.

1. Position: Administration Assistance Manager (1)

Based in Kigali

Key responsibilities included;

  • To put in place and reviewing the organizational policies and procedures
  • ; manage administration related documents
  • To manage all the human resources; staff performance evaluation, contract and staff salary payment including taxes and insurances manage the procurement process
  •  To manage the organizational registration / renewal and all organizational legal documents
  • To manage administration needs of HO, AO, and FO; facilities payment (electricity, water, etc.) and relevant works
  • To manage organization’s assets
  • To manage the vehicles, other transport facilities, and assets(inventory records)
  • To review the financial reports and budget controls; in collaboration with FAD Assistant Manager, check and sign the payment approval requests
  • To supervise the department staff
  • To coordinate other departments and facilitate the organizational events (meetings, workshops, ceremonies, etc)
  • To manage and build networking for fundraising function and programs development including support proposal writing activity and team; Shall not disclose or divulge during or after his/her service any confidential information obtained through his/her work;
  • To manage risks of organization;
  • To manage other issues related to administration and perform other related duties as required.

Qualifications and Skills; 

  • Bachelor Degree in Business Administration, Accounting, Finance or any other  related studies from a recognized University (Possession of a Master’s Degree in Business Management will be an added advantage)
  • Computer literacy with excellent MS Word, MS Excel, and PowerPoint skills.  Proficiency in QuickBooks required.
  • Minimum of 5 years in Business Administration, Finance, Accounting, and other related field is a requirement
  • Proven work experience in areas of Human Resource Management, Accounting and Budgeting, and Financial Analysis will be an added advantage
  • Prior experience in audit, accounting, and finance-related filed will be an added advantage
  •  Prior experience in interacting effectively with auditors
  • Strong accounting and financial knowledge as well as analytical skills
  •  Familiar with the Laws and Regulations that govern companies in Rwanda
  •  Proficiency in planning, time management, and ability to work under a minimum of supervision
  •  Strong verbal and written communication skills
  • Strong interpersonal, supervisory, and people management skills is required
  • Ability to multi-task, structural analysis, work under pressure, and meet deadlines is required
  • Strong leadership skills with demonstrated competences in championing quality result oriented delivery as well as management of people in a multicultural environment
  •  Fluent in English and Kinyarwanda speaking is required. Other languages would be an added advantage
