ACU offers a range of prestigious scholarships to reward outstanding academic achievement. Scholarships are available to both domestic and international research candidates looking to undertake a research course.

A generous living allowance is attached to most scholarships. Scholarships for international research candidates also cover tuition fees and Overseas Student Health Cover. (Domestic research candidates are exempt from tuition fees for the normal duration of their course.

Apply the ANU Game Change Fund Supporting Climate Change Research in Australia

Overview

Each year the Institute for Climate, Energy & Disaster Solutions may offer up to two awards known as the ANU Game-Changing Climate Research Supplementary Scholarship (“the award”).  The objective of the award is to support the emerging generation of bright PhD scholars from rural and remote areas to contribute to game-changing climate change research, adaption and mitigation outcomes.

The award will be available each year to a prospective (or continuing, within the first 6 months of commencing the PhD) student who is:

  1. a domestic or international student; and
  2. enrolled or enrolling full-time in a program of study for the degree of Doctor of Philosophy at the Australian National University; and
  3. undertaking a PhD project related to climate change, supported by a developed project brief; and
  4. awarded, and continues to hold, an approved ANU HDR base stipend scholarship, at minimum RTP base rate.

Benefits

The award covers the following costs:

  • A supplementary scholarship to cover costs of daily living to be paid in fortnightly instalments, unless otherwise stated in the offer letter.

Leave Entitlements

  • Paid medical, maternity and parental leave is not applicable to this award.
  • Unpaid leave of absence on personal grounds, which does not exceed a total period of twelve months during the tenure of the award, may be granted, after which the student may resume the award.

How to apply

Candidates apply for the Doctor of Philosophy program in the appropriate Research School, and award applications shall be called for with a closing date as set by the Institute for Climate, Energy & Disaster Solutions.

Applicants should submit their CV, project brief (including supervisory arrangements) and a short (1 page maximum) outline of your background and why this scholarship is important to you taking into consideration the selection criteria detailed below. These documents are to be emailed to ICEDS prior to the closing date.

Selection will be made on the basis of:

  1. academic merit and potential based on their academic record, referee reports and other evidence; and
  2. relevance of the PhD project, and the capacity of the supervisory team to support research excellence; and
  3. applicability of the potential outcomes of the PhD project to solve challenges presented by climate change; and
  4. the academic performance of the prospective PhD scholar.
  5. the potential for the prospective PhD Scholar to actively engage with decision-makers with regards to their research project may also be considered.

Preference may be given to applicants who satisfy one or more of the following criteria:

  • Emerging students (under 32 years of age)

Job Purpose

Reporting to the Programme Manager, the post holder will manage Dufatanye Urumuri activity whose goal is to improve social cohesion by strengthening inclusive reconciliation process in Rwanda funded by USAID Rwanda Mission.

This is a local position; the holder will work across project and thematic strands to ensure that project staff and partners have the peacebuilding knowledge and expertise needed to ensure the production of high-quality, high-impact project outputs and outcomes. This will involve working closely with the Alert team and local partners in a mentoring role, providing constructive feedback, and capacity-building support aimed at strengthening our integrated peacebuilding approach. Critical to this post is an ability to build effective external and internal relationships, using collaborative approaches. The successful candidate will also have knowledge and experience of programme design and project management including responsibility for budget Monitoring, project procurement skills, project reporting, staff support and evaluation, donor relations, and civil society partnerships. Strong experience in managing USAID-funded projects will be an added value.

  • Oversee the design and production of high-quality research outputs, including authoring reports for both national and international audiences, on a variety of thematic issues, including reconciliation, governance, and the economic dimensions of peacebuilding;
  • Derive policy recommendations from research outputs and assist in the development and implementation of evidence-based advocacy strategies for the project.

2. Strengthen the peacebuilding framework of the programmes

  •  Analyze the political, economic, and social context in Rwanda and draw out key areas of focus as well as priorities aligned with peacebuilding and social cohesion with a view to ensuring the continuing relevance;
  •  Ensure coordination and adequate recording of lessons learning among partners of the project, counterpart organizations/institutions
  • Document and avail timely peace-related, conflict, and violence datasets relevant to inform the implementation of the project.

3. Monitoring, evaluation, learning, and reporting

  • Support the development of effective M&E frameworks (in close collaboration with partners) for the project and feed this into Alert’s overall institutional reporting;
  • Responsible to oversee all monitoring and evaluation for project activities, checking progress against expected outcomes and against the project’s theory of change;
  • Articulating lessons learned from the project and adapting the project on the basis of these lessons learned throughout implementation.
  • Contribute to and draw on the work of Alert’s Design, Monitoring, and Evaluation (DME) work, in Rwanda and internationally;
  • Produce and disseminate success stories as well as related ‘impact’ films or other outputs.
  • Ensure that all project documents regarding   Dufatanye Urumuri Project are uploaded to Alert’s project management system – PROMPT – in a timely manner and ensure that spend forecasts on PROMPT are also updated on a regular basis.
  • Provide accurate information on PROMPT following the end of each activity and ensure relevant information is uploaded in PROMPT for the annual organizational Results Framework.
  •  Oversee inception phase data design, collection, and analysis, including partner organizations, consultants, and third parti\
  •  Monitor and continuously assess the operating context and the project activities, and recommend changes in approach and strategy accordingly;
  •  In liaison with the M&E team, develop and implement a monitoring and evaluation plan, including the design of the terms of reference for the baseline, mid-term evaluation, and  final evaluation, and the development of conflict and gender-sensitive DME tools
  •  Provide narrative progress reports (monthly, quarterly and annual) as requested Facilitate the achievement of program targets and objectives and collaborate with the Senior M&E Officer to design effective M&E systems for the program, and linkages with internal M&E systems.
  •   Collaborate with Rwanda SM&E Officer and the Senior Programme Design and Assessment Officer (based in London) to produce written internal/external reports on the program activities capturing impacts/costs related to all activities, as per internal and Donor requirements.

4. Strategic development and fundraising

  •  Contribute to the development of the overall programme strategic directions and strategy documents;
  •  Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
  •  Set direction by prioritizing and organizing actions and resources to achieve objectives.
  • Oversee the development of annual, integrated strategic work-plans for the program.
  • Work with Alert’s team and partners to develop a new project and programme ideas, including the development of funding proposals for a variety of donors;
  • Support the Country teams in nurturing good relationships with potential funders in Rwanda.

5. Manage the project’s relationship with local partners and ensure coordination and representation

  Maintain frequent contact with – and develop fruitful working relationships with – partners that are integral to the success of the project

  •  Involve partners in planning activities
  •   Organize networking activities, advocacy, and exchanges locally, within the region, and internationally
  •   Monitor partners’ work against agreed work plans; identify any problem areas or support needs
  •   Oversee partner assessments (including financial assessments), identify partner training and support needs, and organise appropriate responses
  • Ensure partner reports (narrative and financial) are submitted on time and to the required standard
  •  Liaise with the donor and represent the program to other USAID funded programs, cooperating sponsors, and other stakeholders.

6. Lead the advocacy and international networking components of the project

  •   In collaboration with the communications and advocacy specialist, other project staff, and with relevant Alert personnel, develop, monitor, and oversee the implementation of a project advocacy and networking strategy;
  • Maintain good relationships with local authorities and work with local opinion leaders as appropriate
  • Oversee the production of project reports including advocacy tracker and publications in a variety of formats;
  • Identify appropriate fora for the dissemination of project information and materials, and organise appropriate dissemination through classic channels and social media and ensure timely visibility of activity implementation;
  •  Ensure that all publications emanating from the project comply with Alert’s publications protocols and policies;
  •  Build and strengthen relationships with district of project implementation; key funding partners around the development of new project ideas and programme direction;
  • Represent Alert’s values and ideas at relevant conferences, seminars, and other meetings, including at a high level;

In essence, Policy Labs take different forms, ranging from established teams (or organisations or institutes) set up specifically for innovative activities for public policymaking, to physical spaces set up for the purpose of conducting workshops or activities for policymaking to an approach engagement approach for facilitating research evidence uptake into policy and practice. Where in use, Policy Labs have been shown to lead to better and more effective policymaking.




The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. A.    Responsibilities

MINICT innovation policy lab requires a senior and experienced individual with a background in technology, innovation strategy, and/or policy and institutional management to fill the position of an Innovation Policy Lab Co-ordinator.  The Innovation Policy Lab Coordinator will be responsible for organizing and monitoring the Innovation Lab activities under the overall guidance and supervision of the Director General Innovation and Emerging Technologies at MINICT.

The Coordinator performs the following tasks:

  • Coordinate, monitor, and execute the planning and implementation of the Innovation Policy Lab activities;
  • Organize, facilitate and implement events, workshops, and conferences relevant to Innovation Policy Lab activities;
  • Research and select global innovation trends and methodologies to be explored, implemented, and scaled through the Innovation Policy Lab;
  • Map, build and establish strategic local, regional and global partnerships to advance the mission of the Innovation Lab;
  • Formulate a yearly strategy for the Innovation Lab activities, resource mobilization, and budget spending;
  • Draft and finalize concept notes, cabinet briefs, policy papers, proposals, and project documents relevant to the Innovation Policy Lab’s mission;
  • Represent the Innovation Policy Lab at events, workshops, and conferences;
  • Prepare progress reports and evaluations of the lab activities as needed;
  • Advise/help build the capacity of the Ministry and other relevant agencies and support transfer of knowledge and skills to key counterparts in the Minister’s office;
  • Provide other support and assistance as required;




C.    Required qualifications, competences, and experience

Qualifications

  • Master’s Degree in Public Policy, Public Administration, Management, Computer Science, Engineering, Information Technology or other relevant areas;

Professional experience

  • At least 5 years experience in the development and innovation fields;
  • Demonstrated experience in the management of development programmes;
  • Demonstrated experience in workshop facilitation and event planning;
  • Strong understanding of the dynamics of ICT and Innovation demonstrated by experience working in these fields;
  • In-depth understanding of global and regional innovation trends and methodologies;
  • Substantive overall understanding of development trends and ability to present related issues clearly both to a general and a specialist audience;

Other knowledge, additional competences

  • Preference for individuals with work experience in Africa and/or other developing markets
  • Strong analytical and research skills. Excellent business writing, presentation skills, and verbal communication skills (in English);
  • Strong project management skills;
  • Effective inter-personal and leadership skills. Team player with an ability to develop and foster relationships with diverse stakeholders;
  • Excellent networking skills;

Applications will be assessed on the basis of the following criteria:

For continuing RGIT students – evidence that in the previous term the applicant has:

  • submitted all assessments by set deadlines

  • demonstrated dedication to academic studies, and/or a passion for study that satisfies the judging panel of the student’s genuine intention to persevere with the course

  • Scholarships are available only to students on international study visas enrolling into VET courses.

Org. Setting and Reporting

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $80+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in the Fixed Income Team of OIM. The incumbent reports to the Director of Investments – Fixed Income.

Responsibilities

Under the overall supervision of the Director, the incumbent will perform the following duties:

1. Manages and invests the US Fixed income securitized bonds portfolio, ensuring the portfolio performance meets the Fund’s investment objectives and exceeds the specified US Securitized benchmark.
a. Implements approved investment strategies for the strategic and tactical asset allocation and portfolio rebalancing with careful review of the market environments.
b. Monitors portfolio to achieve the performance to meet the Funds investment objectives by reviewing both portfolio and benchmark performance on a regular basis.
c. Ensures that all of the investments are in compliance with OIM’s investment and policy guidelines.

b. Reviews investment research and discuss with strategists, economists, security analysts through brokerage community and the Advisors/Research providers.
c. Analysis of Agency MBS, ABS and CMBS structure, credit and collateral.
d. Attends investment conferences and seminars to access academia and industry experts
e. Conducts portfolio analysis using risk tools and analytical tools.

3. Makes specific investment recommendations.
a. Ensures the Fund’s four investments criteria: i.e. safety, profitability, liquidity, and convertibility.
b. Makes specific investment recommendations to achieve optimum investment performance with careful review of the portfolio’s investment objectives and risk tolerance.
c. Presents and discusses investment recommendations with the supervisor and the Fixed Income teams in terms of sector allocation, security selection and risk measurement and risk budgeting.
d. Participates in the discussions and development of investment recommendations for asset allocation for the Fund.
e. Leads the work programme of managing the US MBS portfolio (consisting of Agency MBS, CMBS & ABS) towards out-performing related index.

4. Reporting
a. Reports accurately and timely to the Representative of the Secretary-General for the Investments of the UNJSPF and Director of Investments-Fixed Income, when requested.

The ADB-Japan Scholarship Program (JSP) offers about 140 postgraduate scholarships a year for studies in economics, management, science and technology, and other development-related fields.

What is Offered

The ADB-JSP provides:

  • Citizen of an ADB borrowing member and Japanese Official Development Assistance scholarship eligible country.
  • Gained admission to an approved course in any of the 25 institutions.
  • A bachelor’s degree or its equivalent with superior academic record.
  • At least 2 years of full-time professional working experience (acquired after a university degree) at the time of application.
  • Not more than 35 years old at the time of application. For programs which are appropriate for senior officials and managers, the age limit is 45 years old.
  • In good health.
  • Should agree to return to his or her home country after completion of studies under the program.
  • Executive directors, alternate directors, management and staff of ADB, consultants, and close relatives of the aforementioned are not eligible for the scholarship.
  • Staff of ADB–JSP partner institutions are not eligible for the scholarship.

To address constraints hindering the quality of health services in Rwanda, the Government of Rwanda recommended the Ministry of Health to define strategies to motivate and retain health professionals in the public sector. The Ministry of Health has identified the Health Sector Staff – Mutual Assistance Group (HSS-MAG) among the multidimensional strategies that can be implemented to incentivize and retain health professionals in public health facilities in Rwanda. In 2017, the HSS MAG registered as a savings and credit scheme for health sector staff, with the primary objective of improving their socio-economic conditions and promoting access to finance, by assisting staff to make savings and access low-rate loans.




HSS-MAG wishes to recruit the competent and self-driven staff on the position of Operations and Recovery Officer on permanent basis regardless the gender, and other kind of discriminations.

1.    RECRUITMENT DETAILS:

Position: Recovery and Operations Officer

Number of needed staff: One per position

Employment period: Open-ended period (Full-time)

2.    OPERATIONS OFFICER JOB PURPOSE STATEMENT

Reporting to the Head of Operations Unit, the Operations officer is responsible to ensure that there is a smooth running of daily routine operations, carried out without any major risk, and that all members’ queries are processed in a timely manner. All these must be carried out within the defined policies and procedures of the HSS-MAG.




2.1.     Key responsibilities

  • Counter checking vouchers before posting in the system;
  • Processing inwards and outwards transactions;
  • Ensure that there are no income leakages;
  • Printing reports checking and submitting as necessary;
  • Writing and processing of transfer payments once authorized as per limits;
  • Ensure documentation inquiries are responded to;
  • Ensure the monitoring and reconciliations relating to members’ savings;
  • Ensure the management and monitoring of inactive and dormant accounts;
  • Ensure the compliance to policy and procedures;
  • Ensure that frauds and forgeries maintained at a minimal;
  • Ensure daily reconciliations and posting of bank charges and commissions;
  • Assist in following up reconciliation items with the accountant;
  • Ensure that members’ service standards are maintained at agreed level;
  • Filling and transfer of all transaction files to the archives as well as maintaining the archive register;
  • Any other duties as allocated from time to time.

3.    RECOVERY OFFICER JOB PURPOSE STATEMENT

Reporting to the Head of Credit Unit, the Recovery officer is responsible to manage nonperforming loans to preserve capital and to understand the borrower’s problems, and identify and resolve problems with unpaid loans.




3.1.     Key responsibilities

  • Monitor overdue and defaulted loans daily to timely provide an update or recommendation to upper manager;
  • Take a lead role in discovering written-off loans and all loans in arrears while working closely with HRs and members’ representatives at MoH, affiliated institutions, and hospitals level.
  • Use various techniques of debit recovery and handle complex situations in a professional manner
  • Maintain accurate status off outstanding loans and prepare periodical reports (quarterly basis);
  • Maintain accurate statistics on recoveries;
  • Put in place mechanisms of managing Loan portfolio to ensure a healthy portfolio at all times
  • Reviewing documentation (all aspects of loan contract) to assess liability understand the borrower’s problems, formulate strategies and initiatives to reach amicable solutions to settle the debt.
  • Provide written reminder of repayment to borrowers with loan in arrears or contact them by telephone;
  • Ensure the compliance of policies and procedures for debt collection.
  • Prepare and submit daily reports of the overdue and repayment for all credit facilities to keep all related stakeholders informed of the status;
  • Input and update status on analyzed case into Case Under Analysis of Recovery to ensure the case is solved properly;
  • Follow up and verify with the loan officers to get updates of reasons for repayment lateness and next action plan to handle the case;
  • Review and update overdue members that exceed timeline set in the HSS-MAG’s policies to timely handle the case;
  • Track and prepare list of restructured or rescheduled members by working closely with loan officers to better administer the repayment schedules;
  • Respond to all the inquiries, issues, or errors related to repayment to all personnel when required;
  • Arrange appropriate time to chase and follow up with member to ensure agreed terms and conditions are made;
  • The process to do a manual settlement to the member when appropriate;
  • Conduct site visit to those overdue and/or defaulted member when assigned by upper manager;
  • Any other duties as allocated from time to time.




3.2.     Key measurable goals
