Looking for Economist Interns for the Macroeconomic Investment Policies (MIP) Project

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and the promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Governance, Climate & Energy, Sustainable Growth, and Digitalisation.




The Macroeconomic Investment Policies (MIP) Project is a joint Rwandan-German Development Cooperation project implemented by GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims at strengthening individual and institutional capacities for economic analyses and evidence-based policymaking in three areas: macroeconomic and fiscal projections and policy analysis; public investment planning and appraisal; and national economic research and public dialogue on economic policies in Rwanda.

Since 2016, the Ministry of Finance and Economic Planning (MINECOFIN)—in collaboration with the GIZ implemented Macroeconomically and Investment Policies (MIP)Project hiring interns via the Young Economist Program (YEP) to recent graduates with a bachelor’s degree specialized in economics. The internship allows young graduates to bring new perspectives and research skills to the practical environment of economic policy and planning, gain work experience, and enhance their applied research skills.

MIP Project seeking highly qualified and motivated recent graduates in economics interested in working as an intern for six months in a department of MINECOFIN (Office of the Chief Economist, National Development and Planning Research Department, and National Budget Department).

Young Economist Program (YEP)




The YEP six-month internship consists of a combination of work assignments with on-the-job training and intensive training, all with systematic assessment. The work assignments in one of the three departments cover areas such as macroeconomic projections & monitoring, tax policy, external financing and debt, investment planning, and budget preparation and execution, and each intern will be mentored by regular staff working in that area. Through a series of seminars, interns will be familiarized with various aspects of government economic data analysis and policy preparation in a range of agencies (MINECOFIN, NBR, NISR, other ministries).

The intensive training is spread over the six months and consists of online training courses and tutorials in quantitative modeling and other methods; courses in advanced EXCEL, EVIEWS, and STATA; structured courses (in part online) in applied macroeconomic and macro-econometric modeling and Cost-Benefit Analysis/project appraisal, provided by inter/national professors; and training in soft skills.

Qualifications of applying interns

  • Bachelor’s degree in economics or statistics with an economics minor.
  • Proven knowledge of statistical and other quantitative methods and computer software.
  • Thorough understanding of public economic policymaking.
  • Fluency in English and Kinyarwanda; French is an additional asset.
  • Willingness and capacity to work very hard, under the pressure of deadlines, and do substantial self-study.

Duration and certification

  • The internship will start on 15 November 2021 and run through 15 May 2022
  • All courses and work performance will be assessed, including through course tests, participation, and rating of on-the-job deliverables
  • Successful participants are awarded the “MINECOFIN YEP Diploma”

The University of Kent undergraduate Colleges were named after men who achieved great success in their chosen fields, but not all had a smooth passage to fame. Although Keynes went to Eton and obtained a First at Kings College Cambridge, Eliot suffered from medical problems and, in his first attempt, obtained only a pass degree. Rutherford was the second choice for the Exhibition Research Scholarship which set him on the path to become the father of nuclear physics, and Darwin failed to complete his studies to become a doctor and – later – a pastor, before becoming the world’s most famous botanist.

The lesson: even those we now know as the greatest in their field did not always have a smooth or obvious path to fulfil their capabilities. Indeed we, the undergraduates who helped found the University in 1965, were chosen against a wide range of criteria, often not including high A-Level results; what was identified in us was the capability to develop both ourselves and the new University.

This is why we, the undergraduates who helped found the University, have established the First 500 Scholarship to assist those whose full potential has yet to develop or whose talents are not recognised by current assessment methods. Should you choose to apply we, your predecessors of 1965, wish you every success in your application and future studies.

All new first-year undergraduate international students who submit completed applications and meet the requirements for full admission for fall semester are automatically considered for the International Education Scholarship and University Merit Scholarship. Separate applications are required for the Presidential Fellows Program (PFP) and the #YouAreWelcomeHere Scholarship. Miami University scholarships are highly competitive. The academic qualifications determining scholarship awards are dependent on the strength of the applicant pool. Seventy-nine percent of first-year international applicants accepted for Fall 2021 were offered an academic scholarship.

II. Job relationships and Duties

The Accountant – Financial Reporting and Audits Support will be part of the Finance team under the Finance and Operations Department. She/He will report to the Head of Corporate Services and will collaborate closely with the Payables Accountant, Grant Officer and Procurement Officer.

The key responsibility the Accountant – Financial Reporting and Audits Support will be to ensure timely delivery of accurate financial statements and to facilitate timely completion of internal and external audits. More specifically, the duties of the Accountant – Financial Reporting and Audits Support will cover the following work areas:

1. Audits and liquidation verifications

(1) Maintain a schedule for timely internal audits, projects’ external audits, projects’ liquation verification and organization-wide external audits
(2) Facilitate internal and external audits and projects’ liquation verifications
(3) Provide financial reports, supporting documents and other information for audits and projects’ liquidation verifications
(4) Assist to respond to audit findings
(5) Ensure and track the implementation

2. Financial statements

(1) Prepare monthly, quarterly and annual financial reports including balance sheets, statements of income and expenditure per donor funds and consolidated
(2) Prepare timely annual financial statements in accordance with International Financial Reporting Standards
(3) Prepare monthly projects’ financial reports and reconciliations of projects’ cash status

3. Receivables and membership contributions

(1) Monitor membership contributions invoices and receipts
(2) Initiate follow-up on actions required for outstanding invoices to ensure cash is received
(3) Prepare the monthly accounts receivable statements and initiate follow-up actions needed




4. Accounting records and reconciliations

(1) Review all accounting entries to ensure they are appropriately posted on the correct accounts, budget lines, funds in accordance with internal policy and accounting standards
(2) Review accounts’ balances and reconcile with breakdown and transactions detail
(3) Perform balance sheet review including payable, receivable and cash status
(4) Review budget versus actual reports
(5) Review VAT refund reconciliations
(6) Review fuel stock and consumption records
(7) Review supplies stock and consumption records

5. Fixed Assets

(1) Ensure proper tracking system of fixed assets including tagging
(2) Ensure completeness of fixed assets records
(3) Maintain up to date fixed assets register
(4) Maintain up to date depreciation schedules and post depreciation entries
(5) Carry out joint physical verifications of fixed assets and report appropriate actions including tagging, repair, write-off, disposal, etc.

6. Accounts closure

Handle timely monthly, quarterly and annual close including journals for:

  • deferred income and earned revenue,
  • direct payments,
  • prepayment charges,
  • depreciation and amortization charges
  • accruals

7. Liquidity management

(1) Update cash requirement forecasts based on payables, committed expenses, service requests, and budgeted expenses
(2) Analyze the liquidity health taking into account bank balances and planned disbursements
(3) Report on monthly and quarterly forecasted liquidity requirements and alert on needed actions

8. Internal controls and Compliance

(1) Ensure relevant internal controls in place are effective in all areas of financial management
(2) Assess continuously the effectiveness internal controls and the efficiency work processes
(3) Ensure compliance with internal policies and laws relating to financial operations

9. Other

Perform other duties as may be assigned by the Supervisor

III. Key qualification requirements

Education Requirements:
(i) Bachelor’s degree in Accounting, Finance, Commerce or related fields is required;
(ii) Professional accounting certification is required

Experience Requirements

(i) A minimum of five (5) years of work experience in financial accounting, financial auditing, or other relevant work experience fields
(ii) Working experience in preparation of financial statements in accordance to International Financial Reporting Standards is required
(iii) Working experience in facilitating internal and external audits is required
(iv) Working experience in declaration of PAYE taxes, social security contributions and withholding taxes will be an asset.
(v) Working experience in refund of Value Added Tax will be an asset.
(vi) Working experience in using accounting software e.g SAP, SAGE, SunSystems, Microsoft Dynamics, etc. will be an asset.

General skills:

(i) Ability to collaborate with the team and deliver as part of a team.
(ii) Good interpersonal skills.
(iii) Ability to work well in a multicultural environment.
(iv) Willingness to learn new skills related to the job.
(v) Effective written and verbal communication skills.

East-West Center Events the POSCO Visiting Fellowship Program in the USA

The POSCO Visiting Fellowship Program, endowed by POSCO, is intended to promote research activities on Korean topics at the East-West Center.  The program invites outstanding scholars and policymakers to engage in policy-relevant, contemporary research on political, security, and economic issues in Northeast Asia, as they relate to Korea.

Nature of the Fellowship

Each year, from the beginning of March to the end of February of the following year, the East-West Center hosts four to six POSCO Visiting Fellows. The POSCO Visiting Fellows are in residence at the East-West Center for one to two months and undertake research and writing on an agreed topic. Fellows are provided with a stipend and round-trip economy airfare between their home base and Honolulu. They are required to give one seminar, prepare a high-quality paper to be submitted for publication, and join in East-West Center activities. Fellows may also be asked to participate in local outreach and public-diplomacy activities.  Proposals for cost-shared fellowships are welcomed.

Areas of Research

POSCO Visiting Fellows carry out policy-relevant research on contemporary issues in Korean studies. In particular, the POSCO Fellowship Program is intended to generate constructive and informative research in four important areas: (1) The two Koreas and Northeast Asia; (2) Security issues for Korea and Northeast Asia; (3) Economic and social issues in South Korea; and (4) Political challenges in Korea.

Expected Outputs and Publication Opportunities

Under the Korea Foundation grant agreement, POSCO Visiting Fellows are required to prepare a quality paper addressing an issue in one of the four priority areas or as developed in the fellowship proposal for publication in an academic journal or in book format.  POSCO Visiting Fellows customarily provide a presentation on their research activities and findings at a center-wide seminar at the conclusion of the fellowship.

We are delighted to offer a Postgraduate Research Scholarship to commence in September 2021 in subjects within marketing or international business. You will be awarded your scholarship(s) every year provided that you successfully progress in your programme of study with at least a 55% average in yearly examinations.  If you are repeat attending or repeating examinations only, you will not qualify for scholarships for that academic year. Once you successfully complete your repeat year, you can qualify for the scholarship again in subsequent years, once your average is over 55%.

If you progress from a GMIT undergraduate programme to a GMIT postgraduate programme, you will automatically qualify for a scholarship to the value of 30% off the quoted fee for that postgraduate programme.

Ensure business owners have access to a variety of financial service available in the camps including savings in VSLA.

MAJOR AREAS OF ACCOUNTABILITY

Perform data collection through field visits and phone interviews with beneficiaries and communities through satisfaction survey, focus group discussions (FGDs), and key informants interview (KII). FGDs and KIIs with various stakeholders.

Review and clean of data (as required)

Conduct qualitative and quantitative field monitoring and verification of project implementation

Perform minor repairs and/or arrange for other repairs by logging and urgently reporting to the supervisor

 Ensure that vehicles are driven safely, optimizing engines use, economizing fuel as well as minimizing wear and tear

Report all vehicle maintenance problems, incidents, accidents and damage using official forms immediately to the supervisor

 Guard vehicle against theft and vandals and ensure that vehicles are locked and parked in the officially assigned locations

Ensure that the steps required by ALIGHT rules and regulations are taken into consideration in case of involvement in an incident or accident or damage to the vehicle

 Appropriately log official trips, daily mileage, gas consumption, oil changes, greasing etc. using the official ALIGHT/UNHCR log books

Reporting to Impact and Learning (MEL) Coordinator, the Kuja Kuja Team Leader is responsible for coordinating customer data collection activities, organizing and facilitating bridge building activities between service providers and data collectors; analyzing, interpreting and reporting data regularly. With assistance of the Coordinator, Site Manager and Head of Programmes, the Kuja Kuja Team Leader will support the field site project to improve quality by providing reliable field information on the quality of services delivery for coordination and management decision making. It is also the duty of the Kuja Kuja team leader to manage the data collectors from his/her site. He/She will be responsible for teaching and mentoring his/her teammates.

The Kuja Kuja Team Leader’s primary duties and responsibilities are distributed as the following:
