LIVING WATER INTERNATIONAL RWANDA (LWIR): JOB VACANCY

Living Water International (LWI) is a faith-based non-profit organization that helps communities in developing countries to create sustainable water, sanitation, and hygiene (WASH) programs in response to the global water crisis. Living Water International has been operating in Rwanda since 2007and it is currently implementing WASH Programs in Ruhango and Nyanza Districts. LWI Rwanda is hiring for the Program Officer (Program Development and Resource Mobilization Officer) to be based in the Kigali office.




Position Title: Program Officer (Program Development and Resource Mobilization Officer)

Reporting to: Country Director

PURPOSE OF THE POSITION:

Reporting to the Country Director, the Program Officer plays an important role in fundraising and grant acquisition through developing concept notes and proposals. The Role provides Support in the implementation of the country partnership strategy to ensure alignment to LWIR goals and objectives. The position works closely with the Country Director contributing to the development of WASH programs in the country, along with the improvement of their management, monitoring, and reporting.

Key Responsibilities:

Grant Acquisition/Management

  • Develop project proposals and or respond to call for proposals
  • Maintain a database of all LWIR donors
  • Supporting the implementation of a partnership strategy and ensure it is in line with the LWIR goals and objectives.
  • Provide secretarial support for all program and donor meetings.
  • Promote strategic relationships with donors, within Rwanda and the world at large who have an interest in the WASH sector.
  • Identify new donors, establish, and maintain good relationships with relevant counterparts/departments of the government across Rwanda.
  • Develop relationships with locally represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs, and other civil society organizations.
  • Identify and track relevant upcoming funding opportunities through advance intelligence gathering, strengthened partner relationships, and other available resources, and advise the country office management team on fundraising strategies.
  • Manage pre-solicitation proposal preparations and bid planning, teaming, bid strategy, development of win-themes, oversight of and contribution to the technical design of in-country proposals prior to the solicitation
  • Responsible for establishing, managing, and updating the Country funding pipeline.




Project Management, Monitoring, Reporting, and Evaluation

  • Ensure that donor requirement and project targets are met during program implementation.
  • Assist in coordinating the overall reporting of donor-funded projects, ensuring that reporting requirements are met
  • Coordinate with program/project/directors/ managers and sector specialists in the planning and undertaking of field assessments and technical evaluations of current and ongoing projects
  • Participate in the design and implementation of baseline surveys, needs assessments, mid-term evaluations of WPAs, external Evaluations of WPAs, and impact evaluations as necessary
  • Support the development and implementation of country office annual operational plans and budgeting, to ensure project targets are met within the stipulated time frame and project delivery adheres to donor requirements.
  • Consolidate departmental monthly reports for all departments into country progress indicators and donor reports, providing accurate information to the regional and global offices as well as donors.
  • Act as public relations liaison by preparing regular high-quality communication and audience tailored correspondence to line ministries, donors, regional and global offices through writing letters, minutes, program summaries, most significant change stories
  • Act as an Executive Assistant to the Country Director.

Qualifications, Skills, and Experience:

  • MUST be a committed Christian with a personal relationship with Christ Jesus.
  • The minimum requirement of a bachelor’s degree or its equivalent in Project Management, Development studies, international development, Rural Development, Finance, Water Resources, and Environment Management, Monitoring and evaluation, or any other relevant social sciences- with hands-on/proven experience
  • Five years working experience in a program /development related environment with at least 3 years experience in resource mobilization or fundraising




Competencies and other Skills:

  • Experience in program design, implementation, monitoring, and evaluation with a focus on WASH Programs.
  • Excellent command and communication in English; (verbal and writing)
  • Knowledge of and working experience with Ms. Word, Excel systems, and PowerPoint presentations. SPSS is an added advantage.
  • Well organized and detail-oriented
  • Proven skills in managing multiple roles and tasks simultaneously and ability to work with minimal supervision.
  • Able and willing to travel to international locations that at times may have limited amenities

2.  Purpose of the Job

To Provide hands-on coaching, training, and advisory support in the assessment of risks for the banks’ projects – more particularly energy projects risks.

To Develop analytical tools for the identification and quantification of financed projects risks.

To Develop analytical tools for the assessment of all financial and non-financial Risks (Pillar 1 and Pillar 2 Risks)

3. Scope of work

BRD would like to enhance its risk management by hiring an experienced individual consultant with extensive experience and knowledge in financing investments projects. The consultant is required to deliver hands-on coaching and advisory services to the risk department in all the risks.

S/he should be capable of designing modern analytical tools for the identification and quantification of the risks to the above mentioned 8 key risks and the pricing of financial instruments used for hedging interest rate and currency risks. The assessment tools should be able provide a comprehensive risk assessment for energy projects originated and appraised by the Bank.

The advisory services should include stress-testing and scenario analysis on credit, liquidity, interest rate, and FX risks.

The consultant should provide Risk management training across the different sectors of financing to selected staff from BRD.

The Consultant should have experience in the preparation and assessment of ICAAP &ILAAP reporting requirements following the regulatory standards/guidelines to ensure compliance

4. Main Responsibilities of the Job

Duties and responsibilities shall include but not be limited to:

  •  Develop, implement, monitor and maintain a robust and integrated risk management and compliance functions in support of the Bank’s strategic risk management approach. S/he will also ensure that the Bank is in full compliance with applicable regulations, analyze all risk-related issues, and recommend improvements, modifications, and new procedures where controls are needed.
  •  Assess risk appetite and monitor key trends and concentrations for financed projects.
  •  Review of the overall market, credit, operational, regulatory, financial soundness, strategic, currency, liquidity, reputational, operational, interest rate, and business model risk exposures of the Bank with reference to the limits and metrics.
  • Provide consideration to the profile of risk and return in the context of the financial performance of the Bank.
  • Oversee and advise the management on the current risk exposures of the Bank and future risk strategy.

  • Provide direction to perfect the management of credit risk, market risk, operational risk, and other related risks.
  • Review risk management policies, risk limits, and risk methodologies to include renewable energy and ensure they are up to market standards and compliant to all applicable regulatory requirements.
  • Provide strategic insights on energy financing to senior management from a risk perspective.
  • Hands-on coaching to risk and Bank’s operations team covering the credit, portfolio management, policies, procedures, processes, and products in order to ensure that the projects appraised meet the risk requirements.

  • Master’s degree in Business Administration, Banking, Finance, Risk Management, with a clear understanding of Basel standards.

This scholarship is exclusive to high achieving international students enrolled in the NCUK New Zealand Global Education Pathway programmes, who wish to study at Auckland University of Technology (AUT).

Selection criteria:

1.  Applicants must be full-fee paying international students (Note: International students are students who are neither citizens, permanent residents nor resident visa holders of New Zealand or Australia or in the process of applying for the aforementioned categories).

2. Applicants must have a current and valid conditional or unconditional offer to study at an AUT programme (Undergraduate level or above, excluding doctoral and at least 120 points).

3. Applicants will be asked to provide their AUT Student ID in the box provided on the application form.

4. Scholarships are awarded on academic merit.

Sophia University Graduate School Scholarship for Fostering Researchers in Doctoral Program(No application required)※Starting April 2022

Starting April 2022, Sophia University establishes a new scholarship “Sophia University Graduate School Scholarship for Fostering Researchers in Doctoral Program”, intended to foster excellent researchers with outstanding research abilities to lead the research activities of Sophia University and the international development. The scholarship is provided for regular students enrolled in Doctoral Programs of Sophia University and who satisfy the requirements of the scholarship to encourage their research activities. The students will be selected based on recommendation by the affiliated Graduate Schools and Programs/Disciplines.
