Director of Finance and Administration (DFA-Junior)

Lawyers of hope(LOH) is a Non-Governmental Organization with the mission to seek and reach out to the most vulnerable members of Rwandan Society, in particular Children, Prisoners, Women, and other needy people, to seek Justice on their behalf, and to share with them Christ Love and compassion.

LOH is seeking to recruit a qualified, dedicated and experienced director of finance and administration (DFA) to fulfill the following duties:

1. Job Title: DFA-Junior
2. Reporting to:

5. Period: 1-Year renewable 

6. Responsibilities: 

A. Accounting and Financial Management    

  • Develop and manage annual and multi-year budgets that are adequate for the organization’s needs including preparation of periodic budget forecasts;
  • Prepare and maintain cash flow analysis as needed;
  • Analyze monthly financial statements (balance sheet, income statement, and statement of cash flows) and effectively convey analysis to staff as requested;
  • Assist in preparing year-end books for audit;
  • Ensure operational compliance with policies, procedures, and regulations for any necessary entities;
  • Process vendor payments and check requests;
  • Process employee reimbursements including managing employee credit card charges and reconcile credit card accounts;
  • Reconcile bank accounts and general ledger accounts as assigned;
  • Respond to inquiries from staff regarding budgets, deposits, disbursement, and grant reporting requests;
  • Oversee the work of all project accountants;
  • Assist in reconciling all balance sheet and income statement accounts on a monthly/quarterly basis as indicated by the monthly closing schedule;
  • Process payroll and report payroll taxes for the organization;

B. Human Resources, Technology and Administration  

  • Preparing, organizing, and storing information in paper and digital form;
  • Dealing with queries on the phone and by email;
  • Welcomes and guides visitors;
  • Managing diaries, scheduling meetings, and booking rooms;
  • Arranging travel and accommodation;
  • Arranging post and deliveries;
  • Taking minutes at meetings;
  • Typing up letters and reports;
  • Updating computer records using a database;
  • Ordering office supplies;
  • Maintaining overall management and office systems;
  • Liaising with suppliers and contractors;
  • Liaising with staff in other departments, e.g. Project Management Department
  • Managing volunteers and interns;
  • Respond to any other call of duty.

7. Qualifications

  • Minimum of a BA in Accounting, Management, any related social science, Having a CPA Certificate is an added value.”
  • Minimum of 3-years of work experience in a similar domain
  • Proven knowledge of Generally Accepted Accounting Principles (GAAP) and practical knowledge in financial systems and internal controls.
  • Good knowledge of accounting software (The knowledge of QuickBooks, would be an added advantage).
  • Proven experience in treasury activities, establishment, monitoring of budgets, and an understanding of data processing concepts and systems.
  • Computer literacy and working knowledge of spreadsheet applications are essential.
  • Good oral and written communication skills and team-building skills.
  • Fluency in spoken and written English and Ikinyarwanda
  • Relevant working Experience with nongovernmental organizations, whether local or international.

ROLE PURPOSE

The position holder will be contributing to advocate for Plan International influencing asks toward the advancement of children rights and equality for Girls including different framework such as the Girls Get Equal Campaign and specific Call to Action (CtA) for girls’ rights promotion targeting policy and decision-makers during high level influencing events.

The main objective of the Senior Technical Advisor is to provide technical advice, support the implementation of Plan International Influential asks toward children right advancement and equality for girls in high-level advocacy spaces as well as provide support to MIGEPROF and its partners in ensuring smooth planning, programming, implementation and timely reporting of gender equality promotion and women’s empowerment initiatives.  This will also involve capacity-building support to the partners and strong collaboration and linkages to facilitate learning and effectiveness for all stakeholders in Gender Equality and Women Empowerment (GEWE).

Accountabilities and MAIN WORK ACTIVITIES

Planning and integration

  • Contribute to girls’ and young women’s transformational leadership and empowerment commitments
  • Ensure gender advocacy actions including Plan International influencing asks are embedded in MIGEPROF’s plans to work with others to challenge negative gender norms and sexual and gender-based violence hindering gender equality and empowerment of girls and women.
  • Embed and align Plan International gender equality and inclusion framework such as the Girls Get Equal campaign and influencing asks, call to action in MIGEPROF planning, gender agenda including in high level influencing space.
  • Contribute to MIGEPROF’s and its partners’ operational plans and assess their interventions in regard to the promotion of gender equality and women empowerment.
  • Ensure that the gender agenda including girls ‘rights, issues are consciously embedded in all programmes, policy of MIGEPROF and its partners.
  • Initiate and suggest gender equality and girls, women empowerment initiatives to the management of MIGEPROF
  • Participate and contribute to the development of the national and other strategic documents on girls, women empowerment, gender equality, and inclusion promotion, women’s rights, fight against gender-based violence against women and girls such as child defilement and it outcome including teenage/early pregnancy, etc.
  • Assist the Ministry in designing frameworks and wide action plans for the implementation of international and regional GEWE commitments;

Programming

  • Provide strong technical inputs in implementation of women and girls national mentorship programme;
  • Support the Ministry to operationalize and influence Rwanda Women Leaders Network on embedding gender responsive agenda including critical girls’ issues (child defilement, early pregnancy);
  • Identify strategies to further promote participation of girls and women in decision making especially at local government level
  • Support the implementation of Plan International girls programming: The Girls Get Equal Campaign, Girls Takeover, and Plan International influencing asks aligned to the girls’ right promotion.
  • Contribute to the analytical work of the existing gender and girls, women empowerment policies and programs and assess their relevance and alignment to the national priorities;
  • Participate and identify opportunities for the formulation of GEWE related bills, policies, plans, and programmes;
  • Provide technical guidance and advisory services on critical issues to accelerate GEWE based on evidence-based analytical work;
  • Develop high-level policy briefs to be used by the Ministry in high-level forums to move GEWE to influence policy dialogue;
  • Support efforts to formulate GEWE sensitive programs that are responsive to the needs of targeted beneficiaries;
  • Provide systematic guidance and support to the Ministry to ensure effective implementation of GEWE policies, programs, and strategies;
  • Support the National Women Council to mobilize young women and women to exploit existing economic and financial opportunities;
  • Provide systematic guidance and support to the Ministry to ensure implementation of international and regional gender equality commitments including those targeting girls ‘right advancement;

Partnership, networking, and influencing

  • Maintain an up-to-date understanding of the performance of partners and advise the MIGEPROF on the remedial actions that can be taken.
  • Support and strengthen the partnership, networking, influencing between MIGEPROF and Plan International Rwanda on children’s rights advancement and Equality for Girls.
  • Build and strengthen links with networks of women to learn and share from knowledge gained, propose best practices and programs based on researched mechanisms
  • Develop mechanisms to strengthen strategic partnerships with various stakeholders on girls, women empowerment
  • Develop and maintain up-to-date analysis of the global emerging issues on gender equality and women empowerment, develop mechanisms for stakeholder’s dialogue on those issues;
  • Strengthen network with key actors to advance GEWE in Rwanda;
  • Develop and maintain a good relationship with International and Regional GEWE actors and intergovernmental bodies;

Mainstreaming

  • Provide technical advice and support to government institutions in developing mainstreaming strategies that put girls and women at the center of everything
  • Facilitate capacity building initiatives of partners and actors in gender mainstreaming and analysis
  • Provide technical support in mainstreaming gender and girls, women empowerment initiatives across sectors and work with gender machinery institutions to ensure gender and family are mainstreamed in District development plans and in their annual performance contracts.

Coordination, Monitoring, Evaluation, and Reporting

  • Support MIGEPROF and partners in developing, monitoring, and reporting frameworks to follow up on the implementation of the GEWE interventions
  • Strengthen MIGEPROF partners’ accountability and learning through regular follow-up, coaching, and capacity building through Gender Equality and Women Empowerment sub-clusters
  • Contribute to the implementation of reporting obligations, documentation of good practices, and submissions for regional and international GEWE commitments;
  • Participate in organizing high-level policy, strategic meetings, and events related to women empowerment & gender equality like the CHOGM women side event, CSW, International Women`s Day, International Rural Women’s Day, 16 Days of activism against gender-based violence, etc
  • Support the active participation of Plan International Rwanda in the High-level policy, meeting, and event related to girls, women such as the CHOGM, International Day of the girls Child, 16 days of activism and International Women ‘Day, etc.
  • Participate in the coordination process and supervision of all interventions related to gender equality and women empowerment;
  • Facilitate coordination and documentation of women’s economic empowerment initiatives and best practices in consultation with the National Gender Machinery Institutions.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • A Bachelor’s degree in nursing, midwifery, public health, or other clinical or related disciplines with nursing or social sciences background is required.
  • At least 3 – 5 years experience implementing and/or supporting reproductive health programs
  • Proven experience working with and for adolescents and young people, and track record of successful implementation of similar programs in Rwanda.
  • Experience to mentor health providers using competency-based approaches; experience of training health workers on clinical aspects related to ASRH, peer education, etc.
  • Ability to work with senior MOH officials, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community on ASRH/FP matters.
  • Demonstrated in-depth understanding of the Rwandan healthcare system
  • Ability to coach, mentor, and develop technical capacity in national programs and technical staff in ASRH

Qualifications/ experience desirable:

Languages required

City University of London President’s International Scholarship in United Kingdoms 2022

We believe exceptional academic performance should be recognised and rewarded. The President’s Scholarship is offered to international students with exceptional grades.

This scholarship is designed as a recognition of the growing cost of studying at university. As such, the President’s International scholars will be awarded the scholarship as a discount in the fee amount due in the first year of their study. The student must be self-funded in order to qualify.*

The successful scholars will also be expected to be ambassadors for the City community. This will include representing the University at events, both on and off campus, contributing towards societies and supporting broader community engagement initiatives.

For students starting in 2022, there are thirty of these generous scholarships available.

*You may be considered to be a selffunded student if you are: funding your own studies, getting financial help from family or friends; or, receiving financial assistance direct from an external funder (excluding financial support from a government agency).

Registration and deadline

The process for applying for the President’s International Scholarship has four stages:

Stage 1

All students who submitted applications by the 6th January 2022 (and have not been subsequently unsuccessful) will be contacted with details of how they can apply for this Scholarship. All applications should take place online and no applications will be considered outside of the advertised timeframe.

At stage 1 students will have to provide a rationale for the following criteria:

Demonstrate you are expected to achieve academic grades above the conditions of your offer

Provide a written statement detailing how you are hoping to make a contribution to the wider City community. This statement should be no more than 500 words; but it should demonstrate research into the wider City initiatives and any evidence of previous community engagement or leadership

Students will have until the 19th May 2022 to submit an application for the Scholarship.

Stage 2

Students who are successful will be informed by the 20th June 2022 to confirm whether that they are proceeding to stage 2 of the application. This long-listing will be made by a panel of senior staff within the International Recruitment Team and every applicant will be scored and ranked for the relevancy and quality of their submission.

Students who are successful in reaching stage 2 will only proceed to stage 3, if they select City as their ‘firm’ choice and are due to enrol with us in September 2022.

Stage 3

Following the 9th June UCAS deadline, we will reduce the long-list down to 30 scholars through further assessment. This may include applicants being asked to do take part in an online interview or discussion.

This information will support the final short-list of applicants, with the ultimate decision on this taken by the University’s Scholarships Committee.

Stage 4

Only if students meet the conditions of their offer will they be awarded the scholarship. We will revert to the waiting list, should we have any available scholarship capacity after the 26th August 2022.

All students who have progressed to stage 4 will be written to by the 31st August 2022 to confirm if they have been awarded the scholarship.

Applicants should follow the admissions Appeals and Complaints Policy should they wish to follow up on any decisions made as part of this scholarship application process.

Be a student expecting to pay Overseas fees

Be in your first year of undergraduate study in 2022/23

Starting in year 1 of your degree at City starting in September 2022

II. PERFORMANCEAUDITORS

a) Job Summary

Performance auditor conducts performance audits of government agencies, programs, or activities. Newly recruited auditors receive tailored performance audit training that enable them to carry out work assigned. Initially, they are given more routine assignments under close supervision by more experienced staff. As they gain on-the-job experience, performance auditors are expected to be able to take on more difficult assignments with increasingly less direct supervision.

The performance auditor analyses complex management practices and operations either individually or as a member of an audit team. As an audit team member, the performance auditor assists in developing the audit plan for the team, conducts a particular phase or section of the audit and contributes to audit report writing.

This involves the independent review and evaluation of the economy, efficiency, effectiveness and legal compliance of various government agencies, programs and activities. This also requires an in-depth understanding of management theory, administrative systems, program planning, qualitative and quantitative analysis, fiscal management and related fields.

Consequently, this will require the creative application of analytical skills and the summarisation of finding and recommendations into concise, accurate written reports.

 Organizational context:

Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems in developing countries.  The organization strives to continually improve, experiment with promising new ideas, and leverage resources to multiply its impact.

Water For People is currently operating in 9 countries including Rwanda where Water For People is supporting WASH interventions in the Districts of Rulindo, Kicukiro, Gicumbi, and Karongi.

Water For People has secured funds from USAID for the Thrive WASH “Isoko y’Ubuzima”  project that will operate in 10 Districts of Rwanda from 2021 to 2026.

It is against this background that Water For People in Rwanda is seeking to recruit a Senior Water Supply Project Officer with the following qualification and competencies:

Position objective:

Under the supervision of the Deputy Chief of Party, the Senior Water Supply Project Officer is responsible for running and supervising water supply activities under the THRIVE WASH Project Strategic Objective 2 title ‘’Water Supply Services Improved’’ which s/he will lead.

Specifically, she/he ensures the overall success of the field Water Supply activities related to construction/rehabilitation of water and sanitation works are completed on time and respect both the USAID and national standards.

Further objective for the Senior Water Supply Project Officer concerns the capacity building and mentoring of technical staff (operations engineer, water supply engineer, sanitation officer, district facilitators) and where necessary, partner Water Supply district staff.

The Senior Water Supply Officer will also be part of the Project Management team along with the Leads of Strategic Objectives 1 and 3, together with the Chief of Party, Deputy Chief of Party, Private Sector Development Advisor, and the Monitoring, Evaluation and Learning Manager with the objective of achieving the THRIVE WASH Project Objectives.

 Major responsibilities and duties:

  • Liaise with the DCOP and PSDA to plan and monitor the implementation of water supply activities on the field;
  • Manage a team of field engineers and prepare periodic work plans against project objectives;
  • Provide technical direction and advice to ensure that project activities under are designed and implemented in line with the Project intended results;
  • Plan and review of district water detailed engineering designs;
  • Oversee appropriate technical design, execution, and evaluation of progress for the construction and rehabilitation work of water supply systems;
  • Coordinate with project field engineers to ensure the construction and rehabilitation of water supply infrastructure is done on time and respect USAID and national standards;
  • Support the district in the elaboration of its Water Supply Plan, and in its effort to strengthen capacities of the District Water, Sanitation and Hygiene (DWASHB) Board, District Water Offices, water private operators, local entrepreneurs in sanitation and hygiene, etc. to ensure full and reliable Water Supply services;
  • Work with water private operators to gain a better knowledge on water service reliability and water business viability, and set up KPIs;
  • Coordinate with VEI in building the capacity of POs and WASAC district support engineers on the design and implementation of District Metered Area (DMA) for technical Non-Revenue Water reduction;
  • Participate in assessments and surveys where his/her expertise is needed;
  • Document lessons learned and best practices for knowledge sharing;
  • Gather and report all Water Supply field reports from field engineers under his/her supervision to the DCOP on monthly basis or at any time needed;
  • Identify and monitor risks, constraints or escalating issues, and inform supervisor;
  • Assist the DCOP and the THRIVE WASH Project Steering committee in the preparation of reports;
  • Ensure that all data and information is updated, well organized and easily accessible; and that lessons learned, and best practice are capitalized;
  • Coordinate with the consortium to ensure a common approach, synergy, and sharing of information;
  • Represent THRIVE WASH Project externally and collaborate/coordinate with local authorities, counterparts, partners, and stakeholders.

Job Qualifications

  • Bachelor’s degree in Hydraulic, Civil Engineering, Environmental Sciences or any related field
  • At least five (5) years of working experience in water and sanitation sector;
  • Understanding of community-level water supply development
  • At least 2 years of experience working in an International NGO
  • Knowledge of the Rwandan administrative framework

Supervisory duties

  • Oversee the technical and administrative management of THRIVE WASH Project Water Supply Engineers and District Facilitators; and Technical supervisory role for the Water Supply Operations Manager under VEI

 Employment Conditions:

  • The Senior Water Supply Project Officer will be based in the Kigali office, with frequent field visits mainly in the ten districts where the project is operating.
  • Travel within Rwanda will be required. International travel may also be required from time to time.
  • The contract between Water For People—Rwanda and the Senior Water Supply Project Officer is for one-year renewable based on performance, with a three months’ probation.
  • The Senior Water Supply Project Officer will comply with applicable in-country rules and regulations.
  • It is expected that the Senior Water Supply Project Officer will follow the policies and procedures of Water For People—Rwanda.
