TERMS OF REFERENCE FOR PROJECT DRIVER

1.      Background

Gabiro Agribusiness Hub (GAH) Ltd Company is a fruit of a joint venture shaped between the Government of Rwanda through the Ministry of Agriculture and Animal Resources, majority shareholder with Netafim Ltd), an Israeli company that offers global leadership in the agricultural manufacturing industry. Both parties signed a Joint Venture-JV and Engineering Procurement and Construction-EPC agreements to initiate Gabiro commercial-oriented irrigation Project Phase I (5600/16000 Ha). The project shall be implemented at Karangazi sector, in the Nyagatare district. Phase II of the project shall follow upon the success of Phase I.

The project consists of setting up water infrastructures mainly a lined water canal for bulk water supply from Akagera river to multiple block units of arable land, main sedimentation tank of 120,000m3, construction of internal access and site connection roads, set up demonstration farms for both agriculture and dairy farming, set up community engagement platforms, community resettlement for the families living in command areas and construction of new electric power line. 30% of the total project area shall be allocated to the community use for both intensive livestock and agricultural production, while 70% shall be reserved for private agricultural investments. The project was analyzed to be both financially viable and technically feasible with positive economic outcomes.

In order to achieve its mission and objectives, GAH Ltd is looking for a driver who will be assisting in the movements of the company’s operations.

2.      MAIN OBJECTIVE OF THE CALL FOR PROJECT DRIVER

The main objective of a Driver is to transport staff to their destinations in a safe and comfortable fashion.

3.      JOB RESPONSIBILITIES

Project driver who will be assisting in movements of the company’s operations, and the responsibilities are as follows:

  • Transport the project staff to and from the place where official project activities will be transacted;
  • Monitor the status and condition of the vehicle under his responsibility and initiate requests for its needed maintenance and repair;
  • Regularly cleans the vehicle under his responsibility;
  • Sees to it that the vehicle under his responsibility is in safe premises, whenever if it is not in use;
  • Maintains a record of all trips made as well as the consumption of fuel and other materials used for the operation and maintenance of vehicle;
  • Assist in the delivery of outgoing company documents; and
  •  Follow all rules and regulations in relation to the Road Safety Transport Authority.
  • Perform other duties as assigned by the Supervisor.

4.      REQUIREMENTS

The Project Driver should have: 

  • At least High School Graduate
  • Formal driving qualifications from a recognized transport institution
  • Holder of a valid Class “B” driving licence
  • At least 3 years of experience as a professional driver
  • Outstanding record of safe driving; strong orientation towards safety;
  • Excellent familiarity with national driving rules and regulations
  • Knowledgeable in vehicle maintenance and minor repair
  • Excellent interpersonal and communication skills.

CHAI Rwanda’s Sustainable Health Financing (SHF), Primary Health Care (PHC), and other Health Systems Strengthening (HSS) programs work on a day-to-day basis with Government leadership in the Ministry of Health (MoH) and the Rwanda Social Security Board (RSSB). The goal of those programs is to support the Government to accelerate progress towards UHC by ensuring the sustainable delivery of quality, essential health services. This includes work to prioritize and sustainably finance essential services, to improve financial protection through the Community Based Health Insurance (CBHI) scheme, and to support improved management, financing, and delivery of quality primary health care.

Position Overview

CHAI seeks a Senior Program Manager to lead CHAI Rwanda’s sustainable health financing and primary health care programs, as well as broader health systems strengthening efforts. In this role, the SPM will shape and drive the implementation of CHAI support to the GoR working closely with key decision makers of the MoH, RSSB, and Ministry of Finance and leading a team of associates, senior associates, and technical advisors. This will include support to various health financing reforms and operational improvement initiatives, including a provider payment reform for PHC and the revision of the CBHI benefit package, as well as technical assistance for the planning, financing, and implementation of key HSS interventions for PHC.

As part of CHAI Rwanda Senior Management team, the Senior Program Manager will report to CHAI Rwanda Country Director and will work closely with other CHAI teams at the country and global level, including in Health Financing; Health System Strengthening; Infections Diseases; Reproductive, Maternal, and Child Health; and others. He or she will play a key role in shaping CHAI health financing and public health portfolio based on the technical support needs of the Rwanda government.

Responsibilities

  • Lead CHAI Rwanda Sustainable Health Financing, Primary Health Care, and other Systems Strengthening programs and shape CHAI Rwanda health financing and public health portfolio together with the rest of CHAI Rwanda Senior Management Team.
  • Act as a key advisor to government leadership in the design and implementation of health financing, primary health care, and other system strengthening interventions and reforms. Those will include, and not be limited to, the following:
  • Ambitious system strengthening and provider payment reforms for primary health care providers
  • The institutionalization of an evidence-based process to revise CBHI health benefit package and ensure essential services are covered by the scheme
  • The strengthening of donor coordination to support domestic resource mobilization and a sustainable transition towards greater self-reliance
  • Advise government on the development and implementation of a mid to long-term financing plan for primary health system strengthening, and help drive progress towards a stronger and more sustainable PHC system
  • Supervise a team of associates, senior associates, and technical advisors with diverse professional and educational backgrounds and work with HR to lead and support talent management and development initiatives.
  • Provide technical advice and oversight over the quality of deliverables and ensure that communications and work products that are shared externally meet CHAI standards.
  • Identify and develop medium-term action areas and strategies to address key public health issues in Rwanda and as needed, work with CHAI donors to mobilize funding to address these needs.
  • Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within the country, region, and organization.

Qualifications

  • Master’s degree with at least 10 years of experience in a demanding environment, ideally in health financing or health systems strengthening, with increasing levels of responsibility and leadership. Experience in Sub Saharan Africa is highly preferred;
  • Excellent relationship management skills, including experience in developing and managing government relations at leadership levels. Strong ability to build consensus among diverse multi-stakeholder groups and the ability to work in a multi-cultural environment;
  • Extensive program and team management experience, working end to end from strategy development to proposal development, through implementation, monitoring, and evaluation, and reporting, as well as program budgeting and operations;
  • Strong demonstrated project and team management skills and a passion for mentoring and coaching team members;
  • Self-starter with proven experience in launching new projects or initiatives and strong analytical skills;
  • Excellent organizational and management skills, including time management and project management;
  • Ability to manage multiple tasks simultaneously and prioritize and manage projects under pressure;
  • Strong quantitative, presentation, and writing skills, including proficiency in MS Excel, PowerPoint, and Word;
  • Strong work ethic, humility, and integrity;
  • Excellent working command of English language.

Establish and maintain a partnership for the planning and mobilization of resources for the implementation of strategies to fight against Tuberculosis, HIV and viral hepatitis;

Provide technical support to the National Integrated Tuberculosis Control Program for the development and implementation of projects related to new approaches for active case finding of tuberculosis.

Participate in the monitoring and evaluation of projects and the program to ensure the quality of data and the use of information for the re-planning of activities as well as the production of evidence on the fight against Tuberculosis in RWANDA.

Provide technical support to the National Integrated Tuberculosis Control Program (PNILT) for operational strategic planning in the context of the development health sector and support the country in improving access to quality care, including community level;

Assess capacity building needs and provide guidance for capacity building;

Analyze HIV and viral hepatitis data, identify obstacles and suggest possible solutions to accelerate the response to the fight against HIV and viral hepatitis;

Our international students are an integral part of the Temple community. We provide opportunities for financial awards to promising international students to help make their college education in the United States more accessible.

Temple awards merit scholarships to international students with strong academic records. These scholarships range from $2,000 to full tuition. The availability of funding and the size, quality and characteristics of the overall applicant pool will determine the number and value of merit scholarships offered. Please note full-tuition scholarships are extremely competitive.

Students are automatically considered for merit scholarships upon applying to Temple—a separate application is not needed. Submit your application for admission and all supporting documents by the application deadlines. We strongly encourage students to apply early in order to have the best chance to receive a merit award.

#WhyUS Campaign and Scholarship

Temple has introduced the #WhyUS campaign and scholarships to help ensure all international students know that the U.S. is one of the most desirable places in the world to study.

These scholarships, which range from $2,000 to $10,000 for up to four consecutive years (four years for first-year students and two years for transfer students), will be awarded for the best responses to our creative prompt. Winners will be chosen independent of a prospective student’s academic performance, and scholarships can be combined with other awards already received. Scholarship winners will be announced by April 1.

Eligibility Criteria

To be considered for #WhyUS scholarships, you must

be a Temple applicant (first-year or transfer international student). An international applicant is an individual who holds citizenship in a country outside the United States and who does not also possess U.S. citizenship or permanent residency.

In 2016, Temple pioneered a nationwide welcome message from U.S. higher education to international students around the world. Through the #YouAreWelcomeHere scholarship, Temple recognizes international students who demonstrate a vision for enhancing intercultural understanding. Temple was one of the first nine universities to make an initial commitment to the #YouAreWelcomeHere initiative. Every year, we select two first-year students to receive an annual, renewable scholarship of $20,000. Scholarship winners will be announced by April 1.

MEET OUR SCHOLARSHIPS HELPERS HERE (WHAT’S UP)

Application period: from November 1, 2021, to December 15, 2021

ETH Zurich supports excellent Master’s students with the following scholarship programme:

The Excellence Scholarship & Opportunity Programme (ESOP) supports students with a scholarship, mentorship and a network of the ETH Foundation. The scholarship covers the full study and living costs during the Master’s degree course.

Scholarship amount and duration

The Excellence Scholarship/ESOP consists of a scholarship covering living and study expenses (CHF 12’000 per semester) as well as a tuition fee waiver.
ESOP is awarded for the regular duration of the Master’s programme (three or four semesters). This also applies for the tuition fee waiver.

Eligibility/Prerequisites

1. Very good result in Bachelor’s degree programme (top 10% of Bachelor’s degree programme = grade A)
2. Please make sure to be reachable under the telephone number specified in your CV as the selection process might include a phone/VC interview in February

If you are already enrolled in a Master’s degree programme at ETH Zurich, or hold a Master degree, you are not eligible for ESOP.

In addition to the documents for the Master admission you will need to upload a pre-​proposal for your master thesis.

The pre-​proposal for the Master’s thesis must be developed by yourself and use established scientific citation practice.
Plagiarism, negligent or intentional misinformation will lead to exclusion from the admission process or – if discovered later – to the revocation of the admission and of any scholarship.

If your study programme does not ask for references you must name two reference persons for your ESOP application.

Selection process

For the start in the academic year 2022/23 there will be assigned approximately 60 ESOP scholarships.
The applications are evaluated by the Admissions Committees of the respective Master’s programmes. The final decision for awarding scholarships in the Excellence Scholarship & Opportunity Programme rests with the Rector of ETH Zurich. The exact number of annual scholarships depends on the availability of funds. The decisions are communicated by end of March.

This also applies for ETH Bachelor students for a consecutive Master programme.
