Reporting to the manager currency, the jobholder is responsible for proper management of money kept in our main vaults managed under currency management division

Key Responsibilities

  • Participate as operator using appropriate processing machines to count and sort banknotes and coins.
  • Participate in reception of banks deposits and replenished funds from branches. This involves loading and unloading bundles in bin.
  • Identify erroneous (shortage, excess or fake notes)  in cash received
  • Perform the physical counting/handover once a year at the end of financial year
  • Daily support to maintenance of proper storage of money; money should be kept orderly and in good condition;
  • Ensure proper management of opening and closing of vaults in accordance with NBR currency and security procedures;
  • Ensure that all exceptions are reported to the direct supervisor timely; and notify the senior officer vault operations and the currency manager of any safety or security concerns;
  • Ensure the operation is functioning efficiently and in accordance with the currency management standard and procedure

 Job Summary

The inspector is responsible for ensuring a stable and sound financial sector with regards to microfinance institutions and for providing technical and professional advice to both the BNR Management and financial institutions. The position will be on contract basis and located in BNR Branches.

Key duties and responsibilities

  • Develop an understanding of Microfinance institutions and other financial institutions through research, documentation review and interviews;
  • Participate in the development of the annual inspection plan, detailed of inspection work plans and schedules of microfinance institutions;
  • Draft reports, technical notes and/or memos to facilitate preliminary policy reviews;
  • Conduct off-site surveillance and on-site supervision of Microfinance institutions in line with approved inspection procedures and methodology to ensure compliance with provisions of the Microfinance Law and other statutory requirements and regulations;
  • Prepare draft inspection reports on issues identified and provide recommendations on action plans to address concerns raised;
  • Follow up on reported findings to ensure issues identified are being addressed;
  • Assist in the initial assessment on the adequacy of existing regulations vis-à-vis market requirements;
  • Prepare reports, memos and technical notes for various correspondences with Microfinance institutions and other stakeholders for Management’s review;
  • Analyse applications for license submitted by new Microfinance institutions and external auditors.

 

Qualifications, Experience and Skills

 

  • At least a Bachelor’s degree in Business Administration, Finance, Accounting, Economics or a related field;
  • Professional Certification such as ACCA,CPA,CFA, at intermediary level;
  • At least three (3) years’ experience in a similar role in the financial services sector or auditing.

The following are the criteria that have been used for teacher placement of November 2021:

1. The candidates to be placed:
A. Candidates on the waitlist who passed exams in July 2020;
B. Candidates who appealed against the recent teachers’ placement based on academic transcripts. These include:
(i) Candidates who appealed for having not been placed yet those with lower marks were placed;
(ii) Candidates who were placed in schools and collided with others who had more marks and are now pending;
C. Candidates who passed October 2021 teacher recruitment examinations

2. Placement criteria:

A) Placement for candidates on waitlist of July 2020 and candidates who appealed against the previous teachers’ placement and their appeals are valid: Those candidates will be given priority and they will be ranked by score, by position, and by qualification and will be placed according to their three districts of preferences/if not provided they will be placed in their districts of application.
(i) In case there are no positions in his/her districts of preferences and or district of application, a candidate shall be placed in any other district.
(ii) In case there are candidates with the same aggregate score, priority will be given in the following order:

(v) Candidates who obtained the same aggregate score, priority will be given in the following order:

International ESOP Scholarships for Master students 2022-23, ETHZ, Switzerland

ETH Zurich supports excellent Master’s students with the following scholarship programme:

The Excellence Scholarship & Opportunity Programme (ESOP) supports students with a scholarship, mentorship and a network of the ETH Foundation. The scholarship covers the full study and living costs during the Master’s degree course.

Scholarship amount and duration

The Excellence Scholarship/ESOP consists of a scholarship covering living and study expenses (CHF 12’000 per semester) as well as a tuition fee waiver.
ESOP is awarded for the regular duration of the Master’s programme (three or four semesters). This also applies for the tuition fee waiver.

Eligibility/Prerequisites

1. Very good result in Bachelor’s degree programme (top 10% of Bachelor’s degree programme = grade A)
2. Please make sure to be reachable under the telephone number specified in your CV as the selection process might include a phone/VC interview in February

If you are already enrolled in a Master’s degree programme at ETH Zurich, or hold a Master degree, you are not eligible for ESOP.

UNITED NATIONS IMMERSION PROGRAMME TO VISIT GENEVA 2022 (FULLY FUNDED)

Multilateral Diplomacy training lies at the heart of UNITAR. The Institute traditionally delivers training workshops on the UN system and skills development. Given the recent global context, UNITAR specifically designed a series of training programmes on multilateralism.

These aim at strengthening the spirit of international cooperation and togetherness, build up values such as solidarity and inclusiveness in participants, and sensitise them to the importance of addressing global challenges, such as climate change, in a spirit of a cooperation.

The Lebesgue Center International Master Scholarships in France

The Lebesgue Center and its partners provide support to Masters in mathematics at the University of Rennes 1, the University of Nantes, the ÉNS Rennes, the University of Bretagne Sud, the University of Bretagne Ouest, and the University of Angers, through scholarships and special lectures. The Lebesgue Master scholarship of 10, 000 euros per year is awarded to students in mathematics enrolling in a second year (M2) of our Masters’ programme, fundamental mathematics pathways.

Description

The Henri Lebesgue Centre offers in-depth training in fundamental and applied mathematics. A wide range of courses are offered each year with a rich set of complements covering a broad spectrum of todays mathematics.

The Henri Lebesgue Center together with Ambition Lebesgue Loire and the Fondation de Rennes 1 grants excellence scholarships for the fundamental mathematics pathways.

The total amount of the shcolarship is 10.000€ for the academic year (Sept 1st to August 31st). Students will get it monthly from September to June. The shcolarship includes the internship gratification, unless the lab decides to pay internship gratification. Students should ask their tutors and the admin office for more information.

The applications are open from November to March. The outcome of the selection process is edited in April.

The scholarship cannot be combined with any other regular remuneration.

Eligibility

The Lebesgue Master Scholarship is awarded to students enrolled in the second year of the fundamental mathematics pathway of our Masters in Rennes-Brest or in Fundamental and applied mathematics pathways in Nantes-Angers-Vannes. The selection process will be based on the academic quality of the transcripts, the motivation, and the recommendation letters.

The M2 scholarships are open to all students who have completed the first year of a master in mathematics at the end of the current academic year. Woman applications and applications from foreign countries will be particularly appreciated.

The Lebesgue scholarship application is independent of the application for enrolment in the Masters programmes. The terms and conditions for the latter are indicated in the dedicated websites.

Information for foreign students

International students must look at the Campus France website in November. 51 countries are applying the Etudes en France procedure which has be done by the student on top of the application on the Lebesgue website. Finance Manager to USAID Transforming Rwanda Medical Supply Project

SCOPE OF WORK

Rwanda Medical Supply Ltd seeks to recruit a Finance Manager for USAID Transforming Rwanda Medical Supply (TRMS) Project.

Background

Rwanda Medical Supply Ltd is a state owned company created by the Government of Rwanda with a mandate of managing the end-to-end health supply chain for Rwanda.

The vision of RMS Ltd is to ensure quality and timely availability of all health commodities to the public through a cost-efficient, sustainable, and effective supply chain. Drugs will be available throughout the country through an economical and financially sustainable supply chain that can meet current and future needs and manage increasing complexity.

The U.S. Agency for International Development (“USAID”) in partnership with Rwanda Medical Supply looks to procure and provide health commodities for USAID/Rwanda’s health program, including but not limited to HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health through TRMS (Transforming the Rwanda Medical Supply Chain) Project. The aim of TRMS is to address operational inefficiencies in Rwanda’s supply chain system such as lengthy procurement processes, poor inventory management, and high end user mark-up.

RMS Ltd seeks to recruit a qualified candidate for the position of; Finance Manager for the USAID Transforming Rwanda Medical Supply Chain (TRMS) project.

Purpose

The Finance Manager will work closely with the TRMS Project Director as well as RMS management to ensure success of the project implementation. Finance Manager will be responsible for all budgeting, financial, and administrative management aspects of the project. He will serve as the main point of contact for financial management issues related to the project.

Principal Duties and Responsibilities

  • Assist the Project Director with financial oversight of all contract activities
  • Ensure compliance with all financial legislation, regulations and guidelines and document, implement and operate financial controls.
  • Review and approve all contract related payment vouchers
  • Ensure accurate recording of expenditures per RMS finance accounting procedures.
  • Produce and/or oversee the preparation of quarterly and annual financial statements and reports.
  • Provide documentation for auditors, develop plans with RMS in accordance with audit recommendations.
  • Prepare and coordinate annual budget preparations for the board approval and monitor budget execution and report on any significant trends/variance.

  • Provide training and capacity building to RMS personnel in financial management and internal controls.
  • To report directly to the RMS Ltd CFO.

Required Skills and Qualifications

  • Master’s degree in accounting, finance, economics, business administration, and a professional accounting certification (CPA, ACCA, or any other accounting professional qualification.) OR Bachelor’s degree in accounting, finance, economics, business administration with a professional accounting certification (CPA, ACCA or any other accounting professional qualification and years of work experience beyond the seven required (above may be substituted for a master degree.)
  • Minimum seven years of progressively responsible experience in finance, budgeting, auditing, and/or other experience managing the finances of US Government funded programs with multi-country field offices.
  • Extensive experience in use of automated accounting systems and computer software is required.
  • Experience interacting with senior U.S. officials and ability to develop and maintain contacts with high level GOR officials in both technical ministries and the Ministry of Finance.
  • A thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting, and reporting is required.
  • Specialized training and skills on project funds management, project cash flows, and accrual accounting systems, ability to manage and update accounting system of the project in line with the USG’s funding systems, practical experiences in financial or accounting services for U.S. government-funded programs (preferred), and ability to provide analytical skills in pipeline and outlays of project funds in an organized manner.
  • Experience recruiting, forming, and successfully managing teams, and ensuring the quality of their products.
  • Ability to make independent judgement and detect financial strengths and weakness of projects.

S/he will support in the development of data capturing tools to be used on mobile devices and in field-testing and general data collection processes. Furthermore, s/he will support data analysis, maintain the database and conduct preliminary data cleaning. He/she will also provide support to the Education Management Systems Strengthening component of the project by contributing to the capacity building of education systems actors in education data management

  • Assist the MEL Officer and MEL Director in developing mobile-based data collection instruments
  • At least 3 years of experience in data systems management

This includes decisions that apply at the national level as well as making changes and targeting support for district, sector, and school levels for improving reading instruction and literacy learning outcomes for all students.

Job Summary/Responsibilities 

  • Work closely with NESA, with the possibility of being located partly or fully within NESA for a period of time to be decided, to provide direct support to NESA for management of the LEGRA data collection and data visualization systems (back-end technology, data cleaning, data management, data analysis, etc.)
  • Support NESA to fully institutionalize LEGRA tools and processes over the life of the S&S project, including gap analysis and support to needs in relation to all aspects of LEGRA (budgeting, planning, technical capacity strengthening, definition of roles, etc.)
  • Support NESA with other databases supporting literacy-related functions as prioritized in work planning by S&S and NESA (such as TMIS and CA-MIS)
  • Connect NESA with relevant S&S expertise as well as seeking out other support as needed, to assure NESA has the capacity to sustainably manage the LEGRA system
  • Work with NESA to review LEGRA data collection events to determine successes and needs, gaps or challenges for implementation at national, district, sector, and school levels, and to continually improve LEGRA planning and implementation processes

This role will focus on deepening Laterite’s engagement in the education sector and leading our work on the Leaders in Teaching initiative, a long-term program funded by the Mastercard Foundation to support teachers in secondary schools in Rwanda to deliver high-quality, relevant education. Specifically, the five-year activity will improve learning outcomes by focusing on increasing Kinyarwanda literacy skills of boys and girls through primary 3 (P3) through four intermediate results: (1) Pre-primary education system enhanced to develop, promote and improve emergent literacy, (2) Lower primary reading classroom instruction improved, (3) School environments improved for increased lower primary reading outcomes, and (4) Education management systems strengthened for improved literacy outcomes. S&S will include a focus on learning for children with disabilities to ensure project approaches reach all children.

Position Description

The Literacy Data Use Specialist will work in close collaboration with the Systems Strengthening/Results 4 Lead to support the project’s efforts to build the capacity of Ministry of Education (Rwanda Basic Education Board/REB and the National Examination and School Inspection Authority/NESA) in taking on independent management of the Local Early Grade Reading Assessment (LEGRA) data system and using it systematically with other sources of data to make system-wide decisions. This includes decisions that apply at the national level as well as making changes and targeting support for district, sector, and school levels for improving reading instruction and literacy learning outcomes for all students.

Job Summary/Responsibilities 

  • Work closely with NESA, with the possibility of being located partly or fully within NESA for a period of time to be decided, to provide direct support to NESA for management of the LEGRA data collection and data visualization systems (back-end technology, data cleaning, data management, data analysis, etc.)
  • Support NESA to fully institutionalize LEGRA tools and processes over the life of the S&S project, including gap analysis and support to needs in relation to all aspects of LEGRA (budgeting, planning, technical capacity strengthening, definition of roles, etc.)
  • Support NESA with other databases supporting literacy-related functions as prioritized in work planning by S&S and NESA (such as TMIS and CA-MIS)
  • Connect NESA with relevant S&S expertise as well as seeking out other support as needed, to assure NESA has the capacity to sustainably manage the LEGRA system
  • Work with NESA to review LEGRA data collection events to determine successes and needs, gaps or challenges for implementation at national, district, sector, and school levels, and to continually improve LEGRA planning and implementation processes
  • Support NESA/REB coordination on LEGRA data visualization and use, as well as supporting NESA as needed in responding to needs expressed by external entities for LEGRA data (Rwandan govt and NGOs and development partners)

Required Skills and Qualifications

  • Coordinate at the decentralized level the delivery of technical assistance to decentralized-level education actors designed to improve their capacity to use reading assessment data to make decisions to improve reading instruction and outcomes for all students in lower primary.
  • Support project’s efforts to promote lower primary teachers’ use of evidence-based and inclusive literacy pedagogy as well as improve the implementation of remedial reading instruction programming informed by LEGRA data
  • Participate in the review and updating of literacy remediation guidelines for use in Continuous Professional Development (CPD) for teachers, coaches, and Communities of Practice (COPs).
  • Support the project’s efforts to ensure efficient and effective education resource management towards the improvement of reading outcomes at decentralized levels

  • Work in close collaboration with the field-based community level support coordinators and the Senior Decentralized Education coordinator at a partner organization to ensure efficient support to decentralized education systems actors in the implementation and monitoring of field activities.
  • Formatively evaluate teacher’s fidelity of implementation of LEGRA assessment and remediation program in authentic classroom situations.

Job Description & Key Responsibilities

Laterite was founded in Rwanda in 2010, and Kigali is our oldest and largest office, both in terms of team size and volume of work. The team in Rwanda comprises 25 researchers, data specialists, and a finance and admin team. Education is one of our largest areas of practice.

This role will focus on deepening Laterite’s engagement in the education sector and leading our work on the Leaders in Teaching initiative, a long-term program funded by the Mastercard Foundation to support teachers in secondary schools in Rwanda to deliver high-quality, relevant education. Along with the REAL Centre at the University of Cambridge, Laterite leads research and learning for the initiative.

Within this context, the Senior Research Associate – Education will:

  • Lead a portfolio of impactful education-focused research activities, in particular under the LIT initiative, in close collaboration with the REAL Centre at the University of Cambridge.
  • Lead research teams to ensure we deliver value for our clients, using rigorous and innovative research methods.
  • Build successful partnerships with clients and stakeholders in the education sector and establish Laterite as a trusted partner.
  • Manage the successful delivery of activities according to timelines, budget, and research objectives.
  • Mentor our growing research and data teams.
  • Contribute to country-level strategic decisions such as which projects to pursue, team development, and how to increase the impact of our research.
  • Support business development and grow our portfolio of education work in country.

Profile

Intervention Manager Social Protection Portfolio (m/f) – Rwanda

Background

Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. The agency also implements actions for other national and international donors. With its partners in Belgium and abroad. Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa, and the Middle East.

Currently in Rwanda, Enabel is implementing a five-year cooperation programme    (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development: health, agriculture, urbanisation, and public finance management.

In parallel, a new Thematic Portfolio of 50 million Euro on Social Protection in Central Africa, is under formulation and will be implemented in DR Congo, Rwanda, and Uganda from 2022-2026. The portfolio will also focus on regional networking, learning, and exchange of best practices.

Decent work and social protection are high on the international agenda because of their transformative nature, also in the light of the Covid-19 pandemic. Decent work is also a priority theme of the Belgian Law on Development Cooperation of 19 March 2013 and an integral part of the 2030 Agenda for Sustainable Development.

Belgium is a global leader in social protection and decent work and supports the ILO’s approach and guidelines in favour of social protection in developing countries as universal and fundamental human rights. The right to social protection – through redistribution of wealth- must be guaranteed for all, including the most vulnerable, throughout life, while avoiding any discrimination and such right is also closely related to labour rights, social dialogue, and the tripartite mechanism of ILO, to which Belgium voluntarily contributes, in addition to its contributions as a member of the United Nations.

The social protection portfolio is part of an approach aiming at supporting partner countries to establish comprehensive and universal social protection mechanisms.

Job description

The Intervention Manager under the direct supervision of the Resident Representative will rely on internal and external sources of expertise and provide support to his/her colleagues in the field, while making sure to ensure transparent and efficient communication with all stakeholders at any time.

The Intervention Manager will coordinate the implementation of the intervention in Rwanda, and specifically ensuring that women and young people of working age have an increased opportunity to engage in decent work, are better protected by labour rights, and benefit from social protection and more inclusive social dialogue.

Specific results areas:

  • Result area 1: Increased access to decent work through (i) enterprise development of micro and small enterprises through business development services and supporting access to finance; and (ii) improving employability of individuals faced with skills gaps;
  • Result area 2: Improved working conditions of informal workers employed in precarious employment in mining, construction, manufacturing, and trade through strengthened institutional actors, improved awareness, and roll out of collective agreements at entreprise level ;
  • Result area 3: Increased access to social services through the operationalization of parasocial workers and the piloting of maternity leave approaches for women in the informal sector;
  • Result area 4: Enhanced social dialogue mechanisms in the four priority sectors, through improved capacity of all tripartite actors and increased trade union representation at grassroot level;
  • Result area 5:An improved enabling environment at national level and at regional level for decent work and social protection through supporting research and strategy formulation
  • Result area 6: Regional initiatives on decent work and topics of mutual interest are strengthened through evidence-based learning and regional networking and exchange

 Your profile

Required qualifications

  • Allowed to work in Rwanda;
  • Master’s degree in social sciences, project management, law, human rights, statistics, economics, or other areas closely relevant;
  • An international experience is a strong asset.

Required experience

  • Minimum 5 years of relevant experience in steering international development projects;
  • Minimum 5 years of relevant experience in the area of social protection and/or Decent Work;
  • Previous experience (work or consultancy) with trade unions, the ILO and other organizations active in decent work and/or social protection is an asset;
  • Work experience with the informal sector;
  • Relevant experience in public sector support and capacity building (governance, policy & strategy within the labour and social protection sector);
  • Proven experience in Project Cycle Management Systems and Result Oriented Management;
  • An experience as team manager;

 Required skills and knowledge

  • In-depth knowledge of project management methodologies;
  • Thorough knowledge of the social protection situation and policy discourse, institutional set up of Rwanda Social Protection institutions and the relevant stakeholders;
  • Excellent analytical and writing skills demonstrated by a track record of accessible publication and reports. Experience writing project proposals, reports, and policy documents;
  • Monitoring and evaluation competencies;
  • Continuous learner, able to demonstrate a familiarity with current trends;
  • Excellent team player, able to meet tight deadlines and produce high quality work;
  • Adaptability, cultural-gender-age-religion-nationality sensitivity;
  • fluency in spoken and written English. Considering the working language of and the international environment in which you will work, the knowledge of French is an asset.
