Job Description

The Liquid Waste regulation Specialist is responsible for overseeing the regulation, monitoring, and enforcement of standards for liquid waste and fecal sludge management, including wastewater and sludge treatment, across Rwanda. The role ensures compliance with environmental and health regulations, promotes best practices in sanitation management, and supports the development of sustainable sanitation management infrastructure. The Specialist collaborates with sanitation service providers, government agencies, and community organizations to improve sanitation, protect public health, and safeguard the environment.


Responsibilities

Regulatory Oversight:
  • · Initiate and draft regulations, guidelines, and service standards for the sound regulation of sanitation services especially collection, transportation, treatment, and disposal of sewage and fecal sludge.
  • · Assess license applications for sanitation services including installation of wastewater treatment, collection, transportation and treatment of wastewater and fecal sludge,
  • · Initiate the formulation of Key performance indicators for sewage and fecal sludge management;
  • · Monitor compliance with regulatory requirements by sanitation service providers, wastewater treatment plants.
  • · Conduct inspections, audits, and assessments of sanitation facilities to ensure they meet environmental and public health standards and perform investigations on wastewater treatment failures and incidents.
  • · Implement enforcement measures for non-compliance, including issuing fines, corrective action plans, and recommending sanctions when necessary.
  • · Monitor and evaluate the performance of licensed service providers and prepare annual sector performance reports;
  • · Contribute in the formulation of sanitation policies and strategies;
  • · Assess wastewater and fecal sludge treatment processes and ensure they meet effluent standards;
  • · Initiate any relevant regulatory tools (regulations and guidelines) for sound regulation of water sector;


Sanitation Infrastructure:
  • · Support the planning and development of sanitation infrastructure, including wastewater treatment plants and fecal sludge treatment facilities.
  • · Assess sanitation projects that require approval and that will be covered through tariff including engineering designs, bill of quantities and monitor project implementation and service provision;
  • · Collaborate with municipalities, service providers, and development partners to improve the efficiency and sustainability of sanitation.
  • · Promote innovative and sustainable technologies for the treatment and reuse of liquid waste, including recycling of wastewater.
  • · Ensure the proper operation and maintenance of sanitation facilities, including monitoring performance and addressing operational issues.
  • · Promote and ensure the inclusion of climate resilience and sanitation safety plan in all sanitation projects to mitigate effects of climate impacts and follow up of their implementation
Environmental Protection and Public Health:
  • · Ensure that sanitation practices align with environmental protection goals, such as reducing water pollution and minimizing the impact of wastewater and fecal sludge on ecosystems.
  • · Implement programs to monitor and control the discharge of untreated or improperly treated liquid waste into the environment, especially into water bodies.
  • · Promote public health through the development and enforcement of regulations that prevent the spread of diseases linked to inadequate liquid waste management, including in densely populated and informal settlements.
Stakeholder Engagement and Capacity Building:
  • · Engage with sanitation service providers, government agencies, NGOs, and communities to promote compliance with regulations and share best practices.
  • · Organize workshops, consultations, and public awareness campaigns to educate stakeholders about sanitation practices and regulatory requirements.
  • · Provide training and technical support to sanitation operators to improve their understanding of sanitation technologies, operational procedures, and compliance.
  • · Work with municipalities and local authorities to improve sanitation services in urban and rural areas.


Data Collection and Reporting:
  • · Collect and analyze data on liquid and fecal waste generation, treatment, and disposal to identify trends, gaps, and opportunities for improvement in sanitation.
  • · Develop and maintain databases of sanitation service providers, treatment plants, and regulatory compliance records.
  • · Prepare and present reports to senior management, government agencies, and stakeholders on practices, compliance levels, and regulatory activities.
  • · Monitor key performance indicators (KPIs) for sanitation sector, such as the percentage of wastewater treated, reduction in pollution levels, and compliance rates.
Policy Development and Research:
  • · Contribute to the development of national policies, standards, and strategies related to liquid waste management, including sanitation and environmental sustainability.
  • · Conduct research on best practices, emerging technologies, and global trends in liquid waste management to inform regulatory and policy decisions.
  • · Participate in the review and updating of liquid waste management regulations to address emerging challenges, such as urbanization and climate change.



Requirements

Required Qualifications:
Education and Experience:
  • Master’s degree in Water & Environmental Engineering, Sanitary Engineering, Civil Engineering, Chemical Engineering.
Or
  • A minimum of a Bachelor’s degree in Environmental Engineering, Sanitary Engineering, Civil Engineering and Chemical engineering with at least 3 years of relevant experience in sanitation, environmental regulation, or water and sanitation infrastructure.
Skills and Competencies:

Job Summary:

You will manage and provide technical oversight of the development and implementation of the Country Program (CP) Secondary Education programming for an anticipated multiyear project. You will ensure effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its Secondary Education programming in keeping with stringent donor and Government of Rwanda standards.


Roles and Key Responsibilities:

  • Lead management, guidance, and technical oversight of a proposed new Secondary Education for Out of School youth project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Lead activities required for ensuring the financial, material and human resources for the quality implementation of the project in Rwanda. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Basic Qualifications

  • Master’s degree in Education, Social Sciences, International Relations required. Additional experience may substitute for some education requirements.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of Secondary Education, TVETs or equivalent.
  • Experience in managing moderately complex projects, preferably with an international NGO.

Required Languages– English and Kinyarwanda. French a plus.

Travel– Must be willing and able to travel up to 35%.

The Driver will be responsible for operating UGHE vehicles safely and efficiently, supporting the university’s growing transportation needs. JOB SUMMARY:

The Administrative Assistant provides administrative and operational support to ensure the smooth day-to-day functioning of AIDS Healthcare Foundation (AHF) Rwanda activities in Rwamagana District, including office coordination, documentation, logistics support, and communication while ensuring compliance with organizational procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Front desk management
  • Receive incoming calls and visitors as appropriate and directs them to the relevant offices. • Provide requested information and take messages appropriately.
  • Make copies of all correspondence and other documents, and submit to the various departments everyday
  • Schedule appointments and cancel meetings and appointments as requested in a timely manner to ensure effective communication between the office and other stake holders for mutual understanding.
  • Create and maintain filing system of records and documents in an organized and retrievable manner according to AHF guidelines.
  • Keep a calendar of key organizational events and keeps track of them with relevant officers.
  • ensure that the office and reception/waiting area is clean, kept clear of clutter and trash.
  • Assist in the maintenance of all office equipment and report any malfunction.
  • Maintain key box and liaise with Operations manager, security officers/guards on duty.
  • Receive and verify all admin goods delivered to the office.
  • Manage boardroom bookings to ensure there is no conflict and communicates weekly schedule to all office-based staff

Logistics and support fleet management

  • Coordinate travel arrangements as required.
  • Monitor organization vehicle logbooks.
  • Assist the Operations Manager with task scheduling for the drivers and support staff.
  • Maintain office supplies inventory by checking office stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.
  • Perform any other duties as may be requested by the Operations Manager.


EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in administration, business, management, or finance obtained

from a reputable institution.

  • Training in Office Management is an added advantage.
  • A minimum of 3 years’ experience in business administration.
  • Good interpersonal, organizational, and written / verbal communication skills, including cross-cultural settings.
  • Ability to work effectively under pressure.
  • Ability to work effectively in a team-oriented environment.

Summary

The HIV/AIDS Nurse Mentor is responsible for coordination and supervision and mentorship of activities at AHF -Rwanda supported sites. He/she will support the improvement of quality care and treatment for people living with HIV in AHF supported sites.

The HIV/AIDS Nurse Mentor ensures that AHF’s mission statement, core values, key partnership standards, and practices are the foundation of AHF’s overall strategies and work.

The HIV nurse mentor is responsible for building effective partnerships between health facility, local leaders and AHF country Program.

Essential Duties & Responsibilities

Site Level Activities:

Reinforce Pediatric, adolescents, and adult HIV testing services, enrollment, retention and to enable implementation of PITC/index testing:

  • Support staff at sites to institute /reinforce targeted HIV testing at different entry points for children and adults
  • Support the sites to improve the quality of pre-test and post-test counseling at all adult and pediatric entry points.
  • Support sites to reinforce linkage and retention system of HIV positive clients in HIV care
  • Provide CMEs to site staff on appropriate testing procedures and tools for exposed infants, children, adolescents, and adults.
  • Ensure that testing systems including PCR for early infant diagnosis and provision of prophylaxis are done and supervise its quality.
  • Facilitate the proper integration of HIV and NCDs services
  • Facilitate the integration of cervical cancer screening and other STIs in HIV services.


Outreach community Activities:

  • To ensure that community HIV targeted testing is well implemented in a kind of Moon Light in order to have improved outcome results.
  • To attend field mentorship activities in remote areas.
  • To implement community engagement activities and interact with peer educators
  • To conduct outreach campaigns.

To focus on Key population testing and follow up:

  • To engage and integrate key populations (sexual workers, MSM, …)
  • To do regular HIV and other STIs testing for key populations and their treatment accordingly.
  • To practice HIV prevention for key populations: giving condoms, education, pre and post-exposure prophylaxis to HIV negative key populations.
  • To follow up closely key populations.

Improve paediatric, adolescent, and adult HIV care and treatment(C&T):

  • Assist the site to ensure high standards of PMTCT service in the line of elimination of new HIV infections in PMTCT.
  • To ensure that HIV positive clients are put on ART and followed up in care and treatment.
  • Assist the site to initiate the harmonized appointment of clients in HIV care to facilitate client’s adherence
  • Assist the site in elaborating proper infection control including TB, COVID 19, Mpox, EBOLA.
  • Initiating learning spaces for all sites his/her supervision
  • Assist the sites to strengthen systems for identification and follow-up of exposed infants.
  • Support sites to strengthen appropriate referral and linkage systems for infected infants and children, adolescents, and adults to care and treatment.
  • Train/verify proper OIs prevention, diagnosis, and management.
  • Support sites to reinforce integrated clinical care and prevention including NCDs, STIs, viral hepatitis hepatitis, syphilis
  • Support sites to institute/reinforce medical and psychosocial follow-up consultations.
  • Assist the staff of the site to manage client flow and referral system intra and extra site.
  • Support sites to strengthen clear systems for HIV Viral load, CD4, and other laboratory examinations are done according to national guidelines.
  • Support sites to institute/reinforce pediatric diagnostic disclosure and psychosocial support sessions in sites.
  • Promote viral load suppression for the patients infected with HIV through enhanced adherence counseling and clinical follow-up.
  • Verify if all Clients receive ART and other drugs according to the national guidelines.
  • Support sites to strengthen pre (PrEP) and post-exposure prophylaxis (PEP):
  • Support sites to institute/ reinforce an identification system for clients who missed appointments and those lost to follow up
  • Support sites to institute/ reinforce regular paediatric, adolescent& adult support groups.


Integrate Family planning:

  • Train site staff on family planning HIV integration.
  • Support sites to institute/reinforce sensitization sessions on FP.
  • Facilitate client access to family planning methods.
  • Support sites to institute/reinforce behavior change counseling in PMTCT, in VCT, ART clinic and link them to family planning practices.
  • Ensure FP tools are made available on the sites.

Logistical support for ART & OI drugs, reagents, test kits, equipment, and other medical supplies:

  • Support site staff on quantification and requisition of drugs using the approved National tools and data collection tools
  • Support site staff to identify equipment needs support and support acquisition
  • Ensure availability of basic materials and supplies.
  • Support and train sites on the preparation of timely consumption reports and use of the different reporting and monitoring tools.

Activities to support TB/HIV integration:

  • Strengthen the capacity of staff at ART and TB clinics in integrated TB and HIV/AIDS services through ongoing supervision visits and mentoring.
  • Provide technical support for the implementation of TB screening of PLHIV attending HIV care and treatment services.
  • Ensure that all TB+HIV patients receive adequate management.
  • Establish and support multidisciplinary team meetings at sites to discuss case management of HIV+ patients with TB.
  • Participate in TB/HIV training for staff at the health facility level.
  • Serve as a resource for AHF – Rwanda in the evaluation of ongoing programs, and the subsequent development of new and/or expanded programs for integrated TB and HIV/AIDS.

Activities for nutrition support of HIV infected patients:

  • Mentor the site staff on proper nutrition screening, monitoring, counselling management
  • To provide onsite training of providers on infant feeding practices and nutritional counseling.
  • Support the sites to initiate /integrate group nutritional education including cooking and gardening demonstrations and food distribution when available/possible.

Improve PMTCT: 

  • Train PMTCT nurses on PMTCT National guidelines, protocols and follow up of pregnant women, their partners, and infants
  • Reinforce HIV testing services in ANC, labor, and delivery as per guidelines
  • Support the site to strengthen communication and referral system between ANC, maternity, and PMTCT services.
  • Ensure clear client flow and develop Client flow algorithm.
  • Support sites to strengthen linkages between PMTCT – Maternity – and exposed infant follow-up.
  • Improve lab specimen collection e.g.: for PCR, VL, CD4 for women in PMTCT, and verify proper result records.
  • Support sites to initiate / reinforce regularly scheduled PMTCT care coordination staff meetings between PMTCT/maternity and VCT/Exposed infant follow-up/ART
  • Support sites to initiate/reinforce peer mother groups support in PMTCT

Improve the coordination of the site activities

  • To initiate/strengthen monthly data quality audit (DQA) aims at decreasing/eliminating lost to follow up
  • Support the sites to initiate /reinforce monthly coordination meetings to monitor ongoing activities and reinforce linkages between services.
  • Help site staff to identify clients that need Health insurance.
  • Support sites to strengthen the link between the health facility and the community.

Support site in M&E functions: 

  • To initiate the verification of weekly PPR reports to avoid data discrepancies
  • Support site staff to utilize M& E tools and ensure they are always available at the site. These should include
    • Client’s files: exposed infant files, HIV infected children files, Adults infected files.
    • Registers: Pre ART and ART Register, PMTCT/ANC register, VCT/PIT Register, PMTCT Labor/Delivery register, etc.
    • Reporting forms: VCT/PMTCT form, Pediatric form, ART form, etc.
  • Support site staff in data analysis.
  • Support Quality improvement and documentation activities at the site
  • Conducted a baseline assessment for the site when required.
  • Conduct quality care assessments every quarter.
  • Identify priority areas of intervention in sites and share targets and achievements with site staff.
  • Strengthen District/RBC/MOH/ AHF -Rwanda reporting systems.


Non-site Activities

  • Coordinate and organize formal training in collaboration with RBC.
  • Participate in RBC/MOH activities to improve the national HIV care and treatment training program through the development and introduction of new modules on pediatrics and psychosocial care and support and nurse-focused training methodologies etc.
  • Participate in RBC/MOH activities to revise national HIV care and treatment protocols and development of different tools.

  • Organize provider’s refresher training and workshops to share experiences.
  • Participate in site targeted evaluation to determine barriers to uptake.
  • Disseminate national policies at the site level.

Experience and skills.

  • Education: Bachelor’s Degree or equivalent health-related degree in Nursing (A1 or A0 in Nursing) and/or Equivalence in case needed.
  • Experience: More than 8 years of experience in clinical HIV/AIDS care, including the provision of ART and PMTCT. Being trained on CQI , being trained on cervical cancer screening and treatment of precancer lesions and having willingness to work in remote areas is an added value.
  • Having a current valid license to practice in nursing field in Rwanda, provided by related council.
  • Demonstrated experience in program planning, assessment, and implementation of comprehensive HIV/AIDS clinical care.
  • Demonstrated experience in HIV/AIDS clinical mentoring of health care workers in health facilities (i.e: Health Centers).
  • Having experience in HIV and STIs testing and treatment.
  • Having experience in follow up of key populations.
  • Proficient in Computer and Internet skills, including MS Word, Excel, and PowerPoint.
  • Proven skills in management, supervision, and leadership.

Experience and skills.

  • Education: Bachelor’s Degree or equivalent health-related degree in Nursing (A1 or A0 in Nursing) and/or Equivalence in case needed.
  • Experience: More than 8 years of experience in clinical HIV/AIDS care, including the provision of ART and PMTCT. Being trained on CQI , being trained on cervical cancer screening and treatment of precancer lesions and having willingness to work in remote areas is an added value.
  • Having a current valid license to practice in nursing field in Rwanda, provided by related council.
  • Demonstrated experience in program planning, assessment, and implementation of comprehensive HIV/AIDS clinical care.
  • Demonstrated experience in HIV/AIDS clinical mentoring of health care workers in health facilities (i.e: Health Centers).
  • Having experience in HIV and STIs testing and treatment.

  • Support the site to strengthen communication and referral system between ANC, maternity, and PMTCT services.
  • Ensure clear client flow and develop Client flow algorithm.
  • Support sites to strengthen linkages between PMTCT – Maternity – and exposed infant follow-up.
  • Improve lab specimen collection e.g.: for PCR, VL, CD4 for women in PMTCT, and verify proper result records.
  • Support sites to initiate / reinforce regularly scheduled PMTCT care coordination staff meetings between PMTCT/maternity and VCT/Exposed infant follow-up/ART
  • Support sites to initiate/reinforce peer mother groups support in PMTCT

Improve the coordination of the site activities

  • To initiate/strengthen monthly data quality audit (DQA) aims at decreasing/eliminating lost to follow up
  • Support the sites to initiate /reinforce monthly coordination meetings to monitor ongoing activities and reinforce linkages between services.
  • Help site staff to identify clients that need Health insurance.
  • Support sites to strengthen the link between the health facility and the community.

Support site in M&E functions: 

  • To initiate the verification of weekly PPR reports to avoid data discrepancies
  • Support site staff to utilize M& E tools and ensure they are always available at the site. These should include
    • Client’s files: exposed infant files, HIV infected children files, Adults infected files.
    • Registers: Pre ART and ART Register, PMTCT/ANC register, VCT/PIT Register, PMTCT Labor/Delivery register, etc.
    • Reporting forms: VCT/PMTCT form, Pediatric form, ART form, etc.
  • Support site staff in data analysis.
  • Support Quality improvement and documentation activities at the site
  • Conducted a baseline assessment for the site when required.
  • Conduct quality care assessments every quarter.
  • Identify priority areas of intervention in sites and share targets and achievements with site staff.
  • Strengthen District/RBC/MOH/ AHF -Rwanda reporting systems.

Non-site Activities

  • Coordinate and organize formal training in collaboration with RBC.
  • Participate in RBC/MOH activities to improve the national HIV care and treatment training program through the development and introduction of new modules on pediatrics and psychosocial care and support and nurse-focused training methodologies etc.
  • Participate in RBC/MOH activities to revise national HIV care and treatment protocols and development of different tools.
  • Facilitate sites provision of different material/tools in collaboration with RBC, Medical Supplies Systems, and National Reference Lab.
  • Facilitate medical supplies requisition and procurement as per national guidelines
  • Organize provider’s refresher training and workshops to share experiences.
  • Participate in site targeted evaluation to determine barriers to uptake.
  • Disseminate national policies at the site level.


Experience and skills.

  • Education: Bachelor’s Degree or equivalent health-related degree in Nursing (A1 or A0 in Nursing) and/or Equivalence in case needed.
  • Experience: More than 8 years of experience in clinical HIV/AIDS care, including the provision of ART and PMTCT. Being trained on CQI , being trained on cervical cancer screening and treatment of precancer lesions and having willingness to work in remote areas is an added value.
  • Having a current valid license to practice in nursing field in Rwanda, provided by related council.
  • Demonstrated experience in program planning, assessment, and implementation of comprehensive HIV/AIDS clinical care.
  • Demonstrated experience in HIV/AIDS clinical mentoring of health care workers in health facilities (i.e: Health Centers).
  • Having experience in HIV and STIs testing and treatment.
  • Having experience in follow up of key populations.
  • Proficient in Computer and Internet skills, including MS Word, Excel, and PowerPoint.
  • Proven skills in management, supervision, and leadership.
  • Agrees to take additional duties, tasks or responsibilities given by the employer when necessary and agrees to accept reassignment of the workstation location in case of special circumstances by the employer/institution.

AHF Rwanda is looking for very competent candidate to fill up the position of a Medical Officer to be based in BUGESERA District. 



Summary

The Medical Officer is responsible for providing clinical care and treatment, managing HIV complicated cases, and leading HIV quality improvement projects. The role includes supporting site growth, program budgeting, and planning. The Medical Officer provides technical support to AHF nurse mentors and facility staff through continuous medical education. The position also serves as a liaison between districts, AHF, and AHF supported health facilities within Eastern regions (Bugesera and Ngoma District). She/He will be based at Bugesera District and will cover mentorship at Ngoma District sites as well and can also support other Eastern AHF supported sites if needed


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conduct onsite patient care and treatment, including medical consultation for infectious diseases.
  • Manage complicated HIV cases and associated comorbidities in supported health facilities.
  • Provide monthly and quarterly reports on infectious diseases and clinical mentorship activities to the Medical Director.
  • Review weekly reports from nurse mentors and laboratory technicians and provide guidance on program implementation.
  • Review and validate data reports.
  • Ensure the quality of HIV services in AHF-supported sites.
  • To ensure that HIV positive clients are put on ART and followed up in care and treatment.
  • To ensure that community HIV targeted testing is well implemented in order to have improved outcome results.
  • To attend field mentorship activities in remote areas.
  • To implement community engagement activities and interact with peer educators
  • To conduct outreach campaigns.
  • Support the implementation of quality improvement projects at health facilities.
  • Participate in site growth activities, program budgeting, and planning.
  • Provide technical support and mentorship to facility staff through continuous medical education.
  • Doing CMEs and case presentations to nurse mentors, health providers of the respective sites.
  • Conducting Quality improvement meetings on respective sites.
  • To engage and integrate key populations (sexual workers, MSM, …)
  • To do regular HIV and other STIs testing for key populations and their treatment accordingly.
  • To focus on HIV prevention for key populations: giving condoms, education, pre and post-exposure prophylaxis to HIV negative key populations.
  • To follow up closely key populations.
  • Implement good leadership and management of the clinical team and other persons that he/she is in charge of.
  • Attend weekly CHMT meetings, monthly medical staff meetings, and other meetings as required.
  • Act as a liaison between AHF, district authorities, and supported health facilities.
  • Assist the site in elaborating proper infection control including TB, COVID 19, Mpox, EBOLA.


ADDITIONAL DUTIES AND RESPONSIBILITIES – Medical Officer

  • Attend all health center case conferences (minimum of one per month) to discuss difficult and complex patient cases.
  • Support health centers in the clinical management of patients enrolled in care.
  • Demonstrate flexibility and willingness to provide coverage at other AHF-supported sites upon request.
  • Participate in data use and analysis activities aimed at improving program implementation and performance.
  • Provide medical mentorship to site clinical teams to improve quality of care and strengthen the district health system, particularly in the decentralization of infectious disease services (HIV, STIs, TB, other blood-borne infections, and outbreak-prone diseases), including prevention, care, treatment, surveillance, and response.
  • Implement evidence-based clinical practices and updated knowledge on infectious diseases in AHF-supported sites.
  • Support health centers in the optimal use of available resources for early detection, diagnosis, treatment, rehabilitation, and prevention of infectious diseases.
  • Conduct field supervision visits and carry out technical and programmatic needs assessments for infectious disease services at health facilities.
  • Build capacity of AHF-supported site teams in infectious disease management through trainings, case review presentations, and continuous professional development activities.
  • Conduct death audits for infectious disease–related cases and support corrective action planning.
  • Participate in harmonization and standards development for infectious disease–related tools, including guidelines, protocols, M&E tools, and disease surveillance instruments.
  • In collaboration with the AHF Rwanda Monitoring and Evaluation (M&E) team, conduct biannual or annual internal Data Quality Assessments (DQAs).
  • Strengthen service integration initiatives, including TB/HIV, cervical cancer/HIV, family planning/HIV, and mental health/HIV at supported sites.
  • Support HIV retention in care and site growth initiatives.
  • Support patient flow improvement, reduction of laboratory turnaround time, client satisfaction surveys, and time-and-motion studies.
  • Serve as a liaison between districts, AHF, and health facilities within Kigali and Eastern regions by attending JADF meetings and supporting the development and implementation of MOUs at district and health facility levels.
  • Participate in relevant technical working groups (HIV, TB, NCDs, viral hepatitis
  • Ensure that cervical cancer screening and NCDs management are integrated in HIV services in all health facilities under his/her supervision


SUPERVISORY RESPONSABILITIES

Responsibilities include supervising Nurses and Laboratory Technicians in the care and management of patients and other persons that he/she will be in charge of. This includes co-signing and reviewing nurse and laboratory technician patient charts, supervising weekly medical meetings with site providers where topics relevant to HIV disease management are presented to staff, and conducting weekly reading and interpretation of chest X-rays.


Experience and skills.

  • Bachelor’s degree in General Medicine or its equivalent from a recognized university or institution.
  • Minimum of four (4) years of prior experience in HIV/AIDS and other infectious disease management.
  • Having experience in mentorship in infectious diseases in Rwanda is an added value
  • Having a current valid license to practice in Rwanda, provided by related council.
  • Having experience in HIV and STIs testing and treatment.
  • Having experience in follow up of key populations.
  • Being trained on CQI and cervical cancer screening & treatment of precancer lesions is an added value.
