Job Description

Develop, manage and deliver basic digital skills to enable citizens to embrace new technologies.
• Evaluate the effectiveness of the digital curricula of the different levels of literacy.
• Conduct periodic digital literacy needs assessment and design customized training programs to meet changing needs, objectives and future trends.
• Identify, evaluate and conduct training to bridge digital literacy gap among different social groups.
• Continuously explore more training avenues through engaging different stakeholders that have resources namely: Digital platforms, Content, trainers, devices, etc.
• Promote digital literacy inclusion by structuring content delivery mechanism that suite special social groups (e.g.: students, workforce, youth, women, people with disabilities etc.).
• Monitor the delivery of training, impact assessment, reporting in view of the progress of curriculum execution and trainee skills adoption.

• Design authentic learning experiences that develop the knowledge, skills, and attitudes necessary to be ICT enabled citizens.

Job Description

Research and analyze impact of the current as well as evolving ICT trends in various sectors and establish collaboration and partnerships frameworks leading to the sector’s digital transformation.
• Establish IT policies, strategies, guidelines and standards needed for the sector digital transformation.
• Develop the ICT capabilities in the various sectors to help them improve service delivery by conducting periodic IT assessment/Audit and develop annual digital profiles.
• Conduct regular assessments of ongoing ICT projects in sectors, and ensure regular coordination meetings (technical working groups) with the stakeholders.
• Ensure that accurate documentation of all Policies, procedures, guidelines is maintained and align with sector ICT leadership on ICT priorities, increase IT capabilities and teams’ motivation through personnel coaching and growth;
• In cooperation with relevant stakeholders ensure that evaluation of ICT sector strategies are conducted in a timely and efficient manner highlighting achievements and unmet objectives with recommendations.
• Ensure all sector project activities planned for implementation have clear allocated budgets, precise terms of reference and are in line with the national digitalization agenda.
• Initiate and support strategic planning in the sectors for coordinated sector services and business automation to create business value through technology and develop models to estimate impact of ICT on the economy (GDP).
• Coordinate the sectors focal teams from other divisions within RISA to harmonize support and oversee the development of system and platforms to improve government processes/services by facilitating and creating RISA internal sector technical groups for proper coordinated interventions.

 The Education Specialist reports directly to the Program Manager. He/she is responsible for providing technical advice and guidance on the development and implementation of education programs in line with the Country Strategic Plan and Right To Play’s global theory of change.  The incumbent works to integrate Right To Play’s methodologies into the system level education planning and delivery, the curriculum of provincial and national boards/agencies, as well as, the activities of Right To Play’s strategic and implementing partners. This includes developing materials and resources as necessary, in collaboration with the Regional Office programs team and Education Specialist at Headquarters as relevant. The incumbent also provides technical input to the Monitoring, Evaluation and Learning Specialist/Officer on the development of education-related performance measurement frameworks, baseline assessments, and evaluations. He/she plays a leadership role in policy engagement with external stakeholders. The Education Specialist is also responsible for analyzing education related results from Right To Play’s interventions and bringing innovative knowledge to organizational approaches

 III. RESPONSIBILITIES

In accordance with Right To Play (RTP) approved policies and procedures, the employee:

1.

  • Program planning, implementation, and delivery
  •  Together with the Program Manager, leads the design and development of education program strategies in close coordination with the Regional Office and Education Specialist at HQ to ensure alignment with RTP’s global theory of change.
  •  Leads technical planning and monitoring of RTP’s education program(s) in line with the Country Strategic Plan, the Ministry of Education plans, and donor requirements.
  • Supports Country Office Program Manager in developing education focused project proposals and concept notes for new projects.
  • Identifies and develops new partnerships with education-focused NGOs, Community Based Organizations (CBOs), and communities.
  •  In coordination with Country Office Program Manager, the Gender Specialist, and program staff ensures that issues of gender equality, inclusion, child protection, and safeguarding, accountability, risk, and vulnerability are addressed and monitored throughout all education programs.
  • Leads in developing curricula and resources for basic education programs (pre-primary and primary) as needed, working in collaboration with the Global Training and Capacity Building Specialist.
  •  Builds networks with other Education Specialists in the region to support cross-learning with other RTP country programs in the region.
  • Stays abreast of new developments and opportunities to develop new initiatives to improve education outcomes for children in the country.
  • Provides technical leadership on the procurement and/or development of appropriate teaching and learning materials, training manuals, and education resources.
  •  Develops and promotes support-materials for incorporating activity based learning methods for teachers.
  • In close coordination with the Training Officer, conducts needs assessments in support of designing training for education departments, teachers and Education District Officers, and RTP strategic and implementing partners, where applicable.
  • Works closely with teacher training and curriculum development institutions to integrate RTP methodology into curriculum, textbooks, and class room teaching.
  • Regularly develops lessons learned and best practices and shares them with the programs team, stakeholders, and the Regional Office, ensuring that program lessons are being used to promote improved program delivery
  • Collaborates with the Monitoring, Evaluation, and Learning Specialist (MELS) to develop appropriate systems, tools and procedures for the monitoring and evaluation of education programs

Representation, advocacy, and policy engagement

  • In close coordination with the Program Manager and the Country Director, leads RTP’s advocacy and policy effort in the education sector by participating in national coordination forums as applicable national strategic planning for the education sector, relevant technical working groups and other key coordination platforms.
  • Represents RTP in various platforms and maintains positive relationships with governments and other relevant stakeholders regarding RTP activities.
  • Regularly updates stakeholder analysis for the education sector and ensures that RTP is engaging with and is visible to the most influential actors in the sector.
  • Coordinates research and advocacy interventions related to the program at national and international level, using data from school-level interventions to advocate for national-level policy development/implementation, in close coordination with the MELS
  • Leads and develops RTP’s analysis and best practices in education programming in the country and disseminates through documents and position papers with education stakeholders and within RTP at the regional and global levels.
  • Provides technical inputs to regional and global strategies, policies, and resources related to education programming to ensure that country experience and realities are well-reflected.

Capacity building support

  • Ensures that country staff are properly supported with the technical knowledge and skills necessary to deliver education program interventions.
  • Conducts regular visits to the field to provide technical support to program teams.

IV. PLANNING AND ORGANIZING

The incumbent is expected to provide technical input into planning and implementing the education program of the country office. The incumbent is required to have some flexibility in the plan to respond to urgent needs.

V. MINIMUM QUALIFICATIONS (Required)

(A) EDUCATION/TRAINING/CERTIFICATION

Master’s degree in Education or related field; or equivalent combination of education and experience.

(B) EXPERIENCE

5 years’ experience implementing and providing technical guidance on basic education programs and liaising with government officials. Proven experience in project planning, report writing, networking, partnership-building, and working with NGOs. Significant experience in designing and delivering training and/or the development of education materials and resources.

ABOUT THE ROLE

We are looking for an experienced data analysis professional who can support the business operations department to achieve the medium to long-term goal of providing real time, accurate and actionable client data. Client data analysis specialists will fulfill our need to get more insight from several data points we collect from the clients. You’ll move us from manual, request-based analysis work to real-time and accessible analysis using advanced analytics tools such as R, Python, Power BI, and DATAIKU. you’ll manage 2-3 coordinators and report to our CDMA team lead

RESPONSIBILITIES

  • Provide analysis support for multiple departments such as core, RRT, Biz dev departments
  • Accomplish high-level and urgent ad hoc data analysis request such as requests from country leadership, strategic and performance team, and Business Development
  • Lead independently Rwanda data analysis projects that are being developed in Power BI, Dataiku and cereals
  • Manage data analysis pipeline with requests from partners in Kiss Flow and ensure they are accomplished within the agreed timelines.
  • Work with multiple teams and partners to build skills needed among teams to obtain information through self-service channels
  • Manage client data analytics team composed of 2 – 3 coordinators
