Administration and Finance Manager ProWOOD (m/f)

Location: Rwanda, Rubengera

The project to be implemented by the IB is funded through the PartnerAfrika Programme of sequa gGmbH within the framework of the Special Initiative on Training and Employment of the Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to enable selected Rwandan vocational training institutions and associations to offer innovative training and further education courses for young people and skilled workers in the value-added timber industry, thus strengthening the production capacities of Rwandan SMEs.




Your tasks / responsibilities

  • Planning and administrate project activities in Rwanda in close cooperation with the Team Leader and Deputy Team Leader,
  • Conduct and monitor financial operations within the ProWood- program,
  • Collaboration with the international finance and controlling manager of IB
  • Organisational and administrative support for the ProWood Project
  • Representing the proWOOD Project activities as team representative in Rwanda

Our requirements / Your qualifications

  • L5 in Accounting or Bachelor for Administration and Finance
  • at least 4 years professional experience in professional accounting
  • knowledge and working experience in a company setting is an advantage
  • in-depth knowledge of finance- and administration Management
  • Good organisational skills
  • professional use of MS office
  • High proficiency in the English language, written and spoken
  • willingness to travel and readiness for coordination activities in rural areas
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Position: Physiotherapy Advisor

Duty Station:ICRC in Kigali, Rwanda

Reports to:Regional Physical Rehabilitation Program Manager

Purpose:

The Physiotherapy Advisor contributes to implementing all hospital/physical rehabilitation project activities in Rwanda in accordance with agreed objectives and related strategies, with the primary aim of improving the quality and capacity of physiotherapy services provision. S/He is a full member of the interdisciplinary rehabilitation team which ensures patient-centred care within an ICRC-run or supported structure during emergency and non-emergency situations.

S/he is also responsible to coordinate with members of Rehabilitation Technical Working Groups consist of Ministry of Health, Rwanda Biomedical Centre, Rehabilitation service providers, Professional associations, Academia, DPOs, and International Organisation in Rwanda. S/he is responsible to support Ministry of Health to develop and implement strategy for rehabilitation in the country.

Generic Accountabilities and Responsibilities:

  • To contribute developing, implementing, and reporting on objectives of the five pillars of PRP (accessibility, quality, sustainability, societal integration, and disability inclusion) in the Planning and Monitoring Tool (PMT)
  • Promotes best practices in physiotherapy service provision, in coordination with the ICRC PRP team and physical rehabilitation/hospital project team, in an inter-disciplinary approach.
  • Ensures the continuum of care by referring individuals in need of further rehabilitation or vocational/occupational rehabilitation after their discharge to the appropriate structure.
  • Ensures the implementation of ICRC physiotherapy standards in collaboration with the respective partner.
  • Supervises, mentors, and trains physiotherapy staff of the ICRC partners and ensures sustainable physiotherapy practice according to best/latest approved standards.
  • Develops professional relationships; advocates health promotion activities and scholarly practice, so that service users benefit to the utmost from ongoing learning.
  • Support technical and clinical staff to perform systematic quality control procedures.

Specific Functional Responsibilities:

1. National Rehabilitation strategy and coordination (MoH)-20%

  • Support Rehabilitation Technical working group and MoH for development and implementation of National rehabilitation strategy.
  • Organize and participate in Rehabilitation and Inclusive Health Technical Working Group (RIHTWG) or subgroup meetings chaired by MOH to develop and implement rehabilitation strategy.
  • Collaborate and coordinate with other international organizations working for Persons with Disabilities such as Humanity Inclusion, Hope Walks, CBM, etc.
  • Advocate for the physiotherapy profession in the national strategic plan. Support RMS on national procurement of physiotherapy equipment and assistive products for the country

2. Access to and quality of Rehabilitation services (CHUK, CHUB, and other physical Rehabilitation Centers)-40% 

  • Support the PT and P&O clinical team at CHUK and CHUB, promote the “inter-disciplinary team approach” as the standard therapeutic approach to rehabilitation.
  • Coach the Prosthetics, Orthotics, and Physiotherapists in interdisciplinary team assessments/prescription static/dynamic alignments, socket fit, and gait deviation analysis (interdisciplinary team approach).
  • Promote/establish the use of functional outcome measures for the rehabilitation service users in the supported centers; introduce these measures in the treatment protocols at CHUK and CHUB (to improve service quality and functional outcomes).
  • Participate in Assistive Device quality control activities such as Beneficiary Feedback and Technical Assessments.
  • Support the development of CP Parent Group sessions at the CHUB, and in the CHUK if appropriate (otherwise to encourage parent education in CHUK CP case management).
  • Participate in and guide the application of the Essential Management System Assessment Tool (EMSAT) to physiotherapy-related activities in partner rehabilitation dept. / centres.
  • Promote and encourage good data collection, both for the benefit of the individual patient and for the purposes of audit and research (Service centres and Standards).

3. Education and Training for Rehabilitation Professionals (URCMHS, RSPO, RPTO, RWOTA)-30%

  • Support URCMHS to develop their clinical training infrastructure for the department of Physiotherapy and Occupational Therapy and promote the interdisciplinary team approach to training at the university
  • Support the Physiotherapy faculty of URCMHS to develop e-learning modules; review curriculum and guide content development process for practical seminars with URCMHS faculty to cater the needs of Anglophone Africa Region.
  • Assess the development of Physiotherapy CPD programs in Rwanda, support and guide content development where relevant, and recommend on research topics.
  • Organise short term trainings (CPD) in collaboration with the Rwanda Physical Therapy Organisation (RPTO), Rwanda Occupational Therapy Association (RWOTA), and Rwanda Society of Prosthetics and Orthotics (RSPO) for national and regional needs.

4. Societal Integration and Disability Inclusion (NCPR, NCPD)-10%

  • Support the Rwanda National Paralympic Committee (NPCR) to promote sports and employment for Persons with Disabilities.

Additional Duties:

  • Writes minutes of meetings and submit
  • Report the monthly production statistics in the format of Medical Activity Data (MAD) in absence of the technical (Ortho-prosthetist) advisor
  • Writes concise field mission reports whenever goes on a mission
  • Contribute to ICRC PRP quarterly and annual report
  • Remit: local, hospital, or physical rehabilitation centre, but may follow up and advise on several projects (at different hospitals, physical rehabilitation centres, or places of detention) within the country.
  • Contributes to financial monitoring of the costs involved in the project and activities supported.

Requirements:

  1. Sc. in Physiotherapy (minimum of 3 years of studies) and a valid license to practice in Rwanda
  2. Relevant additional degrees (e.g. public health, acute hospital, or rehabilitation specializations) are an asset
  3. Minimum 5 years’ postgraduate experience with continuous professional development
  4. Field experience with INGOs or the International Red Cross and Red Crescent Movement is a strong asset
  5. Computer literacy
  6. Fluent command of English and Kinyarwanda spoken and written. Knowledge of other languages is an asset
  7. Strong motivation and capacity to work in a team are required
  8. The ability to deliver training to rehabilitation professionals is required and proven teaching experience and skills an asset
  9. Proficient teamwork and collaboration
  10. Proficient beneficiary and client focus
  11. Good accountability and leadership

is defined as an overseas student under the terms of the Education Services for Overseas Students Act 2000 and does not hold a 995 visa (unless enrolling in an eligible postgraduate program); and

has received an offer of admission to commence at the University in 2022 in an eligible program (excluded programs are listed above); and

meets the conditions of the program for which they have received an offer of admission including the requirement to be onshore for some components (if applicable); and

has not received the scholarship previously.

Selection

Selection will be made on the basis of academic merit. Qualifications submitted for admission at the University will be converted to the common scale which will determine an applicant’s place on the merit list. Eligible applicants with multiple qualifications will be ranked according to the qualification used as the basis of admission.

Scholarship offers for Semester 2 2022 will be released starting in February 2022.

Benefits

The scholarship will award a tuition fee reduction of 25% or 50% to eligible students as outlined above.

The tuition fee reduction is applied to three years of study for undergraduate recipients and up to two years of study for postgraduate recipients.

Additionally, as a recipient of the ANU Chancellor’s International Scholarship, you are allowed to pay a reduced tuition deposit of AUD 10,000 instead of the standard deposit amount listed on your admissions offer letter.

Information about the Award

This competition is open to international applicants only. Up to two scholarships will be awarded.

Duration of the Award

Full-time (3 years). The award will be made for one year in the first instance and renewable for a further period of up to two years, subject to satisfactory academic progress;

Funding

The award will cover full fees at the University of Leeds standard rate of fees.

A maintenance grant at the standard UKRI rate (£15,609 in Session 2021/22).

Other Conditions

Applicants must not have already been awarded or be currently studying for a doctoral degree.

Awards must be taken up by 1 October 2022.

scholarship supports highly motivated students who achieve a top rating in the BCB Admissions

process by demonstrating academic excellence (grades and writing ability), suitability for a liberal

Recipients of the Eva-Sophie Séguin Scholarship will serve as campus ambassadors during their time

1. Coordinate the development and implementation of an effective internal and external communication plan for the Sector:
 Coordinate the development and implementation of an effective internal and external communication plan for the sector on the sector strategic plan and other relevant sector policies,
strategies and activities;
 Coordinate the production and dissemination of various communication tools such as newsletter, video and photo documents, success stories,
leaflets, brochures, press releases, etc;
 Write regularly news releases, speeches and articles for publication;
 Ensure effective dissemination of the JRLOS news using local and external media, internet, meetings, etc.;
 Collaborate with ICT Officers, the E-Justice specialist on regular updating of the JRLOS institutional websites & web portals;

 Develop an joint awareness annual action plan of JRLOS stakeholders including CSO’s

 Monitor, analyze periodical reports and provide recommendations on legal awareness/education related activities
 Initiate guidelines and principles governing legal awareness /education programs with in the Sector
 Any other task directed by his/her supervisor

The ER Specialist holds a critical cross-cutting role in aligning program objectives, projects, activities, and resources to have a data-driven public health impact. The incumbent supports the President’s Emergency Plan for AIDS Relief (PEPFAR) for accelerated progress to achieve and sustain HIV epidemic control through innovative and effective HIV surveillance and information gathering systems. The incumbent is an essential contributor to the planning, development, and review of the cross-cutting ER, surveillance, and HIS components in the annual Country Operational Plan (COP) for Rwanda. Job holder reports to the Strategic Information (SI) Branch Chief.
