Provide planning, coordination and overall supervision of the program.

About the Role

The successful applicant for this role will be a commercially experienced individual with a proven ability to establish and manage networks, identify and drive new business opportunities, and achieve sales and revenue goals within a defined business line. This will involve realizing new business opportunities through partnerships with NGOs, institutions and cooperatives in Rwanda, Uganda, and Kenya.

Roles and Responsibilities:

  • Overall responsibility for driving research & delivering intelligence that will inform proposition development for Alternative Channels including but not limited to MFI’s / Saccos and Institutional Business.
  • Set short and long-term channel strategies.
  • Build and manage a network of NGOs, Faith Based Organizations, Agricultural Organizations, Social Enterprises, or Saccos, MFIs and Chamaas, corporate and government sales.
  • Develop and maintain key performance indicators for new business including:
    • Closure of sales projects within approved timelines
    • Revenue realization per sales vertical
    • Relationship management
  • Responsible for developing & deploying business propositions to potential channel partners that will convert to revenue.
  • Overall responsibility to offer support to the district leads. This will involve preparing quotations, price negotiation documentation, and ultimately project /account management for our partnerships.
  • Ensure partner compliance with partner agreements.
  • Lead solution development efforts that best address partnership needs, while coordinating the involvement of all necessary stakeholders
  • Manage potential channel conflict with other sales verticals by fostering excellent communication internally and externally, and through strict adherence to channel rules of engagement




Qualifications and Skills:

Background

The Korea International Cooperation Agency (KOICA) was founded as a government agency on April 1, 1991, under the Ministry of Foreign Affairs, to implement Korea’s grants and technical cooperation programs in Korea’s partner countries. The Agency is also promoting sustainable development in developing countries while strengthening partnerships with a diverse range of stakeholders and development partners.

KOICA started its first development cooperation with the Government of Rwanda in 2006, and the KOICA Rwanda Office was officially established in 2011, as an attache to the Embassy of the Republic of Korea to the Republic of Rwanda, to extend and strengthen its development activities in the country.

Located in the compound of the Korean Embassy, KOICA Rwanda Office is constantly seeking to enhance its performance, relations, and engagement with various stakeholders involved in development.

ICT Sector Program Specialist.

ICT Sector Program Specialist (1)

Duties and Responsibilities:

  • Manage and supervise KOICA-Rwanda bilateral ICT projects
  • Communicate and coordinate with ICT partners
  •  Identify new partnership opportunities in the ICT sector
  • Coordinate the implementation of all bilateral projects and capacity building programs, etc
  •  Survey and report key trends in the ICT sector
  • Arrange meetings and liaise with partners whenever necessary;
  • Assist Korean expert teams in carrying out their mission to Rwanda Support office affairs including workshop, business trips, etc
  • Perform other administrative tasks as assigned and directed by the management.

Minimum Academic/Work Experience requirement:

Academic requirement:

  •  (Mandatory) Bachelor’s Degree
  • (Preferred) Bachelor’s Degree in Business Administration, Communications, International Development, Development Studies or related fields and experiences in project management for ICT-related development projects and programs.

Work requirement

  • Minimum one year experience in designing, managing, and evaluating development cooperation projects and programs.

3. Main responsibilities

Project monitoring and Partner capacity building

  • Develop scheduled communication (verbal and written) with the partner regarding the status of implementation of project activities and act accordingly to help and facilitate the resolution of all problems as they may occur. All communications that are important should be documented in writing for reference.
  • Ensure that the partner project staff are properly oriented or trained for a clear and comprehensive understanding of the project.
  • Provide the partner with comprehensive understanding of CBM reporting systems for both programme and finance. Emphasis should be given to quality and accountability.
  • Conduct partner assessments and evaluations using agreed CBM standard tools in order to identify capacity and gaps and ensure findings and recommendations are implemented and monitored.
  • Organize and implement trainings to strengthen the capacity of partners to meet CBM expectations.
  • Provide constructive and quality feedback to partners if and when necessary.
  • Conduct monitoring visits, analyse results with relevant stakeholders and ensure appropriate action is taken.
  • Organize the visits of partner projects by CBM staff and donors.

Documentation

  • Record all results and analysis of project monitoring results/data that are stored at the project level by partners, with important/ strategic findings (lessons learned, best practices, evidence base) also stored at CBM office.
  • Share appropriately project data to be easily accessible for use in project evaluations as well as for evidence to be used in national level advocacy and alliance-building.
  • Ensure relevant new knowledge, project lessons learned and other learning are internalised, documented, and shared with relevant CBM colleagues and partners in the spirit of learning.

Quality Management

  • Ensure that processes and procedures organisationally and at individual project staff level, meet the project requirements for proper quality management and implementation of activities/interventions of the projects.
