 Background

Following a request from EAC Secretariat to the African Development Fund (ADF) for support to the areas of Payment and Settlement Systems Integration of the EAC Financial Sector Development and Regionalization Project (FSDRP1), the ADF committed to provide a grant in support of the establishment of EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) in the EAC region. The Protocol Agreement amounting to Fifteen Million Units of Account (UA 15,000,000) signed between EAC and ADF to fund the project in January 2013 and Four Million Eight Hundred thousand (UA4,800,000) Tripartite Agreement signed between ADF, Republic of South Sudan and EAC in August 2019.




The EAC-PSSIP is aimed at complementing the integration of the regional Financial Market Infrastructure to facilitate the undertaking of cross border funds transfers in support of the economies of the region as a whole, together with providing outreach to rural areas in order to encourage greater participation in the formal financial sector.

The objective of the EAC PSSIP is to develop a robust environment for both wholesale and retail payment and settlement systems and to facilitate market integration, support effective application of monetary policy and financial markets aimed at enhancing safety and efficiency in the overall payment and settlement systems. This will ultimately contribute to the pursuit of sound macroeconomic policies and improve the functioning of regional integrated financial markets.




The project includes the following key components:

  • Integration of financial market infrastructure;
  • Harmonization of financial laws and regulations; and
  • Capacity building.

Duty Station:  Arusha, Tanzania

Main Purpose of the Job:

To efficiently and effectively manage the process of resource mobilization for

the Community.

Duties and Responsibilities:

  1. Coordinate efforts of all sectors for resource mobilization
  2. Develop strategies and plans for mobilizing national and international financial resources for the programmes of the Community;
  3. Assist in preparing project proposals for funding;
  4. Act as focal point for all fund-raising efforts of the organs of the Community;
  5. Ensure timely financial reports are prepared and submitted to Development Partners and other stakeholders;
  6. Establish a databank of potential funding partners and follow upon submitted proposals with relevant Development Partners;
  7. Coordinate exchange of relevant information and harmonizing process of fund-raising efforts of stakeholders;
  8. Evaluate and prepare consolidated Annual Reports on implementation of projects and programmes using development partners’ funds;
  9. Prepare periodic progress reports on resource utilization against plans of Directorates and Departments; and
  10. Promote a positive corporate culture and image of the EAC.




Qualifications and Experience:

Masters Degree in Economics, Business Administration, Business Management or an equivalent degree from a recognized University/Institution.

Minimum of 10 years relevant experience with five (5) years of which should be at Senior level with specific emphasis on resource mobilization and donor funding procedures.

Liaise with Directorate Staff to develop specific, measureable, accurate, realistic and time bound (SMART) performance indicators, monitor and evaluate individual Staff performance by ensuring that the EAC performance evaluation/appraisal and feedback process is applied to all staff in the Directorate;
  6. Identify policy gaps, initiate and facilitate research and studies in priority programme areas for the sectors under the Directorate of Infrastructure;
  7. Coordinate Implementation of Council decisions and consolidate progress and annual reports on status of implementation of the Council decisions/directives related to the Directorate of Infrastructure;
  8. Assist the East African Legislative Assembly in its oversight activities for projects and programmes under Infrastructure




Qualifications and Experience:

Masters Degree in Transport Economics, Civil Aviation, Maritime, Telecommunication, Electronic Engineering or equivalent degree from a recognized University/Institution.

A Post Graduate Qualification in Management will be an added advantage.

Minimum 15 years in relevant field, 8 of which should be at Senior Management level.

Main purpose of job:

The British High Commission (BHC) is the official representation of the British Government in Cameroon and provides non-resident representation to Equatorial Guinea and Gabon.
This attractive internship role supports the BHC’s work on politics, trade, climate and projects on key tasks: political research, events management and communication with key stakeholders in Cameroon and beyond.




This is a varied and interesting position working in the heart of the diplomatic and delivery side of the British High Commission.  You will provide administrative and research support to any or all of the Commission’s priority work strands that include political, conflict, climate, humanitarian, human rights, governance, trade and investment.  You may be asked to help on project delivery with local or international partners. This role will involve contact with most sections of the High Commission.

The job provides an opportunity to learn and contribute to British diplomacy first hand in a fast-paced environment.




The British High Commission will support you in developing yourself with access to the FCDO’s online courses, as well as shadowing of members of the BHC in their meetings and other engagements.  At the end of your time as an intern you will be comfortable with how a major diplomatic entity is run in Cameroon.

The BHC is a welcoming and friendly place. Recent interns have greatly enjoyed, and benefited from, their time with the BHC.




Roles and responsibilities:

  • Conduct research on particular political issues to assist UK policy development
  • Support on drafting communications in English and French to support the diplomatic work of the BHC
  • Occasional translation
  • Support in organising meetings and large events that further the objectives of the British Government in Cameroon, Gabon and Equatorial Guinea
  • Support the political and communications team on a variety of other tasks, ranging from administrative to policy
  • Customer service: responding to inquiries
  • Provide ad-hoc support to other sections




Language requirements: 

Language: English and French

Level of language required: Operational proficiency

Essential qualifications, skills and experience

  • Degree in political and Social Sciences, Law, Economics, Journalism and Mass Communication or any other field of study with evidence of interest in politics and international affairs

Desirable qualifications, skills and experience

  • Experience in political analysis and reporting. Experience working with media sources
