Job Description

 Coordinate the development and implementation of policies, strategies, standards and guidelines in ICT & Innovation related to digital convergence;
 Provide advisory services towards appropriate regulatory and licensing frameworks in the digital convergence field;
 Research and develop concepts, and recommend strategies for the improvement of digital convergence in Rwanda;
 Ensure suitable harmonization of all ICT projects across the sector to avoid overlapping of the deliverables;

 Coordinate the development and implementation of policies, strategies, standards and guidelines in ICT & Innovation related to digital content and media;

Reporting: Road Asset Management Senior Engineer reports to the Transport Services & Asset Management Division Manager.
Duties and Responsibilities
The Road Asset Management Senior Engineer is responsible for:
1. Planning, promoting, providing and coordinating, carrying out data collection and analysis for developing road asset system in Rwanda;
2. Manage the flow and population of the road asset Management system and implement the road asset management policy decisions Ensures Road asset management data is consistently collected, stored and analyzed and production of condition reports;
3. Verify and manage system output and generated reports and build the capacity of stakeholders on road asset management use;
4. Provide technical support for local administrative entities on road asset management;
5. Examine of the current state of road asset management practices and ascertain key bottlenecks for better road maintenance and road asset management practices;
6. Oversees development and implementation of Engineering Road asset management strategies and frameworks to meet institution’s objectives, specifically with respect to roads, bridges and culverts, and storm water assets;
7. Participate in the Development of the short- and long-term road infrastructure asset maintenance and rehabilitation strategies to minimize life cycle costs;
8. Leads condition assessment studies for the core assets (roads, bridges and culverts, and storm water assets) including preparing and managing Requests for Proposals (RFPs) for the acquisition of professional services and/or solutions for all Engineering infrastructure as required;
9. Assesses, makes recommendations and oversees implementation of methodologies for tracking data required for asset management planning including evaluating potential software needs – this will include coordination with GIS staff and IT Team and incorporating as-built information into appropriate asset data bases;
10. Work with staff and stakeholders to ensure that road Asset Management Plans and information meets best practice and Implement Asset Management Improvement Plans on a continuous basis;
11. Monitor and report road asset use and coordinate recovery in case of damage;
12. Perform any other duties as may be assigned by a competent authority.

Reporting: Inland Water Transport Senior Engineer reports to the Director of Public Transport Services Unit.

Duties and Responsibilities
The Inland Water Transport Senior Engineer is responsible for:
1. Carrying out data collection, analysis for developing annual or rolling IWT maintenance management programs;
2. Lead IWT maintenance programming;
3. Carry out, prepare and manage inventory surveys of the IWT network in Rwanda;
4. Provide technical assistance in carrying out annual network condition survey and prepare an annual condition report;
5. Develop work standards and intervention criteria for maintenance management of both paved and unpaved IWT networks;
6. Develop a IWT asset management program;
7. Provide technical assistance in integration of condition assessments into operational planning;
8. Lead the prioritisation of both proactive and reactive maintenance;
9. Develop relationship between structure age and maintenance needs;
10. Developing typical IWT maintenance procedures;
11. Provide technical assistance in strategic planning for IWT emergencies;
12. Supervise and manage non-destructive IWT evaluation program and laboratory testing for IWT maintenance programming;
13. Develop IWT inspection, evaluation, and load rating technologies;
14. Conduct research on non-destructive evaluation technologies for IWTs and other infrastructure;
15. Provide technical advice and perform field investigation of IWT performance using non-destructive evaluation technologies;
16. Provide advice and recommendations on IWT inspection practices, including delivery of the IWT inspection contracts and system requirements to support maintenance activities;
17. Promote the consistent application of standard maintenance practices through process definition, innovation, and information sharing;
18. Use inventory and inspection data on the structure to identify needs and appropriate actions for IWT maintenance management;
19. Identify and solve system problems, and identify future requirements and enhancements for the IWT maintenance management system;
20. Guide development and enhancement of IWT maintenance management system documentation, training materials, and communication releases;
21. Determine rehabilitation and replacement strategies through appropriate IWT assessment that involves varying levels of analysis and engineering;
22. Review and revise system components of IWT Maintenance Management system, such as validation process, quality assurance checks, ratings guide changes, and contract delivery;
23. Using IWT Maintenance Management System provide an annual prioritized program for the national network and all Districts IWTs in Rwanda;
24. Liaise with the Planning, Monitoring & Evaluation unit in review of designs for maintenance interventions prepared by external consultants;
25. Prepare maintenance operations plan for the Maintenance Department;
26. Prepare and submit timely progressive reports;
27. Manage resources related to Maintenance Programming;
28. conduct data collection and inspection of safety in inland water transport;
29. Perform any other duty as required or assigned by the higher authority.

  • to hold consultation(s) with the relevant regulatory agencies and stakeholders;
  • to carry out project site inspections to assess project implementation activities including contract management and related environmental and social risks and impacts;
  • to prepare a comprehensive report and
  • to organize a closing meeting with the auditee’s management and those responsible for the functions audited.

rganizational Setting

Current seasonal forecasts for the agricultural Season A in Rwanda, which runs from mid-September to early December, is indicating an increased probability of below-average rainfall, which may cause dry spells in some parts of the country, especially in the Eastern zone and Amayaga region. The forecast below-average Season A rainfall and the increased cost of agricultural inputs are likely to reduce crop yields for the upcoming harvest, which is expected to occur from December 2022 to January 2023.To address that drought issue the Government of Rwanda requested FAO to support in the provision of water harvesting structures and the latter responded by an anticipatory action funded by Belgium. The implementation of that project needs technical and supporting staff, it’s in that regards the recruitment of an Administrative Assistant is crucial.




Reporting Lines

The Office Assistant reports to the FAO Representative or to the Assistant FAO Representative/Administration and receives guidance from the Assistant FAO Representative/Administration. Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems world-wide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).




The UNHCR Representation Office in Rwanda principally manages a refugee population (mainly refugees from the Democratic Republic of Congo who have been on the Rwan-dan territory since 1996 and Burundian refugees who have been arriving in the country further to the volatile situation in Burundi since April 2015) as well as a significant re-turnee population of Rwandan refugees returning after many years in exile.

It is com-posed of the Branch Office in Kigali and Field Offices in Huye, Gicumbi, Rusizi, Rubavu, Karongi, Kirehe and Kabarore. It hosts approximately 155,749 refugees in three proracted refugee camps, namely Nyabiheke (managed by Kabarore Office) Gihembe (managed by Gicumbi Office) as well as Kiziba (managed by Karongi Office), three new refugee camps, namely Kigeme and Mugombwa (managed by Huye Office) as well as Mahama (managed by Kirehe Office), and urban settings (Kigali and Huye). Since April 2015, UNHCR is also supporting two additional reception centers in Bugesera and Nyanza districts for Burundian refugees.

The existing transit center in Rusizi (Nyagatare Transit Centre) that was receiving Rwandan returnees has also started functioning as a reception center for Burundian new arrivals. As of December 2013, Rwanda hosted approximately 74,000 Congolese refugees. 99% of the refugee caseload is predomi-nantly composed of refugees from the Democratic Republic of Congo (DRC), with 84% originating from North Kivu and 11% from South Kivu.




Context

The Livelihood and Economic Inclusion Associate reports directly to the Head of Field Office based in Huye. S/he may receive indirect guidance from other sections and units relevant to Livelihood based at the branch Office. Protection and Solutions are the key focus of the office with Cash Based Interventions (CBI) and Livelihoods as strategic priorities. The incumbent will need to have strong proven leadership and communication skills to implement livelihood and economic inclusion strategy as well as to interact with Partners and authorities as needs arise.

Task description

• Explore partnerships with relevant stakeholders to enhance economic inclusion of UN-HCR PoC. This includes working with economic development agencies to adapt their programmes to become inclusive of UNHCR PoC, working with the private sector to enhance inclusion of UNHCR PoC in their labour force and supply chains, working with financial service providers to enhance financial inclusion, and working with public and private sector service providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).

• Work with the multi-functional team, more specifically with the Protection Unit, to collect information about the legal framework for the right to work and rights at work.

• Support the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of the engagement of development programmes.

• Participate in necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to in-form interventions and identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.

• Work closely with stakeholders and provide technical assistance on livelihoods interventions to ensure these project implementations are market-based, and that the role of UN-HCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.

• Liaise with partners and authorities on livelihoods related issues under the technical guidance of the supervisor.

• Prepare field reports and other relevant reports relating to livelihoods and make recommendations for interventions that enhance refugee economic inclusion to the designated officer.

• Perform other related duties as required. Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarks

Huye is not a duty station where staffs reside in UNHCR housing in terms of accommodation. Houses are available for rent and staffs are guided upon arrival to available housing options which are usually equipped with adequate facilities. The usual practice is to give at least a three-months deposit upon signing a rent contract. Huye has small private clinics that can offer consultations with general practicians or some specialists. There is a tertiary level facility (CHUB – Centre Hospitalier Universitaire de Butare) which is considered referral hospital at the national level. Limited education facilities are available for staffs’ children. There are no accredited international schools in Huye but private schools offering teaching in English or French, following the national curricula. Security in Huye is at Level 1 and is a family duty station (category B) with low security risks. Banking facilities are available. Transport is available with (private) buses every 30min / every hour (depending on the time of the year) to Kigali. Concerning transport, even though motorcycle taxis are not recommended, they are the fastest way to get around the big cities. Helmets are provided, but it is better to have your own helmet. You can also take a standard taxi. Those with a yellow stripe will be run by individuals. Public transportation is the cheapest, and many of the buses are new and well-maintained. You can also take these buses farther afield; expect to pay a fare based on distance. Shops and markets are available with necessary items including imported goods, home furnishings and electrical appliances.

Context

The Senior Field Assistant is normally supervised by the Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.




Task description

– Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.

– Assist in administrative tasks as required such as preparation of reports and meeting during field missions. – Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.

– Collect data and other information relevant to UNHCR and report to the supervisor accordingly. – Keep regular contacts with local authorities and implementing partners as requested by supervisor. – In coordination with implementing partners, assist in the reception, registration, and provision of assistance to persons we serve.

– Follow up, on a regular basis, the overall situation of people we serve in camps and other areas where they have been accommodated and report accordingly.

– Direct incidents and problems to the supervisor when they cannot be resolved at their level. – Engage in women empowerment programme/activities within the Office AoR. – Identify refugee women needs and capacity in the targeted camps.

– Organize Focus Group Discussions for programme evaluation and planned interventions – Strengthen refugee women and girls’ capacity and their leadership skills through different activities planned to empower gender equality.

– Perform other related duties as required. Job Responsibilities

  • Network operations and maintenance in Rusizi and Nyamasheke region as per the site’s allocation.
  • 2G/3G/4G Sites configurations including baseband and microwave links commissioning and activation.
  • Comprehensive network preventive maintenance schedule, its execution vs other network O&M and reports.
  • Radios and microwave faults management and handling.
  • Coordinate and collaborate with other technical teams regarding planned and unplanned O&M activities, changes, and updates to network and associated configuration documentation.
  • To keep a clean network by tracking and attending the alarms related to radios, microwave and fiber backbone.
  • Fiber backbone patrolling and support to identify the cuts whenever they happen in the covered area.
  • Root causes analysis and prevention measures for network faults raised on sites with consistent feedback to NOC.
  • Propose to the line manager the required changes in his region to correct or prevent against the fault in the network, log the change into the changes management system, implement it and share the feedback.
  • Provide the daily/weekly and monthly reports to his/her line manager.
  • To perform any network Operations and maintenance in his area upon requested by the line manager.
  • Closely monitors and directs the work being performed by contractors, establishes tools and procedures to monitor their performance.
  • Closely work with Optimization team to clear all faults related to network KPIs such as DCH frameTooLate, Sleeping cells, CSSR, etc.…
  • To be able to interpret the poor sites performance for quick troubleshooting and fixing.
  • Coordinate with Tower cos such IHS, and TRES to maintain the network availability at the high level.
  • Communicate effectively with Clients and third-party/vendors and actively participate in meeting reviews to provide technical feedback of field operations.




Job Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Electrical and Electronic Engineering, or another computer/Telecommunication-related field
  • 3+ Years’ experience in Network Field Operations and Maintenance
  • Tower rigging skills with a valid certificate is mandatory.
  • Ready to be deployed to Rusizi region.
  • Driving Licence, Category B.
  • Self-motivated and disciplined.
  • Strong knowledge on baseband, mini link 6k and routers: configuration and troubleshooting

World Education, Inc. is seeking a Chief of Party (COP) for a three-year, USAID-funded Teaching and Learning Material Supply Chain activity with the aim to strengthen the book supply chain to increase the quantity, quality, affordability, and accessibility of books and other reading materials (physical and digital) in schools, homes, and communities. By working to improve the capacity and systems of key actors along the book chain, such as MINEDUC and the private sector, while simultaneously strengthening linkages between these actors, this Activity will improve the sustainability of the Rwandan book supply chain. The project will have a main office in Kigali.




The COP is responsible for the overall planning, implementation, monitoring, and management of the performance of the award and for the vision, strategic direction, and management of the project to achieve the objectives and expected outcomes of the project. The COP will supervise personnel and oversee quality technical control in the provinces. The position is also responsible for overall leadership and supervision of World Education’s in-country staff and consortium partners, stewarding World Education resources, and conducting program wide performance management.

Responsibilities

  • Provide project leadership and technical direction, aligned with project objectives, technical standards, and to achieve the greatest coverage and impact.
  • Lead and facilitate effective partnerships with local education institutions, the public and private sector, partners, civil society and other education stakeholders working in Rwanda;
  • Serve as principal contact and principal representative of World Education, USAID, and the Government of Rwanda; keep up to date on developments in USAID and Government development strategies;
  • Supervise staff to ensure timely achievement of program results;
  • Manage subcontracting partners; ensure coordinated inputs and technical / managerial quality of all partners and employees;
  • Manage, supervise and coordinate all project planning and implementation, including timely deployment of the project team.
  • Monitor progress of project activities, report to USAID and partners on progress and program outcomes, ensure project deliverables are met on time;
  • Outline internal lines of communication for effective management;
  • Coordinate with other donor funded Implementation Partners;
  • Organize and manage external communications and provide information dissemination;
  • Supervise program staff to ensure timely product delivery and regular reporting.




Qualifications

  • University degree, B.A., in social sciences or equivalent required. Master’s degree in education, social sciences, business/supply chain management or equivalent preferred;
  • At least 10 years of consecutive proven work experience in international education programs, preferably with experience in book supply chain management/capacity building with donor funded projects, including at least 4 years of management experience;
  • Strategic planning experience and financial management oversight is critical;
  • Solid knowledge of the education system in Rwanda, particularly issues affecting the teaching and learning materials supply chain;
  • Demonstrated familiarity program management and USAID reporting mechanisms;
  • Prior experience in managing USAID-funded programs and strong knowledge of USAID’s financial management systems and reporting requirements;
  • Ability to manage a consortium with international and national subcontractors;
  • Demonstrated experience and knowledge of capacity building and professional development in a developing country;
  • Effective oral and written communication skills to make formal and informal presentations and compose professional and analytical reports and program documents in English;
  • Proficiency in Kinyarwanda, French and/or Swahili highly desired.
