Duties: The Budget and Office Assistant is under the supervision of Department Of Defense (DOD) Defense Cooperation Manager, the job holder serves as Budget Analyst and Office Management Assistant performs a broad range of fiscal administration and operational budget including financial programming, budget formulation, budget execution, funds reconciliation, and funds availability certification and provides technical budget support duties for the Office of Defense Cooperation (ODC), United States Africa Command (USAFRICOM), and the Defense Security Cooperation Agency (DSCA) and daily interface with the embassy budget and general support personnel. The job holder travels outside of Rwanda to participate in relevant training. Additionally, the Budget and Office Assistant is responsible for administrative and logistical requirements and serves as an incidental operator of official vehicles.

Head of Press

Job Descriptions

The Head of Press should supervise and give guidance to staff while performing following activities:

  • Review job orders to determine any special printing instructions, stock specifications, colors or quantities to be printed.
  • Collect random samples and inspect them during print runs to determine if any adjustments need to be made and make adjustments as needed.
  • Fill ink fountains and purchase or mix inks throughout the week as needed. Adjust flow rates of ink fountains to achieve the desired flow amount for each press run.
  • Start presses and check proofs for ink alignment, registration, density and coverage. Make adjustments as needed.
  • Load paper onto presses, making adjustments when necessary, to accommodate various paper sizes. Adjust printing plate tolerances to meet the desired parameters for each press run.
  • Clean printing unit cylinders, plates and ink fountains at the completion of each press run.
  • Monitor and respond to error, alert or fault messages on automated press operation systems; make minor repairs to oil presses and other equipment as needed using hand tools.
  • Feed paper through press cylinders, adjusting tension and feed controls as needed.
  • Report on daily, weekly and monthly production activities.
  • Job holder must have a Bachelor’s degree in Printing, Electro-mechanics, electronic media or related field.

Position Overview

Educate! is seeking a driven, organized, and collaborative M&E data analyst to join an ambitious and cross functional performance metric team. In ten years of operating in East Africa, one of Educate!’s differentiating factors has been our commitment to impact evaluation and learning, and we believe that continuing to invest in research & development is a key component of continued growth and innovation. As M&E data analyst, you’ll work closely with our Regional Performance Metrics team, as well as with our programs, design, and innovation teams, to implement our ambitious evaluation strategy in Rwanda.

The right person for this role has experience in data analyzing , reporting and M&E systems creation. He/she has knowledge on  programming: google forms, survey CTO,  and has the ability to use statistical software: Excel/Google sheets , Statistical software (Stata, SPSS, R,….), Data visualization software (Google data studio, Tableau, etc.,…) Online data collection platforms (SurveyCTO, Text it, google forms,…). You’ll be ultra-organized and self-motivated, capable of keeping multiple balls in the air with limited supervision, and a collaborative team player who can build relationships with a diverse range of teams. You’ll also have knowledge in programming.

Performance Objectives 

Data Analysis and Reporting 70%

  • Liaise with design and program’s Team at the beginning of the term to understand and align on the key metrics to collect and report on
  • Develop a live and non live dashboards for all products/programs and run training/capacity building sessions to ensure that the team understands well the analysis displayed and use them in their day to day work.
  • Ensure accurate compilation and timely publication of M&E monitoring reports as well as the timely and accurate maintenance of the M&E Dashboards;
  • Lead reflection on and interpretation of Monitoring Reports and make programmatic recommendations to the team for data-based decision-making.
  • Conduct the internal training/capacity building sessions within M&E team, to ensure that everyone’s understand the data displayed on dashboard and know how to communicate that with the program’s team

M&E Systems 10%

  • Assist M&E coordinator in the development of monitoring tools (electronic surveys, paper surveys, logistics database, training content, monitoring procedures, etc.) and program Logistic dashboards
  • Assist M&E coordinator to develop and execute data quality assurance throughout the implementation period and by the end of the term
  • Collected feedback from the team on M&E tools and resources on a termly basis and make any necessary changes based on their feedback.

M&E Implementation 10%

  • Assist M&E coordinator to design and lead termly trainings on M&E and provide ongoing capacity building on M&E to the programs team;
  • Assist M&E coordinator & M&E officer to develop weekly communications with data based –  key highlights on the program implementation

Evaluation and Research 10%

  • Assist Evaluation & products team to set learning agenda, determine methodology, design data collection, and oversee execution of research and evaluation;
  • Supervise and coordinate timely and high-quality implementation of data collection and research, ensuring effective coordination across departments;
  • Supervise entry of quantitative and qualitative data for evaluation/research projects
  • Liaise with external researchers and evaluators for on-time completion of high quality research and evaluation, as needed;
  • When requested/as needed, analyze quantitative and qualitative data from Evaluation & product team’s researches  to draw out lessons and make recommendations;
  • Present evaluation, research findings in visually-attractive and easy-to-consume manner  to inform program design and innovation
  • Follow up with team to ensure research/evaluation findings are integrated into program


Qualifications 

  • Degree in statistics, economics or similar fields
  • 2 – 3 years professional experience
  • Experience with quantitative and qualitative research methods.
  • Engaging trainer and coach.
  • Good skills in data analysis, visualization and report writing.

The Social economic inclusion of refugees and host communities (SEIRHC) Program Manager will be responsible for leading, managing, and coordinating SEIRHC (Jyambere) projects under the Ministry and partner’s requirements. Under the supervision of the SPIU Coordinator, the SEIRHC Program Manager will perform the following key functions:

•Supervise and coordinate the planning and implementation of the project activities, providing proposals and liaising with the team in developing work plans, procure-ment, consultancies, recruitment, logistics, budgeting and disbursements;

•Establish close collaboration and working arrangements with an interdisciplinary team composed of project staff to ensure timely implementation of project activities, including contractual arrangements;

•Prepare draft Annual Work Plans for submission to the PSC and updates on a quarterly basis with explanations of any changes (The Annual Work Plans will comprise reviews of activities undertaken and/or completed over the last year as well as proposals for project activities to be conducted the following year; scope, specifications and timeframe and expected products);

•Ensure project implementation in line with the approved work plans and the PIM;

•Lead the preparation of regular progress reports to the Steering Committee and the World Bank;

•At Central level, work closely with technical teams from Line Ministries, technical agencies, and BRD to ensure good coordination and collaboration, including getting technical advisories;

• Collaborate with relevant district officials during the Environmental Risk As-sessment and the implementation period of mitigation measures in and around refugee camps or transit centers;
• Provide on time reports to MINEMA and ensure its submission to the donor to enable transfer of the funds on time and provide regular monitoring and progress reports on the on-going mitigation programs;
• Report to SPIU Coordinator;
• Perform any other related task as it may be assigned by relevant authorities in the Ministry.


QUALIFICATIONS:
Master’s Degree in Environmental Studies, Environmental Chemistry, Forestry / Agro forestry with 1-year experience in Environmental Management Activities.

Bachelor’s Degree in Environmental Studies, Environmental Chemistry, Forestry / Agro forestry with at least 3 years of working experience in Forestry/Agro forestry related and environmental management activities.

• Develop an annual internal audit plan for project activities;
• Ensure that the annual audit plan is approved by the audit committee;

• Using internationally recognized internal audit techniques to assess the effectiveness of the internal control regimes in the PFM systems used to manage project funds, test whether key controls are in place to ensure that transactions are recorded (i) promptly, (ii) in their correct amounts and in the proper accounts, (iii) in the correct accounting period to facilitate good financial management and accurate reporting;
• Assess financial statements to ascertain the accuracy and the comparability of the reported figures;
• Assess whether current controls are adequate to identify risk and provide assurance on adequacy and effectiveness of risk management;
• Examine adherence to any policy, contractual, regulatory and legislative re-quirements
• Issue recommendations to the project management to avoid errors, wastage and fraud and investigate the suspected fraud or possible irregularities;
• Review and Follow up the implementation of recommendations by the ex-ternal auditor relating to the project;
• Prepare consolidated reports and submit to the audit committee and SPIU Coordinator and to the office of Government Chief Internal Auditor(GCIA);
