JOB TITLE: CTC WORKSHOP MECHANIC

The successful candidate will be responsible for effective control and monitoring of CTC Workshop activities in order to achieve maximum productivity at minimum cost. He has to report daily to the Factory Engineer all activities done and the situation of CTC Workshop.

CORE COMPETENCIES

  1. CTC rollers sharpening with high precision using automated machines (CNC; HYDRAULIC……)
  2. Sharpening of CTC rollers with set parameters of chasing and milling
  3. Operates and monitors the tools grinding machines.
  4. Operates and monitors the cutting tools sharpening (milling cutters, chasers,
  5. Operates the universal lathe machine with reference lines and points in machines operations.
  6. Good use and keeping of measuring instruments.
  7. Theorical and practical skills of CTC rollers changing and rollers meshing.
  8. Sets-up mills and lathes by installing and adjusting three- and four-jaw chucks, tools, attachments, collects, bushings, cams, gears, stops, and stock pushers.
  9. Participating in continuous analysis and troubleshooting of workshop machines problem and drawing counter measures.
  10. Flexible and able to manage stress.

Key Responsibilities

  • Organization, planning and monitoring of all workshop operations.
  • Preparing accurate and timely reports and distributing to appropriate users as required.

  • Minimize equipment downtime.
  • Minimize material wastage.

Academic qualification

  • Advanced diploma in mechanical engineering/ Mechatronics technology or any related options.

Duties and Responsibilities for ESMS Officer:

  • Ensure that all activities carried in the Uzima Chicken are complying with environmental standards and other related compliance obligations

  • Promote Occupational Health and Safety Culture with in Uzima Chicken and ensure Good Hygiene practices are always   at the acceptable standards
  • Ensure the coordination and integration of E&S risk management procedures with the Uzima management process
  • Evaluate environmental compliance with applicable requirements during due diligence, such as sites visits, collection of necessary E&S documentation (e.g., certificates and authorizations), and preparation of E&S due diligence reports
  • Ensure that all construction projects are supported by appropriate due diligence documentation, including, but not limited to, an ESMS section
  • Make regular field inspections, including an annual internal audit of Uzima Chicken implementation of ESG policies
  • Perform any other task assigned by the line Manager




Education background and experience

  • Should possess at least a bachelor degree in environmental management or Environmental Sciences/Studies from a recognized university
  • Experience of 0-2 years of experience in the related field

Language Proficiency

Fluency in written and spoken English.

Functional competencies

About the Position

The Senior Program Coordinator will be based at FXB Rwanda Coordination Office in Ruyenzi with core responsibilities to coordinate and oversee assigned projects.

Reporting to the Executive Director, the Senior Program Coordinator will work closely with the technical coordination team and field-based project coordinators to ensure the smooth implementation of projects as well as supporting the field-based project teams. The position is for a one-year fixed term contract with possibility of renewal based on performance and will be remunerated in line with the FXB Rwanda salary scale.

Responsibilities:

  • Programmatic:
    • Work closely with the FXB Rwanda technical coordination office team to organize the smooth implementation of the assigned projects;
    • Oversee the assigned projects and assure the proper interventions delivery to the targeted beneficiaries;
    • Work with the projects’ coordinators to develop and submit action plans, write progress reports and other deliverables to donors in a timely manner;
    • Lead the monitoring and evaluation activities of the projects through the coordinated approaches and use of the developed informative and adapted tools and approaches;
    • Engage with internal and external stakeholders through meetings, dissemination and/or other relevant project events for proper project implementation;
    • Provide support to or otherwise ensure that assigned projects are implemented in line with agreed implementation plans.



  • Budgeting:
    • Work with the finance team for proper budget management;
    • Launch the procurement activities in the assigned projects and work with the team to execute their processes;
    • Lead the development of cost-effectiveness strategies and their execution;
    • Ensure the financial reports submission to donors in coordination with finance team. 
  • Management
    • Lead the capacity building of staff under the assigned projects in the aspects of interventions’ implementation and others that are sine qua non for their responsibilities’ fulfillment;
    • Regularly track the projects’ staff performance;
    • Contribute to the development of the environment which is conducive for increased staffs’ productivity;
    • Support the recruitment of staff under the assigned projects;
    • Provide the relevant support sought on meeting the Human Resource procedures for staff working on the assigned projects;
    • Participate in internal and external management meetings, including relevant working groups. Present impact work at different country and partner meetings as required.



  • Program Development and Monitoring
    • Work with the team in the development of the strategies for addressing the gaps
    • Work with the program development team to look for potential funding opportunities and support the development of new project proposals;
    • Lead the assessment of the possible gaps in ongoing programming.

Qualifications:

Essential functions include [but are not limited to]:

  • General repairs and maintenance duties.
  • Furniture re-organisation.
  • Opening and closing of office.
  • Ensure premises are opened and secured with agreed procedures
  • Ensure premises are maintained in a safe and secure manner
  • Sweep, vacuum, and mop floors and stairways
  • Gather and dispose of rubbish and waste materials
  • Determines appropriate cleaning materials, supplies, tools, and equipment needed to accomplish job; supplies, materials, tools, and equipment to employees.

Position Description

The Admin Assistant and Receptionist will provide full administration and operations support to EDC by working closely with the Human Resources and Operations Specialist and with the Finance and Administration Manager in accordance with the set standards and procedures for EDC projects in Rwanda. This position reports to the Human Resources and Operations Specialist. This position is located in Kigali.


Essential functions include [but are not limited to]:

Reception:

  • Manage the Reception desk and switchboard;
  • Receive, dispatch and file all official correspondence
  • Welcome and direct visitors to the appropriate employees or appropriate meeting rooms within the organization
  • Collect and arrange couriers
  • Maintain general tidiness of the reception (outdoor and indoor reception areas) and meeting spaces


Administration and Operations:

  • Provide full administration support to the team and departments.
  • Make available all administration templates to project staff
  • Assist the COP in managing meeting schedules: setting and following up on appointments with external stakeholders; schedule appointments and maintain and update appointment calendars.
  • Maintain records and filing of all correspondence;
  • Support logistical arrangements for international visits of EDC staff and other guests; this includes booking of accommodations, flights and ensure airport pick-up and drop off.
  • Provide administrative support to the senior staff including EDC Chief of Party and leadership team.
  • Ensure all project assets are properly labeled as per EDC and donor requirements
  • Assist the Finance and Administration Manager to periodically reconcile physical stock against book records of office supplies & stationary;
  • Manage and maintain petty cash and produce petty cash reports;
  • Assist the Finance and Administration team in updating inventory of project assets.
  • Write correspondence as relevant.
  • Provide logistical support to meetings held in the meeting room(s), this includes arrangements for catering provisions.

Project Description

The primary purpose of the 3-year, USAID-funded Ibitabo Hose Ku bana Bose (IHKB) Project is to strengthen the market system for teaching and learning materials and increase the quantity, quality, affordability, and accessibility of books and other reading materials (physical and digital) in schools, homes, and communities, contributing to improved reading outcomes.


Position Description

The Accountant will assist the Finance and Admin Manager in performing project accounting tasks. S/he will be responsible for preparing timely and accurate financial reports and assisting in the preparation of financial spreadsheets, cash flow forecasts, data entry and back up files scanning, corresponding with vendors, as appropriate, and ensuring the project is compliant with USAID financial regulations. This position reports to the Finance and Admin Manager. This is a full-time position based in Kigali, Rwanda. (no relocation allowances are provided for this position).

Essential functions include, but not limited to the following:

  • Supports the Finance and Admin Manager in conducting day-to-day finance operations, including implementation of EDC and USAID policies, procedures and systems;
  • Supports the Finance and Admin Manager in the preparation of project monthly financial reports and tracking of spending against the approved budget;
  • Manages the process of clearing bills, advance reconciliation, payments, and vouchers, including a review and certification of supporting documentation to ensure it is compliant with local tax laws, as well as USAID and EDC policies;
  • Records project transactions in QuickBooks, utilizing the correct charge codes and monitoring alignment to budgeted activities;
  • Prepares the bank reconciliation of each account prior to the monthly close;
  • Supports the Finance and Admin Manager in preparing wire transfer requests;
  • Works closely with the Finance and Admin Manager to ensure reconciliation of monthly expense reports and respond to any inquiries, as necessary;
  • Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
  • Provides necessary information for payroll to ensure salaries are being processed in accordance with requirements;
  • Scans and files all supporting financial documentation on a monthly basis per EDC file retention policies;
  • Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters, as well as with EDC colleagues;
  • Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and;
  • Other duties as required.

  1. Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans

Key Duties and Responsibilities

  1. Ensure the review of the schemes’ projection of members, collections, benefit pay-outs and expenses to ascertain the schemes financial soundness
  2. In collaboration with strategy department, participate in the preparation and implementation of actuarial valuation reviews of the schemes under management
  3. Take stock of the schemes’ trends and advise the management on strategies and policies of improving social security coverage both vertically and horizontally.
  4. Provide instructions to carry out investigations on occupational risks, ensure fraud cases are properly conducted, and analyse and approve investigation reports
  5. Ensure compliance with established policies and objectives of the institution
  6. Detect and prevent frauds and malpractices in the three schemes
  7. Follow up pension benefits of Rwandans who worked abroad
  8. Ensure availability of periodical statistics of the injuries
  9. Make recommendations for improving matters affecting operations of the department, identify gaps and propose training needs
  10. Ensure availability and implementation of policies guiding operations of the department
  11. Ensure provision of quality services to beneficiaries in accordance with standards set
  12. Approve pension, occupational hazards, and maternity leave benefits files before payment
  13. Establish the strategic and operational plans of the department and prepare its budget
  14. Oversee the institution’s operations regarding Pension and Pre-retirement Benefits to ensure efficiency, quality services and cost-effective management of resources

  1. Oversee the processes of contracting and inspection of Health Service Providers and follow up contracts’ execution
  2. Coordinate activities related to facilitation of access to medical benefits by eligible members
  3. Ensure quality and timely service to customers by managing requests/claims related to medical benefits according to the standards in place
  4. Plan, organise and manage all activities of department, to ensure excellent, effective customer service delivery to members, health service providers and other stakeholders
  5. Oversee verification of medical and pharmaceutical invoices and approve benefits payments to health service providers

  10. Ensure timely preparation, review and submission of periodic and annual progress reports on the implementation of approved strategic and operational plans
  11. Participate in the preparation and coordination of actuarial valuation of the scheme and monitor the implementation of actuarial recommendations
  12. Ensure the scheme’s cost containment through regular analysis of trends and patterns, monitoring of members’ behaviour towards service utilisation
  13. Lead implementation of specific key performance indicators and measures against outcomes detailed in the medical function’s strategic and operational plans as set out by the Executive

  1. Provide direction on the development and implementation of policy, procedures and processes and work with appropriate structures to ensure effective delivery of Benefits package unit
  2. Evaluate, existing benefits package and propose evidence-based recommendation for improvement to maximise health benefits within available budget, and ensure all benefits packages comply with current legislation
  3. Communicate with health service providers and other relevant stakeholders to negotiate benefit plans and resolve benefit-related issues
  4. Collaborate with the Ministry of Health and other stakeholders and active participation in technical working with matters pertaining to the Medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol)
  5. Support forecast the risk and liability for future benefits payments through analysis of claim data, mortality, accident, sickness, disability, health services utilization
  6. Promote the use of evidence in designing/updating medical benefits packages with aim to maximise member’s wellness
  7. Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs
  8. Promote the value for money by recommending the most cost-effective services and products to be covered by RSSB medical insurance schemes using the latest evidence
  9. Serve as the secretary to the CBHI health benefits package committee
  10. Collect information from medical claims to monitor implementation of recommended benefits packages, recommend regular updates
  11. Evaluate the cost and cost-effectiveness for all proposed new services and medical products and make recommendations regarding changes in health benefits packages
  12. Collaborate with academic and research institution and clinicians during the assessment of alternative medical services and products though costing and cost-effectiveness studies
  13. Conduct literature review and synthesize evidence on cost-effectiveness of services proposed for cover by RSSB medical insurance schemes for informed recommendations
  14. Oversee staff management of the Department, to make periodical evaluation and to prepare a regular performance report
  15. Prepare operational plans, budgets, quarterly reports on progress with implementation of operational plans and ensure regular and periodic reports are prepared and submitted as and when required
  16. Perform any other duties related to the Benefits Package Revision function as may be assigned from time to time




Key Qualifications and Experience

  1. Masters’ Degree in Medicine, Pharmacy, Economics, Public Health, Epidemiology, or a relevant field with at least 5 years’ experience, 2 of which should have been in a managerial role.

  2. Review, discuss and agree fund strategy and structure with RSSB board, investment managers and other advisers
  3. Ensure that the scheme operates effectively and meet performance, quality and customer care targets, as well as complying with industry standards
  4. Keep up to date with current statutory regulations and monitor changes in the legal situation for pension providers and developments in pension provision in order to ensure the optimum performance of the fund
  5. Deal with complex pension claims and develop communication strategies to promote the beneficiaries of EjoHeza pension scheme
  6. Meet with and encourage communication between actuaries, fund managers, solicitors and consultants and advise RSSB board on new and emerging financial issues
  7. Monitor EjoHeza pension scheme performance and prepare relevant reports and make recommendations to improve the scheme in response to member feedback and scheme performance
  8. Lead the implementation of specific key performance indicators and measures against outcomes detailed in the departmental strategic and business plans as set out by the Executive
  9. Establish the strategic and operational plans of the Department and prepare related budgets and monitor their implementation

  9. Establish and maintain liaison with other functions and relevant stakeholders to exchange information and deal with common problems
  10. Work in liaison with the Marketing Corporate Communication function and the social security Coverage expansion Function to ensure an appropriate strategy to extend the coverage level
  11. Participate in the establishment of social security coverage strategies
  12. Identify gaps in Laws, policies and regulations related to the social security coverage and propose improvement
  13. Oversee the preparation of plans, periodical and annual reports related to the contributions function and ensure their effective implementation

Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Administration, Accounting, Commerce, Finance, Economics, Social Protection Financing, or any other relevant field with at least 6 years’ experience, 2 of which should have been in a senior managerial role

OR

  1. Bachelor’s Degree in Business Administration, Accounting, Commerce, Finance, Economics, Social Protection Financing, or any other relevant field with at least 8 years’ experience, 2 of which should have been in a senior managerial role

As the Head, Compliance, you will be responsible for developing and executing the organisation’s compliance framework, ensuring alignment with the organization’s objectives and regulatory requirements.

Reporting to the Chief Executive Officer and the Board of Directors, the Head, Compliance will be responsible for designing and implementing compliance strategies and plans, including guiding, and educating the management and staff on compliance matters and ensuring all RSSB employees are compliant with applicable policies, procedures, laws, and regulations.

Key Duties and Responsibilities

  1. Identify gaps, develop, and maintain a compliance management policy and framework
  2. Promote enterprise-wide compliance management culture
  3. Coordinate RSSB staff trainings on internal policies and other applicable regulations and monitor their effectiveness
  4. Oversee all activities related to fraud prevention, detection, reporting and investigation across all RSSB processes
  5. Oversee compliance management obligations and ensure they are factored into contract and performance management
  6. Monitor and report Institutional fight against the crimes of money laundering and the financing of terrorism
  7. Monitor RSSB compliance with its regulatory obligations
  8. Prepare and submit periodic and annual reports to Management and the Board on the status of compliance within the Institution
  9. Coordinate surveys and oversee periodic internal reviews or audits to ensure that compliance procedures are followed
  10. Head the internal investigation on compliance issues and regularly report any identified breach
  11. Identify, evaluate, and assess Institutional compliance risks and propose effective mitigation measures
  12. Prepare and implement effective plans to manage a crisis or compliance violation
  13. Work cooperatively with internal and external auditors when needed
  14. Prepare and ensure timely appropriate compliance reports with regulatory agencies and other stakeholders
  15. Discuss compliance issues with management or employees
  16. Work with other concerned departments to ensure existence, communication and implementation of updated and comprehensive regulatory policies, procedures, and laws
  17. Oversee the preparation of strategic and business plans and related budgets and ensure their successful implementation
  18. Manage and evaluate staff under his/her supervision
  19. Perform any other duties related to the Compliance Management function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Law, Regulatory Affairs, Auditing, Corporate Governance, Business Administration, or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelor’s Degree in Law, Business Administration, or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a managerial role
  2. Post graduate diploma from Institute of Legal Practice and Development (ILPD) Rwanda as an added advantage
  3. Professional certification such as Certified Compliance & Ethics Professional (CCEP), Fraud management or Forensic investigation as an added advantage

Technical Competencies:

  1. The role holder must have sound understanding in risk management assurance, its techniques and practices
  2. The incumbent must have strong knowledge in enterprise risk and financial risk management
  3. The incumbent must demonstrate sound knowledge in business continuity management and financial acumen
  4. The role holder must demonstrate in-depth knowledge in compliance management
