Description

The Program Manager, Education will lead the design, coordination, and implementation of AI-driven education use cases to enhance learning outcomes, improve education delivery, and strengthen system efficiency. The role will ensure that all solutions align with national education priorities, are ethically developed, and are implemented sustainably through close collaboration with government and technical partners.


Key Responsibilities

  • Provide strategic leadership for identifying, adapting, and scaling AI solutions within the education sector.
  • Collaborate with the Ministry of Education and partners to align solutions with national priorities, policies, and systems.
  • Work closely with the technical implementation partners throughout the lifecycle of the solution, from needs assessment to scaling, to solve any bottlenecks and ensure that the solutions are safe, ethical, and sustainable.
  • Monitor adoption, performance, and impact of AI solutions in education, sharing insights to inform policy and Hub strategy.


Key Qualifications and Experience

  • Education: Master’s degree in Education, Public Policy, ICT in Education, or a related field preferred.
  • Experience: Minimum of 5 years in program management, education innovation, or technology-enabled learning initiatives.
  • Technical understanding: Familiarity with AI applications in education, digital learning systems, and data-driven education management.
  • Stakeholder coordination: Demonstrated ability to engage and manage relationships with government bodies, development partners, and education technology implementers.
  • Project management: Proven experience leading large-scale projects from design to implementation, ensuring quality and timely delivery.
  • Ethics and policy awareness: Understanding of AI ethics, safety, and privacy considerations within education contexts.
  • Communication and leadership: Excellent facilitation, coordination, and communication skills to ensure multi-stakeholder collaboration.

The Lead, Data Governance & AI Safety will be responsible for establishing and maintaining the Hubs frameworks for responsible AI, data management, and safety assurance. The role will ensure that all AI systems and datasets developed or deployed by the Hub adhere to ethical, legal, and technical standards, aligning with Rwanda’s Data Protection and Privacy Law and global best practices in AI governance.

Key Responsibilities

  • Develop and update responsible AI policies for the Hub, ensuring alignment with national and global standards.
  • Implement risk assessment and auditing processes for all AI systems throughout their lifecycle.
  • Create clear standards for AI model documentation and explain ability.
  • Deliver training on AI safety, ethics, and data governance to all relevant stakeholders.

BACKGROUND AND CONTEXT

Climate change is one of the greatest threats to Rwanda’s development. This is why the Government has prioritized the green economy and an economic transformation that is environmentally sustainable and climate change as cross-cutting issues, and the Green Growth and Climate Resilience Strategy guided the Rwandan economy toward a climate resilient and low carbon development pathway. In 2020, Rwanda committed to an ambitious climate action plan, and Vison 2050 sets the goal for Rwanda to be carbon neutral by the middle of the century.


To finance the Green Growth and Climate Resilience Strategy and Rwanda’s green growth ambitions, the Rwanda Green Fund was established.

The Fund is a ground-breaking environment and climate change investment fund that provides targeted financial and technical support to contribute to Rwanda’s vision of becoming a carbon neutral and climate resilient economy.
The Fund has mobilized close to USD 250 million for 46 green investments in sustainable transport, renewable energy, green cities, and biodiversity conservation. As a result of these investments, 176,000 green jobs have been created, 88,000 households have been provided with access to off-grid clean energy, 1 26,000 tons of carbon dioxide equivalent emissions have been avoided, and 120,000 people have been supported to cope with the effects of climate change.


ABOUT THE PROJECT

Rwanda is highly vulnerable to climate change; facing increased incidences of droughts, floods, and landslides. Climate variability, especially heavy rainfall and temperature increases, has caused infrastructure damage, disrupted water management, and posed challenges to the growing urban population. The country is water-scarce, with a significant portion of the population lacking access to safe drinking water. Informal settlements, like those in Kigali, are particularly at risk due to poor infrastructure and high population density, exacerbating the challenges posed by climate change.
The Green City Kigali (GCK) project, located on Kinyinya Hill in Gasabo district, aims to address these issues by developing a sustainable urban community. The area, highly vulnerable to landslides, is set to become a model for affordable, climate-resilient housing and infrastructure development. The pilot phase includes upgrading the informal settlement at Ngaruyinka, a community with poor infrastructure and high climate vulnerability. The project’s goal is to mitigate and adapt to climate change while creating a toolkit for future informal settlement upgrades across Rwanda.

The GCK project aligns with Rwanda’s climate goals, supporting the reduction of greenhouse gas emissions through renewable energy initiatives and resilient infrastructure. It focuses on technical assistance to scale green construction practices and enhance institutional capacity. Through solar energy, water management, waste reduction, and low-emission construction methods, the project aims to create a replicable model for green urban development.

The project also integrates gender equality, recognizing the disproportionate impact of climate change on women. By promoting inclusive, sustainable, and low-emission urban development, the GCK contributes to several Sustainable Development Goals (SDGs), including climate action, clean energy, and reduced inequalities. Expected outcomes include a climate-resilient community, increased awareness of green practices, and a foundation for future low-carbon investments in urban areas.


Job Title: Water and Sanitation Specialist
Supervisor: Project Manager Ngaruyinka

Key Responsibilities

Design & Engineering Oversight

이Lead the design and preparation of technical drawings, specifications, and Bills of
Quantities (BOQs) for water supply systems, sanitation facilities, and stormwater
management infrastructure.

Conduct feasibility surveys, hydrologic and hydraulic analyses, and water quality
assessments.

Conduct or review the design of nature-based stormwater solutions (such as swales,
infiltration ponds, rain gardens) and integrate SUDS with street/open-space layouts in
coordination with road designer.

Develop onsite sanitation and decentralized wastewater treatment systems (e.g.,
biogas digesters), including greywater reuse and safe sludge management.

Ensure integration of handwashing and hygiene facilities with gender- and disabilityinclusive design.


Construction Supervision & Quality Assurance

Supervise installation, start-up, testing, commissioning, and performance monitoring of
WASH systems.

Monitor and inspect site works (such as excavation, pipe-laying, waterproofing,
pressure/disinfection tests).

Review shop drawings, construction methodologies, and material submittals of water
supply systems, sanitation facilities, and stormwater management infrastructure.

Ensure construction quality aligns with government guidelines and technical standards.

Review weekly, monthly and quarterly progress report produced by consultants and
contractors.

Review consultant & contractor’s work plans.

Measure completed works and maintain accurate records.

Support ESIA/ESMP processes and enforce occupational health and safety (OHS)
measures.


Capacity Building & Community Engagement

o Identify training needs and implement capacity-building plans for volunteers,
caretakers, and community members.
• Conduct hygiene promotion activities and facilitate workshops, seminars, and
stakeholder consultations.

Establish linkages between local government, communities, and service providers to
ensure long-term functionality and sustainability of WASH facilities.
o Develop and deliver O&M manuals, train community water committees and operators.

Procurement & Contract Management
• Prepare Terms of reference for recruitment of consultant to undertake feasibility
studies, design, supervision, etc.

o Prepare technical specifications, and evaluation criteria for WASH related activities.
o Assist in bid evaluations, supervise contractor performance, and validate Interim
Payment Certificates (IPCs).
Manage defect liability closeout and handover documentation.


Qualifications & Experience
Bachelor’s or Master’s degree in Water Resources, Civil, Environmental Engineering, or related field.
Min. 10 years relevant and proven experience in WASH planning, design and supervision for Bachelor holders
Min 5 years relevant and proven experience in WASH planning, design and supervision for Master holders
Strong understanding of Rwanda’s WASH policies and standards (WASAC, RURA).
Experience in integrating climate-resilient, nature-based solutions in WASH infrastructure.

Job Title: Road Engineer

Key Responsibilities

Surveys, Investigations & Design 

Oversee topographic surveys, geotechnical investigations, and traffic counts.
Prepare alignment, typical cross-sections, horizontal & vertical geometry, pavement
structure, intersection treatments, and traffic calming.

o Integrate sustainable urban design principle: swales, permeable pavements, detention,
curb cuts; coordinate with drainage and WASH leads.
o Prepare detailed drawings, BoQs, specifications, work methods and design reports.
o Ensure adoption and use of low-carbon materials in road design and ensure inclusive
design.
o Oversee laboratory testing protocols and pavement design to ensure compliance with
climate resilient road design principles.
o Ensure the designs are integrated and aligned with Green City Kigali Pilot Project and
overall Green City Kigali Masterplan.

Construction Supervision & Quality Control
o Review weekly, monthly and quarterly progress report produced by consultants and
contractors.
o Review consultant & contractor’s work plans.
o Supervise the design and construction of roads, streets, pathways, cycling and
pedestrian walkways.

The Fund is a ground-breaking environment and climate change investment fund that provides targeted financial and technical support to contribute to Rwanda’s vision of becoming a carbon neutral and climate resilient economy.

The Fund has mobilized close to USD 250 million for 46 green investments in sustainable transport, renewable energy, green cities, and biodiversity conservation. ABOUT THE PROJECT
Rwanda is highly vulnerable to climate change; facing increased incidences of droughts, floods, and landslides. Climate variability, especially heavy rainfall and temperature increases, has caused infrastructure damage, disrupted water management, and posed challenges to the growing urban population. The country is water-scarce, with a significant portion of the population lacking access to safe drinking water. Informal settlements, like those in Kigali, are particularly at risk due to poor infrastructure and high population density, exacerbating the challenges posed by climate change.

The Green City Kigali (GCK) project, located on Kinyinya Hill in Gasabo district, aims to address these issues by developing a sustainable urban community. The area, highly vulnerable to landslides,is set to become a model for affordable, climate-resilient housing and infrastructure development. The pilot phase includes upgrading the informal settlement at Ngaruyinka, a community with poor infrastructure and high climate vulnerability. The project’s goal is to mitigate and adapt to climate change while creating a toolkit for future informal settlement upgrades across Rwanda.

The GCK project aligns with Rwanda’s climate goals, supporting the reduction of greenhouse gas emissions through renewable energy initiatives and resilient infrastructure. It focuses on technical assistance to scale green construction practices and enhance institutional capacity. Through solar energy, water management, waste reduction, and low-emission construction methods, the project aims to create a replicable model for green urban development.

The project also integrates gender equality, recognizing the disproportionate impact of climate change on women. By promoting inclusive, sustainable, and low-emission urban development, the GCK contributes to several Sustainable Development Goals (SDGs), including climate action, clean energy, and reduced inequalities. Expected outcomes include a climate-resilient community, increased awareness of green practices, and a foundation for future low-carbon investments in urban areas.

Key Responsibilities

Technical Design & Standards
Ο Conduct energy demand assessments for households, schools/clinics, street lighting,
public lighting and productive use.
o Prepare concept designs, detailed designs, single-line diagrams, bill of quantities
(BoQs), specifications, and drawings.
o Ensure compliance with RURA/REG/EUCL codes, Rwanda Building Code, IEEE/IEС
standards, electrical safety and lightning protection.


Clean Cooking & Thermal Energy

Evaluate LPG/biogas/electric cooking/ICS options and develop transition pathways for
households, including affordability mechanisms and behavior-change support.
Lead feasibility for biogas from sanitation/organic waste, including gas safety.

Key Responsibilities

JOB REQUIREMENTS

Making the system accountable to their collective needs through volunteering for development interventions.

ACTIVE supports CSGs to lead their own development pathways, engage in civic and policy spaces, and build inclusive systems that reflect community priorities. Volunteering plays a role of collective catalyst—where volunteers accompany CSGs in building confidence, fostering peer learnings, and accessing tools and networks. Volunteers do not deliver services but contribute to locally led development by enabling CSGs to organize, collaborate, and advocate—always centering their voice, pace, and leadership.

In Rwanda, the project will work in partnership with 14 CSGs (including 3 National Youth Councils at District level) in different thematic areas of work such as climate mitigation and adaptation, livelihood, youth engagement, civic engagement and health. The project will be implemented in 4 Districts of Bugesera, Gasabo, Gatsibo and Nyagatare.


2. Role outputs:

The main responsibilities of this role will be:

  • Organizational Capacity: Empower Youth networks with inclusive leadership and governance, strategic planning, equitable decision-making, and adaptive management, among others.
  • Facilitate the development of feedback mechanisms for youth networks and partners in respective areas of operations (Bugesera, Nyagatare & Gasabo) districts,
  • Resource Mobilization and Financial Sustainability: Link CSGs to technical assistance to co-create financial sustainability, resource mobilization and funding strategies.
  • Identify and engage private sector actors and civil society organizations in selected districts of operation to partner and promote volunteering for development model and civic engagement to address identified community challenges,
  • Strengthening Women networks and Youth networks to identify and implement strategies that foster active collaboration with government, private sector, civil society organizations, and faith-based groups.
  • Youth network Empowerment and Accountability-Support citizens, youth groups, and primary actors to lead their own development initiatives and demand accountability from duty bearers.

  • Provide technical inputs, coaching and mentoring to CSGs for developing influencing materials including strategic plans, policy briefs, key messages, reports, and stakeholder-specific content, enable them to develop joint advocacy strategies with local government actors.
  • Facilitate the development of feedback mechanisms for partners in respective areas of operations (Bugesera, Nyagatare & Gasabo) districts
  • Working closely with youth networks, groups of women/youth with disabilities supported by VSO to increase their incomes and savings through income generating activities.
  • Capacitate groups of youth, women and PWDs on financial literacy and records bookkeeping to ensure effective financial governance.
  • Monitor and coach the youth, women and PWDS under VSO, CSGs partnership on how to run their income generating business or activities

COUNTRY PROGRAM MISSION: 

The overall goal of ALIGHT’s program in Rwanda is to improve the well-being and self-reliance of the displaced refugee population from eastern DRC and Burundi by ensuring the provision of basic services (adequate health care & nutrition, ASRH, GBV, Livelihood, HIV/AIDS prevention & treatment), improving food security and enabling economic recovery in six refugee camps located in Rwanda.


PRIMARY PURPOSE OF THE POSITION:

The Driver will technically support the implementation of programs in accordance with ALIGHT Rwanda annual work plan and as per administrative/transportation regulations and standard operating procedures. He/she will be responsible for transporting program, administrative and refugee staff by vehicle with ALIGHT areas of operation.


PRIMARY DUTIES & RESPONSIBILITIES

  • Drive office vehicles for the transportation of ALIGHT staff and visitors with other authorized personnel
  • Transport ALIGHT goods to their destination in a safe, responsible and timely manner
  • Collection and delivery of mail, documents and other courier items in a safe, responsible and timely manner
  • Ensure that all assignments and trips are authorized, embarked on and completed on time, with all travel and delivery requirements as per the office standards
  • Oversee the day-to-day maintenance of the assigned vehicles including checking the oil, water, battery, brakes, tires etc. and log them in the start-of-the-day checklist
  • Perform minor repairs and/or arrange for other repairs by logging and urgently reporting to the supervisor
  • Ensure that vehicles are driven safely, optimizing engines use, economizing fuel as well as minimizing wear and tear
  • Report all vehicle maintenance problems, incidents, accidents and damage using official forms immediately to the supervisor
  • Guard vehicle against theft and vandals and ensure that vehicles are locked and parked in the officially assigned locations
  • Ensure that the steps required by ALIGHT rules and regulations are taken into consideration in case of involvement in an incident or accident or damage to the vehicle
  • Appropriately log official trips, daily mileage, gas consumption, oil changes, greasing etc. using the official ALIGHT /UNHCR log books
  • Submit assigned vehicle performance and activities accounted for at the end of every week to the supervisor
  • Maintain vehicle safety standards as per the ALIGHT driver’s guidelines at all times
  • Ensure full accountability for time, assignments and activities on a weekly basis to the supervisor
  • Ensure the cleanliness of the vehicle at all times
  • Respect the speed limits and obey all other Rwanda traffic laws when driving ALIGHT vehicles
  • Be available to work longer hours, after hours and weekends, and when necessary or in an emergency
  • Assist in loading and unloading of vehicles when necessary
  • Perform any other duties assigned by the supervisor, or any other ALIGHT Senior Manager.


EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED:

  • High school diploma
  • Valid Rwanda driver’s license Level B&D

  • Excellent driving skills with minimum 3 years’ experience as driving with good driving record

Reporting Monitoring and Evaluation Senior Engineer reports to the Director of Technical Support Unit Key responsibilities Key duties and responsibilities of a Monitoring and Evaluation Senior Engineer shall include, but not limited to the following: • Draft monitoring, inspection and evaluation manuals / procedures for road maintenance projects and update them regularly to ensure that they are maintained with accurate data; • Analyse road maintenance projects specifications and advise on time schedules and budgets; • Analyse technical drawings and match them with materials and cost estimates ; • Observe existing processes, analyse contractors performance, and address deficiencies accordingly; • Monitor all road maintenance projects funded by RMF, related expenditures and progress towards achieving the project output within planned time and budget; • Report weekly, monthly, quarterly, and annual progress of all project activities to the Supervisor; • Collaborate with technical team to ensure that the Contract Management System database on new and on-going road maintenance projects is regularly updated; • Conduct regular site visits to road maintenance projects to collect infield activities information relevant for progress monitoring and reporting and advising the management on improvement to be done; • Provide feedback to the Director of Unit on progress of road maintenance works after conducting field visits to projects funded by RMF.
