Reporting to the Chief Investments Officer, the Head, Fixed Income will be responsible for identifying, assessing, and executing fixed income investment opportunities.

Key Duties and Responsibilities

  1. Identify fixed income investment opportunities (sovereign bonds, corporate bonds, repurchase agreements, interest rate swaps, fixed term deposits, etc.)
  2. Carry out financial analysis to determine the risk-adjusted returns around an investment opportunity
  3. Execute acquisitions/sells of fixed-income instruments depending on market conditions
  4. Support forecast inputs of the Portfolio Management team on rates evolution
  5. Perform R&D activities such as developing computation tools like pricers, research papers leading to ground-breaking ideas for the Investment Function
  6. Contribute to the investment policies, procedures, and manuals of the Fixed Income department
  7. Prepare the strategic and business plans and related budgets in the Fixed Income Function and ensure their successful implementation
  8. Manage and maintain effective relationships with external research partners (e.g. NISR, group entities, private companies, etc.)
  9. Perform market analysis on target markets and stay up to date with trends in the local and foreign markets
  10. Oversee the accuracy of the investments payments and income to be received
  11. Manage staff under his or her Supervision
  12. Develop and disseminate performance contracts to his/her subordinates
  13. Provide advice on strategy relating to the proposed and existing projects
  14. Encourage creativity and innovative thinking within the team
  15. Perform any other duties related to Fixed income Function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s degree in mathematics, Finance, Accounting, Economics, Real Estate or any other relevant field with preferably 4 years’ relevant experience, 2 of which should have been in Managerial role

OR

  1. Bachelor’s Degree in Mathematics, Finance, Accounting, Economics, Real Estate or any other relevant field with preferably 6 years’ relevant experience, 2 of which should have been in Managerial role
  2. Professional certification in ACCA, CPA, CFA, or a related field is an added advantage

  1. The role holder must have strong corporate finance skills
  2. The role holder must demonstrate in-depth experience in the pricing of financial instruments

Key Duties and Responsibilities

  1. Coordinate and supervise the preparation of periodical financial reports and ensure that they are timely submitted
  2. Coordinate, supervise and ensure timely budget preparation, execution, and reporting
  3. Ensure close monitoring of current accounts and fixed Income securities (Term deposits, T-bonds, T-Bills, Corporate Bonds, commercial papers) of all Schemes managed by RSSB
  4. Liaise with internal and external auditors
  5. Allocate activities among functions under his/her supervision
  6. Oversee Financial Reporting and Analysis and Budget and Treasury activities
  7. Evaluate the performance of and provide training and opportunities for Finance staff.
  8. Execute the plans of the organisation in accordance with the policies and directives of the top management.
  9. Oversee preparation of plans Finance department
  10. Identify gaps in policies related to the Finance function and propose necessary improvements
  11. Prepare plans of the Finance department and ensure their effective implementation

Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Finance, Accounting, Economics, Business Administration, Commerce with at least 6 years’ experience, 2 of which should have been in a senior managerial role

OR

Key Duties and Responsibilities:

  1. Provide direction on the development and implementation of policy, procedures and processes; and work with appropriate structures to ensure effective execution of policy and practices
  2. Review, discuss and agree fund strategy and structure with RSSB board, investment managers and other advisers
  3. Ensure that the scheme operates effectively and meet performance, quality and customer care targets, as well as complying with industry standards
  4. Keep up to date with current statutory regulations and monitor changes in the legal situation for pension providers and developments in pension provision in order to ensure the optimum performance of the fund
  5. Deal with complex pension claims and develop communication strategies to promote the beneficiaries of EjoHeza pension scheme
  6. Meet with and encourage communication between actuaries, fund managers, solicitors and consultants and advise RSSB board on new and emerging financial issues
  7. Monitor EjoHeza pension scheme performance and prepare relevant reports and make recommendations to improve the scheme in response to member feedback and scheme performance
  8. Lead the implementation of specific key performance indicators and measures against outcomes detailed in the departmental strategic and business plans as set out by the Executive
  9. Establish the strategic and operational plans of the Department and prepare related budgets and monitor their implementation
  10. Oversee staff under his/her supervision for compliance with established policies and objectives of the institution and evaluate performance of staff of the department
  11. Report regularly on progress with implementation of operational plans and ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions
  12. In collaboration with PR and Communication function, ensure high level of awareness of the scheme among the public given its voluntary nature
  13. Engage with relevant external stakeholder in the scheme’s mobilization activities to boost subscription and savings into EjoHeza
  14. Coordinate timely processing and payment of benefit claims and intervene in promptly handling disputes from members
  15. Identify gaps and scheme’s challenges and propose initiatives for improvement of scheme performance and benefits package as well as development of new products
  16. Ensure regular monitoring and monthly reporting of EjoHeza targets and adjust strategies accordingly to ascertain they are achieved
  17. Work closely with the Investment function to ensure EjoHeza funds are prudently invested at relatively high interest rate and ensure Net Asset Value (NAV) is recorded into the system on regular basis as per the procedure
  18. Oversee day-to-day pension management and the administration of funds
  19. Perform any other duties related to EjoHeza scheme as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

1. Master’s Degree in Business Administration, Commerce, Finance, Economics, Actuarial Science or any other relevant field with at least 6 years’ experience, 2 of which should have been in a managerial role

Key Duties and Responsibilities

  1. Identify gaps, develop, and maintain a compliance management policy and framework
  2. Promote enterprise-wide compliance management culture
  3. Coordinate RSSB staff trainings on internal policies and other applicable regulations and monitor their effectiveness
  4. Oversee all activities related to fraud prevention, detection, reporting and investigation across all RSSB processes
  5. Oversee compliance management obligations and ensure they are factored into contract and performance management
  6. Monitor and report Institutional fight against the crimes of money laundering and the financing of terrorism
  7. Monitor RSSB compliance with its regulatory obligations
  8. Prepare and submit periodic and annual reports to Management and the Board on the status of compliance within the Institution
  9. Coordinate surveys and oversee periodic internal reviews or audits to ensure that compliance procedures are followed
  10. Head the internal investigation on compliance issues and regularly report any identified breach
  11. Identify, evaluate, and assess Institutional compliance risks and propose effective mitigation measures
  12. Prepare and implement effective plans to manage a crisis or compliance violation
  13. Work cooperatively with internal and external auditors when needed
  14. Prepare and ensure timely appropriate compliance reports with regulatory agencies and other stakeholders
  15. Discuss compliance issues with management or employees
  16. Work with other concerned departments to ensure existence, communication and implementation of updated and comprehensive regulatory policies, procedures, and laws
  17. Oversee the preparation of strategic and business plans and related budgets and ensure their successful implementation
  18. Manage and evaluate staff under his/her supervision
  19. Perform any other duties related to the Compliance Management function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Law, Regulatory Affairs, Auditing, Corporate Governance, Business Administration, or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelor’s Degree in Law, Business Administration, or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a managerial role
  2. Post graduate diploma from Institute of Legal Practice and Development (ILPD) Rwanda as an added advantage

Key Duties and Responsibilities

  1. Overseeing the management of assets, logistics, archives & library, and records management
  2. Oversee the process of developing policies and procedures of all administrative operations
  3. Overseeing the development of RSSB’s operational strategy

  1. Health Management Advisor

The Health Management Advisor will be based in Nyabihu District and will report directly to the Director of Programs and Development. The post holder will support the SIDA CSO Programme Manager in the implementation of the Sida CSO Strengthening Programme in all its components and in an integrated and coordinated way, and consistent with the Country Strategy. S/he is also responsible for ensuring that the technical inputs and support are provided to the project team, to Sida CSO staff, partner CSOs and child-led groups in all project sites.

With the support of the Sida CSO Programme Manager, Head of MEAL, CP/CRG MEAL Officer, Technical Specialist, s/he will be responsible for the review and refinement of strategies over the project cycle; identifying and resolving project issues; and using tools that will help measure project success.


Qualifications and experience

  • University Degree in Social Sciences, development studies, project management or related area.
  • Minimum 3 years of work experience with INGOs/NGOs, with at least 2 years’ experience with child rights governance in partnership-based programming
  • Good skills and experience in all aspects of programme cycle management – design and development, implementation, and monitoring and evaluation.
  • Knowledge on Child protection, Child rights governance, Civic space issues will be an advantage.
  • Experience in organizational capacity development, training, mentoring, and coaching.

Qualifications and experience

  • Bachelor degree in any Social Sciences, preferably education background in one of the following areas notably gender equality, conflict sensitivity, climate change and child right programming
  •  Minimum 3 years’ experience in Civil society capacity building, child agency, child rights and civic space inclusive advocacy programming within local NGOs or International NGOs,
  • Proven experience in Monitoring, Evaluation, Accountability and Learning against child-focused programmes;
  • Good skills and experience in advocacy tracking and documentation policy influence arena;
  • Ability to document and generate programme changes and impacts with the use of sound tools;
  • Experience in mentoring and coaching partner CSOs on delivering and achieving measurable interventions aligned to child programming;

Ecology and Groundskeeping Assistant

The Rwanda Institute for Conservation Agriculture (RICA) is a unique and innovative English language undergraduate institution dedicated to preparing the next generation of agricultural leaders of Rwanda and East Africa. Students at RICA will engage in curricular and co-curricular learning opportunities emphasizing Conservation Agriculture and One Health principles, oral and written communication, leadership, and entrepreneurship.

In an experiential learning environment, students will develop the knowledge and experience necessary for a wide range of careers in agriculture. Students at RICA will experience the six Enterprises including Beef Cattle and Small Ruminants, Dairy, Poultry and Swine, Row and Forage Crops, Vegetable and Tree Crops, Irrigation and Mechanization. Communication, One Health Systems Thinking, and Entrepreneurship are woven throughout the curriculum. All RICA graduates will be innovative problem solvers able to operate farms and ranches, start agribusinesses, assume management roles in cooperatives, NGOs, and other agricultural enterprises, serve their communities as extension agents and technical and policy experts, or assume positions of agricultural leadership in Rwanda.


DESCRIPTION

We are seeking a Ecology and groundskeeping Assistant to support RICA:

(i) in conserving the remnant natural woodland forest on RICA’s 1,300ha campus in Gashora and Rweru; and

(ii) in implementing and sustaining its campus landscaping masterplan.

The ideal candidate will have a passion for plant ecology and biodiversity. They demonstrate technical skills in day-to-day groundskeeping and apiary management, with proven success in resource management. A good communicator willing and eager to champion agricultural education, they have knowledge of biodiversity conservation and environmental management.

RESPONSIBILITIES 

The Ecology and Groundskeeping Assistant will have dual reporting responsibilities:

  1. Under the Conservation Ecology Lecturer, the Land Steward will play a crucial role in supporting the environmental planning, design, restoration, rehabilitation and/or maintenance of RICA’s arboretum, herbarium, apiary and botanical gardens.

The Land Steward will also oversee maintenance activities, including invasive species control, habitat restoration and trail maintenance.  Additionally, they may engage in research, outreach and educational programs to promote environmental conservation and awareness within and outside of RICA. Their regular tasks will include: Field biodiversity data collection and analysis, ecological surveys, threat assessments, species distribution mapping, beekeeping and honey production.

  1. Under the Maintenance Officer, the Ecology and Groundskeeping Assistant will lead the Grounds Maintenance team and be responsible for supervising the maintenance and upkeep of RICA campus’ softscapes and hardscapes, ensuring they are kept clean, safe, and visually appealing. The Ecology and Groundskeeping Assistant is charged with implementing and maintaining RICA’s groundskeeping and landscaping masterplan, assisting in planning and managing landscaping activities.


Crosscutting responsibilities include:

  • Designing and implementing a quarterly schedule of works.
  • Keeping meticulous records (financial and ecological).
  • Monitoring and reporting on resource allocations.
  • Ensuring responsible use and upkeep of equipment provided.
  • Planning, supervising and managing use of casual workers.

MINIMUM QUALIFICATIONS 

  • Secondary school diploma with at least 7 years of experience in ecological conservation, groundskeeping, landscaping, or a related field.

OR

  • Bachelor’s degree in Botany, Ecology or related fields with at least 2 years of experience in ecological conservation, groundskeeping, landscaping, or a related field.

PREFERRED QUALIFICATIONS

  • Knowledge and demonstrated experience of 2 years in: biodiversity data collection and analysis; beekeeping, and/or landscaping activities.
  • Excellent English and Kinyarwanda writing and communication skills.
  • Knowledge of local flora and fauna, ecological processes, and land conservation principles.
  • Knowledge of basic grounds maintenance techniques and equipment operation.
  • Resident of Bugesera would be an asset.
