Job Description

• Work closely with local Government and other technical staff at District level to make sure the project activities are included in the District Development Strategy (DDS) and implemented according to the project development objectives;
• Support in mobilizing Community Driven Development subprojects (CDDs) beneficiaries and identify the CDDs;
• Monitor the project’s activities and produce the reports to the Coordinators in collaboration with the M&E Specialist;
• Oversee the implementation of project activities at the District level in collaboration with the M&E Specialist, promoting the project at District level and among all partners;
• Oversee and manage project implementation, monitor work progress, and ensure timely delivery of outputs in Project intervention areas;
• Report to the M&E Specialist regarding project progress, and the reports should contain assessments of the progress of implementing activities, including reasons for delays, if any, and provide recommendations for improvements;
• Support the M&E Specialist in developing and facilitating the implementation of a comprehensive monitoring and reporting system;
• Support in the preparation of detailed annual work plans and budget templates;
• Supervise, coordinate, and facilitate the work of the hired service providers by the project in the Districts;



• Provide inputs to the management by providing technical reports, and other documents as described in the M&E plan for the overall project;
• Participate in the PSC meetings and coordinate project site visits;
• Represent the project in relevant meetings and conferences to which REMA is invited in the assigned Districts;
• Actively participate in the supervision, monitoring, and evaluation of projects activities;
• In collaboration with the Environment Officer and forests officers, oversee all the Environmental aspects of all project activities implemented under the project at District level;
• Assist in developing and reviewing technical studies carried out in the project site through field visits, consultation meetings with communities, NGOs, local Government in order to ensure accurate information and oversee the activities of contracted parties, such as trained facilitators, implementing agencies, supporting staff and other providers of services to the beneficiary communities;
• Ensure that all projects funded community-level sub-project activities are in line with the district development strategy (DDS);
• Prepare the Annual Work Plan and budget at a local level in line with REMA projects/programs;



• In close collaboration with the Project Accountant, ensure that funds are disbursed in a timely manner that it does not hinder the implementation of projects activities and that all projects resources are used efficiently and effectively;
• Collect data (contact details, work plans, meeting schedules) and maintain comprehensive operational information on all partners’ activities in the assigned districts including NGOs, Government offices, community-based organizations, and civil society, this exercise will be undertaken jointly with District Environmental Officers, District forests officers and Joint Action Development Forum JADF “Permanent Secretary”, and will involve capacity building with local partners. The recommendations on their needs in the mainstreaming environment in their daily development activities will also be submitted to REMA;
• Prepare weekly, monthly, quarterly and annual progress reports on the progress of the implementation of the project activities at District level, including technical, financial, highlighting challenges and proposing appropriate solutions;
• Establish Community Driven Development subprojects amongst the community;
• Prepare to be based in the project assigned District;
• Perform any other activities directly related to the project objectives that will be assigned by the immediate supervisor.

Job Description

• Communicate results of hydrological studies to a non-technical audience.
• Coordinate and supervise all related hydrological activities during studies and implementation phases of the project,
• Work closely with the Consultant Firm during the elaboration of feasibility study and detailed designs of wetland rehabilitation interventions
• Work closely with the Supervising firm and implementing company during the project implementation (funded by both World Bank and NDF) towards the smooth accomplishment of project targets and objectives,
• Provide guidance and review deliverables produced by the Consultancy Firm contracted by the City of Kigali for the detailed designs of flooding hotspots,
• Provide guidance and review deliverables produced by the Consultancy Firm contracted by the City of Kigali to develop the Stormwater, Management Master Plan Provide guidance and review deliverables that support investments financed by partner institutions (e.g. NDF)
• Provide expertise and guidance on hydrological data collection, development of hydrological models,



• Work closely with engineers, scientists, and public officials to study and manage the water distribution as well as to ensure the quality, integrity and sustainability of infrastructure construction projects,
• Work closely with the Consultant Firms during data collection such as measurement of water bodies properties, such as volume and stream flow,
• Review hydrological reports submitted by Consultant Firms, Supervising Firms and Project implementers,
• Conduct research on ways to minimize the negative impacts of erosion, sedimentation, or pollution on the environment,
• Use computer models to forecast future water supplies, the spread of pollution, floods, and other events,
• Evaluate the feasibility of water-related projects, such as wastewater treatment facilities, recreational facilities,
• Plan and collect surface water or groundwater and monitor data to support project,
• Work closely with Rwanda Water Board agency on water resource issues,
• Conduct analysis of watershed and storm water studies,

• Work with specifically-designed computer modelling packages to assess the most effective methods of managing available water in a particular area,

• Contribute to development of all reports of the donor related to hydrological data for the project,
• Assist the Project Coordinator/Sector Specialist in analyzing, providing required inputs and approval of project hydrological reports and data,
• Organize technical workshop to review and validate project documents, including hydrological reports,
• Link with key project stakeholders to achieve the objective of the project,
• Prepare written reports and presentations of their findings,

Community Driven Development Specialist Under Contract at SPIU REMA : Deadline: Jul 21, 2023

Job Description

• Work in close collaboration with the district authorities and Joint Development Action Forums (JDAFs) and Field Environmentalists to establish the District Project Coordination team (DPCT) and assist the project in identification/ planning/development and implementation of sub-projects.
• Provide guidance to communities on sub-component activities and ensure that the selection of activities is done in accordance with the guidelines and procedures specified in the Project Implementation Manual (PIM), and that the activities reflect communities’ own priorities.
• Help revise/update the project guidelines particularly in the areas of community preparation and implementation of natural resource management activities, to be in line with the national community development strategy if any, and to take on board lessons from implementation as shall be determined by the management;
• Help the beneficiaries in developing Annual Work Plans and Budgets (AWP&B) for activities;

About the Position

The Senior Program Coordinator will be based at FXB Rwanda Coordination Office in Ruyenzi with core responsibilities to coordinate and oversee assigned projects.

Reporting to the Executive Director, the Senior Program Coordinator will work closely with the technical coordination team and field-based project coordinators to ensure the smooth implementation of projects as well as supporting the field-based project teams. The position is for a one-year fixed term contract with possibility of renewal based on performance and will be remunerated in line with the FXB Rwanda salary scale.

Responsibilities:

  • Programmatic:
    • Work closely with the FXB Rwanda technical coordination office team to organize the smooth implementation of the assigned projects;
    • Oversee the assigned projects and assure the proper interventions delivery to the targeted beneficiaries;
    • Work with the projects’ coordinators to develop and submit action plans, write progress reports and other deliverables to donors in a timely manner;
    • Lead the monitoring and evaluation activities of the projects through the coordinated approaches and use of the developed informative and adapted tools and approaches;
    • Engage with internal and external stakeholders through meetings, dissemination and/or other relevant project events for proper project implementation;
    • Provide support to or otherwise ensure that assigned projects are implemented in line with agreed implementation plans.



  • Budgeting:
    • Work with the finance team for proper budget management;
    • Launch the procurement activities in the assigned projects and work with the team to execute their processes;
    • Lead the development of cost-effectiveness strategies and their execution;
    • Ensure the financial reports submission to donors in coordination with finance team. 
  • Management
    • Lead the capacity building of staff under the assigned projects in the aspects of interventions’ implementation and others that are sine qua non for their responsibilities’ fulfillment;
    • Regularly track the projects’ staff performance;
    • Contribute to the development of the environment which is conducive for increased staffs’ productivity;
    • Support the recruitment of staff under the assigned projects;
    • Provide the relevant support sought on meeting the Human Resource procedures for staff working on the assigned projects;
    • Participate in internal and external management meetings, including relevant working groups. Present impact work at different country and partner meetings as required.



  • Program Development and Monitoring
    • Work with the team in the development of the strategies for addressing the gaps
    • Work with the program development team to look for potential funding opportunities and support the development of new project proposals;
    • Lead the assessment of the possible gaps in ongoing programming. 
  • Other duties
    • Participates in the stakeholders’ meetings in the catchment areas as well as for FXB representation;
    • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation.

Qualifications:

  • A proven track record in coordinating projects and developing strong relationships with government institutions, civil society organizations, and local communities;
  • Master’s degree in Project Management, Business Administration, Development Studies, Social Sciences and other related fields;
  • 5 years of working experience with 3 years in management positions, preferably with Non-Government Organizations;
  • Proven experience of stakeholders engagement at national and local levels;
  • Fluency in English, French, and Kinyarwanda languages is a must;
  • Ability to interpret financial data and prepare budgets and financial grant reports;
  • High level of skills in Microsoft Suite and G-suite;

Position Description

The Admin Assistant and Receptionist will provide full administration and operations support to EDC by working closely with the Human Resources and Operations Specialist and with the Finance and Administration Manager in accordance with the set standards and procedures for EDC projects in Rwanda. This position reports to the Human Resources and Operations Specialist. This position is located in Kigali.


Essential functions include [but are not limited to]:

Reception:

  • Manage the Reception desk and switchboard;
  • Receive, dispatch and file all official correspondence
  • Welcome and direct visitors to the appropriate employees or appropriate meeting rooms within the organization
  • Collect and arrange couriers
  • Maintain general tidiness of the reception (outdoor and indoor reception areas) and meeting spaces


Administration and Operations:

  • Provide full administration support to the team and departments.
  • Make available all administration templates to project staff

Position Description

The Accountant will assist the Finance and Admin Manager in performing project accounting tasks. S/he will be responsible for preparing timely and accurate financial reports and assisting in the preparation of financial spreadsheets, cash flow forecasts, data entry and back up files scanning, corresponding with vendors, as appropriate, and ensuring the project is compliant with USAID financial regulations. This position reports to the Finance and Admin Manager. This is a full-time position based in Kigali, Rwanda. (no relocation allowances are provided for this position).

Essential functions include, but not limited to the following:

  • Supports the Finance and Admin Manager in conducting day-to-day finance operations, including implementation of EDC and USAID policies, procedures and systems;
  • Supports the Finance and Admin Manager in the preparation of project monthly financial reports and tracking of spending against the approved budget;
  • Manages the process of clearing bills, advance reconciliation, payments, and vouchers, including a review and certification of supporting documentation to ensure it is compliant with local tax laws, as well as USAID and EDC policies;
  • Records project transactions in QuickBooks, utilizing the correct charge codes and monitoring alignment to budgeted activities;
  • Prepares the bank reconciliation of each account prior to the monthly close;
  • Supports the Finance and Admin Manager in preparing wire transfer requests;
  • Works closely with the Finance and Admin Manager to ensure reconciliation of monthly expense reports and respond to any inquiries, as necessary;
  • Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
  • Provides necessary information for payroll to ensure salaries are being processed in accordance with requirements;
  • Scans and files all supporting financial documentation on a monthly basis per EDC file retention policies;
  • Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters, as well as with EDC colleagues;
  • Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and;
  • Other duties as required.

Key Duties and Responsibilities

  1. Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans
  2. Develop and oversee the implementation of the Supply Chain and asset disposal processes and ensure they are carried out in compliance with the procurement and asset disposal Law
  3. Coordinate the development and review of the annual Supply Chain and asset disposal plans in line with the Law and monitoring their implementation
  4. Receive requests for tendering processes from different Departments, Divisions and Units, collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain
  5. Review of terms of reference and technical specifications from user departments
  6. Coordination of preparation of tender documents
  7. Review tender documents related to consultancy services, goods and works before its publication
  8. Review the response to the bidders’ queries related to the published tenders
  9. Make follow up of opening and evaluation of tenders
  10. Ensure timely notification of evaluation results to the bidders
  11. Review the weekly and monthly procurement report, communicate, and negotiate with suppliers and vendors
  12. Oversee the management of inventory, stores, and assets in compliance with the guidelines issued by the organisation and the National Treasury
  13. Monitor Contract management to ensure conformity with the contract terms and conditions and suggest improvements to increase efficiency of supply chain profitability for the organisation
  14. Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements in collaboration with other departments
  15. Ensure development and management supply chain, capability and culture that reflect the values which facilitates performance and professionalism.
  16. Perform any other duties related to Operations function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 6 years’ experience, 2 of which should have been in a managerial role

Key Duties and Responsibilities

  1. Coordinate the development of RSSB strategic and annual action plans and follow up their approvals
  2. Monitor the implementation of the institution’s plans and ensure appropriate periodic reporting of activities
  3. Carry out periodic institutional performance reviews and present periodic performance reports to the management
  4. Ensure RSSB businesses and processes are regularly reviewed, change needs are identified and change proposals are presented to management
  5. Initiate and ensure successful implementation of approved changes across the board
  6. Initiate and coordinate actuarial valuations of schemes under RSSB management
  7. Supervise both internal and external actuarial exercises and monitor the implementation of the outcomes
  8. Provide actuarial advice to the institution’s senior management team and enhance development of actuarial skills in the organisation
  9. Ensure policy and research gap analysis is regularly conducted to identify areas that need specific policies and research
  10. Coordinate all research activities, review research methods used and present research findings to the management

  12. Enhance schemes data integrity and ensure all necessary data analytics tools are in place to improve data-driven decisions

  1. Ensure the review of the schemes’ projection of members, collections, benefit pay-outs and expenses to ascertain the schemes financial soundness

Key Duties and Responsibilities

  1. Oversee the processes of contracting and inspection of Health Service Providers and follow up contracts’ execution
  2. Coordinate activities related to facilitation of access to medical benefits by eligible members
  3. Ensure quality and timely service to customers by managing requests/claims related to medical benefits according to the standards in place
  4. Plan, organise and manage all activities of department, to ensure excellent, effective customer service delivery to members, health service providers and other stakeholders
  5. Oversee verification of medical and pharmaceutical invoices and approve benefits payments to health service providers
  6. Ensure accuracy and timely payment of services provided to members and put in place strong control mechanisms according to RSSB standards, contracts terms and regulations
  7. Develop and propose policies and strategies aimed at enhancing contracting of health service providers, accessibility of quality service to members and payment of medical and pharmaceutical benefits
  8. Oversee all activities related to prevention, detection and investigation of fraud and malpractice cases and devise mitigation strategies
  9. Develop and implement strategic and operational plans and related budgets for the medical function
  10. Ensure timely preparation, review and submission of periodic and annual progress reports on the implementation of approved strategic and operational plans
  11. Participate in the preparation and coordination of actuarial valuation of the scheme and monitor the implementation of actuarial recommendations
  12. Ensure the scheme’s cost containment through regular analysis of trends and patterns, monitoring of members’ behaviour towards service utilisation
  13. Lead implementation of specific key performance indicators and measures against outcomes detailed in the medical function’s strategic and operational plans as set out by the Executive
  14. Develop and implement business strategy that results in increased coverage and enhanced contributions
  15. Follow up the accident cases traceability, initiate subrogation process and ensure that related repayments are made
  16. In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision
  17. Perform any other duties related to the Medical Insurance function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in a Clinical Medicine Field, Public Health, Pharmacy, Health Sciences, Health Administration, Health Economics, Hospital Administration, Insurance, Actuarial Science or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelor’s Degree in General Medicine, Public Health, Pharmacy, Health Sciences, Health Administration, Hospital Administration, Insurance, Actuarial Science or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a managerial role

Key Duties and Responsibilities

  1. Advise the Board on all internal control procedures within the organisation
  2. Ensure that appropriate technical advice and support and quality assurance is provided to the Audit Committee of the Board and senior management teams
  3. Ensure independent appraisals of organization’s activities, functions, and operations to ascertain internal control frameworks are in place and operating efficiently
  4. Oversee the development, documentation and have approved annual audit plan for organisation and ensure its implementation
  5. Oversee the internal audit plan and development of audit programs for the organisation to ensure efficiency in audit execution
  6. Oversee the risk assessment design and testing activities, based on the risks and processes associated with the area being audited
  7. Ensure detailed audit tests are performed on all RSSB’s operations based on Standard audit programs in accordance with the approved annual audit plan including recommendations to improve efficiency
  8. Review and communicate audit report to the senior management, Chief Executive Officer and to the Board
  9. Circulate and present periodic reports to the Audit Committee highlighting key findings and management actions taken
  10. Coordinate RSSB External Audit Exercises (RSSB Audit by External Auditor/ Office of the Auditor General/ MINECOFIN Audit/ BNR Onsite Inspection among other audits)
  11. Conduct regular follow up of Internal and External Audit recommendations to ensure timely implementation
  12. Oversee the preparation of period and annual follow up reports on implementation progress of internal and external audit recommendations
  13. Oversee the investigation assignments in the scope of internal audit function within RSSB; review and communicate investigation reports to the CEO and other relevant authorities for further investigation and corrective measures
  14. Ensure internal audit and Board audit committee charters are in place and remain current/ updated
  15. Ensure RSSB’s internal audit framework and operating procedures are certified per the international standards
  16. Spearhead the development of and implementation of the use of innovative approaches in performing independent assessment of systems, controls and efficiencies guided by professional standards
  17. Perform any other duties related to internal audit function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Administration with specialization in Audit, Accounting, Commerce, Finance, or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a senior managerial role

OR

  1. Bachelor’s Degree in Business Administration, Accounting, Commerce, Finance, or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a senior managerial role
  2. CPA, ACCA, CIA, CISA or equivalent required

Key Duties and Responsibilities

  1. Provide direction on the development and implementation of policy, procedures and processes and work with appropriate structures to ensure effective delivery of Benefits package unit
  2. Evaluate, existing benefits package and propose evidence-based recommendation for improvement to maximise health benefits within available budget, and ensure all benefits packages comply with current legislation
  3. Communicate with health service providers and other relevant stakeholders to negotiate benefit plans and resolve benefit-related issues
  4. Collaborate with the Ministry of Health and other stakeholders and active participation in technical working with matters pertaining to the Medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol)
  5. Support forecast the risk and liability for future benefits payments through analysis of claim data, mortality, accident, sickness, disability, health services utilization
  6. Promote the use of evidence in designing/updating medical benefits packages with aim to maximise member’s wellness
  7. Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs
  8. Promote the value for money by recommending the most cost-effective services and products to be covered by RSSB medical insurance schemes using the latest evidence
  9. Serve as the secretary to the CBHI health benefits package committee
  10. Collect information from medical claims to monitor implementation of recommended benefits packages, recommend regular updates
  11. Evaluate the cost and cost-effectiveness for all proposed new services and medical products and make recommendations regarding changes in health benefits packages
  12. Collaborate with academic and research institution and clinicians during the assessment of alternative medical services and products though costing and cost-effectiveness studies
  13. Conduct literature review and synthesize evidence on cost-effectiveness of services proposed for cover by RSSB medical insurance schemes for informed recommendations
  14. Oversee staff management of the Department, to make periodical evaluation and to prepare a regular performance report
  15. Prepare operational plans, budgets, quarterly reports on progress with implementation of operational plans and ensure regular and periodic reports are prepared and submitted as and when required
  16. Perform any other duties related to the Benefits Package Revision function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Masters’ Degree in Medicine, Pharmacy, Economics, Public Health, Epidemiology, or a relevant field with at least 5 years’ experience, 2 of which should have been in a managerial role.
