Project Description

The primary purpose of the 3-year, USAID-funded Ibitabo Hose Ku bana Bose (IHKB) Project is to strengthen the market system for teaching and learning materials and increase the quantity, quality, affordability, and accessibility of books and other reading materials (physical and digital) in schools, homes, and communities, contributing to improved reading outcomes.


Position Description

The Accountant will assist the Finance and Admin Manager in performing project accounting tasks. S/he will be responsible for preparing timely and accurate financial reports and assisting in the preparation of financial spreadsheets, cash flow forecasts, data entry and back up files scanning, corresponding with vendors, as appropriate, and ensuring the project is compliant with USAID financial regulations. This position reports to the Finance and Admin Manager. This is a full-time position based in Kigali, Rwanda. (no relocation allowances are provided for this position).

Essential functions include, but not limited to the following:

  • Supports the Finance and Admin Manager in conducting day-to-day finance operations, including implementation of EDC and USAID policies, procedures and systems;
  • Supports the Finance and Admin Manager in the preparation of project monthly financial reports and tracking of spending against the approved budget;
  • Manages the process of clearing bills, advance reconciliation, payments, and vouchers, including a review and certification of supporting documentation to ensure it is compliant with local tax laws, as well as USAID and EDC policies;
  • Records project transactions in QuickBooks, utilizing the correct charge codes and monitoring alignment to budgeted activities;
  • Prepares the bank reconciliation of each account prior to the monthly close;
  • Supports the Finance and Admin Manager in preparing wire transfer requests;
  • Works closely with the Finance and Admin Manager to ensure reconciliation of monthly expense reports and respond to any inquiries, as necessary;
  • Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
  • Provides necessary information for payroll to ensure salaries are being processed in accordance with requirements;
  • Scans and files all supporting financial documentation on a monthly basis per EDC file retention policies;
  • Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters, as well as with EDC colleagues;
  • Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and;
  • Other duties as required.

The candidate for the position of Accountant shall have at a minimum the following qualifications:

Education:

Bachelor’s degree required.


Skills and Experience:

  • A minimum of 4 to 5 years of directly relevant experience;
  • Experience supporting large USAID or other international donor-funded projects preferred
  • Proficiency working with QuickBooks accounting system required
  • Proficiency in MS Excel and MS Word;
  • Knowledge of Rwandan labor and tax laws;
  • Detail-oriented and organized;
  • Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure;
  • Ability to work independently, as well as within a team in difficult work environments;
  • Demonstrable initiative, creativity, and flexibility
  • Ability to work independently and effectively in groups
  • Strong interpersonal & organizational skills
  • Willingness to travel to provinces covered by the project


Language:

Key Duties and Responsibilities

  1. Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans
  2. Develop and oversee the implementation of the Supply Chain and asset disposal processes and ensure they are carried out in compliance with the procurement and asset disposal Law
  3. Coordinate the development and review of the annual Supply Chain and asset disposal plans in line with the Law and monitoring their implementation
  4. Receive requests for tendering processes from different Departments, Divisions and Units, collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain
  5. Review of terms of reference and technical specifications from user departments
  6. Coordination of preparation of tender documents
  7. Review tender documents related to consultancy services, goods and works before its publication
  8. Review the response to the bidders’ queries related to the published tenders
  9. Make follow up of opening and evaluation of tenders
  10. Ensure timely notification of evaluation results to the bidders
  11. Review the weekly and monthly procurement report, communicate, and negotiate with suppliers and vendors
  12. Oversee the management of inventory, stores, and assets in compliance with the guidelines issued by the organisation and the National Treasury
  13. Monitor Contract management to ensure conformity with the contract terms and conditions and suggest improvements to increase efficiency of supply chain profitability for the organisation
  14. Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements in collaboration with other departments
  15. Ensure development and management supply chain, capability and culture that reflect the values which facilitates performance and professionalism.
  16. Perform any other duties related to Operations function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelors’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 8 years’ experience, 2 of which should have been in a managerial role

  1. The incumbent must have in-depth knowledge in operational excellence and total quality management

Key Duties and Responsibilities

  1. Coordinate the development of RSSB strategic and annual action plans and follow up their approvals
  2. Monitor the implementation of the institution’s plans and ensure appropriate periodic reporting of activities
  3. Carry out periodic institutional performance reviews and present periodic performance reports to the management

Key Duties and Responsibilities

  1. Manage and oversee team cohesiveness, team spirit, motivation, and development to bring out the expertise and professionalism of the team members
  2. Coordinate the preparation and consolidation of the overall human capital budget to ensure key areas are included in line with the RSSB strategy and annual calendar

Key Duties and Responsibilities

  1. Ensure the review of the schemes’ projection of members, collections, benefit pay-outs and expenses to ascertain the schemes financial soundness
  2. In collaboration with strategy department, participate in the preparation and implementation of actuarial valuation reviews of the schemes under management
  3. Take stock of the schemes’ trends and advise the management on strategies and policies of improving social security coverage both vertically and horizontally.
  4. Provide instructions to carry out investigations on occupational risks, ensure fraud cases are properly conducted, and analyse and approve investigation reports
  5. Ensure compliance with established policies and objectives of the institution
  6. Detect and prevent frauds and malpractices in the three schemes
  7. Follow up pension benefits of Rwandans who worked abroad
  8. Ensure availability of periodical statistics of the injuries
  9. Make recommendations for improving matters affecting operations of the department, identify gaps and propose training needs
  10. Ensure availability and implementation of policies guiding operations of the department
  11. Ensure provision of quality services to beneficiaries in accordance with standards set
  12. Approve pension, occupational hazards, and maternity leave benefits files before payment
  13. Establish the strategic and operational plans of the department and prepare its budget
  14. Oversee the institution’s operations regarding Pension and Pre-retirement Benefits to ensure efficiency, quality services and cost-effective management of resources
  15. Review activity reports to determine progress and status in attaining objectives
  16. Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s image

  1. Oversee the processes of contracting and inspection of Health Service Providers and follow up contracts’ execution
  2. Coordinate activities related to facilitation of access to medical benefits by eligible members
  3. Ensure quality and timely service to customers by managing requests/claims related to medical benefits according to the standards in place
  4. Plan, organise and manage all activities of department, to ensure excellent, effective customer service delivery to members, health service providers and other stakeholders
  5. Oversee verification of medical and pharmaceutical invoices and approve benefits payments to health service providers

  9. Develop and implement strategic and operational plans and related budgets for the medical function
  10. Ensure timely preparation, review and submission of periodic and annual progress reports on the implementation of approved strategic and operational plans
  11. Participate in the preparation and coordination of actuarial valuation of the scheme and monitor the implementation of actuarial recommendations
  12. Ensure the scheme’s cost containment through regular analysis of trends and patterns, monitoring of members’ behaviour towards service utilisation
  13. Lead implementation of specific key performance indicators and measures against outcomes detailed in the medical function’s strategic and operational plans as set out by the Executive
  14. Develop and implement business strategy that results in increased coverage and enhanced contributions
  15. Follow up the accident cases traceability, initiate subrogation process and ensure that related repayments are made
  16. In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision

  1. Provide direction on the development and implementation of policy, procedures and processes and work with appropriate structures to ensure effective delivery of Benefits package unit
  2. Evaluate, existing benefits package and propose evidence-based recommendation for improvement to maximise health benefits within available budget, and ensure all benefits packages comply with current legislation
  3. Communicate with health service providers and other relevant stakeholders to negotiate benefit plans and resolve benefit-related issues
  4. Collaborate with the Ministry of Health and other stakeholders and active participation in technical working with matters pertaining to the Medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol)
  5. Support forecast the risk and liability for future benefits payments through analysis of claim data, mortality, accident, sickness, disability, health services utilization
  6. Promote the use of evidence in designing/updating medical benefits packages with aim to maximise member’s wellness
  7. Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs
  8. Promote the value for money by recommending the most cost-effective services and products to be covered by RSSB medical insurance schemes using the latest evidence
  9. Serve as the secretary to the CBHI health benefits package committee
  10. Collect information from medical claims to monitor implementation of recommended benefits packages, recommend regular updates
  11. Evaluate the cost and cost-effectiveness for all proposed new services and medical products and make recommendations regarding changes in health benefits packages
  12. Collaborate with academic and research institution and clinicians during the assessment of alternative medical services and products though costing and cost-effectiveness studies
  13. Conduct literature review and synthesize evidence on cost-effectiveness of services proposed for cover by RSSB medical insurance schemes for informed recommendations

Key Duties and Responsibilities

  1. Identify fixed income investment opportunities (sovereign bonds, corporate bonds, repurchase agreements, interest rate swaps, fixed term deposits, etc.)

  3. Execute acquisitions/sells of fixed-income instruments depending on market conditions

  1. Provide direction on the development and implementation of policy, procedures and processes; and work with appropriate structures to ensure effective execution of policy and practices
  2. Review, discuss and agree fund strategy and structure with RSSB board, investment managers and other advisers

Key Duties and Responsibilities

  1. Identify gaps, develop, and maintain a compliance management policy and framework
  2. Promote enterprise-wide compliance management culture
  3. Coordinate RSSB staff trainings on internal policies and other applicable regulations and monitor their effectiveness
  4. Oversee all activities related to fraud prevention, detection, reporting and investigation across all RSSB processes

Key Duties and Responsibilities

  1. Overseeing the management of assets, logistics, archives & library, and records management
  2. Oversee the process of developing policies and procedures of all administrative operations
  3. Overseeing the development of RSSB’s operational strategy
  4. Collaborating with the user departments in identifying operational gaps and propose improvement solutions
  5. Work with the functional managers to deliver excellent services to clients and ensure quality service delivery to customers
  6. Communicate and oversee the implementation of the organisation business strategy in all the security, asset management and logistics, records management, and library functions
  7. Ensure that there are appropriate systems, processes, and tools to support the effective execution of RSSB’s business operations.
  8. Oversee RSSB’s records are well maintained and provided whenever needed to support company operations
  9.  Oversee inventory of office supplies and the purchasing of new material with attention to budgetary constraints
  10. Oversee facilities services, maintenance activities of RSSB’s buildings and other properties.
  11. Organise and supervise other office activities (recycling, renovations, event planning etc.)
  12. Oversee day-to-day operations, plan, and coordinate administrative procedures and devise ways to streamline processes
  13. Ensure operations adhere to policies and regulations
  14. Ensure that all RSSB’s offices are fully equipped
  15. Collaborate with Head of Supply Chain Management to ensure all functions get the required administrative support
  16. Manage the staff under his/her supervision
  17. Develop and disseminate contract performance of the staff under his/her supervision
  18. Ensure timely submission of periodic reports
  19. Oversee the process of preparation of planning and budgeting
  20. Ensure RSSB’s work environment comply with health and safety standards
  21. Perform any other duties related to Operations function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s’ Degree in business administration, Business law, Finance or Accounting with at least 6 years’ relevant experience, 2 of which should have been in a managerial role

OR

  1. Bachelors’ Degree in business administration, Business law, Finance or Accounting with at least 8 years’ relevant experience, 2 of which should have been in a managerial role

  1. Develop and maintain modern, user-friendly front-end web applications using HTML, CSS, and JavaScript, as well as frameworks such as React.js and Angular.

• Undertake rigorous commercial and legal analysis and due diligence for investment deals under negotiation and derive the optimal commercial and legal structure of deals;
• Prepare, negotiate and conclude all legal documentation and contracts required to complete investment deals;
• Read and analyse all required legal agreements and documents-identify any unacceptable/unfavorable terms, consult with relevant stakeholders on impact of such terms and take action to eliminate or modify terms to reach a mutually acceptable agreement;
• Prepare briefs on negotiated deals;
• Collaborate closely with accelerator on strategic deals at advanced discussion phase;
• Engage closely and regularly with relevant external stakeholders- government departments and agencies to ensure alignment on deal structure, incentives and negotiation points;
• Provide complete and accurate information to investor queries on deals under negotiation and exclusive incentives;
• Develop creative solutions to solve complex commercial and legal issues to unblock any negotiation gridlocks and structure mutually beneficial deals-balance between investor needs and national priorities;
