ROLE PURPOSE

The MERL Coordinator will lead the research, monitoring, evaluation, documentation, and learning components of the relevant identified thematic program(s). He/she will build the capacity of Plan International and partner staff in M&E skills and lead learning-based documentation of program progress. She/he will lead the development of the program M&E tools and checklists including supporting the Project Manager and MERL Manager to produce quality program-level reports. S/he will take the lead in documenting change realized through routine monitoring, collection of most significant change stories on program implementation following established guidelines, as well as ensuring quality assurance and technical oversight of projects within given thematic area(s).

We are seeking to hire a qualified, dedicated and experienced “LOGISTCS ASSISTANT” to be based at Head Office, Kigali. The jobholder reports to the Logistics Coordinator.


SUMMARY OF THE POSITION 

To provide day-to-day support to the FH Rwanda Logistics Unit and in particular provide implementation support as related to logistics and procurement activities. The Logistics Assistant also performs driving duties to facilitate transportation of staff and supplies to various destinations as assigned by the Logistics Coordinator.

MAIN KEY RESULTS 

Assist with procurement operations 

  1. Support Procurement Officer in procurement activities for all FH Rwanda programs including identifying goods and services needed by the organization, issuing purchase orders to suppliers, review goods and services from suppliers.
  2. Assist the Procurement committee in the selection of appropriate suppliers and contractors according to established procurement procedures.
  3. Draft Goods and services contracts in close collaboration with Procurement Officer.
  4. Ensure that services and goods delivered are of the agreed quality and standard through a physical verification where possible
  5. Ensure that all documentation and paperwork required for procurement processes are in or order and where necessary liaise with requesting departments in instances where documentation is incomplete or wrong. In line with this, ensure the proper filing and safe keeping of procurement documents.


Logistics and Driving duties

  1. In liaison with the Logistics Coordinator, oversee receiving and shipping of commodities internationally like containerized cargo and customs clearance where applicable.
  2. Compile monthly vehicle mileage report for review by logistics coordinator before submission to the Finance Department.
  3. Assist visitors with travel arrangements (flight change, ticket confirmation, pick up to/from the airport, etc.) and accommodation.
  4. Cary out transportation of staff or guests to various locations as well as perform courier services for dropping off/picking up items such as materials, vendor quotes, etc, observing traffic rules and speed limits
  5. Ensure all passengers adhere to FH vehicle policies including signing of waivers of liability where passengers carried are non-FH staff.

Inventory and Asset Management

  1. In collaboration with the Logistics Coordinator, ensure that all FH vehicle are serviced in a timely manner and that they are in a good condition
  2. In collaboration with the Logistics Coordinator, organize asset disposals process in accordance to the disposal procedures in place.
  3. Perform physical counts of assets and inventory on a quarterly basis, ensuring that said assets and inventory are indicated in an electronic database; said database is to be updated on a quarterly basis


JOB REQUIREMENTS

  • Advanced Diploma (A1 level) in Logistics, Supply Chain management or related field
  • Possess a valid Driver’s license of class B with a clean driving record of accomplishment over the past 5 years (class D license in an added advantage)
  • Minimum 3 years of experience in a similar position.
  • Proficiency in spoken and written English and the local language. Knowledge of French is an advantage.
  • Knowledge of professional procurement and logistics principles
  • Ability to negotiate with suppliers for quality goods and services at competitive prices
  • Experience in dealing with government processes and procedures that relate to procurement and logistics functions
  • Knowledge of basic mechanics required to make assessment for vehicle repairs

Main Tasks and Responsibilities

The open position is composed of three major areas of work, namely in the field of communication, monitoring and finances.

Monitoring (50%)

In the field of monitoring, the person ensures the proper preparation and implementation of the Commission’s interventions, particularly in the area of inner healing, reconciliation and capacity building as well as their documentation, monitoring and evaluation. The person hence ensures a high level of quality of the Commission’s work and constant learning.


The person shall be particularly in charge of:

  1. Regularly monitoring the planned activities at the diocesan and parish level, particularly in the area of inner healing, reconciliation and capacity building;
  2. Organizing and executing trainings, meetings and dialogues as well as other activities in order to support the work of the established Parish Justice and Peace Commission Committees;
  3. Exploring the activity reports of the Justice and Peace Parish Commissions on parish level and ensuring the appropriate follow – up
  4. Regularly monitoring the implementation of set action plans;
  5. Producing periodic reports as well as special reports linked to specific events, such as trainings and workshops.

Communication (30%)

In the field of communication, the person visualizes and communicates the activities and especially the impact of the Justice and Peace Commission’s work in a creative way and hence attracts new partnerships and cooperation on local, national, regional and international level.

The person shall be particularly in charge of:

  1. Implementing the already developed communication and visibility strategy as well as its corporate design through various activities;
  2. Writing, editing, and distributing the Justice and Peace Commission’s communication, including publications, website content, reports, posts on social channels, and other visibility material that communicates the organization’s identity and interventions in close collaboration with the entire team;
  3. Constantly developing innovative products to increase the visibility of the Commission


Financial Support (20%)

In the field of finances, the person will ensure financial planning of activities that are to be realized in the scope of his/her work as well as the collection of all bills and necessary documents in order to prepare the financial reports related to the activities. This will be done in cooperation with the person in charge of finance at the Commission level (accountant).

The person shall be particularly in charge of:

  1. Financial planning of expenses related to activities in the scope of his/her work;
  2. Regularly preparing financial reports in close collaboration with the accountant the scope of his/her work;
  3. Drafting of contracts and agreements as well as collecting of different quotations based on the partner’s finance policy


Professional Requirements

Training & Experience

  • Holder of a Bachelor’s degree in the field of Development Studies, Peace Studies, Impact Monitoring, Social Work, Psychology, or any other related field;
  • Experience in the field of non-violent conflict transformation, (trauma)healing and reconciliation.

Skills & Capabilities

  • Theoretical and practical knowledge in analyzing, planning, monitoring and evaluating activities with a focus on their impact;
  • Theoretical and practical experience in the preparation and execution of innovative trainings, workshops and meetings with different target groups;
  • Creative and conflict-sensitive communication with the ability to develop quality reports and publications for various target groups with a creative use of visual aids;

BASIC FUNCTION OF THE POSITION

The Supervisory Executive Management Specialist (S/EMS) (Full Performance Level/FPL) reports directly to the USDH Supervisory Executive Officer(S/EXO). The primary responsibility of the Specialist is to provide the USAID Mission with the full range of management support services and oversight assistance in the complex daily operations of the Executive Office. The S/EMS is expected to provide strategic leadership, technical guidance and professional expertise and knowledge and collaborate closely with EXO staff in all administrative and logistical EXO functions. 3. BACKGROUND OF THE PROJECT

Federation Handicap International which operates under the name Humanity & Inclusion, in consortium with the Catholic Relief Services (CRS) which is the Prime and other consortium members including: Umuhuza, Three Stones International and the University of Global Health Equity (UGHE), is implementing disability inclusion and rehabilitation/AT component under a five-year USAID-Funded program entitled “Inclusive Nutrition and Early Childhood Development (INECD/ GIKURIRO KURI BOSE)”. The INECD program promotes nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Under this specific component, the project addresses social inclusion needs, child development gaps, physical rehabilitation and assistive technology (rehab/AT) needs focusing on improving accessibility, affordability, and availability of durable assistive products to the end-users in Rwanda. They will be responsible for managing the 3-D printing lab activities including facilitation of pre-service students during practical exercises, production of 3-D Printing low-cost assistive devices and providing technical support to P&O professionals working at: CHUB, CHUK, Gahini Rehabilitation Centre to ensure they do proper scanning and designing of AT devices using 3-D printing Technology.

5. RESPONSIBILITIES & PROFILE OF THE POSITION

Responsibilities of Prosthetic & Orthotic (P&O) Officer

  • Provide coaching, mentorship and supervision of pre-service students during practical exercise
  • Assessment and evaluation of pre-service student during practical exercises
  • Keep in touch with the P&Os from CHUK, CHUB, and Gahini hospital to ensure they receive the best technical support needed to do the scanning and designing of 3-D printing devices needed by their clients
  • Ensure quick production and delivery of good quality 3-D printing devices requested by the clients, taking into consideration the international quality standards
  • Provide monthly, quarterly and annual reports to the line manager
  • Order supplies and materials needed to fabricate orthotic/prosthetic devices and other mobility assistive devices
  • Provide technical support to P&O from CHUB, CHUK and Gahini hospital on proper utilization of 3D printing devices
  • Provide clear and appropriate instructions to the clients on how to care for and maintain 3-D printing devices
  • Ensure that the post printing process is done accurately
  • Support coordination and management of the 3D – printing lab at CEBE
  • Any other assigned task related to P&O lab, by the line manager.

2. HISTORICAL BACKGROUND OF THE PROGRAM

HI started working in Rwanda since 1994. In partnership with the Civil Society Organizations and public institutions, HI sought to promote and support policies and initiatives of the public levels and the civil society aiming at preventing causes of vulnerability and disability and striving for the protection and inclusion of vulnerable persons for the period from 2021 to 2023. In Rwanda, HI focuses on the following 3 strategic pillars:

  • Pillar 1: Social and Economic Inclusion: promoting social, cultural and economic citizen’s participation for the vulnerable persons; ensuring access to education for all; providing an institutionalized expertise and support and enhancing representation and competences of vulnerable persons through their associations;

    3. BACKGROUND OF THE PROJECT

Under USAID funding, Federation Handicap International, in consortium with WV, the project leader and other sub operating partners including Imbuto Foundation, will implement a disability inclusion component in the implementation of the project entitled “Homes and Communities (H&C) Activity”.

The H&C programme will improve literacy outcomes for all Rwandan children by the end of grade 3. It believes that if home literacy environments are improved, if community engagement in promoting children’s literacy is increased, and if learning opportunities for children with disabilities are improved, then children’s literacy outcomes will ultimately increase.

The programme will run for 5 years. The programme’s overall purpose is that all children have safer, stimulating and literacy supportive home and community environments. It aims to achieve the following specific objectives:

  • IR 1: Improved home literacy environment
  • IR 2: Increased community engagement in promoting children’s literacy
  • IR 3: Improved learning opportunities for children with disabilities.

In its mission, HI will be responsible for fully implementing the activities related to the IR3 under which it will be providing expertise to achieve the expected intermediate results:

  • Provide reinforcement for Community Education Volunteers to support families in navigating the referrals system;
  • Reinforce the capacity of established Sector Multidisciplinary Team (SMTD) members on referral system and processes, including inclusive pedagogical tips;
  • Institute Learning Passports to promote and track child participation in literacy activities and programs and transitions to ECD and to Primary ;
  • Provide specialized training for parents/ families and caregivers of children with disabilities + education volunteers on mentoring and coaching, using adapted SAVE SNAP methods that supports children with special educational needs;
  • Provide children with disabilities with assistive technology and help them access to supportive software;
  • Integrate literacy materials and activities for children with disabilities into reading clubs activities including relevant resources from the Enabling Education Network (e.g. posters, activity booklets with Braille translated versions);
  • Develop accessible reading materials and test technology use to support literacy in Braille and Kinyarwanda Sign Language
  • Provide high-touch support to 12 demonstration schools and light- touch support to 60 satellite schools to facilitate transition for learners with disabilities from ECD to primary (grade 3);
  • Train, coach, support and provide supplies for periodic hosting of Reading and Learning Materials Workshops for professional development of parents and community educational volunteers (CEVs) enabling them to replenish and renew locally-made teaching and learning materials specifically for children with disabilities and allow consultations and interaction with guest speakers (specialized doctors, psychologists, educationalists) around learning supports for children with disabilities;
  • Develop a Community of Practice of ECD educators and administrators that includes knowledge exchange, webinars, guest speakers and specialists, exchange visits;
  • Train parents and caregivers in basic skills to support safety, language, literacy and social emotional development for children with disabilities;
  • Support identification of significant developmental delays and disabilities (assessment and referral) through a well-functioning, community coordination and social networks (Health, welfare, protection, rehabilitation) with the support of IZU;
  • Develop Learning and Well-Being Pathways for children with disabilities and monitor their progress (tracking quality of informal social services, learning progress, participation and achievement, transition from ECD to primary), implementing Individual Education Plan (IEPs and unlocking gender disparities with the support of parents, caregivers and community education volunteers;
  • Leverage faith-based communities, networks and local leaders to promote literacy, inclusion, positive and playful parenting and learning promotion and reduce stigma faced by children with disabilities.

In order to ensure quality implementation, HI would like to recruit Disability Inclusion Facilitator to technically support the implementation of the H&C project at district, sector and school levels.

Under the lead and supervision of the HI Project manager and in collaboration with the H&C staffs, he/she will perform the following responsibilities and tasks:

Responsibility 1: Capacity building

  • Activity 1.1: Conduct specialized training for parents/families/caregivers/Education Volunteers of CWDs including mentoring and coaching, using adapted SAVE SNAP methods that supports children with special needs

  • Activity 4.1: In collaboration with the Inclusive Education Specialist, support the provision of assistive technology and access to supportive software that supports children with disabilities
  • Activity 4.2: Strengthen the roles of parents and Community Education Volunteers to work with ECD educators in reading book creation
  • Activity 4.3: Integrate literacy materials and activities for children with disabilities into reading club activities integrate relevant resources from the Enabling Education Network (e.g. posters, activity booklets -need translation)

Responsibility 4: Support monitoring and evaluation at H&C project level

  • Activity 4. Compile field data from (CEVs and ECD caregivers) and forward them to the Inclusive Education Specialist for compilation;
  • Activity 4.2. Support the Inclusive Education Specialist to enter H&C project data into the data base.

Task and responsibilities

  • To Prepare budget forecasts and manage all project accounting transactions
  • To track payments to internal and external stakeholders
  • To Ensure all transactions are in line with the project activities

Position Overview:

We are seeking dynamic and dedicated individuals to join our team as Field Officers. As a Field Officer, you will play a pivotal role in working directly with farmers, serving as the primary contact point to ensure the successful implementation of projects aimed at establishing long-term community resilience against climate change and enhancing farmers’ livelihoods. Operating on motorbikes, you will be at the forefront of community engagement, recruitment, and project execution.

  • Responsible for Training farmers:

Conduct comprehensive training sessions for farmers on agroforestry tree husbandry, sustainable agricultural practices and climate-resilient techniques and collaborate with tea agronomists to ensure farmers receive specialized training in tea cultivation.


  • Tree Distribution:

Oversee the distribution of trees to farmers, ensuring proper documentation and adherence to project guidelines and provide guidance on proper tree planting and maintenance techniques according to prescribe training

  • Implementation Oversight:

Collaborate with Lead farmers and individual farmers to ensure the effective implementation of project activities and conduct regular checks and verifications to ensure compliance with project objectives.

  • Data collection and Management:

Follow up Quantitative Research

Organization Background

Wellspring Foundation for Education is an International NGO whose vision is to be a catalyst for transforming education in Africa and to foster vibrant communities that address poverty in all its forms. Wellspring is registered as an INGO in Rwanda and as a charitable organisation in Langley BC, Canada.

The Wellspring Foundation for Education has been working in Rwanda since 2008, implementing locally-led education programs in partnership with the Ministry of Education, Rwanda Education Board and our partner districts.

Our innovative School Development Program has supported educators, leaders, and the school community members in over 150 schools in Rwanda. Wellspring is also dedicated to developing and piloting local innovations to support quality education in Rwanda – current projects include Gender Responsive Formative Assessment, and Blended Digital Learning for Teacher Professional Development. Wellspring is now leading the implementation of WorldBeing’s Youth First Rwanda program that builds resilience and mental health for young adolescents in Rwandan secondary schools across 7 districts.


Project Background

Youth First Rwanda (YFR) program is a school-based resilience intervention that targets psychosocial, physical, and educational wellbeing among Rwandan youth (ages 13-15) studying in government lower secondary schools. Developed by WorldBeing, a US-based non-governmental organization, YFR draws on scientific evidence from the positive psychology, resilience, and mental health promotion fields. YFR has been specifically customized to the cultural and language context of Rwanda. The program aims to enhance adolescents’ agency by building their planning and decision-making skills and their sense of self-determination. In collaboration with the Rwanda Basic Education Board (REB), WorldBeing piloted YFR in 2020 and officially launched the program in 50 lower secondary schools in 2021. In the 2022-23 academic year, WorldBeing began partnering with The Wellspring Foundation for Education for implementation of YFR. The intervention aims to reach 50 percent of Rwandan lower secondary schools by 2025.

YFR trains and supports schoolteachers to facilitate student resilience sessions: weekly, one-hour meetings of adolescent girls and boys in separate small groups of 15-20 students per week. The core YFR curriculum unfolds throughout one academic year, progressively building tangible skills in:

  • Character strength development
  • Social-emotional and communication skills
  • Goal-setting, problem-solving, and conflict resolution
  • Gender rights, puberty and reproductive health, hygiene, and safe water practices

YFR uses a training-of-trainers (ToT) approach and a curriculum that translates and adapts research and best practices from the fields of emotional resilience, positive psychology, social-emotional learning, conflict resolution and other fields into materials, activities, and skills tailored for young adolescents in Rwanda. Youth First and a similar program Girls First have demonstrated results in increased resilience, self-efficacy, emotional self-regulation, and increased use of practical tools to communicate, solve problems, resolve conflicts, and set and achieve goals. Evidence also suggests increasing youth aspirations and confidence toward completing their education, delaying marriage and childbirth, and reaching career and other life goals.

Teachers receive eight days of intensive training and content immersion in a hybrid remote/in-person format related to resilience, social-emotional wellbeing, problem solving, dealing with difficult emotions, goal setting, and conflict resolution, as well as skills around effective facilitation and student engagement. Additionally, teachers receive regular supportive supervision and mentoring by Master Trainers and further build skills through five monthly peer support sessions over the course of the program. Youth First programs in Kenya and India consistently yield evidence that teachers gain resilience through teaching resilience: teachers report improved psychosocial and educational attitudes and practices such as better teacher-pupil relations, improved relationships with school administrators and other teachers, improved communication and support in the home environment, and greater commitment to students and their education.


Study Background

During the 2022-23 academic year, WorldBeing and Wellspring conducted a quasi-experimental study that sought to (1) answer key questions about the impact of YFR on Rwandan youth and (2) develop an explanatory theory for any observed effects. The study included Senior 1 (S-1) students (ages 13-15) from 50 schools benefiting from YFR and S-1 students from 50 comparable schools not benefiting from YFR. Results from evaluation indicated that the program had a positive impact on short-term outcomes such as knowledge of and confidence in problem solving, managing emotions, goal setting, and facing challenges. However, the impact of the program on intermediate outcomes such as resilience, improved gender attitudes, and increased school engagement were inconclusive.

To better understand the impact of the program on intermediate outcomes and find answers to questions that remained unanswered in our previous research, WorldBeing and Wellspring will conduct a follow-up study in a total of 100 lower-secondary schools across Huye, Kayonza, and Rulindo, Bugesera, Gasabo, Musanze and Rubavu. 

Scope of Work

Wellspring is seeking to recruit quantitative data collectors to administer student and teacher surveys  from a sample of 100 schools across the districts of Huye, Kayonza, and Rulindo, Bugesera, Gasabo, Musanze and Rubavu in January and February 2024.

The data collector’s full scope of work, including tasks, deliverables, and estimated time frame appears in the following deliverables:


Expected Deliverables 

  • Select S-2 students for participation in a group-administered written survey
  • Administer written survey to S-2 students in a group-setting
  • Select teachers for participation in a written survey
  • Administer written survey to teachers
  • Take notes of any developments or challenges that occurred during survey administration

Number of days:

  • Data Collectors will be visiting 100 schools in total across 6 districts (Bugesera, Gasabo, Huye, Kayonza, Musanze, and Rulindo).
  • Data collectors would be divided into 10 teams of 2 people.
  • Each team would visit 1 school per day for 10 days.

Therefore, we would expect the following from each data collector:

  • 1-2 days for data collector training (in Kigali)
  • 2-4 travel days (to/from/between districts)
  • 10 days for data collection (1 day per school)


Details of schools to visit:

The Data Collectors  will be visiting 100 schools for the research, and each data collector will be visiting 10 schools in total. 

Wellspring will be responsible for the following 

  • Provide any supporting documents such as school list, school contact information, and field staff contact information
  • Get permission for school visits;
  • Provide training/orientation to the data collector and her/his research assistants on data collection instruments (i.e., student interview guide, student focus group discussion guide, teacher interview guide, and session observation form)
  • Supervise the data collection process and provide the technical support and feedback needed. 


Responsibilities and Liability of data collectors 

  • Responsible for own transport to and from different schools, accommodation and subsistence
  • Maintaining confidentiality of all Wellspring materials, resources, data and processes shared for review, and that of Wellspring’s partners (schools, districts, NGOs) both during and after the activity;
  • Reading and complying with Wellspring’s Child Safeguarding policy and Prevention of Sexual Exploitation and Abuse Policy.
  • Consider all materials and data as Wellspring’s intellectual property.

Terms of Contract The contract between Wellspring and the data collectors will be a fixed fee determined by mutual agreement of both parties. The data collector selected for this contract must ensure that the entire scope of work (both direct and indirect costs, including travel to/from school sites) can be completed with the available resources.

  • The Data Collector applying to this task are expected to be free during the entire duration of the task, and are expected to to have NO other full time employment contract,

Supervision and Logistics

  • The data collectors shall work under the supervision of the Director of Policy and Programs and the SEL & Resilience Program Manager.
  • The Principal Investigator will be WorldBeing Senior Monitoring, Evaluation, and Learning Specialist
  • The data collector(s) and the relevant Wellspring staff will meet as per the agreed timings and at various stages throughout the process
  • Logistics may be provided by Wellspring;
  • The main working language is English but some data may be provided in Kinyarwanda. Translations may be provided if needed.


Qualifications and Experience

The data collectors hired for this contract will ideally have the following minimum qualifications:

  • University graduate
  • 2-3 years’ experience collecting quantitative data related to education or health in Rwanda
  • Prior experience collecting data in a school setting
  • Excellent verbal and written communication skills in Kinyarwanda and English
  • Having worked as a teacher or a teacher trainer is an advantage.

  1. Project Description

The purpose of the Feed the Future Rwanda Hanga Akazi (HA) Activity is to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans. HA will facilitate capacity development for Rwandans – particularly women, youth, and persons with disabilities – in key technical and soft skills required to participate in a modern workforce and will catalyse new entry and growth of inclusive enterprises. 

  1. Position Description

RTI is hiring a Procurement Specialist on the Feed the Future Rwanda Hanga Akazi Project. The Procurement Specialist will provide technical assistance, support and review

procurement procedures on the activity. This position will be based in Kigali, Rwanda, and will report to the Procurement and Grants Officer.

  1. Responsibilities of the Procurement Specialist include, but are not limited to: 
  • Implements procurement processes in a timely manner and recommends any process improvements to the Finance and Administration Manager
  • Ensure all procurements are administered in compliance with USAID policies and procedures, Hanga Akazi contract requirements, RTI policies, and other regulations
  • Prepare, issue, and negotiate RFQ(s) for assigned procurements such as materials, equipment, commodities, and services.
  • Effectively negotiate with suppliers on a wide variety of commodities and services for the best overall value for money
  • Coordinate issuance of purchase orders in accordance with company policies and procedures
  • Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services.
  • Maintain all procurement files and ensure audit trail for all necessary procurement documentation.
  • Manage and track the procurement of goods and services for the project and grantees in compliance with approved procurement plans to ensure best value and within required lead times for a variety of requirements.
  • Ensure the timely and documented delivery of any goods or services.
  • Perform any other tasks as requested by the supervisor.


  1. Desired Qualifications, Skills and Competencies:
  • Master’s degree in supply chain management, Business Administration, Finance, or related field with 1 year of experience; or bachelor’s degree in one of the above fields with 3 years of experience.
  • Working knowledge of USAID procurement procedures, rules, and regulations.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels internally and externally, with customer-focused support.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Solid computer skills in Word and Excel and experience with financial and other software (spreadsheets, accounting packages).
  • Ability to set priorities and manage time effectively.
  • Self-guided, strong organizational and planning skills

The Gender Equality and Social Inclusion (GESI) Officer will play a pivotal role in providing vital support to the GESI team for the implementation of GESI activities within HA. The GESI Officer will actively collaborate with HA colleagues across technical and administrative areas to ensure the successful integration of HA’s GESI strategy. This position involves tracking and documenting the impact of GESI in project activities and internal processes. Key responsibilities include capturing and disseminating GESI best practices and lessons learned, designing metrics and tools in collaboration with the Social Inclusion and MEL team, and reporting on GESI-related progress and success stories within HA activities and among HA partners, including grantees.  GESI Officer will be responsible for following up implementation of GESI mainstreaming endeavors in HA activities.


  1. Responsibilities of the GESI Officer include, but are not limited to:
  • Support GESI Activities: Provide essential technical support in GESI-related matters to contribute to the successful implementation of HA’s GESI strategy
  • Collaboration: Actively collaborate with HA colleagues across technical and administrative areas to ensure seamless integration and mainstreaming of GESI priorities.
  • Best Practices: Support the GESI team in capturing and disseminating GESI best practices and lessons learned to promote knowledge sharing and improve project outcomes among HA teams and partners.
  • Concept note preparation: Support GESI team to prepare concept notes and requisitions for GESI related activities.
  • GESI Capacity development: Support the GESI team to build capacity of HA team members and partners on GESI related concepts.
  • GESI Impact Tracking: Support GESI and MEL team to collect data, track and document the GESI related impact, progress and success stories within project activities and partners including grantees.
  • Reporting: Periodically report to the Social Inclusion manager on the GESI related cross-cutting elements, progress and successes within HA activities and partners including
  • Developing GESI tools: Support in developing and implementing strategies, standards, and tools to mainstream gender and social inclusion across programming and operations.


  1. Desired Qualifications, Skills and Competencies
  • Bachelor’s degree in Gender, social sciences, or a relevant field and a master’s degree in a related field is a plus.
  • A minimum of 2 years of experience in GESI-related roles, with a preference for experience in the private sector and similar development projects.
  • Demonstrated experience in the implementation of GESI-related projects, including capacity development and the development of GESI strategies.
  • Strong understanding of GESI principles and a strong commitment to promoting inclusion and equality.
  • Previous experience in report and concept note writing for USAID or similar donor-funded projects is an advantage.
  • Exceptional interpersonal and relationship-building skills.
  • Outstanding communication skills, both written and verbal.
  • Proven ability to work collaboratively with diverse teams and stakeholders.
  • Highly organized with meticulous attention to detail.
  • Proficiency in English and Kinyarwanda is required

TRIAL MANAGER

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2021-2025 seek to reach 2 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Trial Manager, joining an established and experienced team. This stimulating position incorporates a range of skills and development in multiple areas, allowing for an exciting opportunity for career growth in a dynamic, global organization. It will be based in Kigali, Rwanda, and reports to the Senior Operations Manager.       


                                                          

Purpose of the position:

The Trial Manager (TM) will be employed directly by World Vision Rwanda, will work under direct supervision of the Senior Operations Manager and will be expected to work fully and exclusively on the Deux Oeufs study. The Deux Oeufs project in Rwanda is a collaborative research study implemented by World Vision with the University of Florida (UF) and University of Rwanda (UR).   The TM will be responsible for the coordination, and oversight of the research study conduct, finances, transportation, logistics, and management of all local partner institutions at the place where the study is implemented (Nyagatare district). The TM will report to the Senior Operations Manager as well as WV Principal Investigator.  They will supervise the Project Facilitator (in charge of managing intervention delivery), and all Nyagatare-based staff necessary for the study, including data collection and intervention staff. The position is fulltime based in Karangazi sector, Nyagatare District. The primary duty location will be in Ndama Health Center and occasionally Karangazi Health Center or other nearby health facilities. Thus, this position will be based at project level where intervention and data collection implementation activities are taking place

  • Project Implementation Management
  • Ensure that the Deux Oeufs Research study is conducted according to approved protocol, ethical approvals, donor guidelines and agreed timeline and budget
  • Establish and implement a team management style that will fulfil the study aims, needs, and outcomes to ensure a successful and timely execution of the Deux Oeufs study and which will be in line with approved protocols, IRBs, and budgets
  • Oversee all study component activities to ensure that all activities are being conducted according to the approved protocol, IRBs, and budgets, with particular emphasis on intervention delivery and data collection activities that comprise the research study.
  • Communicate to WVR Senior Operations Manager, UF PI, WVUS PI, and UR PI, as appropriate, as soon as reasonably possible of any events that can affect the smooth running of research activities
  • By liaising with the research study team, ensure all study approvals, consent forms, and other relevant approvals are up to date
  • Prepare and share weekly workplans and updates ensuring that the workplan is designed in such a way that ensures high standards of data quality, using the team and study resources in the most efficient way
  • Work closely with and supervise the Deux Oeufs Project Facilitator (who is primarily responsible for intervention delivery and logistics)
  • Prepare and share weekly progress report/updates in weekly large team meetings
  • Download survey/case report forms (CRF) data from tablets, successfully upload data to server, and check CRF data completeness once per week
  • Conduct weekly supervision visits (at least 2 teams/week, including health facility-based staff and village-based staff)
  • Assist in the translating/back-translating of CRFs, consent forms and other needed documentation
  • Lead/Assist the training of staff on specific topics and ensure all staff trainings/refresher trainings/certifications are up to date
  • Ensure the confidentiality and security of all information obtained from and about human subjects.
  • Actively represent World Vision Rwanda in relevant community meetings (JADF, open days, day of African Child, Health campaigns etc) and maintain key relationships and partnerships with other local and international NGOs/partners in the operational area
  • In collaboration with other project team members, mentor and build capacity of lead mothers and CHWs on the project related skills
  • Participate in preparation of Deux Oeufs in Rwanda project related quarterly, semi-annual, annual plans and operating reports for WVR, including Monitoring & Evaluation related reports as required
  • Facilitate development and/ review of Deux Oeufs project in Rwanda related strategies and technical approaches in collaboration with the sector field-based staff and ensure the alignment to the NO strategies,
  • Attend/lead meetings as needed including but not limited to: internal management meetings, weekly management meeting with WV/Univ of Rwanda/Univ of Florida, all PIs meeting, all staff meeting, etc.
  • Cover for other team members’ duties when on leave, as pre-agreed with the Senior Operations Manager and PIs.
  • Collaborate with the study team by being a role model, fostering a welcoming, safe, neutral, and professional working environment and promoting good work ethics.
  • Any other duties as assigned in accordance with role and level of responsibility.

Accountability, Financial activities, Learning and Innovation

  • By working closely with the WVR Senior Operations Manager, WVR Technical Advisor, WV PI, HR, Procurement, and Finance teams, ensure the study is conducted in accordance within approved budgets
  • Communicate to WVR Senior Operations Manager,  WVR Technical Advisor, University of Florida and University of Rwanda PIs as soon as reasonably possible of events that can affect the conduct of the study within approved budgets and suggest, where possible, alternative modes of action
  • Liaise with WVR Finance to ensure the correct and timely submission of ERs and invoices
  • Ensure findings and recommendations including audits of the project are acted upon effectively and timely,
  • Participate in the pilot of new innovations and project models and in the publication of research documentation to the respective clients/partners/locations

Other Potential Scientific, academic, and dissemination activities, Monitoring & Evaluation:

  • Participate in design and implementation of baseline, needs assessments, and impact evaluations, as well as monitoring program progress to ensure donor compliance and program quality
  • Participate in development and implementation of the project related systems that will support the organization’s efforts to monitor and evaluate the project

  • Review/comment/draft study manuscripts

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Demonstrated experience in conducting qualitative and/or quantitative research, preferably related to government health and/or nutrition policy implementation in communities in Rwanda
  • Experience in primary data collection (e.g. surveys, focus groups, in-depth interviews) to inform governmental, academic, and/or NGO interventions related to community health, environmental health, nutrition, or related disciplines
  • More than 5 years’ experience in working with community structures, such as community health workers, women umbrellas, youth volunteers, local leaders on health or nutrition related program mobilization, or campaigns to increase community knowledge and utilization of those programs
  • Experience in mobilization of people, especially women and youth, to participate in various government programmes or research studies
  • Experience interfacing between academic and development sectors
  • Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets
  • Experience working with the district organs and/or other partners (Multi-lateral Agencies, private donors) to mobilize community to adhere to different government programs related to nutrition, community health, etc.
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Excellent computer skills, including proficiency in MS Office or another main email system such as Microsoft Outlook)
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.

Requirement

  • This position will be based 100% in Ndama and Karangazi Health Centers in Nyagatare District and surrounding catchment areas, with regular internal travel to Akagera Cluster/ Nyagatare AP office  and NO when required.

  • On call:  10% In emergency and disaster situations, the position will be required to be on-call frequently.
  • Work may be required on Saturdays, Sundays, and holidays in accordance with research study protocols and supervision / data collection / intervention requirements
