Overview

The Senior Knowledge Management Officer will play a critical role in ensuring the effective documentation, sharing, and utilization of knowledge generated from Monitoring, Evaluation Research and Learning processes at Spark. The successful candidate will drive the data use agenda at Spark ensuring that all the information generated is used appropriately to inform programing and decision making.

Responsibilities

  1. Establish and maintain a centralized repository for project-related documents, reports, best practices, lessons learned, and other knowledge assets.
  2. Drive the data use agenda at Spark and its partners; through providing training and capacity-building to Spark staff and partners to ensure that program managers, field teams and our partners are making use of data to inform programing and course corrections.
  3. Contribute to the writing of publication articles from our Monitoring, evaluation, research and learning data.
  4. Re-Analysis of the routine monitoring data as well as the external and internal evaluation data to identify trends and patterns that are not explicitly documented within the M&E reports.
  5. Working with the Director, sector building and learning to translate the technical information from our evaluation and research studies for external and non-technical audiences.
  6. Stay abreast of emerging trends, innovations, and best practices in knowledge management and incorporate them into the organization’s approach.
  7. In consultation with the M&E Director, ensure that all data requirements/needs from the growth team are met and in a timely manner.
  8. Any other tasks assigned by the supervisor.


Requirements

Educational Background: A bachelor’s degree in a quantitative field such as statistics, economics, econometrics, or a related field. A master’s degree in the above disciplines is desirable.

Experience:

  • Experience in the development sector or with community-driven development (CDD) programs would be advantageous.
  • Prior experience in facilitation, particularly in engaging senior management and cross-departmental collaborations.
  • Basic knowledge of writing and publishing research articles.

Analytical Skills: Proficiency in statistical analysis software like R (preferred), Stata (desirable), or any other software and methodologies for data analysis and interpretation.

Research Skills: Ability to conduct thorough literature reviews, identify gaps in existing research, and propose research directions aligned with organizational goals.

Communication Skills: Strong writing skills to draft and publish research articles. Ability to communicate complex technical information to both technical and non-technical audiences effectively.

Project Management: Experience in managing research projects from inception to completion, including design, execution, and reporting.

Documentation and Reporting: Proficiency in documenting success stories, learnings, and effectively communicating these insights to stakeholders internally and externally.

Adaptability and Initiative: Ability to adapt to changing priorities, take initiative in identifying new research areas, and contribute innovative ideas to the organization’s learning agenda.

Cross-cultural Competence: Experience or sensitivity in working across different countries or cultures, considering the international scope of the organization’s operations.

Job Opportunity – Driver

IGCP is a coalition of three international conservation organizations: Conservation International (CI), Fauna & Flora (FF), and World Wide Fund for Nature (WWF). IGCP’s mission is to Secure the Future for Mountain Gorillas (Gorillaberingei beringei). The programme operates in the three countries that share the habitat of the mountain gorilla – Democratic Republic of Congo (DRC), Rwanda and Uganda – and works in partnership with the Protected Area Authorities of the three countries (Institut Congolais pour la Conservation de la Nature, ICCN, in DRC; Rwanda Development Board, RDB, in Rwanda; and Uganda Wildlife Authority, UWA, in Uganda) and the Greater Virunga Transboundary Collaboration (GVTC), the umbrella mechanism for transboundary collaboration. Reporting to: Assistant Finance and Administration Officer

Major Responsibilities

The Driver performs all functions related to operations of IGCP vehicles and provides logistical support to both Programme and Finance & Administration staff based in Musanze and Kigali.

Specific Duties

  1. Maintenance of vehicles and driving
  • Scheduling and facilitating routine maintenance and repair as needed of all IGCP vehicles.
  • Ensuring that all IGCP vehicles in Musanze and Kigali have up-to-date paperwork to ensure lawful vehicle operations.
  • Fueling vehicles.
  • Driving IGCP staff and partners to and from field sites for official IGCP business.
  1. Logistics
  • Assist with procurement and purchasing for programme and administrative activities as per IGCP policies.
  • Assist with the transfer of paperwork, etc., between IGCP offices.
  • Assist with the distribution of materials, equipment, etc., as needed for field programme activities.
  • Assist with payments and financial distributions at field sites for programme activities.
  1. Administrative
  • Ensures that all IGCP vehicles have IGCP mileage log sheets and budget codes, and that mileage is recorded upon return to the office.
  • Collect and assist the Finance and Administrative Officers in charging mileage on a routine basis according to IGCP operations protocols.


Required Qualifications

  • Must be a Rwandan citizen.
  • Have completed at least high (secondary) school.
  • Hold a valid driving license Category B, with clean driving record.
  • Minimum of five (5) years professional driving experience for International Non-Governmental Organizations, with references.

Required Skills and Competencies

  • Proven experience in vehicle maintenance and minor repair.
  • Defensive driving skills.
  • Ability to clearly communicate in English and/or French.

Norwegian People’s Aid (NPA) is an international NGO, founded in Norway as the labour movement’s humanitarian solidarity organization. Norwegian People’s Aid in Rwanda supports civil society organisations and citizens to participate in and impact the formulation and implementation of national and local policymaking, planning and governance. While strengthening their internal management systems including financial, and monitoring systems and their advocacy and research capacities, NPA civil society partners support citizens to raise and express their opinions and interests with decision-makers, to seek accountability and to advocate that local government planning and decision-making is influenced by those citizen concerns. The same partners also support citizens’ access to justice and reporting of corruption. Civil society partners work at the national level too to use research, media engagement and advocacy to influence debates and generate dialogue between citizens, CSOs and decision-makers.


Vacancy

NPA is currently seeking a Programme Manager (PM). The Programme Manager (PM) is responsible for Norwegian People’s Aid (NPA) activities and projects including but not limited to civic space, media, human rights, CSO strengthening, citizen participation, etc., implemented with the support of EU, Belgian Government and other development partners. The PM is formally responsible for and reports to, the Country Director for NPA Rwanda.

The position is based in Kigali with travel to other areas as required.

Summary of the Position:

Management:

  • Be part of the senior management team for NPA Rwanda, contributing to the overall strategic development of the NPA Rwanda programme.
  • Support the CD and management team with relevant context and political analysis, in particular in the sectors in which the programme is active.
  • Contribute to the overall internal controls of NPA Rwanda and ensure the programme adheres to the NPA Anti-Corruption Policy, and secure timely and correct reporting of incidents of mismanagement and corruption.


Policy and relevance:

  • Contribute to the development and implementation of the Country Programme Strategy.
  • Ensure that the country programme strategy is implemented in line with the NPA global programme strategy, with a focus on relevance, quality, cost efficiency and impact.
  • Liaise with donors, UN agencies, national and international organisations and government bodies relevant to the programme, in coordination with the CD and other colleagues.

Programme and thematic responsibility:

  • Lead the planning and implementation of project activities and set high-quality performance targets ensuring NPA and partner adherence to technical standards, best practices, NPA strategic objectives and donor guidelines.
  • Contribute to the programme strategic reflection and learning and adaptation to learning, in collaboration with the Country Director.
  • Establish, develop and strengthen a framework of partnership with civil society organisations in line with NPA strategic objectives.
  • Ensure adequate procedures for partner relations management, project management and follow-up, and integration of financial management, in line with the NPA Partner Financial Assessment Tool
  • Regularly assess the partnerships and partners in the Programme in order to ensure transparency and compliance with NPA’s Partnership Policy, Partnership Agreement as well as NPA’s strategic objectives.
  • Ensure necessary capacity building of partners and oversee and guide the coordination of technical and financial assistance to partner organisations.
  • Coordination of the design, planning, facilitation, monitoring, implementation and reporting of partner cooperation and projects.
  • Ensure a high standard of project monitoring, evaluation and learning and ensure MEAL is used as a basis for programme planning and decision making, as well as for compilation of reports as required. Ensure the systematic recording and archiving of all essential documents.
  • Identify, assess and approve proposals from existing or potential partners and ensure proposal quality and feasibility of the proposed projects.


Financial Responsibilities:

  • Overall budget and grant responsibility for the projects under direct responsibility, in compliance with NPA’s Financial Handbook and donor requirements.
  • Support the CD and Finance Manager in ensuring that financial and administrative procedures support programme activities in line with NPA Rwanda and HO guidelines.
  • Support the CD and Finance Manager to ensure that findings in audit reports are implemented and lessons learned are incorporated into future programmatic activities.
  • Facilitate good coordination between the Programme and Finance Teams to ensure correct financial procedures are communicated and followed by partners.


Personnel/Human Resources:

  • Responsible for co-management of the programme personnel, coordination, and best use of programme resources with other colleagues.
  • Support identification of programme recruitment needs and standards and participate in recruitment processes.
  • Ensure adequate capacity building of employees in the programme department.

  • At least five years of relevant experience at a senior-level programme management level preferably with an international NGO
  • Previous experience with and strong interest in civil society engagement and policy issues.

  • Demonstrated success in project designing, implementation, monitoring, evaluation, and reporting.
  • Proven skills in budgeting, finance development and risk management
  • Strong presentation skills
  • Excellent communication skills with a high level of proficiency in the English language
  • Experience in fundraising, donor relations and networking.

Desirable (will be an advantage, but are not requirements):

  • Proficiency in French
  • Previous experience working within the civil society sector, particularly in Rwanda

II. Program Description:

TechnoServe is working with a major bilateral donor to design and implement a multi-year program that aims to break the cycle of vulnerability, poverty, and gender inequality in some of Rwanda’s poorest and environmentally fragile districts in the Western and Southern Provinces. The program will use a market systems approach to catalyse systemic changes that result in sustainable, increased incomes for tens of thousands of poor people, particularly women, living in Western and South-western Rwanda. ReGenerate Rwanda will apply an environmentally sustainable/regenerative business lens to reduce economic, environmental, and social barriers that keep poor women, youth, and men trapped in poverty and unlock opportunities for their full engagement in and benefit from economic opportunities.


III. Position Description:

The Driver will provide administrative and logistical support to the program. Under the direct supervision of the Senior HR & Admin Coordinator, the incumbent will perform the following duties:

IV. Key Roles and Responsibility:

1. Driving Support

  • Drives officials and authorised TechnoServe staff to and from various destinations in and around Western and Southern Region of Rwanda.
  • Responsible for undertaking extensive field travel in work and others as duty may require, ensuring safety of passengers on board.
  • Ensure that the vehicle is always safely parked, is only used for TechnoServe duties, and ready for any duty assigned
  • Record mileage of all journeys daily and in the monthly report
  • Adheres to the rules and regulations of the Rwanda Highway Code and takes prompt action in the event of an accident.
  • Collects and delivers documents as required


2. Vehicle Maintenance

  • Responsible for day-to-day maintenance of the assigned vehicle including cleanliness, checks on fuel, water, battery, brakes, engine oil, etc. and inform the supervisor of any defects to the vehicle.
  • Records all trip-details in the vehicle movement log sheet, fuel consumption, defects noted, tire condition, vehicle tools and other particulars, report when vehicle is due for scheduled service, etc.
  • Ensure that assigned vehicle(s) are completely equipped with a first aid kit, spare tire, working flashlight and batteries, vehicle jack, wheel brace and a tool kit (spanner, wrench, tyre removers, patch kit, etc.).
  • Checking validity of statutory legal documents in the car and ensure that the relevant documents such as insurance are valid.


3. Health and Safety

  • Adhering to all traffic rules when driving.
  • Ensuring any accident involving TNS vehicle is immediately reported to the supervisor
  • Carrying out daily health and safety checks by ensuring that the vehicle has safety belts, fire extinguishers and first aid box which are in proper working conditions.

4. Administrative duties

  • Assist in the administration of program resources and arrange for the repair and maintenance of office equipment as directed.
  • Support the administration of office sundries and program stationary.
  • Supporting the collation of quotations and bids from suppliers, supporting the preparation of the required documentation of supplies, receiving, coordinating and distribution of goods movement.
  • Support M&E and Training and Capacity team in routine data collection and data entry for various program interventions implemented in the field


5. Other Duties as Assigned

  • Performs other related duties as may be assigned.

V. Minimum Skills and Experience required

  • A3 level Diploma (secondary school)
  • Driving Licence Class B
  • Valid Driving License free from endorsement
  • Basic driving and mechanics certificates
  • Certificate of Good Conduct from the Police Department indicating non-criminal record
  • Minimum of 5 years continuous driving experience
  • The ability and willingness to travel nationally, sometimes to remote locations
  • Good communication skills in Kinyarwanda and English.

Key Duties and Responsibilities

Key Duties and Responsibilities

  1. Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans.
  2. Develop and oversee the implementation of the Supply Chain and asset disposal processes and ensure they are carried out in compliance with the procurement and asset disposal Law.
  3. Coordinate the development and review of the annual Supply Chain and asset disposal plans in line with the Law and monitoring their implementation.
  4. Receive requests for tendering processes from different Departments, Divisions and Units, collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain.
  5. Review of terms of reference and technical specifications from user departments
  6. Coordination of preparation of tender documents
  7. Review tender documents related to consultancy services, goods and works before its publication.
  8. Review the response to the bidders’ queries related to the published tenders.
  9. Make follow up of opening and evaluation of tenders.
  10. Ensure timely notification of evaluation results to the bidders.
  11. Review the weekly and monthly procurement report, communicate, and negotiate with suppliers and vendors.
  12. Oversee the management of inventory, stores, and assets in compliance with the guidelines issued by the organisation and the National Treasury.
  13. Monitor Contract management to ensure conformity with the contract terms and conditions and suggest improvements to increase efficiency of supply chain profitability for the organisation.
  14. Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements in collaboration with other departments.
  15. Ensure development and management supply chain, capability and culture that reflect the values which facilitates performance and professionalism.




Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 6 years’ experience, 2 of which should have been in a managerial role.

Operated and managed by Ntare Louisenlund CBC, in collaboration with Stiftung Louisenlund, a renowned institution with over 70 years of experience running a secondary boarding school in Germany, Ntare Louisenlund School strives for comparable excellence at both locations in Germany and Rwanda. A strategic partnership with the Rwandan government is envisioned to identify plus-STEM students eligible for government scholarships.

Your challenge and responsibilities:

The School Timetabler and Personnel Planner is responsible for the operational management of Ntare Louisenlund’s timetabling function, including the management and utilization of the timetable software, personnel planning for educational staff, and room planning. Accordingly, the School Timetabler will ensure the timely and accurate design of the school timetable, identifying improvement opportunities and implementing dynamic solutions to existing issues. This role requires excellent organizational ability in all aspects of operational planning and timetable production.


Your main tasks and responsibilities:

  • To design, deliver and maintain the School’s timetable.
  • To collect and analyze timetable data.
  • Personnel planning for educational staff in collaboration with the Middle School and High School Principals.
  • To maintain and adapt the School’s timetable to adjust to internal and external requirements and pressures if and when required.
  • To anticipate and work to prevent timetable-related problems that could have serious consequences.
  • To identify and resolve difficulties in relation to student and/or staff timetables.
  • To ensure timetable data, including classes and resources, are accurate, complete and available to all interested parties.
  • To continuously consider enhancement opportunities in relation to ISP’s timetabling.
  • To plan the allocation of classrooms, sports facilities, and other learning spaces to avoid room conflicts.

Your profile:

  • Bachelor’s degree and substantial experience in similar or related roles
  • Demonstrable experience in timetabling/scheduling in an educational (or comparable) institution
  • Experience in delivering timetables using timetabling software. The ability to adapt to the school’s chosen timetable software
  • The ability to maintain accurate and up-to-date data
  • An innovative and creative approach to problem solving
  • The ability to work with a high level of accuracy
  • The ability to take a solution-focused approach at all times
  • The ability to work on their own initiative, prioritizing and managing time effectively
  • The ability to work methodically
  • The ability to analyse and present data in an accurate and informative manner
  • The ability to work positively, imaginatively and proactively to meet challenges and achieve results.
