PROCUREMENT OFFICER JOB VACANCY

POSITION: PROCUREMNT OFFICER

DEPARTMENT: FINANCE

REPORTS TO; FINANCIAL CONTROLLER

PRIMARY OBJECTIVE OF POSITION

The Procurement officer is responsible to Ensure compliance of procurement and acquisition procedures for Mantis EPIC Hotel and Suites. Provide support in the implementation of procurement procedures throughout all processes of acquisition procedures for goods, services and works within the context of the Hotel and its suppliers.


Major responsibilities include:

  • Elaborate and implement the procurement plan for the Hotel, and produce consolidated reports thereof;
  • Prepare and provide information for publication of tender-related documents such as procurement plan, bidding documents,
  •  Elaborate and implement the procurement plan for the Hotel, and produce consolidated reports thereof;
  • Prepare and provide information for publication of tender-related documents such as procurement plan, bidding documents, invitation to bid, etc;
  • Receive and safeguard bids, obtain approval of the tender award from the Tender Committee, publish the results of the tendering process and accordingly notify bidders;
  • Prepare contracts for tender winners in collaboration with the departments concerned;
  • Serve as Secretary to the Tender Committee;
  • Manage, in collaboration with concerned departments, the contract cycle in accordance with the applicable law and regulations and under the supervision of the General Manager, avail information requested by competent authorities.
  • Receive and safeguard bids, obtain approval of the tender award from the Tender Committee, publish the results of the tendering process and accordingly notify bidders;
  • Perform any other duties directed by competent authority


Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.

Minimum qualifications and experience required

  • Should have a bachelor’s degree in Procurement, Law or other related disciplines
  • Should hold relevant procurement qualification
  • Minimum 2-5 years’ experience as a procurement officer Position in the hotel industry.

About the Role

Transport Officer will work with One acre fund Rwanda, Seed Innovation Centre department (SIC)/. You will report directly to the Seed Innovation Lead. The Seed Centre at RICA aims to provide business-to-business (B2B) services to Rwandan seed companies, helping them to solve needs (e.g., variety and parent seed issues, and talent gap challenges) so that Rwandan smallholder farmers can access affordable, improved seeds locally achieve bigger harvests each season. Our transport officers are here to support the mission of our organization, by supporting our staff and maintaining our fleet in excellent condition.


Responsibilities

Logistics Support

  • Bring OAF staff and officials to the field.
  • Transport materials and equipment to the field.

Vehicle Maintenance

  • Ensure that the assigned vehicle is compliant with the OAF minimum operating standards and OAF Vehicle Policy requirements
  • Perform minor repairs, submit maintenance and service requests to the transport manager ensure that the vehicle under their care is kept clean and in good running condition.
  • Ensure safety and custody of the vehicles including tools.
  • Ensure availability of all the required documents/supplies including vehicle insurance, registration, first aid kit, and necessary spare parts in the assigned vehicle.
  • Ensure that, in the event of an accident involving the office vehicle, the necessary steps required by rules and regulations are followed.
  • Ensure the logbook is up to date.
  • Conduct weekly vehicle checks to ensure the vehicle under your care is in good working condition.


Customer Service

  • Ensure that all required driving training is completed and certifications are kept up to date

About the Role

The Regional Lead will be a crucial member in supporting South Regional field Operations execution. Will be based in Huye ( Save), and will report to the Deputy Execution Lead.

The Rwanda Regional Leads are responsible for the regional performance and manage operations’ District coordinators. Regional Leads keep regions focused on the goal of making more farmers more prosperous and we rely on them to build stronger staff and stronger processes through innovating new ideas for team development and impact execution. This role is responsible for the oversight of $1.5M – $3M of clients’ credit.

This role will directly manage all the DCs in the region (JL 4- JL5) – at least 3-6 JL 4/JL5 and will indirectly manage all AFDs  (JL 3) – at least 20-30 JL3 and all the FOs/SOs (JL 1)- at least 250-450 JL1  in the region. It manages the clients’ credit worth $1.5M – $3M.

About the Role

The Impact division supports all One Acre Fund programs to generate more impact, wherever we work. We help the organization keep three core aspects of impact at the forefront of our work:

  1. Improve farmer livelihoods and profitability in the short term
  2. Ensure long-term viability through sustainable agricultural practices (soil health, crop diversity, etc.)
  3. Address non-agricultural needs of farming households (energy, nutrition, etc.)

The Sustainability Lead, a member of the Impact division, will lead sustainability assessments (emissions accounting, environmental & social impact assessments, etc.) and improvements (special projects addressing any deficiencies identified).  This body of work is not new to the organization, but this position’s dedicated attention and effort will be new.  We are looking for an organized project leader and a strong collaborator to fill this function. The sustainability lead will report to the Impact Director.


Responsibilities

Lead Annual Emissions Calculations

  • Gather, clean, and share data and inputs for footprint accounting.
  • Build tools to help us understand our emissions hot spots and mitigation opportunities.
  • Set and track progress against global and program-specific emissions reduction targets.

Lead key strategic projects to reduce emissions in hot-spot areas.

  • Prioritize mitigation opportunities based on size and feasibility of potential reduction.
  • Collaborate with teams across the organization to reduce emissions in their scope of work.  This will require learning about the specific emissions hotspot and potential solutions, evaluating options with program teams, and implementing agreed-upon actions.

Manage our Environmental & Social Impact Assessment (ESIA) process for all products and services offered by OAF.

  • Ensure that the program adheres to ESIA processes, including evaluating potential new products and services and implementing any mitigating actions required.

Lead Innovation & Improvement

  • Research and propose improvements to sustainability in One Acre Fund’s operations across the board.
  • If approved, and if there is not already a clear owner, lead these innovations and improvements.

Reporting to the Senior Accountant, you will be responsible for all accounting procedures across One Acre Fund’s countries of operations while ensuring that internal controls over financial reporting are maintained and adhered to.

  • Prepare Quarterly/Monthly balance sheet reconciliations;
  • Oversee the books close process for the assigned countries/programs;
  • Prepare and post Journal entries in SAP ;
  • Analyze and verify general ledger account balances, including making recommendations for adjustments;

About the Role

The Health and safety coordinator will ensure and nurture a healthy and safe environment in the delivery of our Seed Centre at RICA construction project that OAF is building in partnership with the Rwanda  Institute for Conservation Agriculture. The Seed Centre at RICA is a hands-on center of excellence, providing B2B services that make it easier for Rwandan seed companies to succeed.

Over the next 2 years, we will construct over USD 6M/ 8 Billion RWF of infrastructure at the RICA campus at their Bugesera site. The Health and safety coordinator will be vital to this process as we will have a massive team of people during the construction works and processes. You will report to the construction Engineer specialist.

Responsibilities

Policy Development, Risk Assessment, and Hazard Identification:

  • Develop and implement health and safety policies, procedures, and guidelines following local regulations and construction industry standards.

Continuous Improvement and Incident Investigation:

  • Develop and deliver training programs on health and safety protocols, procedures, and emergency response.
  • Ensure all workers receive training on relevant safety practices and corrective actions.

Compliance Monitoring and Documentation:

  • Monitor compliance with health and safety regulations and policies.
  • Conduct internal audits and inspections to identify compliance gaps and areas.
  • Ensure compliance documentation is up-to-date and easily accessible to relevant partners.
  • Prepare reports and presentations on safety performance metrics and trends for management review.


Train and Partner Engagement:

  • Identify opportunities for improving health and safety processes.
  • Collaborate with teams to implement corrective and preventive actions

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

  • Minimum of 3 years of experience in Construction Health and Safety on projects of similar or larger value.
  • Expertise in understanding local, national, and international health and safety regulations relevant to the construction industry.
  • Identify safety challenges and develop practical solutions to address them.
  • Attention to detail- Ability to conduct inspections, document safety observations, and maintain records.
  • Fluency in spoken and written Kinyarwanda and English.
  • Bachelor’s degree in civil engineering, Structural Engineering, or any other related field.
  • Relevant certifications such in Health and safety programs, OSHA (Occupational Safety and Health Administration) certification, NEBOSH (National Examination Board in Occupational Safety and Health) certification, Institution of Engineers of Rwanda, or any other relevant institutions

– Initiate and coordinate electronic filing – Collect and catalog library resources including books and publications. – Help people locate reference and leisure reading materials. – Maintain library records and ensure it is updated. – Perform regular audits of the information and inventory on file. – Educate patrons on how to properly search for information using the library databases. – Oversee the check-out process for books and other resource materials. – Clarify the use of library amenities and provide information about library policies. – Perform any other duties that may be assigned by the Supervisor
