Project Overview

Pact seeks a Monitoring, Evaluation, and Learning (MEL) Director for the ACHIEVE Rwanda program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections. The project supports OVC services in two districts and DREAMS activities in two districts. The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.




Position Purpose

The MEL Director will be responsible for leading the design and implementation of all monitoring, evaluation, and learning activities under the project. S/he will develop and manage the project’s Monitoring, Evaluation, and Learning Plan, develop relevant M&E tools, and provide technical training and guidance to the project team and partners on relevant M&E tools and processes. S/he will oversee a team of M&E Officers and Database Administrator. S/he will lead the project data collection, data management, analysis, and data quality, as well as reporting to USAID through narratives, and PEPFAR through DATIM.




Key Responsibilities

  • Oversee the development and implementation of the project’s MEL framework and systems for collecting, tracking, analyzing, and reporting the progress of the project activities against targets and expected outcomes
  • Manage a team of M&E Officers and Database Administrator
  • Ensure that USAID and PEPFAR reporting requirements are met, including regular reporting into PEPFAR’s DATIM system, and quarterly narrative reports to USAID
  • Oversee electronic management information systems, including mobile data collection, and data management in ACHIEVE’s global DHIS2 database, imPact
  • Oversee and support DREAMS reporting through national DHIS2-based database for DREAMS implementing partners
  • Lead M&E capacity development of local sub-partners, including ensuring the M&E provides continuous, high quality technical assistance, training, mentoring and coaching to support sub-partners in: setting up and implementing M&E systems, OVC/DREAMS M&E, data quality management, basic data analysis, reporting, and using data for decision-making.
  • Ensure quality of data reported to USAID/PEPFAR, including leading internal RDQAs and data verification and cleaning process, as well as participate in any external DQAs and coordinate closely with USAID on assessments.
  • Ensure harmonization with standard reporting systems and tools.
  • Develop or adapt existing data collection, collation and aggregation tools, and maintain project databases
  • Coordinate the design and implementation of learning studies
  • Liaise with counterparts at international, government, and other agencies involved in related activities and collaborate in promoting high-quality results and complementary efforts




Basic Requirements

  • A Master’s degree in public health, epidemiology, biostatistics, demography or related field
  • At least 8 years of experience in establishing or managing M&E systems, tools, reporting, evaluations, and learning for data-intensive health programs, including community-based OVC and/or DREAMS activities
  • Demonstrated M&E experience and leadership on PEPFAR and USAID-funded programs
  • Up-to-date knowledge of PEPFAR MER guidance and DATIM
  • Experience designing and overseeing data management systems, including longitudinal client tracking; experience with DHIS2 strongly preferred
  • Proven skills in building M&E capacity of sub-partners in OVC, DREAMS, and/or HIV/AIDS.
  • Experience managing a team
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Rwanda, implementing partners, and local NGOs
  • Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development
  • Strong writing and oral presentation skills, including fluency in English and French




Preferred Qualifications

  • Demonstrated success implementing programming at the community level
  • Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program

Country Overview

The pact has been operating in Rwanda since 2010. Throughout the past decade, Pact Rwanda’s projects have been concentrated in the mining sector to increase traceability and transparency within supply chains. In 2019, Pact Rwanda has been awarded another project, which will expand our presence in the country. As our portfolio grows and diversifies, Pact Rwanda is now seeking a Finance and Grants Director, who will be responsible for overall financial management of the country portfolio of projects and administration of grants to local partners.

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

Since 2010, Pact has partnered with the Rwandan government, private sector, and civil society to develop a responsible, modern, and prosperous artisanal and small-scale mining (ASM) sector in the country. Pact works in partnership to help ensure that minerals conform to the standards expected by the international markets, promoting development rather than conflict. Pact works in the Great Lakes region for the implementation of the traceability and due diligence project for minerals (Cassiterites, Wolframites and Coltan), commonly known as the ITSCI system. The program uses a range of activities, including a mineral package labeling system, creation of a comprehensive due diligence system, and a verifiable chain of control, which identifies all actors in the mineral supply chain from mine to export point.




Position Purpose

Reporting to the ACHIEVE Rwanda Project Director, the Finance and Grants Director is responsible for the overall financial management of the country portfolio of projects and administration of grants to local partners. The Finance and Grants Director will monitor the use of financial resources, expenditures, and preparation of financial reports. S/he will oversee all aspects related to the drafting and monitoring of grants with local implementing partners. S/he will ensure the implementation of financial policies are in line with USG regulations and Pact policies. S/he will also provide management to the current ITSCI finance team to ensure coordination between the two projects.




Key Responsibilities

  • Lead the development of policies, guidelines, and criteria for the management of project finances in accordance with Pact standards and USAID regulations
  • Oversee budget management of project and ensure accurate and timely projection reports and liquidation of expenses
  • Manage the project’s finance, procurement, grants management, and other administrative and operations staff.
  • In collaboration with Pact DC-staff and Pact Rwanda staff, prepare and submit financial reports and cash requests
  • Work closely with Pact DC to ensure compliance and effective and proactive fiscal management of ACHIEVE and ITSCI projects in Rwanda
  • Ensure timely training of Pact staff and subpartners to understand and comply fully with donor requirements
  • Contribute to capacity development initiatives for local partners related to compliance with USAID rules and regulations and PEPFAR requirements, financial management, grants management, procurement, and other areas of project administration.
  • Lead compliance reviews and spot checks of local subgrantees and capacity development partners to review compliance with USAID rules and regulations and grant requirements.
  • Lead the pre-award assessment process for local subgrantees, in collaboration with the project’s capacity development staff.
  • Support ACHIEVE Rwanda work plan and budget development
  • Support project reporting, including semi-annual and annual reports
  • Complete procurements for the ACHIEVE Rwanda project, in line with USAID rules and regulations and procurement best practices
  • Supervise the preparation of local sub-grant documents, the review of monthly sub-grant expenses, and management of cash flow to sub-grants, providing direct support as needed.
  • Provide regular timely and clear operations and administration-related communications and updates to Pact DC staff and key stakeholders;
  • Ensure administration, procurement and property management policies and procedures are in line with best practices and compliant with Pact global policies.
  • Oversees management of all office premises, travel, and transportation.
  • Oversee and ensure the proper functioning and maintenance of all office equipment, and outreach to IT contractor.
  • Ensure HR & personnel policies and procedures are in line with best practices and compliant with Pact global policies and local labor law.
  • Ensure that the highest standards of ethics and confidentiality are maintained.
  • Coordinate review of financial and audit reports
  • Supervise other operations staff as needed
  • Ensure coordination between ITSCI and ACHIEVE projects so Pact Rwanda meets all Pact global requirements regarding month-en close and financial management.
  • Perform other duties as assigned




Basic Requirements

  • MBA or masters in relevant field and a minimum of 8 years of professional experience or a BA/BS with 10 years of professional experience.
  • At least 5 years prior experience in managing PEPFAR and USAID-funded HIV/AIDS programs
  • Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation, including use of the NUPAS tool
  • Experience drafting and managing grants for USAID funded program
  • Strong writing and oral presentation skills, including fluency in English
  • Advanced understanding of 2 CFR 200, USAID rules and regulations, and cost principles.
  • Experience completing procurements under a USAID funded cooperative agreement.
  • Strong interpersonal communication skills




Preferred Qualifications

  • Demonstrated success implementing programming at the community level
  • Experience with training, coaching, and mentoring on financial management, procurement, grants management, compliance with USAID rules and regulations.

Position Purpose

The Capacity Development Manager will report to the Project Director and will lead the coordination of capacity development project activities and contribute to technical components. The CD Manager will focus efforts on supporting partners implementing USAID PEPFAR OVC and DREAMS activities. The position will be responsible for collaborating with the project’s Technical; Monitoring, Evaluation, and Learning (MEL); and Grants Management teams to ensure that CD approaches and activities are integrated across all areas of the project.




Key Responsibilities

  • Lead strategy development, implementation, and monitoring of all CD activities.
  • Collaborate with the ACHIEVE Global Team and Pact headquarters on the development of CD approaches and strategies for Rwanda to ensure that CD strategies are evidence-based and in line with state-of-the-art, globally-recognized best practices.
  • Complete capacity and performance assessments (using the Non-US Organization Pre-Award Survey, Integrated Technical and Organizational Capacity Assessment Tool, and Organizational Performance Index) of local partners.
  • Support the development of Capacity Action Plans for local partners.
  • Provide mentoring, coaching, and technical advice to local partners for the implementation of their Capacity Action Plans.
  • Coordinate with the ACHIEVE Grants Management team on the integration of CD approaches, targets, and reporting into sub-awards management processes for local partners.
  • Coordinate all project training initiatives and provide support for curriculum development, where required.
  • In collaboration with the MEL Team, regularly collect, analyze, and report on capacity development data in Pact’s Capacity Solutions Platform.
  • Regularly travel to the four districts to provide capacity strengthening support and mentorship to implementing partners.
  • Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.

Basic Requirements

  • At least 5 years of experience in community-based capacity development projects, including experience in community mobilization and civil society development and USG grants management processes.
  • Excellent grasp of participatory CD methodologies.

S/he will supervise project implementation to ensure the project meets stated goals and reporting requirements. The Project Director will provide technical and strategic leadership of all aspects of the project. S/he will take a leadership role in coordination among USAID and key stakeholders and other implementing partners.




Key Responsibilities

  • Project Management and Leadership
    • Represent Pact and the ACHIEVE program and act as the main point of contact in Rwanda for USAID’s Activity Manager
    • Manage all project planning responsibilities, including the production of annual work plans; guide and oversee the alignment of the budget to expected results, as well as review annual budgets and biannual reports
    • Manage a team of up to 15 technical and administrative staff
    • Ensure compliance with Pact HQ and USAID requirements, policies, and regulations.
    • Act as a liaison to USAID and relevant ministries within the Government of Rwanda to ensure smooth implementation of the project while laying the groundwork for sustainability
    • Recruit, supervise and provide guidance and support to program management and administrative staff
    • Coordinate with ACHIEVE HQ staff in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables
    • Monitor project progress vis-a-vis expected objectives, ensuring efficient use of resources and compliance with donor requirements.
  • Technical Leadership
    • As needed, provide or ensure availability of high-quality technical assistance in OVC and DREAMS programming through hands-on guidance and support grounded in the program’s objectives and targets and adhering to expected technical quality for OVC and DREAMS programs and reporting requirements
    • Provide and/or ensure availability of mentoring to local partners to strengthen their capacity for service delivery, compliance with donor rules and regulations, and USAID relationship and agreement management, as appropriate
    • Coordinate and as needed conduct monitoring visits to local implementing partners
    • Utilize a participatory approach to developing and updating the project work plans, ensuring programmatic directions are technically sound, evidence-based, and consistent with USAID and international standards

Project Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support GOR strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections. The project supports OVC services in two districts and DREAMS activities in two districts. The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.




Position Purpose

The Technical Director will be responsible for leading OVC and DREAMS programming and technical activities under the project. S/he will supervise technical activities in line with the project’s goals and intended results. The Technical Director will provide technical leadership for OVC and DREAMS activities being implemented through local partners.

Key Responsibilities

  • Provide technical leadership in the development and implementation of strategies, interventions, and activities that address the holistic needs of OVC and adolescent girls and young women (AGYW), in a friendly manner, including their health, education, psychosocial well-being, protection, and economic strengthening needs.
  • As needed, provide high-quality technical assistance in OVC and DREAMS programming through hands-on guidance and support grounded in the program’s objectives and targets and adhering to expected technical quality for OVC and DREAMS programs and reporting requirements
  • Ensure that project strategy and activities addressing OVC and AGYW and adolescents are evidence-based and in line with state-of-the-art, globally-recognized best practices; as well as aligned with Rwanda’s National legislation and policies.
  • Provide mentoring to local partners to strengthen their capacity for OVC, DREAMS, and HIV service delivery, compliance with PEPFAR requirements;
  • Coordinate and as needed conduct monitoring visits to local implementing partners;
  • Ensure all child-focused strategies are gender-sensitive and promote equitable programming.
  • Facilitate linkages with government programs and other stakeholders to ensure that activities complement other social welfare and HIV/AIDS initiatives and adhere to country and global standards.
  • Provide training and capacity development support for staff, implementing partners, government counterparts, and other stakeholders engaged in OVC and DREAMS services and activities under the program.
  • Assist the Project Director and sub-partners to ensure quality, timeliness, and efficiency of all OVC and DREAMS related deliverables an activities.
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
  • Update, monitor, and maintain relevant manuals, training materials, and reports for OVC and DREAMS interventions.
  • Work closely with the project’s Monitoring and Evaluation Team to review and track project progress, contribute to project reporting, and support learning activities.




Basic Requirements

  • MPH/MPA/MBA or Masters in a relevant field and a minimum of 8 years of professional experience or a BA/BS with 10 years of professional experience.
  • Demonstrated successful experience as a senior manager of USAID-funded programs including those involving OVC and/or DREAMS activities
  • Eight years prior experience in managing OVC and/or DREAMS programs funded by PEPFAR
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Rwanda, implementing partners, and local NGOs
  • Proven skills in building organizational capacity in OVC, DREAMS, and/or HIV/AIDS.
  • Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development
  • Strong writing and oral presentation skills, including fluency in English and French

  • Demonstrated success implementing programming at the community level
  • Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program

Job Description

We are looking for someone to help lead the Office of the CEO, comprised of 1-2 analysts and 1-2 managers. The Office of the CEO reflects the voice of and executes on behalf of the Executive Director. As One Acre Fund grows, our Executive Director is focused on an increasingly diverse set of priorities, from communicating with external partners to marshaling resources for new internal programs. Managers in this office will lead a varied portfolio of projects, linked by a common theme of improving our CEO’s efficacy.

Responsibilities include:

  • Lead major initiatives and fill in critical gaps in the organization: The Manager in the Office of the CEO will directly implement the priorities of the Executive Director. This could be through project work, such as improving retention by analyzing data to identify issues, propose solutions, and implement the solutions with a diverse team. It could also come in the form of operational secondments, such as managing an important department during a time of transition to ensure the CEO’s voice is reflected in departmental priorities.
  • Executive-level communications and research: We believe well-crafted communication of our strategy is essential to One Acre Fund’s success. The Office of the CEO will reflect the voice of our Executive Director in communications with the most important influencers in the sector and internal audiences through pitch decks, strategy sharing, employee engagement, and more. The communications may also require fast analyses and research, like conducting a market sizing of smallholder farmers in East Africa.
  • Team leadership: The Manager in the Office of the CEO will help ensure the professional development and high-quality project work of the Analysts in the Office of the CEO. Job Purpose and Key responsibilities

Job Purpose:
This role holder will be responsible for the provision of legal advisory services, organizational compliance with the Industry Regulator Guidelines, and ensuring effective management of legal and contractual risks for Britam Rwanda. Key responsibilities
Legal:

  • Reviewing the progress of outstanding litigation and liaising with and managing external lawyers in line with the SLAs.

  • Monitor court attendance by the company’s appointed advocates on the company’s legal matters.
  • Prepare half-yearly Legal reserves reports for all legal claims matters.
  • Manage the entire litigation process with diligence, professionally, and ensure timely closure of matters.
  • Liaising with relevant departments to ensure that where legal risks have been identified, appropriate courses of action have been taken.
  • Advise the business on all matters requiring legal interpretation to enable effective management of legal risks.
  • Review newly instituted matters/ regulations and advise management.
  • Research and interpret regulatory requirements of new Insurance products and/or services.
  • Providing Legal Advisory and necessary assistance with respect to Product Development and Review in liaison with the Legal Department.

Compliance Management:

Organizational setting and Reporting:

This position is located in the Witness Support and Protection Unit (WISP) of the Registry of the International Residual Mechanism for Criminal Tribunals, Arusha branch (Kigali Sub-office). Under the supervision of the WISP Medical Officer (Kigali), the incumbent will be responsible for supporting the work of the WISP Clinic in the Kigali Sub-office.




Responsibilities:

The following duties will be performed by the incumbent:

• Assist the Medical Officer in providing adequate medical care to eligible clients of the WISP Medical Clinic.

• Ensure and provide comprehensive medical care independently or in collaboration with the Medical Officer.

• Initiate therapeutic interventions consistent with clients’ needs and interests.

• Dispense drugs to clients as prescribed by the Medical Officer.

• Under the supervision of the Medical Officer, prepare orders for medicines and medical supplies.

• Maintain inventory of drugs and other supplies.

• Assist the Medical Officer when examining clients.

• Ensure that medical equipment is functioning effectively.

• Escort clients to specialized hospitals if necessary and ensure follow-up of such cases.

• Assist the Medical Officer in preparing quarterly statistical reports on drug consumption and client care according to the UN guidelines.

• Remain on call for emergencies during the weekends and outside normal working hours.

• Provide counseling to clients as well as psychological support as and when required.

• Ensure effective communication between clients and other doctors as well as colleagues.

• Document medical records for WISP clients in a strictly confidential manner.

• Assess the needs of clients visiting the clinic, provide care and advice accordingly or facilitate referral to the Medical Officer or other specialized medical facility.

• Assist in providing health awareness to clients in areas such as HIV/AIDS.

• Keep abreast of emerging trends in the nursing field continuously.
