PRIMARY PURPOSE:

The primary responsibility of the SGBV Case Worker is case management and psychosocial support of vulnerable communities, including survivors of SGBV in the assigned location. The Case Worker ensures appropriate support for individuals, working closely with relevant colleagues to identify asylum seekers at risk of SGBV and other vulnerable people and providing case management services in line with Rwanda’s Standard Operating procedures, and Global minimum standards of child protection case management.

KEY RESPONSIBILITIES 

  • Provide case management services, including interviews with clients, assessments, and case plans in line with the National Standard Operating Procedures for case management & Global Child Protection Case Management Guidelines;
  • Provide ongoing, one-on-one emotional support to SGBV survivors;
  • Accompany SGBV survivors and other people with specific needs to the competent service providers, follow up and document referred cases;
  • Establishing and coordination with Community Based Protection Structures (CBPS) for support of SGBV cases;
  • Training Community Based Protection Structure (CBPS) to prevent SGBV and provide basic emotional support and referrals;
  • Maintain case records according to ethical and safety standards, as well as document all SGBV cases as per the guidelines; as well as develop and keep updated the SGBV database;
  • Work closely with one-stop centers to ensure that SGBV survivors receive comprehensive services at health facilities;
  • Responsible for closely coordinating with relevant external agencies for service provision and referrals to national mechanisms to report cases of SGBV as per the agreed SoP and referral pathway in place;
  • Prepare required weekly and monthly reports and briefs as required or directed by supervisor and program leadership.

MINIMUM QUALIFICATION, BEHAVIOURS & EXPERIENCE  

  • Minimum of Bachelor’s degree in Social work, Community Development, Psychology, human rights, or closely related field;
  • Minimum of three years’ previous experience with GBV programming— implementing SGBV, child protection programs, preferably in social work or case management, in humanitarian or development settings;
  • Comfort residing full time working in anyone on the field site (Gicumbi, Kirehe, Huye, Gatsibo, Karongi) and in other low resource-refugee settings in Rwanda;
  • Solution, service, and support oriented attitude and work ethic; and a willingness to guide refugees towards exploring options and solutions, while assuring fidelity and confidentiality to expected policies and compliance;
  • Excellent written and verbal communication in English and Kinyarwanda; also, conversance with French is an added advantage;
  • Self-motivated and client-oriented with a strong sense of personal ethic, integrity, and quality.

Project Overview
The Rwanda Integrated Health Systems Activity (RIHSA) is a newly awarded, three year project funded by the U.S A gency for International Development (USAID) based in Kigali, Rwanda. RIHSA works to reduce the financial barriers to healthcare in Rwanda through a mix of public and private interventions. RIHSA works to improve the quality of essential health services at national, facility, and community levels utilizing a health systems approach.

Purpose of Position

Palladium seeks a Health Financing Director based in Kigali, Rwanda. This position will provide leadership, direction, and content to health finance policy development and implementation in Rwanda. The Health Financing Director has overall technical responsibility for the project health financing portfolio. Primary responsibility will be to assist the country team to develop technical strategies, approaches and plans, implement activities and monitor progress towards outlined project milestone/deliverables/ approved workplans. The Health Financing Director will also develop technical documents, provid e technical oversight to teams, manage the technical aspects of outsourcing any technical services, review and finalize technical products (studies, reports, briefers, slide decks) and provide overall capacity building support and mentoring to the country team. The position reports to the Chief of Party. The position is expected to be needed through the life of the program, dependent on donor funding. Required Qualifications:

* Understanding of health systems and health financing issues in developing country contexts required
* Experience developing and implementing activities in support of universal health coverage objectives, required
* Experience in public financial management, decentralization and citizen engagement, health policy and financing, local economic development, results-based financing and/or public-private partnerships (PPPs) desirable
* Familiarity with Rwandan health system and health financing landscape preferred
* Familiarity with USAID-supported projects
* Sound knowledge of methodologies used in health finance research

Applications are open for the Albert Einstein Scholarship 2022. With the scholarship, the Einstein Forum and the Daimler and Benz Foundation want to offer outstanding young scientists from Germany and abroad the opportunity to carry out a research project that is outside of their previous work.

The aim of the scholarship is to support those young universalists who – like Albert Einstein – are not only characterized by their exceptional achievements in a specific scientific field, but also by their interdisciplinary commitment.

The scholarship is linked to a stay in the summer house of Einstein’s summer house in Caputh, which lasts between five and six months. The Einsteinhaus is a place of significance in terms of both science and architecture history, with connections to the universities of Potsdam and Berlin.

Benefits

  • The scholarship holder receives a grant of EUR 10,000 as well as the travel expenses incurred. The grant is intended to cover living expenses and project expenses incurred during your fellowship period.

Eligibility

  • Applicants should be under 35 years of age
  • Have a qualified university degree in a humanities, social or natural science subject.
  • Your proposed project must not be part of your dissertation or thesis, and the application documents must be in English. Otherwise, there are no limitations on the project you may propose as long as you can defend your idea as interesting, original, and feasible during the fellowship period. Please also consider whether the facilities available to you would suitably allow you to pursue your project.

Evaluation Criteria

The evaluation of the applications takes place according to the quality, originality and feasibility of the project proposals as well as according to the scientific background of the applicant. It does not matter here whether a doctorate has already been started or completed. The proposed project does not have to be completed within the given timeframe, but can serve as a starting point for a new, longer project.

1. BACKGROUND

 

The EAC Scholarship Programme is an initiative of the East African Community (EAC),

the Inter-University Council for East Africa (IUCEA) and German Development Bank-

KfW. The project begun in 2018 when the EAC and IUCEA entered into a

memorandum of understanding (MoU) with KfW geared towards the training of

students within the EAC Region. This Project aims at creating future change agents,

who identify themselves with the integration agenda of the EAC and are willing to share

economic and development-oriented expert knowledge. The goal of this initiative is to

contribute towards training leaders that will foster the EAC Regional integration. This

goal will be partly achieved through the establishment of academic collaboration and

an exchange programme between universities/institutions within the EAC Region, by

encouraging students to study in countries other than their own. In order to achieve

these impacts, the project offers a comprehensive package including scholarships for

Masters programmes, internships, mentoring, networking events and further

leadership training activities. The scholarship will support Masters students in i)

Mathematics, ii) Engineering, iii) Informatics, iv) Science, v) Technology and vi)

Business Science programmes.

 

The programme will include a minimum of 30 percent female students with a

special consideration for South Sudan female applicants in order to support

women’s participation and enhance gender equality.

 

IUCEA hereby invites applications from students who are citizens of the East African

Community (EAC) Partner States (Burundi, Kenya, Rwanda, South Sudan, Tanzania

and Uganda) to apply for cohort 2 of the KfW- funded Masters Scholarships.

 

2. OBJECTIVE

 

The objective of the programme is to train Masters scholars who will serve as change


 

3. SCHOLARSHIP DESIGN

 

The project offers financial support to academically skilled and disadvantaged

Masters students with the main focus on priority areas. Women and persons with

disabilities are encouraged to join the programme. Up to 60 scholarships are available

this year.

The scholarship covers:

a) University tuition fees: payable directly to the university according to an

official

invoice;

b) Stipend: EUR380 per month to support living expenses including housing,

food,

utilities, local transportation and settlement expenses;

c) Allowances for study materials and research: EUR 1,500 one- off

allowance;

d) Medical insurance; and

e) Extracurricular events: at least one event per year.

The students shall be required to apply to study in another EAC country (not

their country of origin).

At the Universities/Institutions, mentors will be selected in order to support the students

during the time of study and research. With the help of integrated internships, and

extra-curricular activities, practical learning will be ensured through the universities

and public-private partnerships undertakings. IUCEA will support the

Universities/Institutions in the selection of the mentors and facilitation of the internships

during the implementation of the Masters programmes.

The financial cooperation arrangement shall finance the first three cohorts of

approximately 157 Masters students over their full study time of 2 years. After the first

cohort has completed the studies, an independent evaluation of the level of attainment

of the objectives of the project will be carried out, with the desirable impact being

assessed.

The students will take part in extracurricular events at minimum of one event-visit per

year per student. These could be networking events with representatives from political

 

and socio-economic spheres, whereby training on regional integration topics and other

subjects based seminars are organized.

Education & experience

  • Being a Rwandan by Nationality;
  •  Bachelor’s or Master’s degree in Business administration, Management, Finance, banking, Accounting or Economics or any Banking Qualification
  •  A minimum of 4 years proven progressive experience working in banking operations as Senior manager or line manager to Director of Operations Department in a well-established Banking Environment.

Job purpose statement

Plan, develop and implement a strategy for operational management and development so as to meet agreed organizational performance plans/ targets within agreed budgets and timescales. Direct seamless and efficient service delivery through efficient and effective customer service and banking operation systems, policies, and procedures. Business Planning

  • Develop an operation’s strategic plan and provide clear direction on the business objectives.
  • Develop and implement annual business plans identifying key objectives, targets, activities, priorities, and risks.
  •  Develop and implement a master plan for the establishment of modernized banking halls in strategic branches based on growth projections and Board approval and in line with the strategic direction of the institution.

Banking Operations

  •  Review, develop, and implement an operations manual that governs all processes and procedures for effective management of banking operations. Ensure compliance with the relevant journal registers and controls for dual control.
  •  Assist customers on various platforms offered by the Cooperative, including but not limited to, online and mobile banking, online bill payment, remote and mobile deposit, and online transfers.
  •  Support members in the use of remote deposit and cash management services via UMURENGE SACCO
  • Process, verify and approve transfers, and other transactions.
  • Actively assist in the implementation of new processes and technologies that support the deposit activity of the Cooperative.
  •    Continuously review all processes within the department, identification of potential risks; review of controls to adequately and effectively address all risks, and ensure that audit and security requirements are met.
  •    Ensure all accounts are timely reconciled
  •    Safe custody of, cash, checkbooks, bills, securities and ensure they are properly insured
  •   Oversee the SACCO’s banking halls’ physical security as well as the prevention of operational frauds.
  •  Overseeing the management of clients’ accounts to ensure their security at all times.
  •  Work with other employees to resolve customer requests and discrepancies related to deposit operations and handle any related complaint
  • Verify and assure that all daily functions of the Operations Department are performed accurately and in a timely manner.
  • Provide hands-on assistance, as needed, for all Operations functions.
  •  Supervise the preparation of complete statistical data for statutory returns to the Central Bank of Rwanda.
  •    Maintain knowledge of applicable regulations and requirements.
  •   Perform other related duties as assigned or requested.

Centralised Processing

  • Ensure an environment of prudent credit approvals and compliance to approval limits as per the credit guidelines
  • Review loan applications, ensuring adequate credit analysis and proper documentation
  •     Approval responsibility for all exceptional credit matters outside policy within the authorized limits
  • Actively monitor the system to ensure branch and administrative support during the loan processing and recovery process for healthy portfolio growth and on time recovery.
  • Develop systems for timely and accurate capture of customer data and transactions and minimize risks and loses that might arise from business operations undertaken by the SACCO

Service Delivery

  • Fully understand clients’ needs as well as the business needs from a technical, risk control, and operations perspective; and develop and monitor efficiency and accuracy standards,
  •  Efficient delivery of services to the customers in a cost-efficient manner through the development and establishment of systems, including the establishment of compliant Banking Halls in accordance with the Central Bank Regulations.
  •   Ensure the compliance of customer service delivery systems with laid down statutory requirements

 Leadership

  •   Guide, lead and manage staff Department in such a manner that promotes motivation, efficiency, mentoring them into leadership roles, and a high degree of discipline in all activities.
  •   Identify staff requirements, training gaps, changes, movements and make the necessary recommendations to the HR Department
  •   Regularly update the HR department on staffing and competency requirements and agree on annual staffing projections
  • Facilitate and support team leaders and other staff keeping them focused on the Institution’s mission.
  • Assist in responding to auditing and monitoring requests
  •    Provide direction and support clerical staff in the daily functions within the Operations department.
  •   Ensure that all staff in the department set annual performance targets in line with the SACCO’s business plan and avail continuous monitoring and feedback for performance-related decision making.

Operational and planning

  •    Develop policies and procedures that support the overall business strategy and ensure adequate communication.
  • Continuously review processes and recommend changes that increase overall efficiency and effectiveness
  •  Overall responsibility in ensuring compliance with operational procedures in the Operations department, and full compliance to the SACCO Laws and the regulator’s standards
  •  Maintain an effective and efficient system of planning, administration, management, and financial reporting in the Operations Department.

Budgetary Oversight

  •  Develop the annual Department budget and ensure cost-effective use of company assets and promote a culture of waste reduction
  • Manage the Operations budget for optimal utilization and effectiveness 

Networking and Liaison

  •    Provide inter-departmental linkages ensuring harmonious work relationships.
  •   Participate and contribute fully as a member of the senior management team and in various committees for the common good of the organization
  •   Select and manage external suppliers and service providers for security
  •   Represent the SACCO in the community;
  •  Build a network of external contacts in the Finance and Banking industries.
  •   Initiate and engage in all activities, conducive to the financial health, the growth prospects, and the fulfillment of investment plans of the organization to the best ability and with the appropriate dedication of the time and efforts required.
  •  Working Closely with the Director of HR & Administration department, ensure effective project management for banking Halls construction, ensuring compliance with the Central Bank standards & security requirements
  • Strict adherence to the Banking Operation Policy and Procedures manual by all staff
  • Timely and accurate Central Bank of Rwanda returns
  •  Timely and accurate loan processing
  •   Efficient and standardized service delivery throughout the branch network
  •    Effective computerization of Banking processes   Satisfactory audit rating and inspections.
