As the official overseas development agency of the Irish Catholic Church, Trócaire has been working in Rwanda since 1994. The Advocacy Advisor (AA) is a pivotal role within the Twiyubakire Programme, providing technical assistance to Civil Society Organisations (CSOs) to develop and implement effective, evidence-based advocacy strategies aligned with government priorities and best practice methodologies, including Trócaire’s Citizen Monitoring and Advocacy (CMA) framework. Reporting to the Team Leader, the AA will actively engage with CSOs, their networks, and Government of Rwanda (GoR) stakeholders to promote constructive dialogue, influence policy, and amplify citizen voices. This position requires extensive travel to operational districts to conduct regular visits to CSO partners, ensuring hands-on support, mentorship, and collaboration to foster inclusive and impactful advocacy efforts. The AA will also actively participate in coordination and stakeholder meetings.
