Position: Oncology Research Officer for Ethics Research

PIH ORGANIZATIONAL PROFILE
In 2005, PIH and its Rwandan sister organization, Inshuti Mu Buzima (IMB), began working in partnership with the government of Rwanda to address the HIV/AIDS epidemic afflicting the population and to comprehensively strengthen the public health system in rural, underserved districts in Rwanda. Today, PIH supports the delivery of comprehensive integrated non-communicable disease (NCD) services in three rural districts (Kayonza, Kirehe, and Burera) of Rwanda, including cancer care. Cancer care is predominantly based at the flagship Butaro Cancer Center of Excellence (BCCOE), which was inaugurated in June 2012 and has since provided care to over 7000 patients, with services ranging from cancer prevention, diagnosis, and treatment.
APPLIED ETHICS RESEARCH AT BUTARO
The delivery of cancer care raises important ethical issues in any setting and particular ethical challenges in resource-limited settings such as Butaro. Research is needed in order to better understand these ethical challenges and strengthen systems to optimize care delivery. In 2018, Dr. DeBoer, Dr. Shyirambere, and Dr. Mpanumusingo will lead research projects in applied ethics at Butaro using quantitative and qualitative methodology. The projects will focus on radiotherapy priority setting and support decision-making about cancer treatment at Butaro.
The Oncology Research Officer in this position will support both quantitative and qualitative research efforts for the above projects.
SPECIFIC RESPONSIBILITIES
Prospective Data Collection
Assist in the establishment of prospective data collection procedures
Identify and recruit eligible study subjects
Obtain written informed consent from study subjects
Abstract clinical data from patient medical records, including the electronic medical record (OpenMRS) and paper charts
Enter data into an electronic data collection form on the web-based platform Ona

2. OBJECTIVES OF THE CONSULTANCY
The overall objective of the consultancy is to collect data for Women for Women International under the supervision of the Monitoring and Evaluation Department.
3. SCOPE OF WORK
Data are collected for WfWI’s active participants and graduates from eleven Districts, namely: Bugesera, Gasabo, Huye, Kayonza, Kicukiro, Muhanga, Musanze, Ngororero, Nyabihu, Nyaruguru, Rwamagana. Data collection in Huye, Musanze, Ngororero, Nyabihu, and Nyaruguru Districts often requires the team to spend nights in Huye;
The respondents are met in their respective communities and are contacted to set time and venue prior to scheduling the field trips;
Electronic data collection is done with the help of tablets (iPads) which are linked on our online platform;
Data collected concerns social and economic wellbeing of WfWI participants or graduates mainly one to three years but may go beyond depending on the need;
Data will be collected according to the schedule which always is prepared one week before the team goes to the field.
4. ROLES AND RESPONSIBILITIES
i. Data collectors work under the Monitoring and Evaluation department and are responsible for collecting baseline, endline, and graduate follow-up data;
ii. Support M&E staff in data collection checking and reporting of any inconsistencies to improve data quality;
iii. Participate in regular field visits to collect data on women participants and graduates in WfWI Program;
iv. Consistently compile and write findings, reports, and recommendations of key data collected and/or M&E field visits;
v. Assist with the documentation and reporting of the assessments, program data, lessons learned and best practices;
vi. The consultant will report to the M&E Officer, in the Monitoring and Evaluation Department;
vii. The number of surveys to cover will depend on the type of tool used recognizing that WfWI works for 40 hours a week.
5. DURATION OF THE CONSULTANCY
The consultancy will be carried out for a period of two months from the time of contract signature by both employee and employer. The consultant will work closely with WfWI Staff.
6. QUALIFICATION AND EXPERIENCE
The consultant should have the following qualifications:
a) Bachelor’s degree in a field relevant to the assignment, such as Statistics, Economics, development studies, etc.;
b) At least 3 years prior working experiences in data collection/administering surveys, and data management. Having experience in data clerking and analysis would be an added advantage and;

Purpose of the position
