The Water and Sanitation Business Development Officer will support and coordinate sanitation and water business development work in Rwanda.

Job Summary

The Water and Sanitation Business Development Officer will coordinate, support, and drive the implementation of Water For People’s market-based approaches in sanitation and water, an initiative that seeks to facilitate private sector development and increase access to sustainable urban and rural sanitation, and safe drinking water through local market channels.

The successful candidate will develop and implement a market-based approach towards the provision of sustainable WASH services in Rwanda.

This will include but is not limited to providing business development technical expertise to the program, carrying out due diligence through comprehensive assessments of potential business partners, developing and testing new business propositions for rural and urban water and sanitation management, creating financial service linkages for water and sanitation businesses, identifying and providing technical support to water and sanitation service providers in the districts where Water For People has programming, assisting service providers in developing business plans, setting their Key Performance Indicators (KPIs) and tracking progress.

Major responsibilities and duties

  1. Participation in strategic and operational planning
  • Drive innovation in the water and sanitation business in line with the overall vision of the Water For People and Rwanda Country Program.
  • Provide business development technical expertise to the program.
  • Provide technical leadership on sanitation and water business strategies, business modeling, and operational planning to partners/entrepreneurs.
  • Conduct business landscaping studies, and oversee the management of market analysis work in all the districts where Water For People has programming.
  • Identify needs, opportunities, gaps, and constraints in potential water and sanitation markets, models, and service providers/entrepreneurs.
  • Support partners to develop business growth strategies, operational plans, marketing and promotion strategies and plans, and working capital analysis for identified businesses.
  1. Financing water and sanitation businesses
  • Review opportunities for financing water and sanitation businesses and developing market linkages.
  • Undertake consultations with finance institutions (e.g. micro-finance institutions, Savings and Credit Cooperatives, banks, etc.) to evaluate financing mechanisms.
  • Work with relevant institutions to develop and implement national and district-wide strategies relating to improving co-financing for Water and sanitation services.
  1. Partnerships
  • Build trust and relationships with key local entrepreneurs, and gain an understanding of the private sector and water and sanitation businesses in the district Water For People intervenes in.
  • Identify and maintain regular contact with partners, including private sector organizations and government bodies supporting water and sanitation businesses.
  • Engage with local government to understand and, if necessary improve the regulatory operating environment for emerging water and sanitation businesses.
  • Collaboration with LIXIL to increase scale of SaTo pan distribution and marketing to national scale in Rwanda, with focus on affordable pricing models and expansion into rural distribution networks
  1. Capacity building and learning
  • Promote entrepreneurial development by coaching and mentoring WASH businesses to build their entrepreneurship capacity and ability to innovate, market their products/services and run successful businesses.
  • Document successes, failures, and lessons learned, and work with both MEL Officer and Communication Officer to share knowledge both internally and externally.
  • Actively collaborate with Water For People strategic partners and other sector players to promote marketing approach to sustainable sanitation;
  • Undertake any other duties and responsibilities that may be assigned by the supervisor.

Qualifications, knowledge & skills required

  • Bachelor’s Degree in business development/management, social marketing, entrepreneurship development, or other related disciplines.
  • At least five years of experience in social and commercial marketing approaches, ideally with work in the water and sanitation sector.
  • Extensive experience in small and medium enterprise development, preferably in Rwanda.
  • Experience in business modeling and financial forecasting.
  • Excellent representational experience and skills.
  • Advanced proficiency in financial modeling software.
  • Excellent report writing, documentation, and presentation skills.
  • Excellent communication, interpersonal, networking, and negotiation skills.
  • Good analytical skills and the ability to extrapolate lessons to other situations.
  • Experience with running or investing in a business would be an added advantage.

3. Major responsibilities and duties

 The Sanitation Officer will specifically perform the following tasks:

  • Conduct research on households’ needs and preferences for improved sanitation and hygiene products and services.
  • Work with local leaders and institutions responsible for sanitation to identify existing entrepreneurs, both individuals and companies, local masons and technicians running sanitation business in each of the Water For People focus districts, discuss sanitation business, and get their areas of interest and commitment to providing sanitation services;
  • Work with sanitation local entrepreneurs, technicians, and local artisans to design prototypes of appropriate sanitation products.
  • Develop targeted marketing and distribution plans for sanitation and hygiene products and services.
  • Test and evaluate the effectiveness of new sanitation technologies and approaches to sustainable onsite and offsite sanitation and work with the government and other interested sector stakeholders to roll out successful technologies/approaches.
  • Support establishment of a sustainable supply chain for sanitation products and services, to ensure that they are available in each sector/cell where households can purchase them near their homes.
  • Contribute to the elaboration of training modules for sanitation marketing.
  • Document successes in sanitation marketing approaches and support roll out nationwide.
  • Support monitoring and evaluation of sanitation programming
  • Lead testing and evaluation of the Gulper 4 desludging pump with pit emptying entrepreneurs
  • Lead design and implementation of vermifiltration treatment plant, including implementation of established monitoring plan and development of accompanying pit-emptying services and business plan

Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems in developing countries.  The organization strives to continually improve, experiment with promising new ideas, and leverage resources to multiply its impact.

Water For People is currently operating in 9 countries including Rwanda where Water For People is supporting WASH in the Districts of Rulindo, Kicukiro, Gicumbi, and Karongi.

Water For People has secured funds from the USAID to finance the USAID Isooko y’Ubuzima Project that will operate in 10 Districts of Rwanda from 2021 to 2026.

It is against this background that Water For People in Rwanda is seeking to recruit a Communication & Outreach specialist with the following qualification and competencies, for the THRIVE Project.




Position objective:

 The Communications and Outreach Specialist is responsible for all internal and external communications including the development of communication materials that are in compliance with USAID branding requirements and dissemination of such materials through appropriate channels (local and international media, website and social media platforms, etc.). These materials are intended to reach all THRIVE WASH target audiences with important information about the Activity’s results, achievements and impact. S/he will compile, edit, and produce high-quality Activity progress reports that document the Activity’s achievements and efforts to achieve its overall goal and objective. The Communications and Outreach Specialist is also responsible for developing and maintaining any digital/social media platforms used to capture and disseminate project results and success stories. This position is full-time and based in Kigali with frequent travel to the ten target districts.

 Major responsibilities and duties:

Planning, documenting, and reporting

  • Work with the COP to compile annual work plans, including combining sections from multiple writers and harmonizing language as well as producing the final versions.
  • Assist the DCOP in maintaining up-to-date monthly and quarterly Gantt charts to contribute to the quality and the timely execution of planned interventions.
  • Work with the MEL Advisor to coordinate THRIVE WASH participation in the USAID partner’s events, including attending and participating in annual joint work planning events, field site visits, and meetings with or on behalf of the THRIVE WASH district focal points.
  • Provide periodic updates on potential projects’ synergies and follow-up actions to the project team and produce and disseminate communication materials showcasing pertinent Thrive Wash collaboration and coordination efforts with the USAID partners.
  • Update and maintain Thrive internal shared drive documenting Activity progress and achievements.
  • Work with the DCOP to review and compile bi-monthly bullets on Activity’s accomplishments, challenges, and follow-up actions.
  • Review and compile monthly, quarterly, and annual narrative reports to capture progress, achieved results, and impact in accordance with USAID guidelines and formats.
  • Edit any relevant reports and documents with high quality and results-oriented English content.

Communications and outreach

  • Develop, implement, and evaluate Isooko y’Ubuzima Project’s communications plan for internal and external target audiences.
  • Identify key stakeholders and managers to develop a distribution list of Isooko y’Ubuzima project’s communication materials and ensure they receive periodic written materials.
  • Use and maintain an external outreach list.
  • Develop and maintain an internal contact list of all Isooko y’Ubuzima Project professional contacts and develop and maintain a sound work relationship.
  • Produce and disseminate booklets and brochures, handouts, one pager, press releases, video, and electronic materials that convey the scope of Isooko y’Ubuzima Project work and its impact.
  • Use USAID-approved templates and formats to produce and disseminate regular Activity updates to internal and external stakeholders, including developing electronic and print materials such as fact sheets, briefings, presentations, publications, talking points and/or speeches, press briefings and releases, newsletters, quarterly success stories, snapshots, before and after pieces, and other communications materials.
  • Provide quarterly success stories and program progress briefings to the WFP- Rwanda communications expert.
  • Disseminate and communicate information about Isooko y’Ubuzima Project work through media and other channels. Leveraging media channels, including social media, efficiently and effectively. Review consistency of messaging in relation to Isooko y’Ubuzima Project approach, USAID communications priorities, key messages, and branding requirements.
  • Develop and maintain Isooko y’Ubuzima website and social media platforms to promote internet-based knowledge sharing for the Activity, including producing regular updates with new content and images, publishing videos and photographs with support from the WFP Global Director of Marketing and Communications.
  • Responsible for preparation of the materials for the Activity events, workshops and training with support from the Isooko y’Ubuzima Project technical staff.

 Knowledge Management and Collaborative Learning and Adaptation (CLA)

  • Identify opportunities for improving internal program communications and knowledge sharing within WFP and implement solutions.
  • Identify in-house and external models to effectively promote sanitation marketing and document key processes and lessons-learned throughout Activity execution.
  • In collaboration with the MEL Advisor, develop and organize appropriate CLA events, workshops, fora, brown-bag sessions, and other learning and knowledge sharing events (at central and district levels) to raise awareness of Activity interventions, share achievements and trends in performance, to understand challenges and eventual opportunities, and identify changes to be adopted to effectively achieve THRIVE WASH’s expected results and meet stakeholders’ needs.
  • Identify and support the establishment of a WASH marketing knowledge sharing network across WFP and Partners worldwide existing and pertinent projects as well as other relevant donor-funded projects to connect THRIVE WASH staff with relevant counterparts.
  • Facilitate cross-country learning, including but not limited to, MS Teams, Zoom, email, WhatsApp, and Skype.

 Managerial

  • Work with the MEL Advisor to complete summarized narratives on Activity progress and results to be uploaded in the Government of Rwanda international NGO Registration Platform.
  • Provide communications related mentorship and guidance to the MEL Officers and the DCOP.
  • Work with COP to develop a positive working environment for all staff members. •
  • Perform other duties/tasks as assigned.

QUALIFICATIONS & REQUIREMENTS

Education

  • A Bachelor’s degree in Journalism, Communications, International relations or related field or an equivalent combination of relevant experience or training

 Work Experience and requirements

  • Fluency in the English language is required.
  • Comfortable editing documents produced by non-native English speakers.
  • 3 to 5 years of experience working in communications, reporting, and/or production of communication materials.
  • Experience in public relations and implementation of communication plans, digital media, branding compliance, as well as experience providing support to USAID-funded projects is required.
  • Prior experience working on areas such as WASH, WASH marketing, community participation, capacity building, and/or service delivery in Rwanda, East Africa or similar context is required.
  • Expert knowledge in synthesizing complex technical issues and subjects for presentation to diverse stakeholders and audiences, including the press.
  • Specialized training and experience in communications related to development programs in an overseas context.
  • Highly knowledgeable about USAID’s branding and marking requirements is a must.

JOB SUMMARY:

WASH Sustainability Manager collaborates and provides support to national WASH Ministries (Ministry of Infrastructure, Ministry of Education, Ministry of Health, Ministry of Local Government and Ministry of Environment), Government Institutions (WASAC Ltd, Rwanda Environment Authority, Water Resources Management Authority, Local Administrative Entities Development Agency-LODA, Rwanda Utilities, and Regulatory Authority, etc.), WASH Service Authorities (districts) and Service Providers in water and sanitation to ensure sustainable water and sanitation services.

       ESSENTIAL JOB FUNCTIONS AND DUTIES:

  1. Strategic Planning for Sustainability
  • Work with WFP HQ, and Country Program staff to develop country strategic sustainability plan in line with Water For People’s overall strategy and policy objectives;
  • Contribute to Water For People’s overall program and policy discussions pertaining to sustainability of WASH Services;
  • In co-operation with partners, develop program work that contributes to Water For People’s learning and advocacy agendas;
  • Initiate annual operating plans in line with set sustainability priorities and allocated budget.
  1. Partnerships
  • Entertain relationships with national WASH stakeholders including WASH Ministries, government institutions responsible for providing and sustaining WASH Services, local government authorities, and local water and sanitation service providers.
  • Strengthen relationships with partner organizations, the local private sector, and NGOs supporting WASH in WFP EF districts to create synergies.
  • Build/strengthen relationship with sector stakeholders supporting sustainability-oriented activities and influence harmonization of sustainability approaches.
  • Act as a liaison person for Agenda For Change Partners and other WASH Alliances.
  • Influence the uptake of sustainable WASH approaches by sector stakeholders.
  1. Specific tasks
  • Participate in the review of sector policies, strategies, guidelines and influence the inclusion of sustainability principles in all sector documents where possible.
  • Support MININFRA in organizing annual sector performance review meetings/workshops.
  • Initiate research, and documentation of sustainability-oriented programs/activities such as performance of District WASH Boards in the EF districts, the impact of WFP work on peoples’ lives, the performance of water and sanitation service providers and support the improvement process.
  • Take a lead role in identifying capacity-building needs of the national WASH Ministry (MININFRA), EF districts, and service providers both in and outside EF districts.
  • Collaborate with Agenda For Change partners and others to develop WASH tools.
  • Provide technical support to MININFRA in the pilot and scale-up of the District Wide Approach.

It is against this background that Water For People in Rwanda is seeking to recruit an Administrator and Procurement Officer with the following qualification and competencies for the THRIVE Project.

Position objective:

The Administration and Procurement Officer is responsible for the Human Resources administration, logistics, and procurement to facilitate the project’s effectiveness and efficiency in coordination with the Finance Manager. S/he works closely with project and service providers to ensure that project administration and procurements are compliant with USAID policies and procedures.

 Essential job functions and duties: 

General Administration

  • Provide logistical support to all programs, meetings, etc.
  • Establish policies, procedures, and work schedules for all support staff.
  • Contribute to team effort by accomplishing related results as needed.
  • Ensure regular staff meetings and reflections including management of staff minutes.
  • General Administration of local contracts drafting of contracts/ agreements.
  • Complete filing and safe custody of the contracts.
  • Provide administrative and logistical support to staff based in Kigali, and the Field Offices.
  • Ensure that international employees posted in the country acquire legal instruments (Work Permits, Resident Permits, Visa) to enable them to perform their duties uninterrupted.
  • Manage security and internal controls for the department.
  • Assist project staff with all professional administrative procedures including processing requests for visas, addressing diplomatic papers and procedures, etc.);
  • Assist the project staff with all traveling procedures: mission orders, flight tickets, booking of hotels, processing of expenses claims, etc.;
  • Manage the filing and archiving of administrative and technical documents and update registers regularly;
  • Maintain relevant internal databases and files; keeps track of contractual agreements and purchase orders;
  • Maintain a proper and systematic archive system
  • Guard all project records and software against unauthorized people by employing appropriate control.
  • Manage maintenance and repair works of the office facilities.
  • Perform a wide range of office support, for events and workshops contributing to the efficient and effective management of the administrative and procurement activities.
  • Serve as point of contact for IT and ensure implementation of the IT policy in the country.
  • Arrange for routine equipment servicing or repairs when necessary and manage replacement plans.
  • Maintain an updated organization asset registry.
  • Create/manage a centralized filing system for all administrative letters, correspondences, and contracts including an updated file index list.
  • Ensure that drivers and office assistants and all other direct reports receive proper supervision, including coaching/mentoring, capacity building.
  • Transport management and delivery of all materials required in districts of operation.
    • Ensure that all project vehicles are in excellent and road-worthy condition (insurance, tax, repair, and maintenance, etc.)
    • Manage vehicle logbooks (ensuring that each vehicle has a logbook, drivers fill the logbook at the end of each trip, checking the accuracy of the logbooks, etc.)
    • Fuel management (including periodic analysis of fuel consumption for each vehicle to determine efficiency and perhaps abuse)
    • Line management of drivers.

    Human Resource Management

  • Lead staff recruitment, induction, facilitation of training and development, drafting job descriptions, informing new employees about conditions of employment, managing performance management process, staff compensation management, staff offboarding, etc.
  • Maintain a safe and secure work environment.
  • Prepare payroll
  • Manage employment agreements and ensure that these agreements are renewed in due course.
  • In coordination with Project Management Team, complete all THRIVE WASH administrative procedures (job advertisement, collecting CVs, shortlisting against criteria, interviews, drafting employment contract, etc.).
  • In coordination with WFP HR officer and COP, ensure that all project staff set performance objectives and participate to the staff performance reviews.
  • In coordination with WFP HR Officer, maintain personnel files (including annual and sick leave records) and prepare payroll for national staff/employees assuring that all amounts and deductions are made accurately, and monitor employee time keeping.

 Procurement

  • Ensure the integrity and transparency of the procurement process and compliance with the USAID and WFP Financial Regulations and Rules and relevant internal policies;
  • Implement proper procurement planning every year in coordination with relevant Teams to ensure cost-effective solicitation of goods and services;
  • Identify and fully understand the details and conditions of the best procurement methods to be used for maximized competitive bidding process through pre-qualification exercise,
  • Submit for approvals agreements and contracts to the Finance Manager for review;
  • Provide clarifications and advice on THRIVE procurement procedures and practices; respond to queries about the status of delivery raised by requisitioner and about payment and other matters raised by the suppliers;
  • Coordinate and facilitate procurement planning, including preparation of procurement plans. This work includes providing support to the Program staff in the preparation of project procurement plans.
  • Prepare inputs to standard bidding documents for project activities.
  • Prepare inputs as needed by the project for the recruitment of consultants (firms and individuals), procurement of other services (e.g., training and workshops), and the procurement of goods and small works.
  • Procure goods and services following established procedure, ensuring proper implementation of individual procurements at each stage of the process, from advertising to contract award.
  • Prepare, evaluate and collate a shortlist of suppliers based on firm capabilities.
  • Monitor procurement through regular updates of the procurement plans.
  • Maintain working files and records; prepared correspondence related to procurement activities; seek legal advice where appropriate; prepare procurement progress reports.
  • Prepare contracts for review for the COP’s authorization.
  • Check suppliers’/consultants’ invoices, delivery notes, and any other relevant documents verify them and submit them for payment.
  • Maintain current market knowledge by evaluation of technical data, price and payment terms, visits, and phone/e-mail interviews and contacts.
  • Ensure that prospective consultants, staff, vendors or subcontractors are eligible for use under Thrive WASH program using www.sam.gov and other online verification systems to be determined, and filing the verification reports in the grant filing system

 QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:

  • Bachelor’s degree in Business Administration, human resources, procurement, or its equivalent
  • At least three (3) years of progressively responsible procurement and administrative work experience preferably in non-profit or international NGO.
  • Demonstrated experience in procurement and grants focused on ensuring compliance with established rules and regulations, working with a USAID grant is an added value
  • Ability, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, to exercise good judgment, and to effectively communicate with Management

Position objective:

 The Communications and Outreach Specialist is responsible for all internal and external communications including the development of communication materials that are in compliance with USAID branding requirements and dissemination of such materials through appropriate channels (local and international media, website and social media platforms, etc.). These materials are intended to reach all THRIVE WASH target audiences with important information about the Activity’s results, achievements and impact. S/he will compile, edit, and produce high-quality Activity progress reports that document the Activity’s achievements and efforts to achieve its overall goal and objective. The Communications and Outreach Specialist is also responsible for developing and maintaining any digital/social media platforms used to capture and disseminate project results and success stories. This position is full-time and based in Kigali with frequent travel to the ten target districts.

 Major responsibilities and duties:

Planning, documenting, and reporting

  • Work with the COP to compile annual work plans, including combining sections from multiple writers and harmonizing language as well as producing the final versions.
  • Assist the DCOP in maintaining up-to-date monthly and quarterly Gantt charts to contribute to the quality and the timely execution of planned interventions.
  • Work with the MEL Advisor to coordinate THRIVE WASH participation in the USAID partner’s events, including attending and participating in annual joint work planning events, field site visits, and meetings with or on behalf of the THRIVE WASH district focal points.
  • Provide periodic updates on potential projects’ synergies and follow-up actions to the project team and produce and disseminate communication materials showcasing pertinent Thrive Wash collaboration and coordination efforts with the USAID partners.
  • Update and maintain Thrive internal shared drive documenting Activity progress and achievements.
  • Work with the DCOP to review and compile bi-monthly bullets on Activity’s accomplishments, challenges, and follow-up actions.
  • Review and compile monthly, quarterly, and annual narrative reports to capture progress, achieved results, and impact in accordance with USAID guidelines and formats.

Communications and outreach

  • Develop, implement, and evaluate Isooko y’Ubuzima Project’s communications plan for internal and external target audiences.
  • Identify key stakeholders and managers to develop a distribution list of Isooko y’Ubuzima project’s communication materials and ensure they receive periodic written materials.
  • Use and maintain an external outreach list.
  • Develop and maintain an internal contact list of all Isooko y’Ubuzima Project professional contacts and develop and maintain a sound work relationship.
  • Produce and disseminate booklets and brochures, handouts, one pager, press releases, video, and electronic materials that convey the scope of Isooko y’Ubuzima Project work and its impact.
  • Use USAID-approved templates and formats to produce and disseminate regular Activity updates to internal and external stakeholders, including developing electronic and print materials such as fact sheets, briefings, presentations, publications, talking points and/or speeches, press briefings and releases, newsletters, quarterly success stories, snapshots, before and after pieces, and other communications materials.
  • Provide quarterly success stories and program progress briefings to the WFP- Rwanda communications expert.
  • Disseminate and communicate information about Isooko y’Ubuzima Project work through media and other channels. Leveraging media channels, including social media, efficiently and effectively. Review consistency of messaging in relation to Isooko y’Ubuzima Project approach, USAID communications priorities, key messages, and branding requirements.
  • Develop and maintain Isooko y’Ubuzima website and social media platforms to promote internet-based knowledge sharing for the Activity, including producing regular updates with new content and images, publishing videos and photographs with support from the WFP Global Director of Marketing and Communications.
  • Responsible for preparation of the materials for the Activity events, workshops and training with support from the Isooko y’Ubuzima Project technical staff.

 Knowledge Management and Collaborative Learning and Adaptation (CLA)

  • Identify opportunities for improving internal program communications and knowledge sharing within WFP and implement solutions.
  • Identify in-house and external models to effectively promote sanitation marketing and document key processes and lessons-learned throughout Activity execution.
  • In collaboration with the MEL Advisor, develop and organize appropriate CLA events, workshops, fora, brown-bag sessions, and other learning and knowledge sharing events (at central and district levels) to raise awareness of Activity interventions, share achievements and trends in performance, to understand challenges and eventual opportunities, and identify changes to be adopted to effectively achieve THRIVE WASH’s expected results and meet stakeholders’ needs.
  • Identify and support the establishment of a WASH marketing knowledge sharing network across WFP and Partners worldwide existing and pertinent projects as well as other relevant donor-funded projects to connect THRIVE WASH staff with relevant counterparts.
  • Facilitate cross-country learning, including but not limited to, MS Teams, Zoom, email, WhatsApp, and Skype.

 Managerial

  • Work with the MEL Advisor to complete summarized narratives on Activity progress and results to be uploaded in the Government of Rwanda international NGO Registration Platform.
  • Provide communications related mentorship and guidance to the MEL Officers and the DCOP.
  • Work with COP to develop a positive working environment for all staff members. •

QUALIFICATIONS & REQUIREMENTS

Education

  • A Bachelor’s degree in Journalism, Communications, International relations or related field or an equivalent combination of relevant experience or training

 Work Experience and requirements

  • Fluency in the English language is required.
  • Comfortable editing documents produced by non-native English speakers.
  • 3 to 5 years of experience working in communications, reporting, and/or production of communication materials.
  • Experience in public relations and implementation of communication plans, digital media, branding compliance, as well as experience providing support to USAID-funded projects is required.
  • Prior experience working on areas such as WASH, WASH marketing, community participation, capacity building, and/or service delivery in Rwanda, East Africa or similar context is required.
  • Expert knowledge in synthesizing complex technical issues and subjects for presentation to diverse stakeholders and audiences, including the press.
  • Specialized training and experience in communications related to development programs in an overseas context.
  • Highly knowledgeable about USAID’s branding and marking requirements is a must.

Position objective:

The Finance Manager will be responsible for overall financial management, including budgeting and monitoring of project expenditures, financial reporting, and auditing, forecasting expenditures, and maintaining and supervising project accounts, books of accounts, banking, and financial operations. He/she will be responsible for supervising the day-to-day operations of the administrative department.

 Major responsibilities and duties:

 Accounting and finance

  • Develop procedures for monitoring and analyzing project budgets, which will allow accurate projection of expenditures and comparisons of actual and budgeted spending by proving explanations for significant variances.
  • Ensure that all financial transactions and practices are consistent with USAID’s policies and regulations and in accordance with all relevant WFP’s rules and regulations.
  • Work with the COP and WFP global and local staff to draft annual budgets.
  • Prepare 90-day forecasts, monthly projections ,monthly cash advance requests and wire request, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
  • Complete monthly financial reporting in accordance with USAID requirements, including reviewing and approving financial data in WFP’s accounting software system and submitting reports to WFP headquarter.
  • Manage the acquisition of capital assets and ensure that assets are properly recorded
  • Manage contract budget according to federal acquisition regulations and procedures, ensuring compliance with U.S. government Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR) and USAID Automated Directives System (ADS)
  • Develop, implement and maintain financial policies and a system of internal control in conformance with best practices, federal regulations, and WFP’s related procedures
  • Train project finance and operation personnel in program-specific financial procedures
  • Develop a cash flow plan for overall programmatic and contract activities
  • Oversee financial management of expenses associated with country plan allocations, contract of services, and procurement of goods
  • Develop metrics for program financial success, including identifying internal control weaknesses and implementing enhanced business practices to strengthen the system of internal control
  • Prepare financial monthly and quarterly reports and reconciling currency exchange as needed for monthly finance management
  • Advise the COP on financial health through the provision of regular and timely financial expenditure reports.
  • Seeking reimbursement of VAT from Rwanda Revenue for all THRIVE-WASH Consortium members.

 Managerial

  • Supervise the Project procurement officer, and accountant.
  • Supervise project staff and consultants working on finance and administrative aspects for the project.
  • Complete mid-year and annual reviews for subordinate staff.
  • Provide mentorship and guidance to subordinate staff.
  • Work with COP to develop a positive working environment for all staff members, and report any performance issues to the COP as soon as they occur.

Risk and Compliance

  • Implement the financial procedures and ensure compliance to accounting policies and procedures by all project staff.
  • Initiate the review of foreign exchange management, review, and forecasting.
  • Support the COP and Country Director with outside legal cases as needed.

  • At least 7 years of experience and accounting experience, including a minimum of 3 years in an international development organization. Experience in USAID organization , non-profit experience and profit experience would be an added value.
  • Three (3) years of audit experience would be an added advantage.
  • Experience managing a finance/accounting team as well as other business functions such as HR, Legal, etc.
  • Experience in strategic business planning and execution, contracting, and negotiation.
  • Ability to analyze financial date and prepare financial reports, statements, and projections.
  • Advanced computer proficiencies with Microsoft Office programs including Word, Excel, pivot tables,Power Point, and Outlook.

Water For People is an international not-for-profit organization established in 1991. Our vision is a world where every person has access to reliable and safe water and sanitation services. We exist to promote the development of high-quality drinking water and sanitation services, accessible to all, and sustained by strong communities, businesses, and governments. In Rwanda, Water For People was registered in April 2008. Currently, it is working in four districts namely Rulindo and Gicumbi in the Northern Province, Kicukiro in the City of Kigali, and Karongi in the Western Province where it supports water supply, sanitation, and hygiene programs, while at national level, Water For People support WASH sector systems.




Job Summary and Overall Purpose

The Monitoring, Evaluation and Knowledge Management Officer, in close collaboration with the Country Program Team is responsible for coordinating the development and implementation of comprehensive organizational monitoring & evaluation and knowledge management system to enhance impact, monitoring, quality control and evaluation in order to improve programmatic approaches and internal processes, facilitate continuous learning,  and underpin accountability at various levels.

Key Functions:

a)  Monitoring

Work with relevant national and district staff to design and implement a monitoring framework to track delivery against Water For People Rwanda goals and objectives in the focus districts, including establishing baselines to gauge and support the performance of the program; lead targeted country program, and donor surveys, including design, data collection and analysis for assessment of progress and areas for improvement, as well as the implementation of summative evaluations.

b) Evaluation 

Assess progress and areas of improvement based on results from routine monitoring and lead targeted efforts to evaluate the effectiveness of specific approaches and programs; implement summative evaluations for specific partners and programs; and maintain focus on producing results that inform adaptive management.

c)  Reporting

Provide regularly synthesized and updated reports on the status of implementation against Water For People Rwanda strategic goals and objectives, and in collaboration with program staff, ensure timely submission of Country Program work plans and regular reports to partners and relevant institutions.

d) Learning 

In collaboration with the global learning manager, design a learning agenda for the Country Program and lead its implementation; organize and coordinate annual reflection sessions with partners, and ensure that key learning outcomes are implemented

e)  Major Duties and Responsibilities

 Monitoring

  1. Collaborate on the development of Water For People monitoring, evaluation, and learning framework and lead implementation in Rwanda
  2. Lead harmonization of relevant monitoring systems including the Management Information System (MIS) for the WASH sector in Rwanda, Water For People’s organizational requirements, and donor-specific requirements.
  3. Develop a systems for monitoring implementation of specific projects in Rwanda, including mapping of, Inputs – Outputs – Outcomes
  4. Track delivery against Water For People—Rwanda goals and objectives, including establishing baselines to gauge and support the performance of the program.

  2. Contribute to drafting ToRs and supervise contracted consultants to complete a specific piece of work in support of the Water For People—Rwanda Evaluation System, and approve their final deliverables.
  3. Evaluate results from routine monitoring to inform government and organizational planning processes
  4. Lead targeted efforts to evaluate the effectiveness of specific approaches and programs.
  5. Design and implement periodic field studies for purposes of learning the impact of program interventions, obtaining qualitative data, enhancing planning and implementation of program activities.
  6. Implement summative evaluations for specific partners and programs

Reporting

  • Collaboration with LIXIL to increase scale of SaTo pan distribution and marketing to national scale in Rwanda, with focus on affordable pricing models and expansion into rural distribution networks

  • Drive innovation in the sanitation business space in line with the overall vision of the Rwanda Country Program and Water For People global sanitation program.
  • Design a program with the aim of achieving Sustainable Sanitation services
  • Ensure implementation of the Rwanda CP Sanitation strategy relating to the development and growth of Feacal Sludge Management and latrine building services in different segments of the population and in different parts of Rwanda.
  • Coordinate all country Program Sanitation Business activities, maintaining regular contact with all project staff, partner staff and relevant government bodies.
  • Manage the technology development process in Rwanda and ensure that sanitation engineering process remains a priority and relevant to the sector and needs of the sanitation businesses.
  • Develop project implementation plans, track progress against plans, and oversee expenditures.

  • Identify needs, opportunities, gaps, and constraints in potential sanitation markets, models, and entrepreneurs, and provide mentoring and support to sanitation businesses.
  • Conduct business landscaping studies and oversee the design and management of market analysis work and consumer feedback surveys.
  • Engage with local government to understand and improve the regulatory operating environment for emerging sanitation businesses as appropriate.
  • Document successes, failures and lessons learnt, and share knowledge internally and externally.
  • Actively collaborate with Water For people strategic partners and other sector players to promote sanitation as a business.
  • Establish and facilitate multi-stakeholder learning platforms at National and District levels aimed at discussion of sanitation as a business.

  • An understanding of how business works, what determines success or failure (both within businesses themselves and within the operating environment), monitoring and analysis of business metrics, and how entrepreneurs make decisions.
  • Must be flexible, intuitive for innovative entrepreneurial approaches, able to work under tight deadlines, and have excellent follow through skills. Be a self-starter and work with limited supervision.

Rwanda Coffee Cooperatives Federation (RCCF) was founded on April 2nd, 2009. It has the legal registration number RCA/1544/2009 issued on December 17th, 2009. RCCF is currently made of 14 unions that unions around 97 primary cooperatives.

RCCF works with its member unions and primary cooperatives by providing professional assistance in their establishment as well as administration and management. II.    ROLES AND RESPONSIBILITIES OF THE BUSINESS ADVISOR

 The daily management of the RCCF is ensured by the Business Advisor, who exercises authorities delegated to him/her by RCCF Board of Directors. He/she is responsible of all technical and administrative activities of the federation and his/her key roles and responsibilities include but not limited to;

  • Ensure the daily management of the federation
  • Follow up the progress of the implementation of RCCF action plans
  • Ensure the organization operates in compliance with administrative and financial procedures and policies
  • Ensure Timely financial and activity reports are submitted to the Board of Directors for approval and partner (where necessary)
  • Ensure financial and administrate filing according to the standard and RCCF procedure manual
  • Ensure timely planning of federation activities and their monitoring and evaluation is maximized

Job Description & Key Responsibilities

  • Work on technical research projects – supporting the design of research studies and survey instruments, coding survey instruments into SurveyCTO, developing data monitoring systems in collaboration with the data quality team, cleaning quantitative datasets, conducting quantitative and qualitative analysis, drafting sections of reports, and keeping clients updated on progress.
  • Independently deliver high-quality sections of reports or data analysis – ensuring your deliverables are client-ready and on time.

You will be able to develop skills and experience in:

  • Technical design of research projects, including sampling and impact evaluation methodologies.

This position is offered as a 1-year contract. Following this first contract, Laterite will be open to discuss possibilities of extension.

Profile

About the Role:

Save the Children is seeking a Community Support Coordinator for the Rwanda Schools and Systems Activity funded by USAID. The Community Support Coordinator will be responsible for ensuring that in-school and system-wide interventions translate to opportunities for reading and learning at home and in the community.

Schools and Systems Activity will strengthen the education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on learning of foundational reading skills. The Schools and Systems Activity includes a focus on learning for children with disabilities to ensure project approaches reach all children.

Qualifications and experience

Holds a Master’s Degree in public health, international health or equivalent, and relevant field.

Significant professional experience, at least 8 years, of developing and managing high quality, innovative and cost-effective technical H&N projects preferably in the Rwandan context and with International NGOs

Demonstrated experience working in emergency/humanitarian settings.

Demonstrated experience working with and providing technical assistance to the Ministry of Health at national and subnational levels with an intimate understanding of the Rwanda Health System. Experience working within the Rwanda Health System will be an added advantage.

Knowledge of current global, regional, and country-level health discourses on newborn and child health, nutrition, adolescent health, health, and emergency health.

About the Role:

The Health and Nutrition Technical Specialist takes overall responsibility for the strategic direction and coordination of Save the Children’s work on health and nutrition in the Rwanda Country Office including ensuring programming attracts significant donor funding and contributes to Save the Children’s strategic objectives, national/global learning and advocacy. The H&N TS is expected to provide technical advice and support to project staff to ensure programming objectives are successfully achieved.  They are also responsible for initiating and taking technical leadership in H&N focused studies, documentation, and dissemination of innovation and good practices; leading on policy research and advocacy on H&N through networking and collaboration with relevant civil society organizations and other institutions, and; playing a leading role in establishing, maintaining and expanding donor relations for the sector.

Qualifications and experience

Holds a Masters Degree in public health, international health or equivalent, and relevant field.

Significant professional experience, at least 8 years, of developing and managing high quality, innovative and cost-effective technical H&N projects preferably in the Rwandan context and with International NGOs

Demonstrated experience working in emergency/humanitarian settings.

Demonstrated experience working with and providing technical assistance to the Ministry of Health at national and subnational levels with an intimate understanding of the Rwanda Health System. Experience working within the Rwanda Health System will be an added advantage.

Knowledge of current global, regional, and country-level health discourses on newborn and child health, nutrition, adolescent health, health, and emergency health.

Fluency in written and spoken English and substantial experience in preparing projects proposals and donor reports.

Excellent interpersonal, communication, and presentation skills and commitment to capacity building of staff with proven skills as a trainer/facilitator and mentor.

Demonstrated skills in resource and staff management and capacity development

General Function:                                                                      

The SCOPE COVID-19 Project Accountant will be responsible for all accounting and finance roles of the project. Additionally, he/she will fulfill the Mission Statement of World Relief (WR) and its partners, provide treasury and accounting support to SCOPE COVID-19 Project and support other finance tasks of WRR as instructed by Supervisor.

 

Specific Duties:

1.Verify and ensure all financial supporting documents and all submitted payment requests are in compliance with donor regulations and WRR financial procedures.

2. Receive, verify and process all payment requests for grants in compliance with donor regulations and WRR financial procedures.

3. Receive and verify the project expense reports and ensure that all financial supporting documents are in compliance with donor regulations and WRR financial procedures.

4. Prepare SCOPE COVID-19 Project quarterly and monthly plans appropriately and in a timely manner.

5. Prepare all financial reports for SCOPE COVID-19 Project and submit them to the SCOPE COVID-19 Project Manager and Finance Manager on time for verification and approval.

6. Monitor the budget consumption and then alert the Project Manager if there is over or under budget spending according to planned activities.

7. Verify that each project activity budget is in compliance with the approved budget.

8. Work closely with the field staff.

9. Participate in SCOPE COVID-19 Project financial and accounting meetings when invited.

10.  Provide any financial support to SCOPE COVID-19 Project.

11. Claim VAT refund for a grant.

12.  Prepare monthly bank account reconciliation for Finance Manager approval.

13.  Maintain contacts with the bank to clarify questions pertaining to a project bank account.

14. Perform other duties related to the above responsibilities as assigned and agreed upon with the Supervisor.
