Project Background: EDC currently implements 3 projects in Rwanda. USAID Huguka Dukore Akazi Kanoze (HDAK), a project that over the course of five years, has been preparing the Rwandan youth workforce to meet the needs of an evolving knowledge-based economy that requires 21st-century capabilities. It aims to provide 40,000 vulnerable youth with employability skills by scaling up proven successful interventions across 20 of 30 districts countrywide. USAID Umurimo Kuri Bose (UKB) is a 2-year project that aims to increase employability skills of youth with disabilities in 12 districts while fostering an enabling environment for youth with disabilities to be able to access and succeed in employment and self-employment. Mastercard Foundation Building Resilience in TVET through E-learning (BRITE) is a 2-year project that will support and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.
Summary: The Receptionist & Admin Assistant will be responsible for routine basic Reception, Administration, HR, and operations processes in accordance with the set standards and procedures for EDC projects in Rwanda. The Receptionist and Admin Assistant will provide full administration and operations support to EDC by working closely with the HR/Operations Coordinator, with the Logistics and Logistics Assistant, and with the Finance and Administration Manager.

This position reports to the Finance and Administration Manager. This position is located in Kigali.

Rwanda Medical Supply Ltd seeks to recruit a Business Intelligence and Communications Specialist for USAID Transforming Rwanda Medical Supply (TRMS) Project.

Background

Rwanda Medical Supply Ltd is a state-owned company created by the Government of Rwanda with a mandate of managing an end-to-end health supply chain for Rwanda.

RMS Ltd seeks to recruit a qualified candidate for the position of; Business Intelligence and Communications Specialist for the USAID Transforming Rwanda Medical Supply Chain (TRMS) project.

Purpose

The Business Intelligence and Communications Specialist serves as the main point of contact for all business development strategies, private sector engagement, and external communication.

Principal Duties and Responsibilities

  • Leads development of RMS Ltd private sector engagement action plan and market approach strategy.
  • Leads the RMS Ltd business intelligence relationship with other similar business organizations through a memorandum of understanding, mapping of responsibilities between the different parties.
  • Leads the market development approaches and high-level segmentation of local supplier optimization.
  • Assists RMS Ltd and its Board to stay abreast of trends and issues in Rwandan private sector development from Rwanda’s policy process and from development partners.
  • Implement a strategy to attract private sector engagement with RMS Ltd and ensure complementarity and coordination between RMS Ltd and private sector actors.
  • Raises awareness on business development issues within RMS Ltd or with private sector actors.
  • Proposes and supports a timeline for the implementation of privatization strategies of RMS Ltd including preparation of business plans, sustainability strategies, and financing approaches.
  • Provides substantive technical support in the conceptualization, planning, implementation of RMS Ltd external communications.

Required Skills and minimum Qualifications:

 INECD

The Inclusive Nutrition and Early Childhood Development (INECD) activity will promote nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents and improve infant and young child feeding practices. It also aims to address child development gaps and significant unmet physical rehabilitation and assistive technology (rehab/AT) and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district-level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda priorities. The INECD will be implemented in the following districts: Ngoma, Kayonza, Kicukiro, Nyarugenge, Nyabihu, Rwamagana, Nyanza, Burera, Rulindo, and Nyamasheke.

 Job description:

The Three Stones International Rwanda (TSIR) SCOs will work with consortium partners led by Catholic Relief Services at the cluster office level and participate in regular engagement with their cluster districts to ensure the success of the overall SBC objectives for the INECD activity. SCOs will report directly to the Senior SBC Advisor as well as the respective Cluster Coordinators and oversee all SBC related components associated with this activity at the subcluster level. With extensive experience in program management, training of trainers, supportive supervision, formative research, and community engagement the SCOs will engage with stakeholders in each cluster district as well as provide capacity building and support to relevant implementor staff and government counterparts. SCOs will ensure the district level targets are being met through regular field visits and conduct training of trainers to enable the implementation of SBC messaging and campaigns in each district. This is a provincial-based posting in one of the cluster offices outside of Kigali namely in Ngoma, Nyabihu, and Nyamasheke with anticipated travel up to 60% of work hours.

 Job responsibilities include:

  • Actively participate in SBC team meetings and contribute to work planning and program design

Qualifications:

About the Role:

Reporting to the Operations Director, the Supply Chain Manager responsible for the Supply Chain functions of Procurement, Warehousing and Distribution, Fleet Management and Asset Management for all goods and services used in the development and humanitarian programmes and is accountable for the development and delivery of supply chain strategy for Save the Children International program, and for increasing the impact of SCI’s program through effective and optimized supply chain models, which can deliver on needs in varying contexts across the Country Office, Field Office and Sub-offices.

The Supply Chain Manager will lead the development and implementation of supply chain plans, ensuring that fields have access to appropriate logistics tools that are fit to manage the demands of their supply chains. The post holder will also be responsible for the overall management and implementation of effective procurement, fleet, warehousing, and asset management practices for all the development and humanitarian responses in-country in compliance with SCI’s SOPs and Policies.

To implement the ESSP and strategies, TVET Quality Management (TQUM) Project is established under the strong partnership between the GoR and KOICA (Korea International Cooperation Agency). The main objective of the TQUM is to provide high quality and relevant TVET in order to produce competent graduates to meet labour market demands in Rwanda. The main components of the TQUM are (a) to strengthen TVET competency-based curriculum development framework, (b) to enhance TVET competency-based training and assessment implementation framework and (c) to improve capacities of human resources in curriculum, training and assessment. The total budget of the TQUM is USD 9,000,000, and the implementation period is up to December 2024.




3. Duties and Accountabilities

Partnership Coordinator will be a member of the TQUM project. Under supervision and leadership of the Project Leader, she or he perform a leading role in partnership management and administrative duties for the TQUM project. Duties and accountabilities will include, but not be limited to, the followings:

Partnership management for the TQUM project

  • Planning, coordinating and managing effective partnership with stakeholders, including GoR counterparts, TVET institutions, development partners, industries, implementers and the internal team members, with respects to the TQUM project.
  • Developing and managing the TQUM partnership tools for internal and/or external communication.

Administrative, financial and logistical management

  • Managing any logistical and administrative tasks for the TQUM activities.
  • Ensuring liaison with the internal team members and/or stakeholders, regarding the TQUM schedules, information, documents and/or tasks.
  • Properly assisting in accounting tasks of the TQUM financial management.
  • Assisting in coordination and implementation of the TQUM action plans

Document Management

Schedule Management for the project

Education

Monitoring and evaluating the TQUM project based on the Result Framework and Action Plans

  • Facilitating to develop and review the result framework and yearly action plans.

  • Facilitating technical documents development, such as concept notes, detailed implementation plans and implementation progress reports.

Coordinating and implementing surveys, inspections and evaluations in the TQUM project

Working with the SPIU-TQUM in accordance with the procedural and operational manual

  • Performing performance data management for the TQUM project.

Education

 Job Summary

 Detailed responsibilities:

Programme Development

  • Leads the development of strategic directions in Programme Development at national level, framed by the SOS Care Promise and other related policies. This means to take action through one integrated programme of child development in a caring family environment (families of origin; SOS family care, other alternative care options) and through programme interventions (direct essential services; capacity building in the fields of care, education and health)
  • Leads the processes of national child rights situation analyses and of feasibility studies at location level

  • Verify payment details, follow up on rejected transfers, and resolve issues with banking platforms.
  • Provide proof of payment for accomplished payments
  • Maintain cash balances on designated country accounts and prepare cash transfers among accounts.
  • Communicate bank balances by sending statements to relevant teams as requested and help complete the cash forecast for required countries.
  • Work with compliance and accounting teams to strengthen data flow accuracy.
  • Promote cross-country standardization of payment procedures to improve the payments process and achieve even better service to country counterparts.
  • Any other responsibilities as assigned by your manager.

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

  • A university degree in Finance, Accounting, or other related fields
  • Two years of professional work experience in Finance or a related area.
  • Experience working with an ERP System (SAP experience preferable)
  • Fluency in English and Kinyarwanda.
  • Ability to deliver high-quality work.
  • Integrity.
