Information Technology (IT) Associate – Rwanda Schools and Systems Activity

Project Description 

The Rwanda Schools and Systems Activity will strengthen the education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on learning of foundational reading skills. Specifically, five-year activity will improve learning outcomes by focusing on increasing Kinyarwanda literacy skills of boys and girls through primary 3 (P3) through four intermediate results: (1) Pre-primary education system enhanced to develop, promote and improve emergent literacy, (2) Lower primary reading classroom instruction improved, (3) School environments improved for increased lower primary reading outcomes, and (4) Education systems management strengthened for improve literacy outcomes. The Schools and Systems Activity will include a focus on learning for children with disabilities to ensure project approaches reach all children.

Position Description 

The IT Associate provides general IT support to the project office in Kigali in coordination with the regional (EASARO) IT experts. Under the in-country administrative supervision of the Director of Finance and Operations and technical supervision of the Regional IT Manager, the IT Associate’s functions and responsibilities include

Administering and delivering general IT support to the project office and staff, including (but not limited to) managing, supporting, and maintaining information systems such as equipment, network, server(s) and Internet connections, websites, and other related computer needs, including:

Periodic update of and the preventive and corrective maintenance of computer platforms with respect to hardware, software, databases, Internet, and fixed telephony (cleaning, antivirus, defragmentation) through an established system of control of maintenance needs.

Regular monitoring and periodic maintenance of office equipment, computer equipment (computers, laptops, printers, scanners, etc.), and network equipment to ensure that they are in good condition and working well.

Support staff to access and use shared cloud storage in accordance with the organization’s Electronic Data Archiving and Protection Policy.

Schedule and execute information backup processes on office equipment.

Give instructions to each computer user about the measures of safeguarding project equipment

Manage the project office IT infrastructure: Internal Network, Server, etc, including, but not limited to:

Install and configure new “Software” and “Hardware” packages

Ensure the quality of Internet service.

Provide troubleshooting support to users of project IT assets such as computers, printers, tablets, etc. Actively participate in periodic virtual meetings with FHI360’s regional IT and/or Information Solutions Services (ISS) team. Write a report on the issues discussed and/or decisions made at each virtual meeting and share with Director of Finance and Operations. In collaboration with the Operations Manager, support in the inventory management of IT materials, as well as manage the registration of computer and electronic equipment borrowed by staff for external use in the implementation of field activities. In collaboration with the Operations Manager and Procurement Officer, support the requisition and purchasing processes of computer supplies for use in the project office. Execute other activities that are required and authorized for the proper performance of their functions.

Qualifications

  • Bachelor’s Degree in Information Technology, Computer Science or a related field.
  • Strong knowledge and solid experience in the use and application of computer systems, databases, programs, and operating systems such as Windows, Linus, Mac, etc.
  • At least 2 years experience in a similar position providing IT support in a medium-sized office
  • Experience working with international organizations
  • Detail-oriented with excellent interpersonal skills and ability to work in a diverse team.
  • Ability to work independently, prioritize tasks, and to take initiative.
  • Experience of handling diverse range of complex situation.

All Clarendon Scholarships cover tuition and college fees in full.

Scholars on a full-time course receive a generous annual grant for living costs – which will be at least £15,009 for 2022-23. To qualify for Clarendon Scholarship, candidate must fulfill all of the following requirements below:

All applicants for graduate study at the University of Oxford are eligible.

All degree-bearing courses at graduate level are eligible.

Postgraduate Certificate or Diploma courses are not eligible for this scholarship.

Clarendon supports scholars from across the University, with no preference for any particular subject area.

Candidates applying to start a new master’s or DPhil course at Oxford are eligible. This includes students who are currently studying for a master’s degree at Oxford but who will be re-applying for a DPhil (you would be eligible for funding for the DPhil).

Applicants who hold deferred offers to start in 2022-23 are not eligible to be considered for this scholarship.

Current students who will continue to study for the same degree at Oxford in the next year are not eligible for this scholarship.

How to Apply for Clarendon Scholarship?

Please follow the following application instructions to apply for Clarendon Scholarship:

Apply by the relevant January deadline for your course to be considered for a Clarendon scholarship.

Your application to your course will be considered by the academics working in your proposed field of study. They will assess the academic quality and suitability of your application.

The department will make the final decision on your graduate place and will notify you with an outcome. See decision timeline for more details.

In parallel, academics within your department will determine who to nominate to the division for a Clarendon scholarship based on the selection criteria.

The process varies between the University’s academic divisions and the Department for Continuing Education, but each meet in February or March to review the departmental scholarship nominations.

The academic divisions assess the nominations on their academic merit and future potential and the top ranked departmental nominees within the division are shortlisted for Clarendon.

Once the shortlist is confirmed, the Clarendon Fund Administrator will contact successful applicants and will provide the scholarship offer letter.

If you are offered (and accept) a Clarendon scholarship, this means your funding is now secure, as long as you meet the conditions of your offer of a place to study at Oxford.

During April and May, Clarendon Partnership Awards are matched to scholars depending on the award requirements. No further information is required of Clarendon offer holders.

Once each scholar’s unique funding package is confirmed, they will receive the funding breakdown letter outlining the funding arrangements. Final college placements will also be confirmed alongside partnership awards.

All successful Clarendon candidates will be contacted via email. The majority of offers are sent out by early April of each year.

Due to the number of eligible applicants, unsuccessful students will not be contacted. If you have not heard from us by June, please assume that unfortunately you have not been awarded a Clarendon scholarship.

A few late nominations may take place during the summer period if nominated students withdraw, however this is very rare.

RMS Ltd seeks to recruit a qualified candidate for the position of; Finance Manager for the USAID Transforming Rwanda Medical Supply Chain (TRMS) project.

Purpose

The Finance Manager will work closely with the TRMS Project Director as well as RMS management to ensure success of the project implementation. Finance Manager will be responsible for all budgeting, financial, and administrative management aspects of the project. He will serve as the main point of contact for financial management issues related to the project.

Principal Duties and Responsibilities

  • Assist the Project Director with financial oversight of all contract activities
  • Ensure compliance with all financial legislation, regulations and guidelines and document, implement and operate financial controls.
  • Review and approve all contract related payment vouchers
  • Ensure accurate recording of expenditures per RMS finance accounting procedures.
  • Produce and/or oversee the preparation of quarterly and annual financial statements and reports.

Required Skills and Qualifications

  • Master’s degree in accounting, finance, economics, business administration, and a professional accounting certification (CPA, ACCA, or any other accounting professional qualification.) OR Bachelor’s degree in accounting, finance, economics, business administration with a professional accounting certification (CPA, ACCA or any other accounting professional qualification and years of work experience beyond the seven required (above may be substituted for a master degree.)
  • Minimum seven years of progressively responsible experience in finance, budgeting, auditing, and/or other experience managing the finances of US Government funded programs with multi-country field offices.
  • Extensive experience in use of automated accounting systems and computer software is required.
  • Experience interacting with senior U.S. officials and ability to develop and maintain contacts with high level GOR officials in both technical ministries and the Ministry of Finance.
  • A thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting, and reporting is required.
  • Specialized training and skills on project funds management, project cash flows, and accrual accounting systems, ability to manage and update accounting system of the project in line with the USG’s funding systems, practical experiences in financial or accounting services for U.S. government-funded programs (preferred), and ability to provide analytical skills in pipeline and outlays of project funds in an organized manner.
  • Experience recruiting, forming, and successfully managing teams, and ensuring the quality of their products.
  • Ability to make independent judgement and detect financial strengths and weakness of projects.
  • Ability to gather and analyze information in order to make appropriate decisions
  • Excellent written and spoken English skills

RPA mission is to gather all pediatricians working in Rwanda and promote quality of care among children in the country.

The Association operates from and for the following priority areas:

 Program description:

Rwanda Paediatric Association received funds from UNICEF Rwanda to implement the Rwanda Neonatal Advanced Care for small and sick newborns Program in the Eastern Province.  This program aims at reducing neonatal mortality by improving and upgrading the quality of care delivered in participating hospitals. This will be done by continuing to support and upgrade the hospitals in advanced newborn care to small and sick newborns through capacity building of the local staff in Neonatology and Maternity through mentoring and on job training mainly focusing at advanced newborn care, preparation of deliveries, in recognition, management and follow up of very low birth weight and very sick newborns who need intensive and specialized care, monitoring and follow up after discharge, and improving safe and effective referrals. For these babies to survive, especially the very low birth weight babies, advanced quality of care in an appropriate setting where they are followed closely in order to gain weight and avoid complications is required compared to the term babies. The program will build on what was achieved during the last years with focus on the Neonatal Intensive Care Units (NICUs) and Maternity/Labor wards and will continue to strengthen the capacity of the hospitals to make them referrals for the very small and sick newborns in the Eastern Province.

Position description

Therefore, the association is looking for an experienced midwife who will support the project in building capacity of the local staff in labor monitoring, skilled birth attendants, birth preparation, complication readiness, accountability, collaboration, and effective communication between the Neonatology units and maternity services, and post-natal care at two hospitals, Rwamagana and Kibungo Hospitals.

Job summary/responsabilities

The midwife’s scope of work include identifying skills and organizational gaps in the hospitals, facilitating the hospitlas to develop Quality Improvement Projects,teaching and mentoring other midwives in the department.

Also in this role, we are expecting a midwife who is patient, compassionate, and able to handle difficult situations to provide teaching and onsite training. Ultimately, be able to gain patients’ trust as well as demonstrate excellent communication and problem-solving skills.

Key responsibilities:

  • Strengthening maternity patient flow
  • Observing and filling the gaps in the training needs of the hospitals
  • Supporting health providers to provide patients and their partners to cope with miscarriages, stillbirths, severe premature, deaths, and terminations.

Edinburgh Law School offers three full PhD studentships, one of which is provided through a generous bequest from alumnus Ewen Cameron in his name.

These scholarships will pay tuition fees and an annual stipend in line with UKRI rates (approximately £15,700 per annum). The stipend will be paid in equal monthly instalments for a maximum of three years, subject to satisfactory progress. Awards will be paid pro-rata for part-time candidates.

Candidates for these scholarships must be seeking to start their first year of full-time or part-time PhD study in the Edinburgh Law School within the academic year 2021/22 (September 2022 or January 2023 entry). Objective

This programme aims to deepen knowledge of the German language (general language, technical language) and regional studies.

Who can apply?

Students in Bachelor’s and Master’s programmes of alle disciplines are eligible to apply.

Bachelor students must have completed at least two university years at the start of the scholarship.

What can be funded?

Funding is provided for participation in language, regional studies and technical language courses offered by state or state-recognised German higher education institutions and language course providers affiliated with higher education institutions.

Course providers and courses offered can be found on the DAAD website at: www.daad.de/hsk-kursliste.

The courses are taught exclusively in German.

Duration of the funding

The courses have a duration of at least 18 teaching days (max. 5 days/week, excluding arrival and departure days) with at least 25 teaching hours per week each.

The scholarships cannot be extended.

The courses usually take place in the months ofJune to November.

Value

Please note:
The course fees and accommodation costs are usually deducted directly by the language course provider from the scholarship benefits to be paid out, so that the scholarship holder may “only” receive the difference to the full amount from the course provider.

Selection

A selection committee reviews applications

Key selection criteria are:
– the academic achievements to date
– a convincing motivation with regard to studies and subject selection

What requirements must be met?

The minimum age at the start of the scholarship is 18 years.

As a rule, applicants must be enrolled at a university in the programme countries (except Germany) both at the time of application and during the entire scholarship period.

There must be two years between two funding awards for a university summer course.

Language skills

Applicants must be able to follow lectures in German and participate in working groups.

German language skills must be proven at the time of application.

The language certificate cannot be older than 2 years at the time of application.

The following language certificates are usually accepted: onSET-Deutsch, TestDaF, Goethe Institut certificate, DSD, DSH, telc Deutsch, ÖSD-Zertifikat, baccalaureate (for specialised language courses only).
If, due to the pandemic situation, it is not possible for you to take one of the above-mentioned language examinations and submit a corresponding language certificate, in such proven cases, a language certificate approved by DAAD lecturers can be submitted as an exception. Please contact the respective information and counselling office for further information.
If you already have a language certificate from 2020 for attending a course in 2021 that has been approved by DAAD lecturers, you can submit it this year as an exception.

The course preferences will be taken into account by the DAAD in the final placement, if possible. Important: The available capacities are limited, therefore the DAAD reserves the right to assign you to another course.

STEP 3: Apply for the Faculty of Engineering Entrance Awards

Once you’ve completed your common application, you will be redirected to the Dashboard where you will be able to access your engineering scholarship application. Once in the application, you will be asked to:

Don’t forget that you will need to request your references directly from your referees through AwardSpring. Please allow enough time before the deadline for your referees to receive the email and upload your letter. Your referee can upload after you click submit.

Holland Scholarship (HS)

This scholarship is meant for excellent and very talented students from outside the European Economic Area (EU/EEA) who intend to follow their bachelor’s or master’s* degree in the Netherlands. The scholarship only applies to non-EU/EEA students who pay the full institutional tuition fee.

*At Saxion the eligible master programmes are: Applied Nanotechnology, Innovative Textile Development and and Robotics System Engineering.

There is a limited number of 30 Holland Scholarships available.

The Holland Scholarship is co-financed by the Dutch Ministry of Education, Culture and Science and Saxion University of Applied Sciences. You can find more information about this scholarship programme here.

Saxion Excellent Scholarship (SES)

Saxion Excellent Scholarship (SES) is a scholarship for Saxion students who have passed the first year of their bachelor’s programme and would like to continue studying the same programme (2nd, 3rd or 4th year) at Saxion UAS.

You can apply for this scholarship during each year of the main phase of your bachelor’s study at Saxion (so from the second year onwards up to a maximum of three (3) times).

You cannot apply for this scholarship if you switch to a different study programme or if you, after graduation, start another bachelor’s programme at Saxion.

The required EC and GPA must have been gained during your last academic year (between 1 September of last year and 31 Augustus of current year).

There is a limited number of 150 Saxion Excellent Scholarships available.

ICAP seeks highly qualified and experienced candidates to fill the Technical Team Lead position by December 20, 2021.The successful candidate will hold: Bachelor’s degree in a medical-related field and Master’s degree in public health, epidemiology, bioinformatics, or biomedical science.

Reporting to the Country Director, the Technical Team Lead will oversee all aspects of ICAP’s support to RBC and the Ministry of Health in Continuous Quality improvement (CQI), strategic information, and e-learning by providing technical and operational leadership and guidance. This project is funded through the President’s Emergency Plan for AIDS Relief (PEPFAR) and it is a one-year contract.

The Technical Team Lead will Provide technical support to MOH/RBC in Capacity Building of HCW for the national HIV program and implementing a standardized and sustainable national system on CQI, provide technical guidance on the development and implementation of affordable, client-centered models and Health Care Workers learning models that sustain HIV epidemic control inclusive of target populations. ,lead the development of innovative training model, based on the updated policies and guidelines, to ensure that HCW and data entry staff are trained and able to integrate data security, privacy, and confidentiality within the workplace, provide technical guidance in integrating a newly developed training model into the existing national eLearning platform to ensure that it is efficient, cost-effective, and sustainable, enhance strong working relationships and collaborate with key national and international stakeholders in the HIV response, including Government of Rwanda, MOH and RBC, academic institutions, PEPFAR agencies (CDC, USAID, DoD) and other implementing partners and support MoH/RBC in strengthening the existing coordinating mechanisms such as technical working groups (TwG), so as to ensure effective and meaningful involvement of all stakeholders and others.




The incumbent will have a demonstrated at least 10 years experience in implementing programs in healthcare or related sectors/settings especially HIV/AIDS programming, five (5) years of experience in the management of large-scale health or development projects, with proven capacity in building and managing a diverse team of technical and support staff, 8 years experience of mentorship, training or coaching for process improvement, extensive familiarity with Quality/Process improvement tools and methodologies, demonstrated experience in facilitating the dissemination and use of disease surveillance data, demonstrated competence in the analysis of disease surveillance data, demonstrated competence working within CDC or similar regulations and procedures, ability to work with and learn from a team of technical experts with varied background (information system developers, epidemiologists, health care service providers ,with proven experience in establishing working relationships and collaborating with USG, other bilateral and/or multilateral donor agencies, and with host-country governments, must be fluent English oral and written communication skills; ability to interact professionally in English and Kinyarwanda and proficiency in French is an asset.
