BACKGROUND OF THE ASSIGNMENT

In Rwanda, WFP works in partnership with the Government and other stakeholders to support national priorities for achieving food and nutrition security. This is done through direct implementation of integrated programmes targeting the most vulnerable people and strengthening national capacity to design, implement and manage programmes for achieving zero hunger. Under its Country Strategic Plan (2019-2023).

  • The Strategic Outcome 1 (SO1) is designed to ensure that refugees and returnees in Rwanda always have access to adequate and nutritious food.
  • SO2 aims to ensure that vulnerable populations in food insecure communities and area have improved access to adequate and nutritious foods all year.
  • SO3 focuses on ensuring that children under 5 years, adolescents and pregnant and lactating women in Rwanda have improved access to nutritious foods and services to meet their nutritional needs all year.
  • SO4 targets smallholder farmers especially women and aims to provide opportunities for increased marketable surplus and access to agricultural market through efficient supply chains by 2030.





JOB PURPOSE:

The purpose of this function is to coordinate WFP cash-based transfer (CBT) activities at FO level and complaints and feedback mechanisms (CFM) activities across the different strategic outcomes in the Rwanda Country Strategic Plan (2019-2023). The Monitoring Assistant will be Under the supervision of the Programme Associate at Field Office, and technical supervision of the Programme Policy Officer (cash-based transfer) based at CO – Kigali, the incumbent will be responsible for the following duties

KEY ACCOUNTABILITIES / RESPONSIBILITIES:

  • Act as the first point of contact for beneficiaries reporting complaints and providing feedback to all matters concerning direct and
  • unconditional food assistance
  • Document all complaints and feedback provided by beneficiaries as per the
  • agreed formats and immediately provide appropriate responses and/or direct redress where possible.
  • Update the online (e_CFM) and check its correctness, completeness, and accuracy on monthly basis and share the CFM monthly narrative report.
  • Ensure Process Monitoring tools and all issues are entered in SUGAR CRM systems
  • Closely work with and engage partners at the field levels especially UNHCR and MINEMA to address pending litigation related complaints that delay assistance to beneficiaries particularly beneficiary registrations, family splits and reunifications, etc.
  • In addition, the MA will work closely with the UNHCR database Focal point to ensure that all CBT eligible beneficiaries appear on the monthly cash disbursement lists.
  • Regular follow up on all reported cases to ensure that the complaints documented prior have been dealt with accordingly and where no action has been taken, immediately report to the appropriate parties for further action.
  • Take lead role to inform complainants on the progress and action being taken to resolve their complaints.
  • Participate in the monthly all camp sensitization and consultative feedback meetings to among others, provide updates from the complaints desk as well as behavioural change advice to avoid some of the complaints in the subsequent future.
  • Plan & carry outreach accountability and CFM events wherever necessary
  • Support Nutrition, GFD and other WFP projects implemented in KIZIBA camp

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least 5 years of experience in implementation and design of development project or humanitarian programmes operations, particularly CBT activities.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: French.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a proactive attitude, an ability to plan work and prioritise competing activities and ensure their completion?
  • Has worked with technical teams (i.e. programme team, refugee operation team, etc.) to implement development or humanitarian projects or programmes.
  • Has a good understanding or experience in monitoring and evaluation systems and standards and reporting findings to management team, partners, and other stakeholders.

Through its One Mainstreaming approach, GIZ aims to ensure that all its projects contribute to gender equality and inclusion of persons with disabilities and consider the risks and impact of HIV/AIDS. The overarching cross-cutting topic “Leave No One Behind” addresses the needs and rights of vulnerable groups. This means that One Mainstreaming supports the projects to make sure their design, implementation, and M&E consider the following:

  • how men, women, and persons with disabilities (PWD) are affected differently by the core issues the project addresses, and how they can benefit equally from the opportunities provided by the project interventions
  • whether HIV/AIDS poses a risk to the attainment of the project goals and objectives, and if so, how this can be mitigated
  • whether the project interventions do not unconsciously worsen gender inequality, exclusion of PWDs and HIV/AIDS, and if so, how this can be mitigated (Do No Harm concept)

GIZ is looking for a candidate for the position of One Mainstreaming Coordinator for its country portfolio.

A.Responsibilities

The One Mainstreaming Coordinator is responsible for: 

  • Provide technical advice to GIZ Rwanda projects in all phases of the project cycle for the inclusion of people with disabilities as well as addressing HIV/AIDS
  • Develop the capacity of project and partner staff to identify, implement and monitor relevant and innovative measures for the inclusion of persons with disabilities
  • Contribute to knowledge management and learning on the One Mainstreaming approach
  • Maintain contact and exchange with important stakeholders
  • Coordinate the One Mainstreaming Team of GIZ Rwanda (without supervisory function)
  • Promote the principle of “Leave No One Behind” in all GIZ Rwanda projects

B.Tasks

The One Mainstreaming Coordinator performs the following tasks: 

1.Coordination

Coordinate the One Mainstreaming Team (without supervisory function), including:

  • the distribution of tasks within the One Mainstreaming Team
  • regular technical exchange between team members
  • annual action plans in coordination with all projects of GIZ Rwanda annual report on mainstreaming activities implemented by the projects
  • Report regularly to the Head of the Rights-based Program
  • Represent the One Mainstreaming team during GIZ meetings and external meetings

Support the project managers as well as project staff with implementing the One Mainstreaming approach, by:

  • analyzing the relevance of inclusion of PWD, and other mainstreaming topics, for the project goals and objectives
  • providing advice for the design, implementation and/or monitoring of activities
  • developing/ adapting tools for mainstreaming inclusion of PWD
  • facilitating trainings and workshops for partner organizations
  • providing input for project appraisals, design, and evaluations
  • Stay in regular contact with One Mainstreaming Focal Persons in all GIZ Rwanda projects on relevant activities, processes, and capacity development needs, and feed this back to the One Mainstreaming team
  • Draw on the expertise of the Development Advisors in the Rights-based Program and coordinate their contributions to (collaborative) activities on relevant mainstreaming topics

Communication and networking

  • Develop and maintain excellent work relationships with disability organizations and other relevant stakeholders in Rwanda
  • Identify and strengthen synergies in work relationships with the GIZ Sector Initiative on inclusion of people with disabilities and other relevant GIZ programmes / initiatives

Knowledge management

  • Prepare and provide input for reports, articles, and other documentation on the One Mainstreaming approach/ inclusion of PWD in projects implemented by GIZ Rwanda
  • Work with colleagues to distil and capture good practices and lessons learnt about One Mainstreaming/ inclusion of PWD
  • Inform of and share information on relevant policies, strategies, and media reports on the One Mainstreaming topics and interventions

C.Required qualifications, competencies, and experience 

Qualifications and Professional experience

  • Master’s degree in social work, social policy, psychology, gender studies, human rights, or similar area
  • At least 5 years’ work experience in this area, at least two of which in international organisations
  • High levels of training and facilitation skills
  • Excellent project management skills
  • Fluent written and oral knowledge of Kinyarwanda
  • Excellent command of the English language

Other knowledge, additional competences

  • Working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g. Microsoft Office, Common Portal and others).

  • Good management and organisational skills

The research stations team, part of the Agricultural Innovations Department at TUBURA, conducts trials on-station (Phase 1) and on-farm (Phase 2) to support the data needs of the program teams. Our three research stations are located in contrasting environments in Rwanda; Rutsiro, Karongi, and Kayonza districts. Research stations trials are an essential step for technology adaptation, product impact evaluation, basic agronomic knowledge build-up, and for comparative analysis among different configurations of the same intervention.

The Agricultural Research Stations Coordinator oversees the quality of trial implementation at the stations and:

  • The main goal is to maintain a high level of data collection through sound trial planning and protocols
  • Success is defined as the smooth implementation of trials from start (trial planning) to finish (data quality check and handover to trial owner)
  • In recent years, data from our research stations resulted in the scaling of recommendations for wheat fertilizations, wheat varieties, soybean varieties, and maize varieties.

You will report directly to the Agriculture Innovations Specialist, and manage 3 Research Station Supervisors

Responsibilities

  • Stations staff management – working closely with Station Supervisors, building team capacity, and promoting team unity
  • Trial follow up and quality control of data collection
  • Materials inventory, infrastructure maintenance and strategizing on station efficiency.
  • Coordinate procurement of inputs for on-station and on-farm trials
  • Draft trial management protocols and improve existing protocols
  • Lead low complexity research project (desk research, trial design, trial follow up, data analysis, and reporting writing)
  • Rainfall data collection and seasonal analysis in comparison to historical data
  • Support other teams in Tubura
  • Lots of travel – twice a month from office to stations
  • Assist the department in managing relationships with external public/private partners

About the Role

The Rwanda Solar Technician provides testing, repair, and refurbishment services observing set guidelines. You will also be a key stakeholder in contributing to improving existing processes, implementing those changes, and developing new ones for future products.

Responsibilities

  • Follow the defined workshop processes to ensure the facility operates at its best.
  • Correctly collect, store and deposit back all tested, repaired, and refurbished items utilizing the shelves, cupboards, bins, baskets provided.

– Provide land-related notary services to service seekers as per the competencies set forth by the law;

– Provide data necessary for the functioning of National Early Warning and the Disaster Monitoring Information Systems;
– Work with specialized organizations to organize sessions of disaster simulation and rescue of people
– Organize and conduct campaigns meant to raise local population awareness on preparedness for disaster and its management
