  1. Who we are

KfW is one of the largest bilateral promotional banks in the world and finances development projects in developing and emerging countries, mostly on behalf of the German Government. Our headquarter is located in Germany.

In Rwanda, KfW is operating a representative office located in Kigali. Currently, KfW Office Kigali employs 10 staff (7 national, 3 seconded from Germany). KfW Office Kigali also manages administrative matters in KfW´s representative office in Bujumbura.


2. Whom we look for

KfW Office Kigali is hiring a Head of Administration / Office Manager (f/m/d) in a full- time position (40 hrs./week). Our Office Manager is responsible for the smooth day- to-day running of our office operations in Kigali, and oversight of our operations in Burundi. This role includes providing a full range of office management duties and general affairs as well as their supervision, including among others accounting, HR, tax, procurement and payroll management, travel logistics and claims management, handling of all administrative issues that arise in connection with working permits and visa, organizing maintenance of office equipment and supplies, support logistics, event planning and the like – ad hoc assignments arise regularly. You will have the flexibility to implement new procedures and systems to enhance the smooth running of our office.

You will be working in a diverse, challenging environment and offered an attractive remuneration package. You will receive on-the-job training in Kigali and join trainings held in Frankfurt, Germany.

3. What are the main duties and responsibilities

As Head of Administration you will be responsible for the overall office management and general coordination, focused on the activities of KfW Office Kigali and KfW Office in Bujumbura. You will report to the Office Director. Some of the tasks will be carried out by other staff (receptionist, driver/logistician, cleaner) under your supervision and quality assurance.

Within this context, your tasks include the following responsibilities:

Finance and accounting

  • Record of office expenses in the KfW accounting system following KfW´s accounting guidelines. Carry out monthly accounting on the basis of respective accounting Prepare and control monthly financial reports.
  • Manage office cash, bank accounts / account statements
  • Assist in the preparation of annual budgets and their monitoring
  • Support the claiming of tax / VAT
  • Ensure proper documentation and audit-proof confidential filing of financial related documents


Office management

  • Execute of all administrative affairs concerning daily office operations
  • Communication with official authorities concerning administrative, legal and other issues with regard to the KfW Office
  • Ensure office equipment and vehicles have regular maintenance schedules in place and these are adhered to KfW standards
  • Monitor existing service contracts with third parties (e.g. landlords, insurances, telecommunication companies, consultants)
  • Manage office supplies including stationeries, kitchen supplies, cleaning materials etc.
  • Interact with KfW Headquarter on any relevant issues to ensure compliance with relevant rules and regulations
  • Supervise and exercise travel cost calculation and reimbursement procedures
  • Assure that all disbursements and payments to suppliers/service providers are made on time
  • Make sure all office operations are in line with KfW rules, regulations and procedures, incl. compliance related matters
  • Make recommendations regarding improvement of procedures and administration, among others
  • Support the execution of all PR measures (printing material, rollups, )
  • Be the focal person for IT (coordinate with IT experts in offices and headquarters) and the office´s data protection officer.


Procurement

  • Monitor availability and manage procurement of office supplies and external services (incl. insurances)
  • Initiate, maintain, carry out, and be responsible for procurement (negotiates costs, orders stationary, inspects delivery etc.), including quotation procedures, in accordance with management decision and KfW procurement guidelines and receive and check delivered materials
  • Keep database on suppliers and conduct regular search for alternatives
  • Assist in tax and other custom clearance formalities

HR function

  • Supervise processing of staff contracts, benefits and monthly payroll (incl. calculation and payment of taxes, RSSB, etc.)
  • Coordinate process of new and departing staff

  • Maintain and update staff personal files and leave reports

4. Job related profile (know how and social competence related skills)

Requirements and skills are, inter alia,

  • University degree in management, administration, accounting or similar field
  • A minimum of 5 (but preferably more) years of relevant working experience preferably with one of Rwanda´s Cooperation Partners, large international NGOs, consulting companies or the banking sector.
  • Fluency in English and French (speaking/writing). German language is not required but would be an asset, wanting to learn German would be a plus
  • Strong organizational and administrative skills to manage a broad scope of tasks accurately – attention to details is essential
  • Excellent verbal and written communication
  • Supportive attitude, even under stress
  • Proven ability to build and manage business relationships and to establish a business network. Strong negotiation skills, able to understand other stakeholders’ interest and to develop mutually-beneficial solution strategies;
  • Computer literacy in excel, accounting software, online banking and the like and an affinity to database management and other systems that could increase the efficiency of our current systems
  • Should feel comfortable working in an international setting

JOB PURPOSE:

The Location accountant oversees, guides and controls financial matters ensuring that the location operates in accordance with Financial Policies and Procedures of SOS Children’s Villages international and are in line with the generally accepted accounting principles. His/her major responsibility is to ensure the proper management of the Location’s funds.

Main responsibilities:

The Location accountant will be required to perform the following tasks:

  • Supporting Location budgets preparation, entry in the accounting system, budget revisions and follow up;
  • Checking payments vouchers and petty cash disbursement if applicable;
  • Ensure completeness of payment supporting documentation;
  • Prepare monthly bank reconciliation and follow up on any related pending issue;
  • Prepare/check bank payments;
  • Prepared change requests for Location budget adjustments and submit them to the Head of Finance;

REQUIRED QUALIFICATION

  • Bachelor’s degree in Accounting and Finance with at least three (3) successive years managing donor funded projects budgets.

Overview

Expertise France is the French agency for international cooperation, under the Ministry of Europe and Foreign Affairs and the Ministry of Finance. The agency develops and implements projects that sustainably strengthen public policies in low- and middle-income countries and focuses on four priority areas:

  • Democratic, economic and financial governance;
  • Stability of countries in crisis/post-crisis situations and security;
  • Combating climate change and favouring sustainable urban development;
  • Strengthening health systems, social protection and employment.

In these areas, Expertise France engineers and implements capacity-building projects, mobilises technical expertise and acts as a project coordinator, bringing together public expertise and private know-how. With an annual business volume of 390 million euros and over 400 projects in 145 countries, Expertise France’s activities are part of France’s international cooperation policy and official development assistance.

Active since 2019 in Rwanda, Expertise France Rwanda implements 6 projects, primarily funded by the European Union, AFD and the French Ministry of Foreign Affairs, for a total amount of €50M. The agency’s main areas of intervention in Rwanda are:

  • Economic and financial governance
  • Sustainable development, climate and agriculture
  • Health and human development


Project description

To support Rwanda’s Health Sector Strategic Plan V (2024–2029) to address maternal mortality (203 deaths per 100,000), chronic malnutrition (33% stunting), and non-communicable diseases (50% of deaths) while prioritizing climate resilience and gender-responsive care, the Agence Française de Développement (AFD) is developing a Results-Based Financing (RBF) loan in collaboration with the Ministry of Health (MOH), Rwanda Biomedical Centre (RBC), and the Ministry of Finance (MINECOFIN).

AFD’s anticipated loan will use results-based payments conditioned on key performance indicators to strengthen Rwanda’s health system, building on existing RBF mechanisms to enhance access to climate-resilient, gender-responsive healthcare. This loan envisions a specific focus at district level in the Northern Province, targeting four districts: Musanze, Gakenke, Rulindo, and Gicumbi.

The RBF program is designed to target two MOH priorities:

  • Increasing qualified healthcare professionals within a strengthened health system
  • Enhancing access to high-quality primary healthcare addressing maternal/child health, NCDs, mental health, nutrition, and emergencies

To support the anticipated RBF implementation, AFD has requested Expertise France to provide technical assistance through residential experts to be seconded to key divisions or departments within RBC and MOH, as well as at district level. This planned support would focus on four strategic areas: Decentralized Healthcare, Health System Governance and Management, Biomedical and Health Infrastructure, and Climate Resilience.

The technical assistance project will be implemented over a period of 30 months. Under the management of a team leader, the team would consist of 8 Technical Experts, and would be supported by Expertise France’s Kigali-based Project Support Unit (PSU) for administrative, finance, HR and procurement, as well as Paris-based HQ for public health technical support.

The role

The Biomedical engineer will support central and decentralized health levels of care to ensure the presence of well-functioning equipment of high standard quality and to ensure its maintenance for optimum obstetrical, neonatal and primary health care. His/her main responsibilities will be:

  • Contributing, in consultation with RBC, districts and districts health stakeholders, to the development of technical specifications of good standard for medical equipment and adapted to the different levels of care, incorporating climate-resilient design considerations
  • Supporting the improvement and the use of digitalisation system regarding the stock management for the Medical Equipment Monitoring & Management Systems (MEMMS)
  • Contributing to develop a district/health facilities long term management plan for maintenance of equipment according to norms and standards that will allow sustainability and continuous use of medical equipment, with special attention to climate change adaptation and equipment resilience to extreme weather
  • Supporting the districts/health facilities to implement the maintenance plan with climate-resilient infrastructure considerations
  • Assure the capacity building of the available staff and technicians regarding maintenance, repairing, replacement and proper use of medical equipment, including training on climate-related equipment challenges and adaptive solutions
  • Contributing to the quality control of new medical equipment according to the national standards with regular evaluations, ensuring equipment can withstand climate-related stresses
  • Working with health district hospitals and health centre teams to evaluate safety, efficiency, and effectiveness of existing biomedical equipment under varying climate conditions

AFD’s anticipated loan will use results-based payments conditioned on key performance indicators to strengthen Rwanda’s health system, building on existing RBF mechanisms to enhance access to climate-resilient, gender-responsive healthcare. The Primary/Community Health Expert will assist the Ministry of Health in the successful implementation of the primary health care strategy, with a specific focus on supporting the community healthcare reform deployement. Whenever necessary, the primary/community health expert will work jointly with RBC divisions involved in the community healthcare reform. His/her main responsibilities will be:

  • Support the review, development and implementation of policies and strategies to improve Primary health care services particularly at community level

The Health infrastructure engineer will will support central and decentralized health levels of care to supervise and ensure the quality and good standards of health infrastructures (existing, planned and future) across the target districts and health facilities. His/her main responsibilities will be:

  • Contributing, in consultation with RBC, districts and districts health stakeholders, to the improvement of quality standard guidelines and bill of quantity for health facilities that are adapted to the different levels of care and incorporate climate-resilient design principles
  • Contributing with RBC, and the districts to the elaboration of new health facility plans according to high level standards and to the supervision of the construction phase, ensuring climate adaptation measures and sustainable building practices

Project description

To support Rwanda’s Health Sector Strategic Plan V (2024–2029) to address maternal mortality (203 deaths per 100,000), chronic malnutrition (33% stunting), and non-communicable diseases (50% of deaths) while prioritizing climate resilience and gender-responsive care, the Agence Française de Développement (AFD) is developing a Results-Based Financing (RBF) loan in collaboration with the Ministry of Health (MOH), Rwanda Biomedical Centre (RBC), and the Ministry of Finance (MINECOFIN).

AFD’s anticipated loan will use results-based payments conditioned on key performance indicators to strengthen Rwanda’s health system, building on existing RBF mechanisms to enhance access to climate-resilient, gender-responsive healthcare. This loan envisions a specific focus at district level in the Northern Province, targeting four districts: Musanze, Gakenke, Rulindo, and Gicumbi.

The RBF program is designed to target two MOH priorities:

  • Increasing qualified healthcare professionals within a strengthened health system
  • Enhancing access to high-quality primary healthcare addressing maternal/child health, NCDs, mental health, nutrition, and emergencies

To support the anticipated RBF implementation, AFD has requested Expertise France to provide technical assistance through residential experts to be seconded to key divisions or departments within RBC and MOH, as well as at district level. This planned support would focus on four strategic areas: Decentralized Healthcare, Health System Governance and Management, Biomedical and Health Infrastructure, and Climate Resilience.

The technical assistance project will be implemented over a period of 30 months. Under the management of a team leader, the team would consist of 8 Technical Experts, and would be supported by Expertise France’s Kigali-based Project Support Unit (PSU) for administrative, finance, HR and procurement, as well as Paris-based HQ for public health technical support.

The role

The Information System expert (International) will design, implement, and optimize health information systems to support data-driven decision making and improve health service delivery across the AFD RBF programme districts in Northern Province. His/her main responsibilities will be:

  • Assess existing health information systems and contribute to identifying areas for improvement and integration within the RBF framework
  • Support the design and implementation of comprehensive health data collection, management, and reporting systems aligned with RBF indicators
  • Contribute to establishing data quality assurance protocols and performance monitoring frameworks for the four target districts
  • Support capacity building initiatives for health information system users and administrators at district and facility levels
  • Contribute to ensuring interoperability between different health information platforms and databases used in the RBF programme

About the Role:

Since 2016, Gardens for Health International has partnered with the UN-World Food Programme under the auspices of the Ministry of Education to integrate nutrition sensitive interventions in the Home-Grown School Feeding project. The project has served more than 100,000 students in 7 Districts (Karongi, Rutsiro, Nyamagabe, Nyaruguru, Kayonza, Burera and Gasabo). Gardens for Health has also built capacity for more than 8,000 key school feeding stakeholders across the 30 Districts.

The project is set to enter its third phase, with expanded coverage to Nyamasheke and Ngororero Districts. Gardens for Health International seeks to recruit two qualified and experienced Rwandan professionals to serve as Nutrition School Garden Project Coordinators to support implementation in these newly added Districts.

The Nutrition School Garden Project Coordinator will serve as technical lead person for the nutrition school garden, a component of the Sustainable School Feeding (Home-Grown School Feeding) project and as a focal person in the designated area where he/she is responsible for leading project’s implementation, monitoring and relationship building.

He/She is expected to lead implementation of all activities related to WFP partnership under Nutrition School Garden in the District.

The Nutrition School Garden Project Coordinator will play a key role in advancing school and community-led initiatives, integrating Maternal, Infant and Young Child Nutrition (MIYCN) into schools and surrounding communities, and facilitating sustainable, climate-smart school gardening interventions.

The Nutrition School Garden Project Coordinator will be expected to contribute as needed to the Core program delivery and growth through knowledge sharing, on demand supervision and participation in capacity building and content development.

Key Responsibilities

Project Coordination and Implementation

  • Promote improved nutrition and dietary practices through school-based activities, community awareness campaigns and stakeholder engagement.
  • Coordinate the implementation of Nutrition School Gardens across schools, including gardens’ establishment, conduct nutrition training at schools and involve GHI Health, Agriculture and M&E teams in a timely fashion to accomplish project goals.

  • Participate in frequent calls with the GHI and HGSF Project Manager to provide updates on project progress, with call frequency varying based on project needs.

Technical Reporting

  • Prepare weekly and monthly reports to track project progress, milestones and deliverables.
  • Document case studies and capture photographs, where needed, for inclusion in project reports.

Financial Reporting

  • Submit expense requests biweekly, ensuring accurate tracking of project expenditures.
  • Maintain receipts and other financial records for accountability and transparency.


Qualifications and Experience

  • Bachelor’s degree in Nutrition, Public Health, Agriculture, Development Studies, or a related field.
  • Minimum of 3–5 years’ experience in school-based nutrition/health/agriculture interventions, working with communities, nutrition programming
  • Demonstrated experience in coordination and working with partners
  • Experience working with government institutions and international partners or local NGO
  • Proven experience in working with health centers, community healthcare workers, farmer promoters, local leaders and parents/caregivers’ groups.
  • Residing and willingness to work in Ngororero and Nyamasheke.
  • Motorcycle driving license (Category A) is mandatory
