The Chief of party reports to Country Manager. The Chief of Party will have the overall responsibility for the coordination and the implementation of all activities and staff of the anticipate USAID -funded Inclusive Education. DESCRIPTION OF ASSIGNMENTS

The Chief of party will be entitled to performing the following missions:

Mission 1: Management 

  • Manager as a role model: embodies HI’s values on a daily basis.

Mission 2: Standards and expertise

Ensures deployment and compliance with HI’s global frameworks, institutional policies and standards. This includes but not limited to: mandatory frames of reference (such as HI’s mission and values or HI’s Theory of Change: access to services), all HI institutional policies (Security/Code of Conduct and Protection/Anti-Fraud and Corruption/PME and Project Quality Framework/Age-Gender-Disability), all institutional guidelines and processes; delegation thresholds; security levels…

Mission 3: Operational management 

Responsibility 1: Ensures the proper implementation of the project, in collaboration with the relevant services and in line with general standards and procedures

  • Ensures the proper planning, implementation and reporting of the project, in accordance with the logical framework and the allocated budget
  • In liaison with the Regional Technical Unit and the Regional MEAL Unit, ensures that HI’s quality standards (including technical ones) are applied in the project and follows up the implementation of recommendations resulting from evaluations, support missions and audits
  • Ensures compliance with the donor’s rules and respect of contractual commitments: consolidation, control and reporting to his/her line manager of operational and organisational elements (management charts, corrective measures, consumption of own funds, beneficiaries’ data, etc.)
  • In relation with the concerned departments, deploy all appropriate tools to enable projects monitoring (operational, financial, logistics, human resources and technical monitoring) respecting HI and donors’ financial framework and in compliance with HI’s policies and frameworks.
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
  • Facilitates audits (operational, financial and organizational) and ensures the implementation of their recommendations in his/her area of responsibility.

Responsibility 2: Ensures data management of the project

  • Ensures that the appropriate data collection and management tools are in place on projects, in line with global standards
  • Ensures that data related to the project is collected and compiled in the project database
  • Carries out regular verifications and makes any necessary corrections in the activity database

Responsibility 3: Coordination & partnership management (if relevant)

  • Responsible for setting up and implementing the governance schemes for his/her project (ARCI and coordination mechanisms / tools)
  • Facilitates internal coordination between his/her team and all relevant services (Operations Managers, Shared Services, Technical and MEAL Teams…)
  • Ensure external coordination with all relevant partners of the project/members of the consortium including donors and facilitate effective communication mechanisms
  • Ensures the overall management of partnerships / consortium partners and related contractual documents (partnership agreements, MoU, amendments, reports…)

Responsibility 4: Contribute to steering organization transformation, in particular through managerial and work practice change and continuous improvement of working processes

Responsibility 5: Develops HI’s external influence (forums, operational & strategic alliances, etc.) and the organization’s external representation (events, media) in its area of responsibility.

  • Can represent HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies; and international organizations and coordination mechanisms & system.
  • Relay messages of HI global advocacy to all relevant external parties.
  • Contributes to HI’s external influence by participating in relevant networks
  • Communicates on the project to partners, authorities and stakeholders when relevant

Mission 4: Emergency Preparedness and Response Responsibilities 

  • Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response

Joint Programme “Leveraging the Full Potential of Gender Equality and Women’s Empowerment to achieve Rwanda’s Transformation

1. BACKGROUND AND CONTEXT 

The Government of Rwanda recognizes the importance of promoting Gender Equality and Women’s Empowerment both as an end goal as well as an effective pathway for combating poverty and for stimulating sustainable development. To achieve this commitment, the Government of Rwanda has put in place different mechanisms and institutions mandated to ensure the promotion of gender equality and fight gender based violence.

Gender Monitoring Office is mandated to effectively monitor gender mainstreaming and the fight against Gender Based Violence in public, private, civil society and religious institutions to achieve gender equality in Rwanda, and to be an icon observatory for gender equality that promotes accountability for sustainable development in Rwanda. Gender Monitoring Office also serves as a hub of knowledge on gender equality and accountability to inform decision making and national planning.

In line with this mandate and considering the importance of gender statistics/data in evidence based programming, advocacy and decision making, GMO has developed a Gender Management Information System (GMIS) which is a web-based online platform to capture, store and retrieve gender related data in Rwanda for information and reporting purposes. The system contributes to strengthening coordination, data storing, dissemination and feedback amongst members of the Gender Machinery Institutions and other stakeholders.

With the use of the system, it is evident that it shows operationalization technical issues and changes which needs to be fixed on a regular basis to allow its proper usage and access by both internal and external users.

It is in the above framework that Gender Monitoring Office with the support of UN WOMEN is seeking to recruit a company to provide technical support and maintenance of Gender Management Information System.

2. OBJECTIVES OF THE CONSULTANCY

The consultancy has the following specific objectives:

  • To fix all technical issues and changes identified in the system that may hamper its proper functioning and use
  • To undertake regular maintenance of the system for the current period
  • To redesign the public portal to allow access by external users

TERMS OF REFERENCE FOR DESIGN OF “THE STATE OF GENDER EQUALITY IN RWANDA” REPORT, 2nd Edition 

I. BACKGROUND AND JUSTIFICATION  

The Government of Rwanda (GoR) embarked on a development agenda aimed at “transforming Rwanda into an upper middle-income country by 2035 and a high-income country by 2050. Both the Vision 2020 and the forthcoming Vision 2050 highlight Gender and Family Promotion as one of the crosscutting areas.

Within these frameworks, a strong and solid stage for gender equality and women’s empowerment was set for women and men of Rwanda to realize their rights, potentials, aspirations and be full partners and beneficiaries in the Country’s transformational journey. From transition to transformation, it is visible that Gender Equality and the empowerment of women in Rwanda is not a myth but an achievable goal.

In order to track and document progress made, and as per its mandate of being a hub of information and serving as a point of reference for information and documentation on gender equality, the Gender Monitoring Office in partnership with UN women and other stakeholders developed and published the report on the state of gender equality in Rwanda and the 1st edition was published in March 2019.

The report covers gender achievements under three National Strategy for Transformation (NST) pillars (Economic transformation, Social transformation and Transformational governance). It also portrays the gender gaps and strategic recommendations to guide policy makers and all concerned actors to further position and promote gender accountability in all sectors.

In order to keep tracking, documenting and updating gender data across the NST pillars, GMO in Partnership with UN women and other stakeholders are in process of updating the report and the report being updated is anticipated to be shared in the upcoming Common wealth women’s forum (CWF) due to take place from 20th to 21st June 2022.

It is in this context that the UN Women in collaboration with Gender Monitoring Office wishes to recruit an experienced and high caliber graphic designer under individual consultancy terms to undertake an assignment of design the updated report. The report will have to be designed in a very professional, reader- friendly and attractive manner.

II. OBJECTIVE OF THE SERVICE 

The overall Objective of the service is to design the “State of Gender Equality in Rwanda” report in an attractive and reader- friendly manner, with diversified infographics and other illustrations for ease interpretation of report data and information.

RESPONSIBILITIES

Research

  • Manage 2-4 long-term research studies that are of the highest strategic priority to our organization. These studies may be implemented internally by One Acre Fund and/or by an external organization.
  • Dig into existing One Acre Fund research to allow the Office of the CEO and the business development team to make strategic plans around where to invest in program growth. This will be complementary to the annual impact assessments that the internal Monitoring and Evaluation team conduct.
  • Prepare concise reports and dashboards to consolidate what is known internally about our client farmers and program impact.
  • Coordinate with Monitoring, Evaluation and Learning (MEL) teams when needed to collect and report on outcomes that are of high interest to donors.
  • Expand our internal research agenda. Identify holes in what we know about Impact and suggest solutions or studies to deepen our understanding.
  • Create a plan to build One Acre Fund’s research profile. This may involve creating a robust dissemination strategy of our existing research or conducting activities that highlight ongoing research at One Acre Fund.

Partnerships

  • Main measurement and evaluation related liaison for external research and evaluation partners.
  • Represent One Acre Fund and our impact measurement work in donor and external facing meetings and presentations.
  • Provide facts and data to the Business Development team that has been validated by the primary data collection undertaken by our teams.

Project Description:

The Feed The Future Rwanda Orora Wihaze (Raise Animals for Self-Sufficiency) Activity is a USD $13.8M five-year (October 2019 – September 2024) Market System Development project that works with local partners and private sector actors in Rwanda to strengthen the animal sourced foods (ASF) market system. Implemented under a USAID contract, the project works across 8 districts of Rwanda including Burera, Gakenke, Nyamagabe, Nyamasheke, Rutsiro, Ngororero, Kayonza and Ngoma Districts. The goal of Orora Wihaze is to sustainably increase the availability of, access to, and consumption of ASF through the development of a profitable market. This will be achieved by a selection of interventions under two broad objectives i) Private Sector-Led ASF Value Chains Strengthened; ii) Increase Demand for ASF Consumption for Women and Children. To accomplish this goal, Orora Wihaze seeks to remove production, marketing and consumption constraints affecting dietary diversity of households, especially for women of reproductive age and children of 6-23 months. For households that do not produce or sell ASF, Orora Wihaze will enhance access to safe ASF through development of the existing market system.

The Orora Wihaze activity will use a private sector oriented, market facilitation approach to achieve the intended goal. The approach must sustainably increase livestock productivity, improve relationships across actors in the ASF value chains, build capacity of enterprises in the ASF sector, facilitate access to finance and increase private sector investments in ASF value chains.

Position Summary:

The Senior Policy/Institutional Development Specialist (SPIDS) will provide close and strategic technical support to the project Chief of Party. The Senior Policy/Institutional Development Specialist will support the overall project goal by designing and overseeing activities that facilitate the production of trade and investment into development of ASF products in Rwanda while promoting win-win partnerships between key public and private sector stakeholders within the ASF market system. The Senior Policy/Institutional Development Specialist is responsible for working closely with the GOR and private sector advocacy leaders to coordinate policy research and policy advocacy to foster investment, improve the enabling environment, and reduce bottlenecks within the ASF market system. The Senior Policy and Institutional Development Specialist will also closely coordinate cross-sectoral and inter-governmental coalitions to co-create innovative nutrition messaging that supports increased consumption of ASF, especially for women and children. Through Orora Wihaze’s portfolio approach to implementation, the selected candidate will provide leadership over ASF production activities and collaborates with other intervention leads as a member of the Project Technical and Management teams.


Primary Responsibilities:

  • Coordinate with key GOR stakeholders including: MINAGRI, RAB, Rwanda Development Board, MINICOM, and other relevant GOR agencies.
  • Facilitate key public-private partnerships (PPP) in the ASF sector that build on current and future Orora Wihaze co-investment grants, USAID and GOR initiatives.
  • Develop partnerships with ASF sector market actors to develop their capacity to gather evidence and advocate for policy and regulatory change based on industry needs;
  • Facilitate co-creation of activity design documents (ADDs) with prospective project partners and grant applicants particularly for activities focused on development of ASF production.
  • Develop related scopes of work for technical assistance related to improving market systems for animal source foods production
  • Collaborate with GOR and advocacy institutions to help influence policy decisions that are supportive of inclusive and innovative financing schemes in the ASF market system; and
  • Coordinate with the Orora Wihaze Nutrition Specialist to embed nutritional messaging into national GOR-led strategies and support project District Portfolio Managers and Nutrition Advisors to scale nutrition messaging nationwide.

Required Skills and Qualifications:

  • Master’s degree in Agricultural Economics, Economics, Quantitative Social Science or other relevant degree.
  • Five (5) years of progressively responsible experience in proposal writing/co-creation.
  • Experience working with host country public agencies and ministries as well as with private sector advocacy organizations.
  • Demonstrated experience in policy reform process facilitation, public-private dialogue and institution coalition building in rural economies is desirable.
  • Experience and familiarity with agricultural development and policy issues, especially in the livestock sector in the African context, agriculture sector strategies and investment plans; and
  • Oral and written fluency in English and Kinyarwanda, as well as in depth knowledge of the local operating environment in Rwanda.

MAIN RESPONSABILITIES

  • Advise on investment activities and provide strategies that the company should take.
  • Provide financial reports and interpret financial information to managerial staff and recommend further courses of action.
  • Maintain the financial health of the organization.
  • Establishes guidelines for budget and forecast preparation and manage the preparation of the company’s annual budget in consultation with the Finance Director.

POSITION SUMMARY

Answer, record, and process all guest requests, questions, or concerns via telephone, email, chat, and mobile communication devices. Operate telephone switchboard, process guest requests for wake-up calls, and connecting and directing calls to the appropriate extension. Receive, record, and relay messages accurately. Log all guest requests or issues into computer, contact appropriate individual or department (e.g., Bellperson, Housekeeping), and follow up with guest to ensure their request has been resolved to their satisfaction. Provide information to guests about room features, property amenities, and local areas of interest. May process room service orders, answer questions on menu selection and record transactions in point-of-sale system. Assist guests with accessing internet and guestroom entertainment.




Follow all company policies and procedures; ensure uniform and personal appearance are clean and professional; maintain confidentiality of proprietary information; and protect company assets. Welcome and acknowledge all guests according to company standards, anticipate and address guests’ service needs, assist individuals with disabilities, and thank guests with genuine appreciation. Speak with others using clear and professional language, and answer telephones using appropriate etiquette. Develop and maintain positive working relationships with others, and support team to reach common goals. Comply with quality assurance expectations and standards. Read and visually verify information in a variety of formats; stand, sit, or walk for an extended period of time or for an entire work shift.
