TERMS OF REREFENCE AND PROFILE OF TEMPORARY WORKERS FOR IRS INTERVENTION

The Indoor Residual Spraying Project funded by the United States President’s Malaria Initiative (PM) through United State of Agency for International Development (USAID), provides support in planning and implementation of Indoor Residual Spraying (IRS) in Rwanda, in collaboration with the Ministry of Health (RBC/MOH), with the overall goal of reducing the burden of malaria. This is through conducting cost-effective commodity procurement and logistics systems, access to technical expertise, prevention, and management of undesired exposure to insecticide or accidental insecticide poisoning during the spray campaign, training, and timely implementation of IRS in districts affected by malaria. Abt Associates is seeking to fill various temporary district and sector positions for (IRS) project in PMI, Government of Rwanda, and Global Fund-supported districts as part of a large global-wide program funded by PMI/ USAID. These positions will be based at various district locations in Rwanda.


3. District Storekeeper – 6 positions

Key Roles and Responsibilities:

Keep and update stock cards of each item in the district warehouse, Submit weekly and monthly reports on the district warehouse, Take care of the cleanliness and the good maintenance of the district warehouse, Oversee daily store operations and maintain stocks according to prescribed inventory system, Ensure proper storage and identification of all IRS commodities, Keep track of receipts, records and withdrawals of all IRS commodities in the district warehouse, Conduct weekly field supervisions in the sector stores and ensure proper recording of IRS materials at sector stores, Ensure timely replenishment of needed supplies in consultation with the Logistics Assistant, District Coordinator and Logistics Coordinator

Preferred Skills / Prerequisites:

  • Strong scheduling ability
  • Attention to detail and great follow-up
  • Knowledge in logistics, warehousing, and stock management
  • Excellent communication skills and including spoken and written English, French or of both, Proficiency in Kinyarwanda is compulsory
  • Willingness and flexibility to work long hours
  • Computer skills (Excel and Microsoft Word)
  • Previous knowledge of IRS will be added advantage

4.  Finance Assistant – 4 positions

Key Roles and Responsibilities:

Work closely with the Senior Finance & Administration Manager to establish and implement proper accounting procedures, systems and internal controls, Create and share financial data from field sites besides verifying the accuracy of information/support documentations and reasonableness of costs, Assist in monitoring debtors and creditors and reconcile the debtors and creditors records at the field station, Organize the financial document filing system for field office, Conduct payment processing for temporary field workers by verifying daily work logs against the recommended payment rates per day, Assist the Senior Finance and Administration Manager to ensure timely submission of expense reports, bank reconciliations and fund requests, Filling and records archiving in the field office.

Key Roles and Responsibilities:

10. District Coordinator – 6 positions

Key Roles and Responsibilities:

Manage robust IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with provincial level Ministry of Health counterparts, Oversee the recruitment, training, and supervision of spray teams and IRS spray operators and track inventory distribution and storage of materials, work with the logistics and procurement team to support procurement of IRS materials, Supervise IRS implementation and contribute to the trainings conducted in the assigned geographical area. Ensure that routine program tracking and reporting are in place and delivered on time, Supervise and monitor field data collection with project M&E team, Manage the community mobilization and SBCC/IEC campaigns and data collection process, Ensure that all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance staff and district officers to address relevant issues, Prepare weekly and other activity reports as directed by the project Operations Manager.

Preferred Skills / Prerequisites:

  • Excellent interpersonal communications, organizational and communication skills including spoken and written English, French or of both,  knowledge of Kinyarwanda is compulsory.
  • Willingness and flexibility to work long hours;
  • Demonstrated ability to work with a minimum of direction and supervision.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrates leadership and teamwork and produces high quality work in a timely, cost-effective manner and has excellent writing skills.

Key Roles and Responsibilities:

Work closely with the Environmental Compliance Officer and Country Operation Manager, in strengthening and coordinating environmental compliance procedures and monitoring of IRS activities, Ensure that all the operation sites are well branded with relevant warning signs and environmental safety procedures and are well equipped for fire safety and insecticide spill response, if such cases arise, Work closely with storekeepers to ensure all the occupational health and safety procedures are followed, Work closely with operation site coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well handled and well stored for disposal, Ensure drivers are well sensitized on precautionary measures to take while transporting spray teams and/ or the insecticide, and procedures to follow in case of an accident, Continual supervision of spray operations throughout the spray season and completion of smartphone based checklists as guided by the IRS Best Management Practices, Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation, storage and transportation) to be sure that the wastes ae managed responsibly.

Preferred Skills / Prerequisites:

  • Demonstrate knowledge using Microsoft Office suite applications including Excel, word and PowerPoint preferred.
  • Ability to understand and interpret and enforce compliance to the project’s environmental safety policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
  • Good communication skills including spoken and written English, French or of both, and Kinyarwanda is mandatory
  • Willingness and flexibility to work long hours
  • Any training in environmental impact assessment/ environmental assessment, occupational health and safety or IRS is added advantage

Minimum qualifications:

  • Bachelor’s degree in Environmental Science, Public health, Environmental health, or any other relevant field

12. Adverse Effect Coordinator – 6 positions

Key Roles and Responsibilities:

The Side Effects Coordinator is responsible for safe transportation, storage, and use of all insecticide, and is responsible to effectively coordinate with District Coordinator, Environmental Compliance Officer and Operation Manager to ensure understanding and safety of all involved in IRS operations, Visit IRS operational sites to familiarize his/herself with safety information contained in the Material Safety Data Sheet (MSDS), ensure all health facility received a copy MSDS during IRS operations, in collaboration with EC Officer  facilitate safety training on the exposure to insecticides or accidental insecticide poisoning to health professional involved in IRS Campaign, Discuss all potential safety concerns and Emergency Plan, emergency equipment and explain emergency procedures, such as the fire extinguisher in case of fire with the Line Managers and key department heads to be followed during IRS spray campaign, Document any incident report occurred in field and share the report with the District coordinator, ECO and Operation manager, Work closely with storekeepers to ensure all the occupational health and safety procedures are followed, Work closely with operation site coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well handled and well stored for disposal, Continual supervision of spray operations throughout the spray season and completion of smartphone-based checklists as guided by the IRS Best Management Practices, Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation, storage, and transportation) to be sure that the wastes are managed responsibly.
