BENIMPUHWE is a local non-profit organization legally recognized in 1995. It is implementing various projects in 11 districts of Rwanda. BENIMPUHWE ORGANIZATION is implementing Rungano-Ndota project among others.

Project overview

This project was created by a Founding Team of 15 young leaders from Ruhango District.  Our vision and effort catalyzed a new initiative that helps vulnerable youth develop as leaders and entrepreneurs, using an innovative experiential, community-building approach.  In 2017 Rungano-Ndota Initiative started working officially in the District.  Some of the Founding Team now serve as staff.

Since then the program has improved the livelihoods of 200 vulnerable youth in the district. We designed Rungano-Ndota to build a truly empowering path for vulnerable youth so they can develop not only as leaders and entrepreneurs but also develop entrepreneurial mindset in all their life. The goal of the program is to empower a community of vulnerable youth as holistic leaders who are able to secure their livelihoods for future and help others at the same time.





RNI’s program in a district is operated by a staff with a volunteer Leadership Team that comes from the community.  Our approach starts with mentoring to guide youth’s choices regarding their wellness and their livelihood.  Monthly program days bring the entire group together to practice leadership skills and develop entrepreneurial abilities, all in an active, experiential style that unlocks their potential.  From that foundation, youth develop pathways for their livelihoods – including vocational training, individual entrepreneurship, and cooperative businesses with their peers. We keep coaching and helping them operate and sustain their businesses over a period of four years.  After graduation, youth will continue to be involved through alumni activities.

We have developed RNI in collaboration with Rwanda Youth Partnership, our partners in the USA.  Through this partnership we interact with supporters and mentors from the USA and other countries who support our mission.  Together we are planning to scale up the program in other districts of the country.

DUHaranira AMajyambere y’ICyaro is a local non-profit organization based in Kigali, the capital of Rwanda, Kicukiro District, Niboye Sector. DUHAMIC-ADRI is implementing a five-year PEPFAR/USAID funded Project named IGIRE-JYAMBERE Activity in all sectors of Nyarugenge and Muhanga Districts.




The IGIRE-JYAMBERE Activity will be implemented by a team of staff that will provide technical, analytical, management, and interpersonal skills and experience at different level to ensure well rounded OVC-DREAMS.

It is in this regards that DUHAMIC-ADRI would like to recruit qualified personnel on the following position: Internal Auditor (Net Salary: 840.000 RWF) 

Major responsibilities for the Internal Auditor:

  • Well understanding USAID and DUHAMIC-ADRI rules, regulations and standards,
  • Perform independent IGIRE-JYAMBERE activity financial statements, inventory, financial data, expense reports, budgeting or accountings’ evaluation audits in the preparation of external audit,
  • Help the project to run efficiently, following safety guideline and adhere to DUHAMIC-ADRI and USAID principles,
  • Understanding risk management principles that can help to create new policies and improve existing,
  • Identify any corrections within IGIRE-JYAMBERE Activity and improve audit scores,
  • Review and verify the accuracy of the project records and ensure compliance with tax laws,
  • Make suggestions on how to correct problems within the organization,




Interested candidates shall fulfill the following conditions, qualifications and skills:

  • Bachelor’s degree in Accounting, Finance or any other related field.  Certification Public Accountant (CPA) and Certified Internal Auditor (CIA) will be an added value,
  • The ability to work independently and as part of a team,
  • Having a minimum experience of at least 3 years in audit,
  • Having a strong and proven oral and written communication skills in English,
  • Having a maximum age of 40 years old,
  • Having management skills with the ability of prioritization,

RIHSA is seeking to recruit a Quality Improvement Specialist based in Kigali, Rwanda. The QI Specialist will support activities related to strengthening quality of essential health services, including strengthening performance improvement for health facilities as part of the accreditation processes, effective leadership, governance for quality at the district level, institutionalizing sustainable quality structures, and increasing private sector engagement for accreditation.

The target Start Date for this position is November 01, 2022. The project (and the position) closes June 30, 2023.

Primary Duties and Responsibilities:

 Required Qualifications:

  •  MPH, MSc, MA, MBBS or similar with a focus on healthcare quality improvement in public health, clinical health, international development, public policy, health sector management, or related field  with academic specialization in healthcare quality improvement or commensurate work experience in healthcare quality improvement
  • 3-4 years experience in relevant field including designing and implementing quality improvement and/or supportive supervision skills
  • Strong facilitation, coaching and mentoring skills
  • Proven ability to manage data and familiarity with computer data analysis packages preferred
  • Fluency in English required
  • Proficiency in Microsoft Office
  • Strong written and oral communication skills
  • Experience with government engagement and policy analyses, costing, and health economics, desired
  • Past work experience managing USAID- or other donor-funded projects beneficial

Context:

IOM Rwanda actively supports the Government of Rwanda in sound migration management.

Under the direct supervision of the Chief of Mission (CoM) in Rwanda, and the technical supervision of the Senior Regional Resources Management Officer in Nairobi, Kenya and in collaboration with relevant units at Headquarters (HQs) and the Administrative Centres in Manila and Panama, the Head of Resources Management will be responsible and accountable for  managing, coordinating and monitoring the resource management functions of the Mission, including financial, human resources, procurement/logistics and Information and Communications Technology (ICT).




Core Functions / Responsibilities:

1. Lead and oversee the day-to-day accounting, budgeting, treasury, HR, procurement, and
other administrative activities of the Mission.
2. Plan, monitor and assess the financial performance and management for the Mission and
oversee the preparation of financial and donor reports.
3. Develop and implement relevant operational control systems to strengthen internal controls to safeguard the Organization’s assets, programme reputation and prevent fraud and mismanagement, and create Standard Operating Procedures (SOPs) with regular quality control review.

5. Develop and strengthen administrative and human resources practices in the Mission.

7. Manage the financial and human resources of the projects and Mission by forecasting and planning the income and expenditures as well as taking corrective action when necessary to maintain a healthy financial and human resources base.
8. Ensure the resources management function in the Mission complies with the Organization’s regulations, rules, policies and procedures.
9. Take the lead in the development and implementation of short and long-term resources
management objectives and goals of the mission and projects. Liaise with project managers regarding current and future levels of funding or activities. Participate in the Senior Management Team and provide advice on management related issues.
10. Provide authoritative advice to project managers on the development of new project budgets and throughout the project cycle, ensuring compliance with IOM’s policies and procedures and any donor specific requirements.
11. Coordinate the financial and administrative aspects of agreements in coordination with
relevant project managers and the Office of Legal Affairs.
12. Represent the Organization at relevant high-level and interagency meetings as required,and lead on the UN engagement and the UN Efficiency Agenda such as UN agreements, joint programs, levy, Business Operating Standards, and others. Maintain liaison with governmental, intergovernmental, and other partner entities to ensure smooth implementation of IOM operations at all levels.
13. Guide the Resource Management Unit team on the preparation for external and internal
audits and act as Focal Person for external audits from the Donors for the projects implemented in the Mission and ensure that compliance with the donor requirements is always respected to facilitate a successful Audit.




14. Provide first-line support, guidance, and training to RMU team in the Mission concerning
IOM’s policies and procedures relating to financial, PRISM, and PRIMA or other institutional
Apps. Provide advice to the CoM on CO training needs, and coordinate on assessing
professional development opportunities, plans and resource requirements.
15. Guide the Mission in the implementation of the Compliance Control Self-Assessment Tool, risk register, and other tools to ensure Mission’s compliance and coordinate with RO on the progress of implementation.
16. Supervise and manage the procurement and logistics services, including contracts with
suppliers of goods and services and related administrative authorities; manage the fleet of
vehicles and the maintenance of the premises as well as the functioning of all support services at the Country Office.
17. Support and offer guidance to staff in IOM administrative issues, local institutions and
regulations and human resources issues in order to increase their effectiveness. Liaise with
HQs and Missions in the Region to obtain/forward information and coordinate activities.
18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Management experience accompanied by background in finance, accounting and budgeting;
• Experience with international institutions knowledge of International Public-Sector Accounting
Standards (IPSAS) and SAP is highly desirable;

Economic Policy Advisor for Support to the AfCFTA programme

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).




At the 10th Extraordinary Summit of the African Union held in Kigali, Rwanda in March 2018, the agreement on the African Continental Free Trade Area (AfCFTA) was signed. As part of the AU’s 2063 Agenda, the AfCFTA is one of the AU’s flagship projects. Currently, the agreement, which came into force in May 2019, has been signed by 54 of the 55 African states and as of April 2022 ratified by 42 states. Rwanda was the first country to ratify all the agreement’s instruments.

The Republic of Rwanda like many African member states still need sufficient capacities to successfully realise the AfCFTA. The specific roles to be played by the government, private sector, and civil society are currently not fully supported with requisite knowledge and skills for each to implement the AfCFTA commitments. Although responsibilities have been defined in the framework agreement, the specific working methods still need to be established in Rwanda through the National Strategy for Implementation of the AfCFTA. This requires building the capacity of all key stakeholders in specific matters of trade in goods and services among others as well as awareness raising and strengthening the necessary institutional and legal frameworks for realising the AfCFTA at a National level.




The Programme Support to the AfCFTA addresses institutional challenges to support the negotiation and implementation of the AfCFTA. It works at the continental, regional and national levels to respond to the complex nature of the AfCFTA’s negotiation and implementation as well as to the heterogeneity of the AfCFTA’s State Parties. Rwanda is one of eight countries supported at the national level.

The programme aims to strengthen the framework conditions at continental, regional and country level to realise the AfCFTA. For that, the GIZ AfCFTA programme is focusing its support on the following key areas:

  • Strengthening institutions for strategic steering and coordination at continental, regional and national level
  • Facilitating negotiations on Trade in Services (TiS) liberalisation
  • Creating capacity to implement commitments under Trade in Goods (TiG) and facilitating negotiations
  • Supporting preparation for phase two negotiation, specifically on Investment, Competition Policy and Digital Trade
  • Promoting sustainability approaches for social, ecological and participatory trade negotiation and implementation of the AfCFTA

To effectively implement the programme activities in Rwanda, the AfCFTA Support Programme is searching for one candidate for the position of Economic Policy Advisor.

The Economic Policy Advisor performs the following responsibilities and tasks:

A.  Responsibilities

  • Support the bilateral partners in Rwanda in fostering their role in implementing the AfCFTA through technical advisory services on the member state level
  • Close collaboration with AU Commission, the GIZ AfCFTA Support Programme Team (which the advisor is part of) as well as with regional economic communities (RECs)
  • Manage short-term experts to undertake subject-specific research into areas of concern to Member State representatives participating in technical meetings throughout the key project component topics of trade in services, goods as well as the investment protocol.
  • Technical advice and project coordination on various aspects of trade integration, including trade in goods, trade in services, trade facilitation, and stakeholder involvement and possibly also industrialisation, value chains and other emerging topics
  • Participate in the AfCFTA Team meetings and bilateral exchanges with AfCFTA advisors throughout the various project components and locations
  • Work with other GIZ projects and be familiar with GIZ internal procurement processes




Tasks

  • Support of the project and in particular the programme management in all areas of programme management; on all levels and all complexities
  • Ensures the implementation of assigned workstreams
  • Active support to the preparation of the operational plan for the Rwanda component; taking responsibility for assigned work packages
  • Coordinate the preparation of contracts, prepare Terms of Reference and other project documents
    1. Work closely together with the technical advisors and head of component in following all steps and prepare all necessary documents for contracts
    2. Communication with potential consultants and contractors as well as partners
    3. Follow up all steps with GIZ HQ in Germany and Country Office of GIZ
  • Coordinate communication, public relations, preparation of fact sheets, including social media and websites
    1. Collecting necessary information from technical staff to prepare fact sheets and project briefs.
    2. Coordinating inputs for communication documents
    3. Represent GIZ in technical discussion with partners and at conferences or events
  • Support in setting up a monitoring system
  • Support to comply with data protection regulations
    1. Be the liaison person with data protection unit in GIZ HQ
    2. Prepare and follow up all necessary steps to comply with data protection rules
  • Support for the introduction of digital tools in the project
    1. Get familiar with all digital tools of GIZ and act as a mentor to all staff
  • Documentation and follow-up of meetings with local and international companies
  • Jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities
  • Perform other duties and tasks at the request of management

Required Qualifications, Competences and Experience

Qualifications and professional experience

  • Post-graduate degree or PhD in public policy, economics or similar, with a specialisation related to the programme’s content (e.g. trade policy, economic policy, trade facilitation, regional integration, or similar)
  • 5 years of working experience in international trade, trade facilitation, regional economic integration
  • At least 5-7 years of professional working experience in a similar position
  • Experience in working with the Rwandan public sector and responsible institutions for topics of trade and commerce (e.g. MINICOM, RDB, etc.)
  • Business fluent language skills in English

Project Summary:

Southern New Hampshire University (SNHU), in partnership with Inkomoko Business Development, has launched an on-line education assessment center in Kigali.   SNHU, the degree-granting partner of Kepler, provides on-line education and therefore, online assessment to demonstrate mastery.




Position Summary:

Reviewers are responsible for evaluating student project submissions using a rubric designed specifically for each project.  The Reviewer provides specific, actionable feedback to students for any areas of the project that require improvement and resubmission.   Words of encouragement are also provided to help keep the student on-track.  Additionally, Reviewers occasionally work in teams with peers and attend individual and team meetings.

Primary Duties and Responsibilities:

  • Use rubrics and supplemental information to provide fair and consistent education evaluations with encouraging, specific, and actionable feedback.
  • Perform education evaluations and communicate with students through an online Learning Management System
  • Maintain an in-depth knowledge of every component of curriculum within assigned workload
  • Respond to student outreach swiftly and return evaluations to students within 48 hours of submission
  • Complete program improvement assignments, as needed
  • Attend in-person, online video and telephone meetings with manager or team members
  • Participate in quality assurance processes
  • Participate in assessment norming processes
  • Support academic integrity validation
  • Protect student privacy
  • All Reviewers are encouraged to join and visit the online Reviewer community

Minimum Qualifications:

  • Master’s Degree or higher
  • Prior college-level experience with online learning preferred
  • Knowledge or expertise in competency-based education
  • Ability to score consistently using a rubric
  • Skill working in an electronic management system
  • An encouraging and respectful attitude toward all students and colleagues; “can-do” attitude
  • Demonstrated level of English fluency at the academic/higher education level
  • Demonstrated level of fluency in at least one African language: Kinyarwanda, Kirundi, or Swahili
  • Demonstrated fluency in use of technology, especially software applications
  • Demonstrate ability to learn and utilize rapidly changing technological platforms

Working Conditions & Physical Requirements

Reviewers will work 5 days a week (including 4 weekend days per month).  The 1st floor office has dedicated parking spaces, break room, conference rooms, and lots of natural light, co-located with Inkomoko Business Development.

Best practice is to evaluate all projects assigned to the Reviewer and respond to every comment or question by a student each day.  There are no physical requirements, as all work is completed on a computer or telephone provided by the assessment center.

Compensation

Reviewers will be offered the minimum of a competitive salary, health insurance, paid leave (including sick, vacation, and maternity/paternity), and a one-year contract, renewable at the end of the contract period, depending on performance.
