Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Great Lakes Region and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV).




0. Context

The GIZ project “Digital Solutions for Sustainable Development” (DSSD) has a mandate to advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project also aims to promote the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society.

The Digital Solutions for Sustainable Development project entered a new phase in 2021. In addition to digital solutions that are being developed together with the Rwandan partner authorities, one of the project objectives is designed to develop initiatives to promote digital participation in collaboration between public and private stakeholders. The assumption here is those digital skills, combined with target-group-specific digital services, will enable a large proportion of the population to be part of the digital transformation and use these services. To reach the target groups effectively, use leveraging effects and develop user-centric services, stronger cooperation between public and private actors is being promoted. This will contribute to develop and offer services in a systematic and coordinated manner.

At the ecosystem level, there is a rising number of innovators proposing solutions for multiple societal challenges. However, most innovations will not make substantial progress to becoming marketable or scalable products or services. The causes are multiple but one of the most important is lack of investment readiness.

As part of the mandate to strengthen the innovation ecosystem and the impact of ICTs in Rwanda to promote economic development and sustainable solution development, the Digital Transformation Center intends to involve the local ecosystem to achieve exactly this.

Broadly defined, the voucher system program consists of financial incentives granted to tech start-ups and/or SMEs with the aim of addressing pre-defined goals/challenges.

The voucher system is meant to assess the individual needs of tech start-ups, and SMEs in the digital sector, as well as the provision of consulting services by incentivizing the adoption of innovation and new technologies, services, or skills.

The investor readiness voucher is a unique and customized package – a mix of various ingredients tailored to the requirements and tips for strengthening the governance, operations, and financial performance of the start-ups/SMEs towards increasing the capacity and capability to attract and receive the commercial capital grow and scale.

It is in this context that GIZ is looking for a consulting firm to express their interest

to support identified Tech start-up and/or SMEs in identifying any gaps in their investor readiness process.

The contractor will work closely with the Digital Transformation Center (DTC) and its key partners. The contractor will guide and advise at least 15 start-ups and/or SMEs over a period starting from contract signing to October 2023. However, the contractor will work with each start-up/SME for a period of up to 5 working days only under this assignment.




1. Tasks to be performed by the contractor

The objective of this assignment is identifying a consulting firm that can support innovators get much-needed growth support services in the areas of investment readiness. This will be done through providing technical mentorship, supporting tech start-ups to get subsidized technical services through the DTC and connect the tech start-ups to the relevant technical networks.

The services to the tech start-ups include, but are not limited to, the following investor readiness services.

The Investor Readiness interventions will focus on assessing and strengthening the key investor readiness elements which include, but are not limited to:

  • Business and Strategic Planning: Support the start-ups/SMEs to understand the best documentation formats and structures that provide their big picture, their purpose, their goals and objectives.
  • Financial Acumen: Support the start-ups/SMEs to have financial processes and accounting reports that demonstrate their current financial and future direction.
  • Legal: Support the start-ups/SMEs to understand and have legal processes and agreements.
  • People: Support the start-ups/SMEs to understand and set employees retention strategies
  • Processes: Support the start-ups/SMEs to set up reporting structures, and decision-making processes, and recommend them appropriate next steps to have the processes ready in their organization.
  • Attraction of the investment: Support the start-ups/SMEs to understand some practical tips for attracting and securing the investment.

The contractor is responsible for providing the following services:

Work package 1: Customized consulting services

  • The contractor will work closely with the identified start-ups and/or SMEs to identify problems/gaps in their investor readiness but not limited to the above-mentioned services.
  • Depending on the identified needs, the contractor could:
    • Suggest/propose additional related services and work closely with the tech start-ups and/or SMEs to improve their operations and set up performance/progress tracking mechanisms to add value to their business and operations.
  • Understand their business in relation to their investor readiness, create a comprehensive long-term investor readiness plan, and create a process for improving, and tracking key performance indicators to guide the improvement of investor readiness. This methodology should be shared and agreed upon with the start-up.
  • Any other service that is requested and falls under the competency of the bidder.

Work package 2: Product Progress Tracking & Reporting

  • The consulting firm should develop a comprehensive plan to ensure the efficient handover of the investor readiness improvement knowledge and processes to the tech start-ups and/or SMEs and GIZ.
  • The following reports will be submitted by the contractor:
  • Inception Report: This report shall be handed in 1 working day after the commencement of each assignment following an assessment of the start-up/SME detailing but not limited to the approach and methodology, proposed work plan for undertaking the assignment, and implementation timeline scheduling of the assignment.
  • The report should also clearly indicate the intervention logic and propose any relevant modifications going forward.
  • Final Reports: This report will elaborate all activities undertaken during the assignment execution. These reports shall: cover the entire process, provide a full account of all aspects of the services’ implementation for the period covered, include the results achieved, and include any relevant reports, publications and updates related to the services offered.




Expected Deliverables

The contractor is responsible for providing the following services:

Deliverable 1: Work packages. The contractor will work closely with the start-ups and/or SMEs and advise them on ways to improve identified investor readiness challenges based on the described work packages.

Deliverable 2: Set up a KPI framework for each solution that defines the investment readiness of each solution

Deliverable 3: After tracking the progress of each solution in the program, produce a final detailed report at the completion of the assignment that includes all achieved milestones, challenges faced, and mitigation strategies used and recommendation that can guide future similar assignments.

The contractor will ensure that the required work packages and reports are timely submitted and adjusted accordingly as per respective feedback received from all different stakeholders involved.

Certain milestones, as laid out in the table below, are to be achieved by certain dates during the contract term:

The selected consulting firm will carry out this assignment in a period starting from contract signing to end of October 2023. However, the contractor will work with each start-up/SME for up to 5 working days and will be invoicing work/services executed progressively. i.e., after consulting for each start-up/SME.

The selected consulting firm and all its team members must be locally based and must carry out the project locally.

Period of assignment: From contract signing (projected October 2022) until 31.10.2023.




2. Concept

For the bid, the bidder is required to show how the objectives defined in Chapter 2 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the management for the service provision. This should also include a contingency concept if the timeline of the development of the system changes due to the Coronavirus Pandemic and any unforeseeable setbacks.

Technical-methodological concept

Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible (see Chapter 2).

The bidder is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them.

The bidder is required to present and explain its approach to steering the measures with the project partners and its contribution to the results-based monitoring system.

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services according to Chapter 2 are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 2.

The bidder is required to describe its contribution to knowledge management for the partner and GIZ and promote scaling-up effects (learning and innovation).

Project management of the contractor

  • The contractor is responsible for selecting, preparing, and steering the experts (national, short, and long term) assigned to perform the advisory tasks.
  • The contractor makes available equipment and supplies (consumables) and assumes the associated operating and administrative costs.
  • The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ.

The contractor reports regularly to GIZ in accordance with the AVB of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH from 2018

In addition to the reports required by GIZ in accordance with AVB, the contractor submits the following reports:

  • Inception report
  • Contributions to reports to GIZ’s commissioning party

The bidder is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the bid; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.




Details about backstopping

The bidder is required to describe its backstopping concept. The following services are part of the standard backstopping package, which (like ancillary personnel costs) must be factored into the fee schedules of the staff listed in the bid in accordance with section 5.4 of the AVB:

  • Service-delivery control
  • Managing adaptations to changing conditions
  • Ensuring the flow of information between GIZ and field staff
  • Contractor’s responsibility for seconded personnel
  • Process-oriented technical-conceptual steering of the consultancy inputs
  • Securing the administrative conclusion of the project
  • Ensuring compliance with reporting requirements
  • Providing specialist support for the on-site team by staff at company headquarters
  • Sharing the lessons learned by the contractor and leveraging the value of lessons learned on site
  • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project
  • Personnel management, in particular; identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting all experts
  • Regular reporting in accordance with deadlines.

4. Costing requirements

Assignment of personnel

5. Inputs of GIZ or other actors

GIZ and/or other actors are expected to make the following available:

  • 2 possible workstations at the Digital Transformation center (depending on availability of space based on other activities in the space)

6. Requirements on the format of the bid

The structure of the bid must correspond to the structure of the TORs. It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English.

The complete bid shall not exceed 10 pages (excluding CVs).

The CVs of the personnel proposed in accordance with Chapter 4 of the TORs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long.

If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment.

Please calculate your price bid based exactly on the aforementioned costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. GIZ has over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security. The diverse expertise of our federal enterprise is in demand around the globe, with the German Government, European Union institutions, the United Nations, and governments of other countries all benefiting from our services. Its main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ works closely with the private sector, fostering successful interaction between development policy and foreign trade.

The GIZ Sectoral Programme for Sustainable Agricultural Supply Chains and Standards is a transnational project that is based in Germany, and that focuses on agricultural commodities such as coffee, cocoa, banana, soya, rubber, palm oil and cotton. For the project implementation in Rwanda, a partnership agreement has been concluded with the GIZ Programme “Promoting the economy and employment in Rwanda”, which will be handling all administrative requirements and assist with the activities related to this contract.




Global agricultural supply chains tend to be opaque. The end-product on retailers’ shelves does not reveal its social and environmental impact at origin, including the profit share received by the farmers themselves. Improved transparency is not only increasingly asked for by end-consumers and due-diligence legislation but is also crucial for all intermediary actors in the supply chain to manage reputational risks and a more efficient supply chain. At the other end of the chain, access to information about production processes, quality parameters, product and financial flows, can enable farmers to make more informed decisions and gain higher revenues in the long run.

As part of a former commission, the GIZ has collaborated with several partners to develop an open-source blockchain-based track and trace system called INATrace. For example, the system has successfully been implemented for a coffee supply chain of a Rwandan coffee brand. It includes a business-to-business (B2B) data input and tracing web app for different actors along the value chain linked to a Hyperledger Fabric blockchain platform as well as a business-to-customer (B2C) solution for end-customers in Germany that links a portion of the data stored on the blockchain to additional media content that can be accessed by scanning a QR code on the coffee package (Check sample QR code here).

The project has been carried out in adherence to the Principles for Digital Development, in particular by applying an open-source and user-centric approach. All the source code generated has been published under a GNU AGPL-3.0 license on GitHub.

As a first use case, the technology has been introduced in 2020 by two women associations who produce Angelique’s Finest coffee in Rwanda in partnership with the International Women’s Coffee Alliance (IWCA), Rwanda chapter. The coffee pilot has been successful and GIZ is considering expanding it in Rwanda with other value chains like Macadamia.

It is in this framework of expansion and sustainability of the platform, GIZ is looking for a consulting company to express their interest to support the further development of INATrace in Rwanda.

The purpose of this assignment is to provide technical support on further development of INATrace in Rwanda, in close cooperation with the IT company contracted to program and maintain the INATrace software. The consulting company shall provide the following services:

Work package 1: Supply chain mapping

During the duration of the assignment INATrace will be scaled in Rwanda for other crops on top of coffee such as macadamia. After familiarization with INATrace, the contractor will support the users of INATrace, partners and the GIZ-team in the assessment of local supply chain structures in very close collaboration with the cooperatives. Several field visits are required to conduct this task to ensure the most comprehensive outline of the respective supply chain.

Work package 2: System configuration based on findings from WP1

The contractor will transfer the findings from the supply chain mapping (WP1) to INATrace. The contractor is responsible for:

  • Setting-up accounts for all users
  • Adding supply chain actors to the system
  • Configuration support for the company settings (facilities, (semi)-products, processing evidence fields/documents, etc.)
  • Oversight and check of successful implementation in the system

These steps should be conducted and documented in close collaboration with the partners and the GIZ-team to guarantee a sufficient knowledge transfer. Written documentation will be provided to GIZ to ensure continuous guidance on the setting-up processes for future projects and their supply chain integration to INATrace.

  • Assessment and documentation of existing supply chain structures and processes as well as financial flows, including obtaining exemplary documentation for the processes to be digitized
  • Integration of the existing workflows into the technical development




Work package 3: Support capacity building

To ensure the best possible use of INATrace, all users need to be trained in using the system. Through previous projects, some users have already been familiarised with or trained in the system. Appropriate capacity building material has already been developed and is currently being reviewed in very close collaboration with projects in line with technical and GUI adaptations. Using a train-the-trainer approach, some locations still have qualified trainers available and in order to ensure a long-term use, the train-the-trainer concept will be further developed. Given the product differences and the scaling of activities for INATrace, it might be needed to onboard more and new local trainers.

The contractor is responsible for:

  • Assessment of the required needs for additional capacities of the cooperatives
  • Support in connecting trainer(s) with cooperatives
  • Adaptation of the capacity building material in English and Kinyarwanda.
  • Further develop the train-the-trainer concept
  • Documentation of capacity building and system feedback by users throughout the process
  • Onboard new local trainers on INATrace and onboarding and integration of local consultants to the system and the processes
  • Conduction of capacity building for different actors, including:
  • Cooperative staff
  • International buyers/roasters
  • Additional users along the supply chains
  • Support the base-data preparation to be entered to INATrace
  • Planning and monitoring of the necessary capacity building activities

Work package 4: Support the IT-Team

The contractor will act as a focal point/backstopped between the IT developers and through close collaboration support the IT-team with implementing INATrace adaptations. Accordingly, the trainings need to be aligned with these potential system changes to ensure the most efficient use of INATrace for all users.

The contractor is responsible for:

  • Recommendations for technical improvements and adaptations based on the feedback from users as well as other projects where INATrace will be provided. Therefore, an exchange with previous project partners and developers is essential
  • Documentation of updates for IT developers and GIZ-Team

Work package 5: Ensure Knowledge Transfer

To ensure that INATrace can be applied in a community and used as a digital public good, comprehensive documentation of all steps is required. The contractor will prepare manuals (English, Kinyarwanda, etc.) to describe the methodology of all work-packages and ensure the best possible documentation of all conducted processes and feedbacks for the understanding of all actors and partners (i.e. IT, GIZ). This includes step-by-step instructions on how to conduct a supply chain mapping, and how to customize INATrace in a new country or for a new product.

Work package 6: Support the development of a business model

Support in the development of a long-term business model for INATrace as a digital public good in close collaboration with partners and consultants. The main task is here to support the GIZ-Team and partners with relevant information and input from the field.

Work package 7: Identify new potential user

The goal is also to onboard new users. The contractor is responsible for the identification and onboarding of new potential INATrace users.

All training sessions and follow up visits will be conducted in Rwanda, mainly in Rwamagana, Gakenke, Muhanga, Huye and Rusizi districts where the INATrace project is currently implemented.

Partner organizations of INATrace will support the contractor in coordination of the training sessions including organizing, inviting participants and attendance records management.

The Consulting company is expected to follow the COVID-19 guidelines and restrictions of the Government of Rwanda and adapt the training format accordingly.

III. Deliverables

The Consulting company is expected to provide the above deliverables within a total number of up to 75 working days. The timeline will be agreed upon and adapted as necessary based on the needs of INATrace users and the Covid-19 situation.

IV. Reporting and timeframe of the assignment

The consulting company will work closely with INATrace users in Rwanda. All official reporting will be to GIZ. All activities included in this ToR will have to be completed within up 75 days from November 2022 to July 2023. The consulting company will submit a report for each major training session to GIZ within 15 days of completion of the training and a final report of the contracted work assignment by 14th of July 2023.

V. Data protection

The performance of the contract may be associated with the processing of personal data by the contractor, who would alone define the nature of such data and how such processing would be carried out. In such cases, the contractor shall act as an INDEPENDENT DATA CONTROLLER and must ALONE comply with ALL applicable data protection obligations, including regional and local laws. The data protection principles such as lawfulness, purpose limitation, storage limitation, transparency, integrity and confidentiality, and accountability, as well as the numerous rights of the data subject must be paid due attention. The GDPR data transfer rules must be taken into account whenever personal data leaves the EU for a third country. In case the contractor executes the instructions of a local partner to the GIZ with regard to such processing, the partner shall be the data controller, and must ensure that such data processing is in accordance with applicable laws and standards. The GIZ will not be in any way responsible for such processing.




VI. Personnel concept

The bidder is required to provide competent personnel based on their CVs and required qualifications. The following characteristics and competencies are essential:

 

Education:

  • University qualification (bachelors’ degree/master’s) in Geography, Agricultural Sciences, IT, Creative design or another related field.

 

Professional experience:

  • At least 2 years’ experience in digital traceability tools for agricultural supply chains, of which 1 year of experience with the coffee supply chain.
  • Prior experience with INATrace system is an added value.
  • Prior experience in conducting trainings, especially trainings of trainers, and workshops is required.

Experience in working in the region
• 2 years’ experience in agricultural sector in Rwanda or East African countries.

 

Language skills:
• Business fluency in English and Kinyarwanda.

To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology). The GIZ project “Digital Solutions for Sustainable Development” (DSSD) has a mandate to advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project also aims to promote the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society.

The Digital Solutions for Sustainable Development project entered a new phase in 2021. In addition to digital solutions that are being developed together with the Rwandan partner authorities, more vulnerable groups such as the rural population, women and people with disabilities are to be involved in the digital transformation in line with the approach Leave no one behind. One of the project objectives is designed to develop initiatives to promote digital participation in collaboration between public and private stakeholders. The assumption here is those digital skills, combined with target-group-specific digital services, will enable a large proportion of the population to be part of the digital transformation and use these services. To reach the target groups effectively, use leveraging effects and develop user-centric services, stronger cooperation between public and private actors is being promoted. This will contribute to develop and offer services in a systematic and coordinated manner.

One of the key beneficiaries of the digitization efforts from the Digital Solutions for Sustainable Development project (DSSD) is The Rwanda Basic Education Board (REB). REB is now in the close working relationship with DSSD on several digitization efforts and one of them is in this regard.

Context

Rwanda Basic Education Board (REB) has adopted the development of a virtual laboratory platform in partnership with GIZ. Virtual laboratory of Chemistry, Biology and Physics for O’level senior Two have been developed by GIZ and it has 104 experiments covering eight (8) units for Chemistry, nine (9) units for Biology and Ten (10) units for Physics as provided by REB in the competence-based curriculum (CBC).

The Virtual Laboratory platform aims to enhance the quality of learning and educational achievements and it is a great way for educators to teach STEM subjects in a safe, online environment. Through the virtual science labs, learners will interact with elements, machines, and interfaces thus increasing their access to ICT resources and developing 21st Century skills.

It is in this context that GIZ is looking for a consulting firm to provide the training of 200 O’level science teachers as master trainers for the Virtual Laboratory Platform.





The training plan of the virtual laboratory system to teachers intends to have the following objectives:

  1. To introduce the concept of using virtual laboratories as a teaching tool to teachers across Rwanda.
  2. To train teachers on how to use the virtual laboratory platform (installation, running & Teaching)
  3. To train teachers that will assist in rolling out the virtual laboratory platform across Rwanda.
  4. To test the platform interface and experiment interaction along with the teaching journey to improve the pedagogy aspect of the virtual laboratories for teachers.

Tasks to be performed by the contractor

The overall objective for the consultancy is to train at least 200 teachers as master trainers on the usage of the virtual laboratory platform for O’level senior two (2) STEM classes (biology, Chemistry and Physics) across all districts of Rwanda and to equip them with the skillset needed to train other science teachers on the usage of the virtual laboratory platform.

Specific outputs for this training are:

  • Output 1: Develop course content for the ‘train the trainer’ programme to increase teachers’ capacity to train both teachers and students on the usage of the virtual laboratory platform.
  • Output 2: Train atleast 200 master trainers (O’level STEM teachers) that will assist in rolling out the virtual laboratory platform across Rwanda.

The contractor is responsible for providing the following services:

3.1. Develop a ‘Train the Trainer’ programme and manual

The contractor will design and develop course content for a ‘train-the-trainer’ program for atleast 200 teachers who in turn will assist in rolling out the virtual laboratory platform across Rwanda. This will be done over a course of up to 3 days outside of Kigali. The designed/developed content will be reviewed by Rwanda basic education board before being adopted.
The contractor will also be responsible for training the teachers on the usage of the Virtual laboratory platform based on the content developed. The contractor will also be responsible for preparing training materials, including developing a methodological note that outlines the overall training process.





3.2. Provide training to the 200 teachers on the virtual laboratory platform.

The contractor will also be responsible for training the teachers on the usage of the Virtual laboratory platform based on the content developed. The list of teachers will be provided by the Rwanda basic education board (REB)

The virtual laboratory training will mainly focus on the following areas:

  • Installation and running of the virtual laboratory platform (online and offline).
  • Accessing the various Virtual Laboratory features.
  • Carrying out the various 114 experiments in Chemistry, Physics & Biology

This will be achieved through collaborating closely with Rwanda basic education board (REB) and its key stakeholders. The Rwanda basic education board and its key stakeholders will determine appropriate training sites and locations and ensure the training infrastructure such as devices (including laptop, computers), internet access, among others are made available. as well as the selection of the 200 teachers.

3.3. Reporting and sustainability concept

An important aspect is the monitoring and evaluation of results to ensure that the targeted 200 teachers are reached, and the training goal achieved. This is an important and key responsibility of the consultant, and as so should find a mechanism to track the results and update the Rwanda basic education board (REB) and its key partner GIZ.

The contractor is responsible for preparing the following reports:

1. Inception report: The report includes the detailed approach, methodology and tools to be used, the proposed work plan and the implementation timeline.
2. ‘Train-the-Trainer’
 manual that includes the training content that will be offered to the teachers
3. Final report: 
The final Report will contain all the details, incorporated feedback from the teachers and recommendations how to retain the learnings gained as well as a roadmap to train more 6000 teachers in all districts.

4. Duration of the Assignment

Certain milestones, as laid out in the table below must be achieved by certain dates during the contract term:

5. Expected Deliverables

The following deliverables should be submitted to the GIZ:
1. Inception report including the methodology adopted by the contractor and the proposed work plan for the execution of the assignment with the dates of the deliverables
2. ‘Train-the-Trainer’ manual that includes the training content that will be offered to the teachers
3. Final report, summarizing the progress of the teachers trained, challenges, lessons learned and recommendations as well as the findings during the training.

The contractor shall submit each report and all working documents in editable files (Word, Excel, PowerPoint, etc.) in English.

6. Concept

In the bid, the bidder is required to show how the objectives defined in Chapter 3 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the project management system for service provision.

Technical-methodological concept
Strategy: 
The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 3). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible (see Chapter 3).
The bidder is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services according to Chapter 3 are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 3.





7. Personnel concept
The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points. GIZ promotes gender equality and the inclusion of people with disabilities. At least 50% of the provided personnel must be female, the assignment of personnel with disabilities is highly encouraged.

8. Costing requirements
Assignment of personnel

Team leader and expert pool: 30 expert days, of which all are in Rwanda

Travel
The bidder is required to calculate the travel by the specified experts and the experts it has proposed based on the places of performance stipulated in Chapter 3 and list the expenses separately by daily allowance, accommodation expenses, flight costs and other travel expenses.





9. Requirements on the format of the bid

The structure of the bid must correspond to the structure of the ToRs It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English.

The complete bid shall not exceed 10 pages (excluding CVs).

The CVs of the personnel proposed in accordance with Chapter 7 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long.

If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment.

Please calculate your price bid based exactly on the afore mentioned costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts.

10. Intellectual Property

The bidder shall grant to GIZ an irrevocable, non-exclusive, worldwide, royalty-free, and transferable right of use to the reports and studies and other documents prepared in accordance with this contract, which GIZ may use for non-commercial purposes, including processing and translation and for use in electronic media, without limitation as to time and content. Upon request of GIZ, the bidder shall immediately hand over a copy of the materials to GIZ. GIZ shall be entitled to grant simple sub-use rights to third parties.

The assumption here is that digital skills, combined with target-group-specific digital services, will enable a large proportion of the population to be part of the digital transformation and use these services.

Broadly defined, the voucher system program consists of financial incentives granted to SME’s and/or SMEs with the aim of addressing pre-defined goals. In this context, the voucher system is meant to assess the individual needs of tech start-ups, and SMEs in the digital sector, as well as the provision of consulting services by incentivizing the adoption of innovation and new technologies, services, or skills.

The Management Skills advisory voucher is a unique and customizable package – a mix of various ingredients that can be tailored to the current skillset and knowledge of the participants to improve their management and leadership capacities. Each Tech start-up and/or SME will receive a tailored package that suits their unique offering.

It is in this context that GIZ is looking for a consulting firm to provide management skills advisory for at least 15 Start-ups/SMEs

The contractor will work closely with the Digital Transformation Center (DTC) and its key partners to support identified Tech start-ups and/or SMEs in identifying any gaps in their team members’ management capacities.

The contractor will guide and advise at least 15 start-ups and/or SMEs over the period from January to July 2023. The contractor will provide 3 different modules on management skills, each having a duration of 6 to 8 weeks. All participants will be taught together, for 2 hours in a weekly session. This will result in each participant receiving up to 48 hours of training, which translates to up to 6 working-days.





1. Tasks to be performed by the contractor
The objective of this assignment is identifying a consultancy that can support start-ups and/or SMEs in improving their project management, people management and organizational capabilities to help them increase their productivity and efficiency as well as to equip them with leadership-skills. This can include a comprehensive research of the start-ups’/SMEs’ organizational structures and project implementation methods.

The services to the tech start-ups and/or tech-enabled SMEs include the following services:

1) Project Management: Participants develop skills to plan, manage and evaluate projects by implementing their learnings within projects that align with their companies’ priorities. The participants learn how to design increasingly complex projects (e.g. longer timelines, more stakeholders, more ambiguous) over time, resulting in more efficient and effective implementation of team projects.

2) People Management: Participants develop skills that enable them to appropriately manage, influence and empower others. This includes the capacity to develop trusting professional relationships with subordinates that lead to an open and transparent workplace. Additionally, participants learn to take responsibility for team success or failures, including advocacy and professional development.

3) Organization and Productivity: Participants learn how to create systems that enable them to effectively and efficiently perform tasks and achieve their objectives. After completion of the module the participants will no longer forget, miss, or disregard important information or tasks conveyed to them and benefit from a substantial boost in productivity.

The contractor is responsible for providing the following services:





Work package 1: Customized consulting services

  • The contractor will work closely with the identified start-ups and/or SMEs to identify problems/gaps in their Management Skillsets based but not limited to the above-mentioned services.
  • Depending on the identified needs, the contractor could:

o Suggest/propose additional related services and work closely with the tech start-ups and/or SMEs to improve their operations and set up performance/progress tracking mechanisms to add value to their business and operations.
o Make recommendations ranging from but not limited to how to successfully change the organizational structures of the start-ups/SMEs, how to implement better communication, expand their impact, professionally develop their teams and increase their retention rate.
o Understand and segment the management and leadership challenges that are particular to the participant, their organization and the environment they operate in, create a comprehensive long-term management and leadership plan, and create a process for improving, and tracking key performance indicators to guide the growth of the management and leadership skillsets. This methodology should be shared and agreed upon with the start-up.
o Any other service that is requested and falls under the competency of the bidder.





Work package 2: Product Progress Tracking & Reporting
• The consulting firm should develop a comprehensive plan to ensure the efficient handover of the Management Skills operations improvement knowledge and processes to the tech start-ups and/or SMEs and GIZ.
• The following reports will be submitted by the contractor:

Expected Deliverables

The contractor is responsible for providing the following services:
Deliverable 1: 
Work packages. The contractor will work closely with the start-ups and/or SMEs and train them to acquire a set of Management Skills based on the described work packages.
Deliverable 2:
 By tracking the progress of each module in the program and improvement of the supported solutions/products, produce a final detailed report at the completion of the assignment that includes all achieved milestones, challenges faced, and mitigation strategies used and recommendation that can guide future similar assignments.

The consulting firm will ensure that the required work packages and reports are timely submitted and adjusted accordingly as per respective feedback received from all different stakeholders involved.

Certain milestones, as laid out in the table below, are to be achieved by certain dates during the contract term:

The selected consulting firm will carry out this assignment in a period starting from contract signing to end of July 2023. However, the contractor will work with each participant for up to 48 hours, which translates to 6 working-days and will be invoicing work/services after completing each module.
The selected consulting firm and all its team members must be locally based and must carry out the project locally.

2. Concept
For the bid, the bidder is required to show how the objectives defined in Chapter 2 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the management for the service provision. This should also include a contingency concept if the timeline of the development of the system changes due to the Coronavirus Pandemic.





Technical-methodological concept
Strategy: 
The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible (see Chapter 2).

The bidder is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them.

The bidder is required to present and explain its approach to steering the measures with the project partners and its contribution to the results-based monitoring system.

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services according to Chapter 2 are to be provided. The bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 2.

The bidder is required to describe its contribution to knowledge management for the partner and GIZ and promote scaling-up effects (learning and innovation).

Project management of the contractor

• The contractor is responsible for selecting, preparing, and steering the experts (national, short, and long term) assigned to perform the advisory tasks.
• The contractor makes available equipment and supplies (consumables) and assumes the associated operating and administrative costs.
• The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ.

The bidder is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the bid; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.





Details about backstopping
The bidder is required to describe its backstopping concept. The following services are part of the standard backstopping package, which (like ancillary personnel costs) must be factored into the fee schedules of the staff listed in the bid in accordance with section 5.4 of the AVB:

• Service-delivery control
• Managing adaptations to changing conditions
• Ensuring the flow of information between GIZ and field staff
• Contractor’s responsibility for seconded personnel
• Process-oriented technical-conceptual steering of the consultancy inputs
• Securing the administrative conclusion of the project
• Ensuring compliance with reporting requirements
• Providing specialist support for the on-site team by staff at company headquarters
• Sharing the lessons learned by the contractor and leveraging the value of lessons learned on site

3. Personnel concept

The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs (see Chapter 7), the range of tasks involved and the required qualifications.
The below specified qualifications represent the requirements to reach the maximum number of points.

4. Costing requirements

Assignment of personnel

• Team leader: On-site assignment in Kigali, Rwanda for up to 20 expert days
• Short term expert pool: On-site assignment in Kigali, Rwanda for up to 60 expert days
• The bidder should calculate their price bid based on the work packages in Section 2 for one start-up/SME.

5. Inputs of GIZ or other actors

GIZ and/or other actors are expected to make the following available:
• 2 possible workstations at the Digital Transformation Center (depending on availability of space based on Covid-19 government guidelines)

6. Requirements on the format of the bid

The structure of the bid must correspond to the structure of the TORs. In particular, the detailed structure of the concept (Chapter 3) is to be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English.

The complete bid shall not exceed 10 pages (excluding CVs).

The CVs of the personnel proposed in accordance with Chapter 4 of the TORs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long.

If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment.

Please calculate your price bid based exactly on the costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts. The specifications for pricing are defined in the price schedule.

    • Ensure that new requirement(s) or external risk(s) are properly taken cognizance of in lending decisions and in certain circumstances
    • Visiting customers to discuss/explain the structure and conditions of lending and follow up on such conditions.

    • Bachelor’s degree in Finance, Commerce or Economics.
    • A certificate in Credit Analysis will be an added advantage
    • 2+ years in Credit Analysis in a Financial Institution

The role’s purpose is to provide first-level support to all digital channel systems that are deployed in the bank to provide high availability and exceptional customer experience on a 24/7hour basis. These include Card systems, Mobile banking, Internet banking, Agency banking, and Digital payment services.




Main Responsibilities:
• Ensures provision of first-level support to the existing E-Channel business i.e. ATMs, POS, Cards, Money Transfer, Agency Banking, Internet, and Mobile banking
• Perform daily E-Channels monitoring, verifying the integrity and availability of all E-Channels to the Customers
• Technical engagement in Projects that involve digital channel solutions implementation
• Develop subject matter expert knowledge of Mobile, Internet technologies, e-commerce, and other payment banking technologies
• Develop Business Continuity plans for both mobile & internet channel solutions

The position is responsible for supporting the implementation of ICT business continuity and disaster recovery plans, procedures, and the management of the backup and data protection function for the entire lifecycle.





Main Responsibilities:

  • Ensuring that all technical components of the Business Continuity Plans are successfully tested at least quarterly, or whenever significant changes are made to those components
  • Ensuring IT DR plans are regularly tested with the participation of relevant stakeholders including external representatives and ensure accurate records are maintained for audit purposes
  • Ensure Backup service are configured as per policy and standards
  • Work with the IT technical staff to ensure that disaster recovery solutions are adequate, in place, maintained, and tested as part of the regular operational life cycle
  • Coordinate appropriate responses with the data and system owners identified through backup failures, omissions and other anomalies
  • Respond to and help resolve issues raised by data or system owners pertaining to backups, restore tests, and production restores
  • Coordinate IT disaster response/crisis management activities in compliance with the IT emergency plan





Educational qualifications & Work experience:

  • Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, or related field.
  • 3+ years of IT work experience in Information Systems Support, Administration, Risk Management, or IT Disaster Recovery.
  • Minimum 3 years’ experience in IT operations
  • Experience in Windows and Linux Operating systems
  • Experience in Backup Technologies services & Backup recovery management
  • Experience in Archival Technologies

Skills critical to the role:

  • Knowledge and understanding of current business continuity and disaster recovery planning techniques and technologies

The database administrator is responsible for ensuring high performance, high availability, integrity, and security of database systems within the Bank. These databases will run on diverse technologies such as Oracle, MySQL, MS SQL, and other relational databases.




Main Responsibilities:

  • Manage and support high-performance, highly available, and mission-critical database platforms for the Core Banking, Digital channels, and other systems.
  • Manage SQL server and MySQL instances
  • Ensure high levels of performance, availability, sustainability, and security
  • Refine and automate regular processes, track issues, and document changes
  • Assist developers with query tuning and schema refinement
  • Provide 24×7 support for critical production systems
  • Review and design database structures to support business requirements including logical and physical database modeling.
  • Install, configure and maintain database instances, create various database objects, and create users with appropriate roles and levels of security
  • Implement database security policies that are consistent with laid security guidelines
  • Implement and perform database backup and recovery strategies that meet recovery and availability requirements
  • Determine the appropriateness of data for storage and optimum storage organization




Educational qualifications & Work experience:

  • Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, or related field.
  • Database-related certification (Oracle OCP, MS SQL, MySQL)
  • Experience with replication configuration in MySQL and SQL Server
  • Experience in Oracle database administration
  • 3+ years’ hands-on experience in Data warehousing, data mining, and business intelligence would be an added advantage

Skills critical to the role:

  • Demonstrate a strong understanding of Oracle RAC and Oracle Data Guard
  • Demonstrate a strong understanding of Unix
  • Understanding of MySQL’s underlying storage engines, such as InnoDB and MyISAM
  • Knowledge of de-facto standards and best practices in MySQL
