Senior Programme Officer Organizational Setting and Work Relationships The Senior Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Chief of Section/Deputy Director/Operations Manager and may supervise a small team of local and international staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.




The Senior Programme Officer will provide strategic programmatic guidance and advice to senior management with regard to the implementation of country or Bureau level protection and solutions strategies within available resources. S/he will coordinate with the other sections/units within the Bureau and/or office(s) across the country/region to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.




The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. – Provide guidance to office(s) on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. – Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. – Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. – Ensure effective and results-based resource allocation in the planning processes and cost efficiency in the delivery of outputs. – Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. – Support the provision overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. – Guide and provide directions to office(s) in operationalising new and emerging policies, strategies and partnerships, including in an inter-agency context, identifying opportunities and innovative solutions and ensuring compliance with existing standards.




– Guide office(s) in managing a consultative process to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. – Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. – Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities – Develop comprehensive assistance programmes that compliment activities implemented from other operational partners. – Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. UNHCR Rwanda is provided protection service and assistance to about 127,221 to assist (as at 01/10/2022). This statistic includes mainly refugees from the Democratic Republic of the Congo (76,238 persons) and from Burundi (50,291 persons); about 9,500 people at risk of statelessness are recorded. The Operation is also providing emergency protection solution to refugees and asylum seekers evacuated from Libya; this group is hosted in an emergency transit center (586 persons hosted at the end of September).

Refugees are hosted in five refugees camps and in the emergency transit center (ETM). About 10% of refugees are living in urban areas. UNHCR has 1 Sub-Office (Kirehe), 3 field offices (Huye, Nyamata and Kiziba) and 1 Field Unit (Kabarore).

The Programme Unit in Kigali is supervising all the programme activities. The unit has 16 staff including a programme officer and various technical experts (health, WASH, Shelter, CBI, Energy/Environment).

In 2022 UNHCR Rwanda has 11 partnership agreements with 11 partners including 3 national NGO and a Government entity. A consolidation of partners was done for 2023, leaving the Operation with 8 partners for 2023.

The Government policies towards refugees are inclusive and provide an opportunity for refugees to be included in the socio-economic tissue. Refugees are allowed to work and settlement out of camps if they could sustain themselves. UNHCR is co-chairing the refugee coordination meetings with the Ministry in Charge of Emergency Management (MINEMA).

There is also a UN Dispensary that can provide 1st Aid assistance and guidance. Domestic supplies are available on the market. Housing conditions in the capital Kigali are of good standard and rents are reasonable. There are good international schools existing in Kigali at the primary and secondary levels. The main airport in Kigali has several international flights with easy connections to the region. There are no major security issues.

This statistic includes mainly refugees from the Democratic Republic of the Congo (76,238 persons) and from Burundi (50,291 persons); about 9,500 people at risk of statelessness are recorded. The Operation is also providing emergency protection solution to refugees and asylum seekers evacuated from Libya; this group is hosted in an emergency transit center (586 persons hosted at the end of September).

Purpose and scope of the assignment

In order to provide the basis that inform the technical assistance of a project in implementation, Cordaid is initiating a needs assessment covering Small and Medium Enterprises (SMEs), entrepreneurs, cooperatives, business development advisors (BDAs), and participating financing institutions (PFIs) located in urban areas including Nyarugenge, Gasabo, Kicukiro, Huye and Bugesera districts.

It is in this regards that Cordaid is seeking to hire experienced enumerators to support collecting both qualitative and quantitative data for the needs assessment.




Duties and Responsibilities  of the enumerator:

  1. Attend the training session, study the Questionnaire and manual carefully and understand them thoroughly. If any part of instruction is not clear, ask your trainer for clarification.
  2. Conduct focus group and individual interviews with different assigned respondents.
  3. Maintaining confidentiality when collecting data.
  4. Ensure the quality of work by taking notes of all responses given by the respondents and arranging them in a meaningful and presentable manner.
  5. Recording data from surveys or questionnaires on paper forms or computer tablets for statistical analysis.
  6. Explaining assessment objectives and procedures to the respondents to ensure that they understand the process.
  7. Ensure effective communication and Report timely.
  8. Carry out all functions and duties as are assigned.
  9. Obey and comply with all lawful and reasonable instructions given by the Employer.
  10. Be true and faithful to the Employer in all dealings and transactions relating to the business and interests of the Employer, and to endeavor to protect and promote the business, reputation and goodwill of the Employer at all times.
  11. Devote the whole of your time and attention during the Employer’s working hours and additional time as may be required by the Employer during the data collection period.





General qualifications

  • University degree.
  • Proven experience in qualitative and quantitative data collection
  • Proven experience in collection data using Kobo tool box
  • Excellent written, oral and interpersonal communication skills in Kinyarwanda;
  • Previously collected data for NGOs
  • Ability to work independently as well as in a multi‐cultural team;
  • Willingness to cooperate with project team members to facilitate their duties;

Specialist – Family Medicine at African Union Commission Addis Ababa: Deadline: Dec 14, 2022

Purpose of Job

To provide comprehensive medical services for MHSD clients and members of their family, regardless of age or sex.

Main Functions

•    Provides technical and intellectual support in the management of various partnerships relevant for the division and directorate;

•    Contributes to the development of the departmental strategies and business continuity plan and participates in/ensures their implementation

•    Develops training materials and provide necessary training and support to Organization Units;

Specific Responsibilities

•    Provides daily routine general medical consultations, diagnosis and treatment to MHSD Clients (inpatient and outpatient) in all age groups and all sexes.
•    Provides emergency care for the Clients in the above category and perform common surgical procedures in our Operating Theatre.
•    Performs ward rounds regularly on all admitted patients and provide input into their management.
•    Performs bedside procedures like abdominal ultrasonography, liver aspiration/biopsy, thoraco and abdomino centesis, lumbar puncture etc, where necessary.
•    Defines planning for a 24-hour Medical coverage roster on a shift basis for day time, night time, weekend and public holidays.
•    Participates in the management of the AU Clinic during the day and supervise shift duty staff at night, weekends and public holidays.
•    Maintains an up-to-date registry of specialists in other hospitals or clinics who can help resolve the patient’s specific complaint and conditions, arrange their transfer to such specialists, follow up on their management and report back to the Head of Division, Clinical Services.
•    Evaluates service provision for clients and make recommendations for improvement where necessary.
•    Participates in the AU Medical Board in determining the necessity for medical evacuations, prepares the clinical information and present same to the Medical Board for clearance.
•    Manages the process for evacuation, monitors the progress of the evacuees and facilitates their return.
•    Participates in continuing medical education programs for Medical Staff, training and mentoring of clinical attachés and Interns.
•    Participates in the development and delivery of health promotion, disease prevention and occupational Health and Safety programs of the Directorate (including HIV and AIDS in the workplace).




•    Quantifies and forecasts requirements of medical supplies and equipment for procurement and submit on time to the supervisor.
•    Participates in the AU Medical Board in determining the necessity for medical evacuations.
•    Participates and provides expertise in the medical coverage for AU Summits, AU Field Missions and outreach to AU Regional Offices.
•    Keeps abreast with developments/ innovations in emergency and Family Medicine and share such information periodically with Medical staff.
•    Participates in the activities of the Division including preparing SOPs, patient information and education leaflets, and fact sheets.
•    Provides high quality, patient centered general and specialized family Medicine Services to MHSD clients including consultations, routine and emergency care, travel medicine services, immunizations, health education, STD screenings, Vision/hearing, women’s health, family planning, prenatal services, nutrition etc.
•    Participates in the development and delivery of health promotion, disease prevention and occupational Health and Safety programs for the Directorate.
•    Performs any other duties that may be assigned by the immediate supervisor.




Academic Requirements and Relevant Experience

•    Master’s Degree, BMBCh, or MBBS degree with 10 years post qualification relevant work experience as a tertiary level, busy government or private practice or International Organization is essential which 6 years at expert/specialist level and 3 at supervisor level
•    Must currently be working in a clinical role and performing routine and complex Family Medicine procedures and surgeries.
•    Membership/ MMED of a professional Regional College of Physicians with eight (8) years work experience in a senior clinical role, including at least five (5) years as a specialist/ consultant in Family Medicine.
OR
Fellowship of a professional Regional College of Physicians with five (5) years’ work experience   in a clinical role in Family Medicine.
•    Must be licensed to practice medicine as Family Medicine Specialist in his/her home country or country of residence, as at the time of application.
•    Experience as head of a clinical unit, section, service or department will be an advantage.
•    Clinical specialization in Family Medicine:
•    Additional qualification in any of the sub specialties in General or Family Medicine will be an advantage.

TENURE OF APPOINTMENT:

Context:

Under the overall supervision of the chief of mission, the general supervision of the Operations Manager and the direct supervision of Operations officer, the Senior Operations Assistant (Field Support) is responsible for supervising movement operations activities in the field, with the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Coordinate a team or teams of up to a total of eight staff members undertaking field activities in an assigned area or areas, such as at an airport, transit center, third-party facility, camp-based operation or sub-office, or in relation to transportation, including supporting staff development processes such as hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of field support activities.
  1. Coordinate the efficient and effective management of airport services, including care and verification of travel documentation; assistance with airport formalities; escorts for arriving and departing individuals; ensuring individuals with special needs or equipment receive appropriate support; and sending notifications using relevant systems. Schedule daily work for Field Support staff, ensuring adequate coverage for all flight arrivals and departures based on advanced booking notifications (ABNs) and onward movements, and ensure staff have adequate power and IT availability to complete their work. Handle all urgent issues as they occur and process relevant financial paperwork in coordination with IOM management.
  1. Coordinate staff as they assist individuals at transit centers or third-party facilities throughout their stay. Coordinate with Operations Officer to maintain an organized flow of individuals and their luggage through arrival and departure procedures at the facility; track relevant information regarding flight data and ensure team members are updated on departure times, delays and cancellations; work with staff to ensure luggage and medical checks are organized in an efficient manner; under the supervision of Operations Officer , create the weekly shift schedule and assign tasks, ensuring coverage is adequate to maintain a safe, secure and clean environment; report regularly to management on long-stayers and other relevant issues, employing creative problem solving as needed to handle problems. In coordination with Operations Officer, handle financial paperwork.
  1. Coordinate timely and adequate services for meals, snacks and water for individual staying at Transit Centers, third-party facilities or during transit in airports and other locations, ensuring staff members work closely with the service provider to ensure meals are culturally appropriate and to reduce the level of waste while keeping the quality of the food at the highest standard.
  1. Coordinate pre-departure formalities including but not limited to counselling, travel loans, luggage, prohibited items, bag tags and clothing/shoes. Schedule and supervise daily discussions with individuals staying in facilities on cleanliness, litter and hygiene. Ensure all posters and informational messages are up-to-date and placed in visible locations.
  1. Provide oversight at transit centers and third-party facilities for extended periods of up to 12 hours and during overnight periods and weekends, ensuring the needs of individuals are met throughout their stay. Communicate promptly with third-party facility representatives and/or management if issues arise.
  1. Supervise the coordination of transportation from consolidation points, transit centers and third-party facilities, including liaising with service providers, supervising staff as they ensure the identity verification, readiness and organization of individuals being transported, and preparing and supervising relevant briefings. Ensure baggage sorting, tagging and handling is done appropriately and that staff members arrange for individuals to be escorted on transportation as needed. Ensure persons with special needs are provided with appropriate services and report any issues to supervisors immediately.
  1. Coordinate and/or provide pre-screening, pre-departure orientation and selection mission support, medical processing support, exit permit support and/or interpretation services for individuals at the airport, in transit centers, camps, consolidation points, IOM facilities and third-party facilities or during transport by air, ground or water.
  2. Under the close supervision of Operations Officer, liaise as needed with other Teams and Units in IOM Rwanda and with external partners such as airport and government authorities, relevant embassies, and the United Nations High Commissioner for Refugees (UNHCR). Provide regular feedback on work being accomplished to the Operations Officer and keep supervisors immediately informed of any issues that arise.
  3. As needed, and under the close supervision of Operations, assist with financial activities related to movement operations, such as petty cash payments and reports.
  1. Train Field Support Team members as needed to manage their work, conduct quality assurance, and to monitor and guide other Field Support staff members and activities efficiently and effectively.
  1. Alert Operations Officer or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.

Six years of working experience with secondary [high school] education; four years of working experience with bachelor’s degree.

Perform airport services, such as providing custodial care of travel documentation; verifying identities and documentation, including exit permissions, visas, tickets and other items in the travel bag; assisting with airport formalities, including flight arrivals, curb-side assistance, check-in, luggage formalities, immigration procedures, security screening systems and customs clearance; escorting arriving individuals to ground transportation and departing individuals to their gates; visually confirming flights have departed; ensuring individuals with special needs or equipment receive appropriate support; and, as needed, sending notifications using relevant systems.
  3. Assist individuals at transit centres or third-party facilities, including upon arrival with sign-in, verification of identity, orientation, food and non-food items and room assignments; during their stay with food and non-food items, instructions, briefings, activities, and resolution of issues; and upon departure for medical appointments, return travel or onward travel with briefings, luggage support and transition to transportation. Enter and update relevant data in the appropriate systems and ensure vulnerable individuals are assisted in a manner that ensures their safety, security, and comfort; report all issues immediately to the appropriate supervisor(s).
  4. Provide assistance at transit centres and third-party facilities for extended periods of up to 12 hours and during overnight periods, ensuring the needs of individuals are met throughout their stay. Communicate promptly with third-party facility representatives and/or supervisors if issues arise.
  5. Assist in the coordination of transportation from consolidation points, transit centres and third-party facilities, including liaising with service providers, ensuring the identity verification, readiness and organization of individuals being transported, and providing relevant briefings.
