Project Summary: Strengthening Access to Justice in the Great Lakes Region – Uhaki bila Mipaka

International Alert is leading a consortium with two national organizations, iPeace and Pole Institute, to implement a regional project on Strengthening Access to Justice in the Great Lakes Region – Uhaki bila Mipaka, funded by the Embassy of the Kingdom of the Netherlands (EKN) in Kigali. It is being implemented in both the Democratic Republic of Congo (DRC) and Rwanda around 5 border points. The project started on December 1st, 2022 and will run for four-years.

The project seeks to contribute to improved access to justice in border regions to reduce tensions and strengthen stability in the Great Lakes Region. The project will respond to the immediate needs of cross-border populations while working to improve strategic structural problems through the promotion of dialogue and regional cooperation. The project will directly improve access to justice by equipping cross border communities with the information and access they need as well as providing them with legal aid support and building the capacities of actors in the justice sector. The project will also work with authorities and civil society locally to find mechanisms to efficiently resolve disputes and support authorities at the border who face these challenges every day. At the highest level, the project will work with technical justice institutions on both sides of the border to explore ways of improving collaboration on cross border justice issues. The project combines improved governance of justice with peacebuilding, building of social cohesion and conflict prevention in the Great Lakes region.

Job Purpose

The purpose of this position is to support and supervise the implementation of the activities of the project Strengthening Access to Justice in Rwanda. The Senior Project Officer will work under the supervision of the Deputy Team Leader and in close collaboration with the Program Manager and Country Director of Alert Rwanda and the project team in DRC, and ensure good coordination between the activities of the different pillars of the project.

The Senior Project Officer works with the Alert M&E team and the Alert Operations and Finance team to ensure proper support and guidance to the consortium partners, as well as compliance with Alert and donor rules and procedures in implementing the project.

Duties and responsibilities

1.     Contribute to the effective management and implementation of project activities

  • Support partners and the whole consortium in the development of common approaches/methodologies. Support the partners’ staff members and accompany them in the implementation of activities.
  •  Support the team leader and deputy team leader in project management and act as a technical advisor to the project.
  •    Assist the team leader and deputy team leader in the planning, organisation, implementation and monitoring of project activities carried out by Alert Rwanda according to the strategy defined in the project.
  •   Ensure the coherence of the interventions with the members of the consortium.
  •   Contribute to the administrative and financial management of the project, respecting and implementing the administrative and financial policies and procedures of the project and Alert in DRC.
  • Participate actively in project team meetings.
  • Take the initiative to coordinate project activities in the absence of the deputy team leader.
  • Plan training sessions in collaboration with the deputy team leader and participate in their execution and co-facilitate them according to the field of expertise.
  • Regularly monitor the activities planned in each pillar with the team leader and deputy team leader to ensure a high level of quality in the implementation of activities and strategies.
  • Work closely with the deputy team leader to accomplish any relevant tasks.




2. Contribute to internal and external project coordination and strategic advocacy

  •  Contribute to ensuring good relations and cooperation with the authorities at local, territorial, provincial and national level, the different public services concerned, as well as with the members of the project consortium.
  •  Participate in the relevant coordination mechanisms and ensure that the project team and members of the project partners respect and apply Alert’s administrative, logistical and financial procedures, as well as respecting the laws in force in the DRC, particularly with regard to labour law.
  •  In collaboration with the security officer, carry out regular analyses of the security and political/social context in the project areas and share them with the team leader.
  •  In collaboration with the team leader, identify and accompany the project in advocacy actions and develop communication products on the impact and results of the project.

3. Planning, reporting, monitoring and evaluation of Rwanda-based partners 

  • Participate in brainstorming and planning sessions with partners as often as necessary and contribute to recommendations for the adaptation of project strategy based on the results of the sessions.
  •     Identify and communicate to the Deputy Team Leader, the Team Leader, the Programme Manager and Country Director the capacity building needs of partners and organize related training sessions.
  •    Contribute and ensure that partners’ narrative and financial reports are submitted on time and comply with Alert and donor rules and procedures.
  •   Collect and give constructive feedback to partner organizations’ activity reports and draft background reports or other data collected in the field, and submit them to management in a timely manner. Assist partner organizations in the drafting of their reports.
  •  Ensure that the data collected and transmitted by partners is reliable.
  •  Carry out field visits as often as possible to ensure the effective implementation of activities by the partners and according to the ToR previously validated by the Alert’s Country Director.
  •   Support the team leader and deputy team leader in monitoring the project budget.
  •   Support the team leader in the collection of data related to the project indicators by the partners’ members and in the analysis of the collected data (in collaboration with the M&E team).
  • Support the work of capitalisation of experiences and documentation of changes (case study) according to the indicators defined by the project.
  •  In collaboration with the M&E officer, collect monthly success stories and lessons learned and share them with the project M&E officer.
  •  Participate in and support the different types of evaluation to be carried out during the life of the project (in collaboration with the M&E team).




4. Contribute to the mission and objectives of International Alert

  •  Actively participate in Alert team meetings in Rwanda and elsewhere as required.
  • Coordinate with other members of the project consortium in Rwanda in collaboration / harmonisation with the deputy team leader.
  •  Ensure good relations and cooperation with local/provincial and if necessary national authorities, communities and other stakeholders to actively engage in the process of peace building, and access to justice.

Travel requirements

The job is based in Kigali with regular travel to the other main operational project offices located in Goma and Bukavu, and project areas (5 targeted borders between DRC and Rwanda). Project Summary: Strengthening Access to Justice in the Great Lakes Region – Uhaki bila Mipaka

International Alert is leading a consortium with two national organizations, iPeace and Pole Institute, to implement a regional project on Strengthening Access to Justice in the Great Lakes Region – Uhaki bila Mipaka, funded by the Embassy of the Kingdom of the Netherlands (EKN) in Kigali. It is being implemented in both the Democratic Republic of Congo (DRC) and Rwanda around 5 border points. It has started on December 1st, 2022 and has a four-year duration.




 

The project seeks to contribute to improved access to justice to reduce tensions and strengthen stability in the Great Lakes Region. In order to do that, the project will respond to the immediate needs of cross-border populations while working to improve strategic structural problems through the promotion of dialogue and regional cooperation. The project will directly improve access to justice by equipping cross border communities with the information and access they need as well as providing them with legal aid support and building the capacities of actors in the justice sector. The project will also work with authorities and civil society locally to find mechanisms to efficiently resolve disputes and support authorities at the border who face these challenges every day. At the highest level, the project will work with governments and policy makers from both countries to create a space for dialogue which will be a critical first step towards the harmonization of justice related policies and improved cooperation in the long term. The project combines improved governance of justice with peacebuilding, building of social cohesion and conflict prevention in the Great Lakes region.

Job purpose

The Deputy Team Leader assists the Team Leader in management of technical and programmatic aspects of the EKN-funded ‘Strengthening Access to Justice in the Great Lakes Region – Uhaki bila Mipaka’ project. The aim of this post is to oversee implementation of the project activities and to provide technical assistance to the team leader to establish and maintain effective and adequate communications and coordination with other actors working on access to justice in Rwanda and the region.

Duties and responsibilities

1. Contribute to the effective management and implementation of the project

  • Assist the Team Leader in the management of the project and act as a technical adviser of the project in the domain of access to justice on Rwanda’s selected borders with DRC;
  • Assist the Team Leader in the planning and organisation of activities on the side of Rwanda;
  •  In collaboration of the Senior Project Officer, be the project focal point for all activities being implemented in Rubavu, Rusizi, and Bugarama;
  •  Accompany partner organisations in the planning and implementation of activities against the workplan and the project strategy in collaboration with the Team Leader and ensure that partners adhere to the terms and conditions of their contracts on the project;
  •  Provide technical assistance to staff employed by partner organisations and accompany them in the implementation of activities, ensuring that the project’s results are sustainable, that partners’ capacities are strengthened and that the project has greater impact;
  •   Plan trainings in collaboration with the Team Leader and participate in their execution;

2.  Support the Team Leader in the establishment and implementation of appropriate systems and procedures for the implementation of the project and lead on some elements of strategy development

  •  Ensure that project partners respect and apply all of Alert’s administrative, logistical and financial systems, as well as those of the donor, Embassy of the Kingdom of Netherlands, and respect the laws of Rwanda, specifically labour laws;
  • Coordinate and organise activities using a community and participatory approach to achieve the expected results of the project;
  • Actively contribute to the development of the project’s strategy and activities to ensure that these are conflict and gender sensitive, for example:
  • Ensure that the principles of inclusion, representation and participation of women, youth and people with disability are taken into account in the implementation of every activity in the project;
  • Ensure that gender and conflict sensitive approaches are integrated into all activities through the participatory identification of beneficiaries
  •   Technically accompany the staff of partner organisations as they implement project activities to ensure that these contribute to the overall objectives of the project and are aligned with the project strategic direction;
  •  Undertake regular security, political and social analysis in the cross-border regions and share this analysis with the Team Leader, together with recommendations on how to adapt project’s activities/strategy to the context.

3. Planning, reporting, monitoring and evaluation

  • Oversee partners programmatic evaluations and identify potential capacity building needs of partners, make clear recommendations to the Team Leader, organise appropriate training sessions that respond to these needs.
  • Develop and oversee implementation of the localization plan with partners together with the project team
  • Collect and give constructive feedback on partner organisation’s activity reports and develop reports based on the context and other data collected from the field; submit these reports to the Team Leader in a timely fashion.
  • In collaboration with the Monitoring and Evaluation team, oversee data collection of partner and the project team against the indicators of the project; make recommendations on how project activities and strategy can be adapted based on the results of these indicators. Ensure data collected is reliable.
  • Participate in and accompany different types of evaluation undertaken during the course of the project.
  • Participate in the development of the annual project report in collaboration with the team.

4. Contribute to the internal and external coordination of the project, and strategic advocacy activities  

  • In collaboration with the Team Leader, set up governance structure for the project, and ensures practical relationship building and coordination with consortium partners
  •  Ensure good relations and cooperation with state authorities at sector, district, and national levels, with different communities and more specifically project’s beneficiaries and other key actors to the project to ensure that they engage actively in the access to justice processes implemented as part of the project.
  •  In collaboration with the Team Leader, identify and support the organisation of strategic advocacy activities and initiatives

5. Contribute to wider organizational goals within Alert

  • Participate actively in the management processes of the Rwanda team, including team meetings, sharing of information, context analysis, and strategy development.
  •  Participate and contribute to other Africa Programme activities and events in the Great Lakes and beyond, including regional meetings, and also promote cross-learning and help create linkages between different country programmes, particularly between Rwanda and DRC.

Job Purpose

The purpose of this position is to support the continued growth and consolidation of the Rwanda Programme. This is a local position, the holder will work across programme projects to provide technical support programme staff and implementing partners in monitoring, evaluating, research and learning from programme implementation. 1.  Support the Rwanda  project teams in strengthening their Monitoring & Evaluation and Learning (MEL) systems and to demonstrate impact achieved

  • Facilitate, design, and conduct data collection and monitoring exercises on a regular basis to support the monitoring, evaluation and reporting of programs using primary or secondary data sources, including undertaking regular field visits.

Job Purpose

The purpose of this position is to support the continued growth and consolidation of the Rwanda Programme. This is a local position, the holder will work across programme projects to provide technical support programme staff and implementing partners in monitoring, evaluating, research and learning from programme implementation. They will establish a clear and reliable result-based monitoring, evaluation and learning system for Alert’s projects in Rwanda. This will involve working closely with the Alert team in Rwanda and local partners in ensuring data quality and supporting project teams to examine projects outcomes and impact using participatory approaches. The successful candidate will have knowledge and experience of programme or project design and implementation, including monitoring and evaluation processes. The Monitoring and Evaluation Manager will also input into Africa Programme wide initiatives such as supporting the implementing of the organisational impact plan and sharing lessons, tools, and approaches with other country teams across the organisation. The post holder will be supported remotely by the Senior Programme Design and Assessment Officer, based in London, and will be line managed by Alert’s programme manager.

Duties and Responsibilities

1.Strategy Monitoring and Reporting

  • Track the national strategy using the established M&E systems that provides information on progress being made on each of the indicators in the strategy
  • Provide support in annual strategy reviews as part of the current strategy implementation plan.
  • Analyze and interpret the monitoring data/information summarized in a useful manner to inform management decision making at national level
  • Provide support to track national office strategy performance progress towards the global strategy, and reporting in collaboration with Program and p Managers
  • Provide guidance in the use of annual planning tools, ensuring that quality planning and budgeting documents are produced;
  • Coordinate with the M&E Officer and M&E assistant to store data in both hard and soft form and disseminate appropriate information among respective partners.




2. Programme/Project Design

Job Purpose

The purpose of this position is to support the continued growth and consolidation of the Rwanda Programme. Duties and Responsibilities

  • Set up simple systems to manage information or data generated by monitoring and evaluation activities, such as trainings, mobilization events, advocacy initiatives, researches, activity monitoring and evaluations.  Conduct simple data analysis and disseminate information to line manager for data validation and further inform programme management.

Job Purpose

To provide tailored and context-specific support and accompaniment to the development, implementation and consolidation of International Alert (Alert) peacebuilding programmes in Rwanda.   • Ensure that conflict analysis (CA) is conducted/updated regularly throughout the programme implementation cycles and support country office staff capacity building on CA.

Job Purpose

Under the general supervision of Finance and Operations Manager and direct supervision of Logistics and Admin Assistant, the driver will ensure the transport of people or goods (mail, purchased goods, equipment, missions) in safely and efficiently manner, on time, and to the assigned places in order to promote the image of the organization and to reflect its values (respect of passengers and road users, respect of regulations, avoidance of uncivil behaviours).The driver checks oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle, monthly or every 5,000 km (whichever is first), headlights, brakes, bodywork for dents etc.

Job Purpose

Reporting to the Rwanda Finance and Operations Manager ;the role holder will provide hands on support for all aspects of grants financial management in the country office and is responsible for the partners finance staff capacity strengthening, the development and implementation of good internal controls, risk management, and utilization according to international Alert Rwanda approved policies, standards, and procedures.

  • Receive, review, process supporting documents and coordinate proper filing of the same related to the general ledger transaction and follow the organization’s regulatory documentation retention policy to maintain accounting files.

 Major Responsibilities

  • Facilitate the establishment & monitoring of ECD Centers; CBECD and HBECD in community

Qualifications and requirements

  • 3 years working experience in the field of ECD and inclusive nutrition in Local or INGOs.
  • Experience to work with NGOs and USAID funded programs is an added advantage
  • Maximum age:40 years’ old
  • Have computer literacy;
  • Have strong written and spoken English and Kinyarwanda;
  • Be available and ready to live in Nyanza district.

  • Execute the activities with Microwave planning process for new sites build and relocation

  • Produce engineering design packages to support implementation of transport network infrastructure.
  • Evaluate and specify hardware/software/services for technical/cost/timeline feasibility. Work with equipment vendors and internal technical leadership to confirm support for proposed solution.
  • FOC and transmission resources information database for planning and documentation
  • Analysis of multi-vendor interoperability and evaluation of standards-based versus proprietary solutions is required.
  • Serve as network infrastructure point of contact; conduct and attend project calls, support Network Engineering by providing technical oversight throughout project completion.
  • Provide and attend technical training as needed.
  • Track and report on network capacity utilization (channel/slot/port) using network documentation databases.
  • Provision logical services and document reservations in production network management systems and databases. Assist engineering and service delivery teams in locating available channel/slot/port capacity.
  • Interface between equipment vendor(s) to validate technical specifications, hardware and software interoperability, and hardware delivery timelines.

  • Maintain Transmission Database and Transport Drawing up do date

Job Qualifications

Position: Oncology program Clinical Psychologist

Reports to: Oncology Program Director & District Program Director

Base Location: Butaro, Rwanda




ORGANIZATIONAL PROFILE

In 2005, PIH and its Rwandan sister organization, Inshuti Mu Buzima (IMB), began working in partnership with the government of Rwanda to address the HIV/AIDS epidemic afflicting the population and to comprehensively strengthen the public health system in rural, underserved districts in Rwanda. Today, PIH supports delivery of comprehensive integrated non-communicable disease (NCD) services in three rural districts of Rwanda, including cancer care. Cancer care is predominantly based at the flagship Butaro Cancer Center of Excellence (BCCOE), which was inaugurated in June 2012 and has since provided care to over 9000 patients, with services ranging from cancer prevention, diagnosis, and treatment.

ONCOLOGY SUPPORT CENTER

Patients come to BCCOE from all corners of Rwanda and from neighboring countries. The Oncology Support Center was built to house patients travelling long distances and who arrive in Butaro the day before their scheduled outpatient follow up or consultation visit. The Oncology Support Center accommodates up to 75 patients per night and provides all meals as well as psychological and counselling services.




SUMMARY OF ROLE AND RESPONSIBILITIES

The Oncology Support Center Clinical Psychologist is a full-time position based in Butaro, Rwanda and will provide psychological and counselling services to oncology patients of all age and backgrounds staying at the support center. This person will be responsible for evaluating patient needs and delivering psychotherapy, counselling and mental health care as well as emotional support to patients in a compassionate manner. Additionally, he/she will support the Oncology Support Center Nurse with nursing services when necessary.

SPECIFIC RESPONSIBILITIES

  • Perform psychological assessments to accurately identify psychological problems, including depressing, and plan counselling/psychotherapy sessions to address patient needs.
  • Facilitate diagnosis announcement counseling with patients, emphasizing patient’s illness acceptance phase and treatment options available in Rwanda.
  • Provide ongoing counseling for patients undergoing treatment, focusing on patient self-management and treatment and follow-up compliance.
  • Provide psychological accompaniment to patients on palliative care and their families.
  • Offer individual, couple, group and family counseling, as appropriate, to patients at any stage of the illness.
  • Assist the Oncology Support Center Nurse to provide nursing services, including monitoring patient conditions, performing evaluation tasks, documenting observations, delivering first aid and referring patients to the hospital for further management when necessary.
  • Liaise patients or patient’ family members with the available financial support and work closely with social worker for patients’ advocacy.
  • Counselling of patients prior to cancer related surgeries.
  • Liaise with oncology and mental health teams to coordinate patient care
  • Other duties as assigned




REQUIRED QUALIFICATIONS FOR THE POSITION

  • Degree in clinical psychology (A0 level) with a nursing background
  • At least three years of relevant psychosocial and counseling/psychotherapy experience.
  • Experience in individual, couple, and group counseling.
  • Fluency in English and Kinyarwanda; knowledge of French will be an advantage.
  • Strong interpersonal and communication skills.
  • Strong organizational skills and attention to detail.
  • Ability to manage high-stress situations.
  • Demonstrated qualities of a good counselor, including compassionate and friendly demeanor, active listening skills
  • Understands and upholds principles of equity in health care
  • Experience in oncology care preferred.
