Context:

Under the overall supervision of the Chief of Mission (CoM) general supervision of the Movement Operations Manager and the direct supervision of the Senior Operations Assistant the Junior Operations Assistant  (Field Support) is responsible for providing basic support to movement operations activities in the field, with the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Support Operations Assistants and supervisors as they assist individuals arriving to transit centers or third-party facilities with sign-in, verification of identity, orientation, food items, non-food items and room assignments, and support the coordination of departures for medical appointments, return transportation to home cities or camps or onward travel. Provide support as needed in relation to supplies, information dissemination and activity and appointment coordination.
  2. Support Operations Assistants and supervisors with pre-departure formalities by undertaking such tasks as assisting with roll-call, handling, tagging and sorting luggage and distributing items.
  3. Support Operations Assistants as they escort individuals via ground transportation, including assisting with baggage, talking with ground transportation providers and accompanying groups on transportation.
  4. Provide regular feedback on work being accomplished to the Operations Assistant (Team Leader) and/or supervisors and team members and keep supervisors immediately informed of any issues requiring their attention.
  5. Demonstrate a general understanding of relevant Movement Operations SOPs, as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).
  6. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the Operations Assistant (Team Leader) or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
  7. Perform such other duties as may be assigned.




Required Qualifications and Experience

Education

  • Two years of working experience with secondary [high school] education.
  • Relevant working experience with Bachelor’s degree.

Experience

  • Prior Movement Operations or transportation experience is a strong advantage.

 Skills

  • Basic knowledge of Word, Excel and the internet. Solid communication skills.
  • Availability to work for extended periods of up to 12 hours and during overnight periods and weekends

Languages

Fluency in English. French, Kinyarwanda and Swahili is an added advantage.

Job Purpose




The Project Officer of Dufatanye Urumuri Project will support the overall management of the project, ensuring:

  • Effective implementation of project activities.
  • Day-to-day tracking/monitoring of project progress.
  • Technical support to implementing partners and other stakeholders.
  • Support in maintaining good working relations with local partners, donor and the relevant stakeholders.
  • Contributing to wider organisational goals within Alert.

Duties and Responsibilities

1.  Effective implementation of project activities

  • Ensuring project strategies and activities are implemented in full compliance with the project document in collaboration with the partner under the guidance of the Project Manager.
  • These will include to organize project activities and preparation of both narrative reports and expense justifications, review partners’ narrative reports, preparation and compiling case studies and stories of changes for dissemination and learning.
  • Supporting all communications and outreach/field activities with focal points (staff from project partners) whenever necessary.
  • Preparing and updating joint work plans between International Alert and partners, progress reports as well as other reports as may be required by the organization.
  • Support in preparing analytical reviews and systematically capturing lessons learnt from the project implementation; identifying follow-up actions and provide substantial assistance in design of project documents.
  • Preparation and compiling case studies and stories of changes for dissemination and learning.

2. Coordinating, implementing, and managing the project support provided to partner and community structures promoting societal healing and social cohesion

  • Providing technical support and couching to the supported community structures (youth clubs and faith-based organizations) on matters related to implementation of awarded initiatives in line with project objectives.
  • Supervising the implementation of awarded community structures and tracking progress of the implementation through field data collection.
  • Organizing regular learning and experience sharing events between awarded community structures and partner in order to transfer knowledge and draw advocacy areas.
  • Design tool to assess and support community joint livelihood initiatives, do follow up on their implementation and draw social cohesion outcomes.
  • To identify and follow up on Partner and community structures capacity development priorities and action plans for improved local partner capacity development.

3. Day-today tracking/monitoring of project progress

  • Supporting the development of action plans and work plans.
  • Supporting in designing and implementing project monitoring plans and tools, to ensure the project outcomes are tracked and achieved on time, to quality standards and within agreed scope, in line with Alert’s project management systems.
  • Track, monitor and report the project progress against project milestones and activities, against scheduled work plans and overall project objectives.
  • Source, collate and compile data and information to identify emerging issues to inform decision making.
  • Providing technical support to Monitoring and Evaluation systems and processes of International Alert.
  • Participating in project monitoring and evaluation exercises and draft reports.

4. Technical support to implementing partners

  • Support partner and community structures to developing and/or adapting tools for data collection to be used in the M&E Framework.
  • Support in the capacity building of local partner and community structures on monitoring and evaluation data collection and analysis procedures and tools.
  • Support in maintaining good working relations with local partners, donor and the relevant stakeholders.

5.     Contributing to wider organisational goals within Alert

  • As part of the country programme team, promote conditions for effective teamwork and commitment to Alert’s values and operating principles.
  • Ensure proper implementation of all relevant Alert finance, admin, security and HR policies, in close coordination with the Rwanda finance/ admin staff as well as Alert’s Africa Programme Finance and Admin Manager.

Travel requirements

The job is based in Kigali with extensive travel to districts outside of Kigali as well as travel to and other international destinations.

Person specification

Essential requirements

  • Bachelor ’s degree level in development studies, peace and conflict transformation studies or clinical psychology.
  • Bachelor ’s degree level in development studies, peace and conflict transformation studies or clinical psychology.
  • 3- years’ experience of project management at an NGO, with including ability to collate, analyse and report data in a clear and coherent manner and activity budget development.
  • Senior experience in working on USAID funded projects.
  • Relevant experience in facilitating and accompanying joint livelihood initiatives.
  • Proven ability to build strong working relationships.
  • Fluency in written and spoken English, Kinyarwanda, and French.
  • Excellent interpersonal skills including sensitivity in cross cultural communications.

BASIC FUNCTION OF THE POSITION

This position is established as Acquisition and Assistance Specialist “Ladder” position, which includes positions at the FSN-09, FSN-10, and the full performance level of FSN-11. The Acquisition and Assistance Specialist (Entry Level/EL) is located in the Regional Office of Acquisition and Assistance (OAA) in Kigali, Rwanda (USAID/Rwanda). The OAA in USAID/Rwanda has the extra responsibility of overseeing the development portfolio for USAID/Burundi. The function of the Office is to provide Acquisition and Assistance (A&A) support to Technical Offices and Development Objective (DO) Teams in both Rwanda and Burundi, and in any other Offices that may be supported by the Mission. The primary purpose of this position is to support the cognizant Mission Contracting/Agreement Officer, by performing a variety of A&A duties including writing grants, cooperative agreements, contracts, and other procurement instruments, and preparing amendments/modifications to such instruments in support of the Mission. The Specialist reviews and recommends approval or revision of requisitions in the Global Acquisition and Assistance System (GLAAS); reviews and recommends approval or revision of statements of work (SOW); drafts A&A solicitation documents; performs cost and price analysis; analyzes A&A offers or applications received; drafts A&A award instruments and modifications; analyzes budgets; recommends special A&A award requirements; writes memoranda of negotiation; and, prepares other required documentation. The Specialist maintains up-to-date A&A files and records, manages Contractor Performance Assessment Reports (CPARs), and supports award closeout. The Specialist is responsible for carrying out day-to-day activities under the mentorship of more senior Office employees.




QUALIFICATION REQUIREMENTS

  1. Education: Possession of a Baccalaureate Degree, or the equivalent of a four-year US college/university (or equivalency accreditation if a non-US institution), degree is required. Note: Additional education will NOT be substituted for Experience.
  2. Prior Work Experience: A minimum of three years of progressively responsible experience in acquisition and assistance, development assistance, or a position that requires closely related skills, such as program management, law, or financial management, is required. One year of this experience must have been gained working in a position equivalent to no less than the next lower level of FSN responsibility in this or an occupation that requires similar skills, within a USG organization, the Host Government, the private sector, or within an international or donor organization. Note: Additional experience will NOT be substituted for Education.
  3. Language Proficiency: Level IV English is required.

  • Work to improve referral systems including facilitation of the patient’s transport for chest X-ray and other second line investigations as indicated by the clinical parameters.
  • Assure mentorship nurses regarding delivery of ARV and TB at the Clinic
  • Improve the management of malnutrition cases in the HIV/AIDS context
  • Represents We-Actx for Hope in different meetings with partners
  • Work closely with the Director of Clinical Systems to prepare abstracts, concept notes for donors and proposal writing
  • Generate monthly, quarterly and annual reports for all clinical activities

KEY ACCOUNTABILITIES (not all-inclusive)

This position is under Supply Chain Management and will support to:

  1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.
  3. Manage logistics ‘vendors’ contracting activities including performance monitoring and measurement.

Project:

Rwanda has taken a number of steps to improve its health sector among which Rwanda applied in 2018 for the WHO Global Benchmarking Analysis (GBT) to assess its capacity of its medical products regulatory system and thus enable Rwanda’s manufacturers to apply for vaccine prequalification. It is therefore expected that for Rwanda to be recognized by the WHO as a regulatory authority, the control of medicines, including vaccines, by the Rwanda FDA requires improvement to reflect the current state of science and technology. The twinning project therefore makes sense and should trigger and lead to institutional changes by maintaining a keen awareness of scientific developments in the pharmaceutical field through partnerships with more established regulatory agencies.

The overall objective of this project is to improve the enabling environment for regulation of medicinal products and vaccines in Rwanda. That is why, through this EU twinning project in Rwanda, France, Germany, Belgium, and Lithuania aim to combine their expertise and experiences in a consortium to support strengthening the capacity of the Rwanda Food and Drug Authority (Rwanda FDA) to fully play its regulatory functions, including marketing authorisation and registration, licensing and inspection of premises, market surveillance and enforcement.

  • Component 1, which is to improve the legal framework and regulatory functions linked to medicinal products, will be led by France through its health agencies (ANSM, HAS) and pharmacovigilance agencies (CRPV) and supported by Germany (BfArM) and Lithuania (SMCA).
  • Component 2 which is to strengthen of market surveillance and control function will be implemented by France and supported by Belgium (Sciensano) and Lithuania.
  • Component 3, which is to support the establishment of the official batch release function for vaccines, will be led by Germany and supported by Belgium and France. Additional expertise is foreseen with the support of Sweden, Austria and Greece.

The project is planned for two years and the budget is 2 million of euros.

Duties and Responsibilities:

  • Assisting the RTA and twinning team in all the day-to-day all administrative and logistical matters. Assisting RTA by providing day to day management of the project – monitoring, evaluating implemented activities.
  • Providing translation and consecutive interpretation from English/French to Kinyarwanda and vice versa for the RTA, project leaders, component leaders and short-term experts, when necessary (acting as a translator/interpreter, when necessary).
  • Assisting the RTA in identifying, verifying and monitoring project procedures – by making sure that all the documents are delivered and registered and delivered on time – according to all the project rules/regulations.
  • Maintaining close working contacts and relations with beneficiary administration and project stakeholders (including project leaders, component leaders, short term experts and counterparts involved in the Twinning) and partners;
  • Providing support to the short term experts and component leaders during their missions in Kigali and the project leaders during the meetings of the Project Steering Committees and internal working meetings on Rolling Work Plan and Communication and Visibility Plan of the project.
  • Control supporting documents for payments, review financial reports -Ensuring compliance with all financial and procurement procedures.
  • Ensure the logistical follow-up of the EU Twinning Project: phone calls, local meetings organisation, appointments arrangement, filing, mission certificates of experts drawing-up and sending, missions of experts calendar updating, type letters drafting, documents making-up. Process incoming and outgoing correspondence (registration, follow-up, transmission, dissemination);
  • Ensure logistics for experts missions, including travel arrangements, hotels booking, venues finding and documentation preparing as necessary;
  • Ensure the access to information and documentation of the projects and the regular updating of the Cloud designed for the share of documentation and information between the twinning management team (RTA, assistants, Expertise France Project Officer and Team leader) and between the several project’s stakeholders ;
  • Support the organisation of events: documentation research, information dissemination, conference and workshops preparation, logistical aspects related to the event’s organisation;
  • Ensure the editing of web-pages, social networks and other communication activities;
  • Provide support with the research of information and documentation linked to environmental health, health impact assessment, environmental impact assessment, any other topics related to the project’s objectives;
  • Reporting to the RTA
  • Provide support in editing documents in English, Kinyarwanda, and French;




 

Qualifications:

  • University Degree in Public Health, Pharmacy, Administration, Procurement or any other relevant;
  • Knowledge of Health sector and specifically oh health products and vaccines;
  • General knowledge of EU-funded projects procedures;
  • Computer proficiency in MS office;

Purpose of the position:

The Education in Emergency Manager is responsible for the management and implementation of education and child protection Programme in refugee camp and host communities. She/he will be the focal person for all matters related to Education and Child protection in emergency at the Camp, Local and Provincial levels.  He/she will be part of refugee Coordination meeting at camp level liaising with MINEMA, UNHCR and Partners and camp executive committee.

Lead the development of UNHCR education projects work plans and budgets and implementation.

Lead the development of budget and implementation plans of UNHCR education projects in Mahama refugee camp and in the host community.

Oversee the purchase and supplies of equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.

Project plans and budgets are produced and effectively implemented

Sufficient project volunteers are identified, empowered, coordinated, and facilitated to support the project.

Procurement plan is implemented in accordance with WV procurement systems and protocols; and supplies and equipment are available when required for grant implementation.

Design, plan and monitor education activities in refugee camps and host communities.

Ensure that Education in Emergency projects adhere to the set standards (Donor, Government, Education sector).

Participate in the development of proposals of education and child protection at National level

Ensure integration of UNHCR education projects  to government systems to optimize the use of resource for  program impact

Ensure quality reports, documentation and dissemination of reports, innovations and best practices in accordance with internal and donor requirements.

Education in Emergency quality programming ensured.

Projects activities monitored and targets timely.  Achieved timely.

Education in Emergency projects meet required standards..

Provide leadership to the Education in emergency projects team to ensure effective performance management and participate in recruitment and induction of relevant projects staff .

Projects staff recruited and supported to make proper implementation.

Staff capacity needs assessment conducted and addressed.

Provide technical support in resource acquisition and projects development related to education in emergency. And establish and maintain partnerships with key actors in Education in emergency partners and stakeholders as well,

Knowledge/Qualifications for the Role

Required Professional Experience

  • 5 years’ experience in community development work, especially with most vulnerable communities.
  • Experience in project and people management.
  • Strong skills in networking with education sector stakeholders at different levels.
  • Computer literate in word, excel and PowerPoint.
  • Demonstrate problem-solving skills.
  • Ability to work under minimal supervision.

  • Experience in management of education in Emergency projects.
  • Strong skills in networking with education sector, child protection, UNHCR, Camp leaders and other stakeholders at district and Cluster level.

  • Ability to facilitate the implementation of community participation strategy in the improvement of child protection.

  • Ability to work in a multi-culture setting.

Scope of work:

With the Financial support of “The Light Foundation” through FXBI FXBR is seeking a strong Monitoring an Evaluation Officer to fulfill the following duties. M&E Officer will support Field employees in data consolidation and management; undertake monitoring and evaluation  related activities and implements an appropriate monitoring, evaluation, accountability and learning systems for successful delivery and attainment of FXBVillage program goals and objectives.

Duties and responsibilities:

Program preparatory phase:

  • Assist the program Coordinator to develop systematic and realistic M&E Plan that capture quantitative and qualitative data report on program performance indicators;
  • Assist the program Coordinator to ensure the availability of adequate internal control system, policies and procedures.




Project Cycle management (PCM)

  • Participate in the Identification and registration of potential stakeholders of the program based on established selection criteria;
  • Design desired tools for program implementation, monitoring and evaluation as well as visit tools, data collection tools and reporting templates and train program  staffs/ volunteers about all tools in use;
  • Ensure the quality of service delivery to all stakeholders, timely submission of high quality reports and proper documentation and filing;
  • Ensure the consistency and accuracy of statistical and narrative reports from District Coordinators to be submitted to the Headquarter;
  • Conducting field monitoring visits assessing strengths and weaknesses and proposing adjustments in the light of changing circumstances for beneficiaries’ interests;
  • Perform any other duties/ responsibilities assigned by the supervisor.

Qualifications:

  • Bachelor’s degree in Statistics, Monitoring and evaluation, Social Sciences or other related fields;
  • Proficient in MS office(Ms word,Ms Excel,Ms Power point,)
  • Being familiar with Kobo collect and other data collections tools;
  • At least 5 years’ experience in development program;
  • Experience of at least 2 years in similar position;
  • Excellent verbal and written communication skills in English, French and Kinyarwanda;
  • Rwandan by Nationality;
  • A certificate in Monitoring tools (STATA, SPSS…) is an added advantage.
