Job Tittle: Project Planner

  • Be fully conversant with the terms and conditions of the project and have a complete understanding of the scope of work.
  • Be conversant with “Primavera” programming software.
  • Be responsible for the preparation of DPR’s, Variation Orders and SI’s.

  • Prepare EOT claims where applicable.

Requirements

  • At least 10 years of experience in large scale construction projects and familiar with the terms and conditions of the project and have a complete understanding of the scope of work.
  • Must have a bachelor’s degree in project planning or related field.
  • Be conversant with “Primavera” programming software – level 4.
  • Be familiar with FIDIC Contracts.

The Opportunity 

As the Logistics and Warehouse Manager, you will be responsible for inventory management and logistics functions of malaria vector control activities for the PMI Evolve Project. You will ensure that commodities used in integrated vector control (IVC) campaigns are secure and safely stored at the project’s main warehouse. You will help arrange for the logistics of delivering all IVC commodities – whether IRS, ITN, or new malaria vector control products – to campaign operations sites in various locations, and assuring accurate inventory counts for all commodities being used during an IVC campaign. You will be expected to liaise regularly with the seasonally employed district and sector storekeepers, logistics assistants, and/or IVC site supervisors during campaigns to ensure all needed commodities remain in-stock, and updating project staff of stock movements, inventories, and trends.

Project Description

The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.


Core Responsibilities 

  • Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
  • Working with the project staff to supervise the storage, distribution, and transport of IVC-whether IRS, ITN, entomology, or new malaria vector control products- commodities and equipment throughout the country.
  • Preparing logistics and materials distribution plan prior to each IRS campaign or ITN distribution.
  • Receipt and quality control of delivered goods to project warehouse.
  • Processing appropriate hard copy and/or digital supply chain documentation to document stock movement and updating stock cards to assure an accurate count of IVC commodities at the central warehouse.
  • Working with project staff to supervise storekeepers, IRS operation sites, and/or ITN distribution points.
  • Assuring accurate and exact knowledge of IVC malaria commodities at the central warehouse.
  • Ensuring that at the end of an IVC campaign and/or distribution event, the personal protective equipment (PPE) and commodities are retrieved from the districts and are accurately recorded in the stock register.
  • In collaboration with the Environmental Compliance & Safety Officer:
  • Ensuring that all health and safety measures are in place and followed when utilizing insecticide- or larvicide-based products.
  • Ensuring clearance and proper disposal of all waste material and excess items from project store.

About the Role

What you will do:

  • Manage transportation logistics, including negotiating contracts with carriers and freight forwarders, arranging shipments, and selecting optimal shipping methods to ensure timely delivery of goods.
  • Coordinate transportation of fish from the farm to the logistics centers in different parts of the country.
  • Coordinate transportation of fish from the logistics centers to the different branches located across the country.
  • Manage transportation logistics for feed coming from our different feed supplies to ensure timely delivery.
  • Collaborate with internal stakeholders, including sales and production teams, to optimize transportation routes and ensure efficient distribution.

What we’re looking for:

  • Fill ink fountains and purchase or mix inks throughout the week as needed. Adjust flow rates of ink fountains to achieve the desired flow amount for each press run.
  • Start presses and check proofs for ink alignment, registration, density and coverage. Make adjustments as needed.
  • Load paper onto presses, making adjustments when necessary, to accommodate various paper sizes. Adjust printing plate tolerances to meet the desired parameters for each press run.
  • Clean printing unit cylinders, plates and ink fountains at the completion of each press run.
  • Monitor and respond to error, alert or fault messages on automated press operation systems; make minor repairs to oil presses and other equipment as needed using hand tools.
  • Feed paper through press cylinders, adjusting tension and feed controls as needed.
  • Report on daily, weekly and monthly production activities.

Performance Objectives 

Data Analysis and Reporting 70%

  • Liaise with design and program’s Team at the beginning of the term to understand and align on the key metrics to collect and report on
  • Develop a live and non live dashboards for all products/programs and run training/capacity building sessions to ensure that the team understands well the analysis displayed and use them in their day to day work.
  • Ensure accurate compilation and timely publication of M&E monitoring reports as well as the timely and accurate maintenance of the M&E Dashboards;
  • Lead reflection on and interpretation of Monitoring Reports and make programmatic recommendations to the team for data-based decision-making.
  • Conduct the internal training/capacity building sessions within M&E team, to ensure that everyone’s understand the data displayed on dashboard and know how to communicate that with the program’s team

M&E Systems 10%

  • Assist M&E coordinator in the development of monitoring tools (electronic surveys, paper surveys, logistics database, training content, monitoring procedures, etc.) and program Logistic dashboards
  • Assist M&E coordinator to develop and execute data quality assurance throughout the implementation period and by the end of the term
  • Collected feedback from the team on M&E tools and resources on a termly basis and make any necessary changes based on their feedback.

M&E Implementation 10%

  • Assist M&E coordinator to design and lead termly trainings on M&E and provide ongoing capacity building on M&E to the programs team;
  • Assist M&E coordinator & M&E officer to develop weekly communications with data based –  key highlights on the program implementation

Evaluation and Research 10%

  • Assist Evaluation & products team to set learning agenda, determine methodology, design data collection, and oversee execution of research and evaluation;
  • Supervise and coordinate timely and high-quality implementation of data collection and research, ensuring effective coordination across departments;
  • Supervise entry of quantitative and qualitative data for evaluation/research projects
  • Liaise with external researchers and evaluators for on-time completion of high quality research and evaluation, as needed;
  • When requested/as needed, analyze quantitative and qualitative data from Evaluation & product team’s researches  to draw out lessons and make recommendations;
  • Present evaluation, research findings in visually-attractive and easy-to-consume manner  to inform program design and innovation
  • Follow up with team to ensure research/evaluation findings are integrated into program


Qualifications 

  • Degree in statistics, economics or similar fields
  • 2 – 3 years professional experience
  • Experience with quantitative and qualitative research methods.
  • Engaging trainer and coach.
  • Good skills in data analysis, visualization and report writing.
  • High level of proficiency in; Excel/Google sheets, Statistical software (Stata, SPSS, R,….), Data visualization software (Google data studio, Tableau, etc.,…), Online data collection platforms (Survey CTO, Textit, google forms,…)
