WFP Rwanda, Under Strategic Outcome 2, has close engagement in the national school feeding agenda. WFP provides school feeding in food insecure areas and, at the same time, acts as a key technical partner of the Government of Rwanda in developing and expanding the National School Feeding Programme (NSFP) that was launched in 2021, providing school meals in all public schools from pre-primary to the secondary level funded from the national budget. This builds on long-standing collaboration between WFP and the Ministry of Education (MINEDUC) and other ministries on the design of the Programme and its decentralized procurement model. This procurement model empowers schools to take the lead in procuring the ingredients for school meals in their local markets, with a preference given to smallholder cooperatives as suppliers. WFP’s technical assistance has a specific focus on strengthening this procurement model through periodic reviews, technical advice and capacity strengthening at the central and decentralized levels.


ORGANIZATIONAL CONTEXT

This job is found in Rwanda Country Office. Job holder report to a Logistics Officer.
At this level, job holder demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holder typically manage a small team, supervising and coaching staff.

JOB PURPOSE

The purpose of this position is to support transport, warehouse, and CBT operations to effectively deliver food assistance to beneficiaries. The position reports to the National Logistics Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

Transport Operations:

  1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
  3. Manage logistics vendors’ contracting activities, including performance monitoring and measurement.
  4. Support gathering market intelligence and vendor assessments (e.g. transporters, retailers) to support vendor selection.
  5. Support oversight for commodity accounting data quality and integrity.
  6. Perform research, collect data and conduct analysis, produce reports (e.g. CSC, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
  7. Supervise the work of support staff, providing practical advice and guidance to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
  8. Support logistics emergency preparedness and response activities, including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s emergency response.


Warehouse Operations:

  1. Responsible for effectively planning and managing warehouse operations to ensure safe and efficient warehousing and storage of all commodities and supplies.
  2. Contribute to the review of WFP corporate warehouse standards and procedures to support efficiency and changing business needs.
  3. Coordinate the receipt/dispatch of commodities to ensure accurate recording, accounting, and reporting is always available to support decision-making.
  4. Responsible for the accuracy of warehouse transaction records, including identification of discrepancies, to ensure immediate and accurate reporting on commodity movements in line with the corporate requirements.
  5. Responsible for inventory management (e.g. physical stock verification, reporting, etc.), to ensure any existing and developing issues with regards to proper stock management are timely addressed, and WFP standard procedures for commodity handling and storage are strictly followed.
  6. Supervise the preparation of regular and ad hoc reports and statistics on warehouse operations to support informed planning and decision-making.
  7. Oversee safeguarding of commodities through providing guidance on and taking initiative towards implementing preventive measures to ensure that commodities are preserved in good condition and that quality control actions are initiated as appropriate following WFP established procedures.
  8. Review on periodic basis warehouse space availability, plan and implement new design layouts to support business needs and ensure cost-efficiency.
  9. Work with internal and external stakeholders to deliver aligned and coherent warehouse services. 10. Identify training needs and efficiently plan training to ensure all staff have the required knowledge and skills to carry out their responsibilities.

STANDARD MINIMUM QUALIFICATIONS

Education: A Higher  National Diploma or university degree in Procurement  and Supply Chain Management, Economics, or  related fields. A Master’s  degree and experience in the above fields is an added advantage Completion of Secondary School education.

Knowledge & Skills:  At least six years of professional experience to procurement  and Supply Chain management, Economics, or related field.

Languages:     Fluency in both oral and written English.

BACKGROUND AND PURPOSE OF THE ASSIGNEMENT 

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP Rwanda works in partnership with the Government and other stakeholders through the direct implementation of integrated programmes targeting the most vulnerable people and will progressively shift towards building national capacity to formulate, manage and implement programmes for achieving zero hunger. In implementing its activities, WFP will bridge the humanitarian–development nexus and leverage its extensive experience and the contributions it has made in Rwanda over many decades in order to achieve four strategic outcomes outlined in the WFP Country Strategic Plan.


Under Strategic Outcome 2 (SO2), WFP implements a growing portfolio of technical assistance and operations related to social protection and resilience, all geared towards contributing to nutrition-sensitive and shock-responsive social protection and climate resilience in Rwanda. This Outcome encompasses capacity strengthening and direct programme implementation in the areas of social protection, disaster preparedness and response, food security and vulnerability analysis, school feeding and climate-resilient livelihoods programming. This includes coordinating the Country Office’s work on climate action, with a strong focus on integrating climate smart agriculture (CSA) across the portfolio.

At the same time, under Strategic Outcome 4 (SO4), WFP brings together all smallholder farmer (SHF)-facing projects focusing on market access, post-harvest management and access to finance. This includes ‘Strengthening food systems to promote increased value chain employment opportunities for youth.’ Project in partnership with the MasterCard Foundation. To enhance smallholder farmers’ market access, youth-led Farmer Service Centers (FSCs) will be established as decentralized and comprehensive providers for different productive agricultural needs; from input access and post-harvest management to aggregation and digitalization of processes. FSCs are expected to be youth-led micro enterprises to operate at scale economies and grow to be eligible for different financial instruments

In August 2022, WFP launched a pilot project in conservation agriculture (CA) that is now reaching WFP-supported farmers under SO2 and SO4 in three districts. By engaging facilitators from the national extension system, Twigire Muhinzi, the pilot is building local capacity and strengthening Government-owned systems. Realizing the need for stakeholder coordination, WFP is convening a regenerative and conservation agriculture coalition composed of key actors involved in this space. The coalition will engage in joint efforts on research, advocacy and extension in partnership with Government.

Through its ongoing technical assistance to the social protection system, WFP will support integration of climate smart agriculture including conservation agriculture in national public works programming to support the climate adaptation of the most vulnerable households. In addition, conservation agriculture will be integrated in the MasterCard Foundation project with FSCs providing extension and associated services to farmers.


ACCOUNTABILITIES AND RESPONSIBILITIES 

Under the supervision of the Strategic Outcome 2 Manager, the incumbent will be responsible for the following key duties:

  • Lead the further development of climate action and a CSA strategy for the country office.
  • Act as the technical reference for WFP operational staff for resolution of a range of operational queries and problems related to technical elements of climate action and CSA, especially CA, across programmes.
  • Develop work plans, budgets and plans for WFP’s climate related activities, with a focus on CA programming project, ensuring alignment with

programme policies and guidance.

  • Coordinate with operational partners to ensure efficient implementation of activities. Support drafting of partnership agreements, review reports and the processing of payments in close collaboration with support units.
  • Contribute to the preparation of accurate and timely reports on climate action and CSA activities. Prepare reports and data analysis (e.g., resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Liaise with support units, such as supply chain management, M&E and finance, and field-based teams and operational partners to support effective


collaboration and timely implementation, monitoring and reporting of activities.

  • Support technical assistance to the Government on climate-sensitive public works through the integration of CSA, including CA, into the VUP social protection programme.
  • Support national climate and CA stakeholder coordination efforts through effective representation of WFP in line with the Country Strategic Plan. This

support will include chairing meetings, convening workshops and organizing advocacy events with external partners. 

  • Foster partnerships between WFP, governments, private sector partners and other relevant stakeholders.
  • Ensure effective day-to-day internal operational information sharing, coordination and collaboration with Kigali-based units and field offices in the

implementation of activities.

  • Ensure evidence generation of the process that would inform replication and scale up beyond the initial pilot.
  • Contribute to the development of funding proposals and concept notes as required.
  • Perform other related duties as required.


QUALIFICATIONS AND EXPERIENCE 

Education    Advanced University degree in Agriculture, Environmental Science, Climate Change, Business Administration, Public Administration, Project Management, International Development, or other relevant fields, or, a First University Degree with additional years of related work experience and/or trainings/courses.

Languages     Fluency (level C) in English language and Kinyarwanda

Experience    

  • At least three years of professional experience humanitarian or development programmes, preferably in climate smart agriculture.
  • Experience in leading or supporting programme and project management.

PRIMARY PURPOSE:

The ICT /Coding Initiative Senior Officer primary role is to lead the coding school initiative in all sites in Rwanda, coordinating and leading assigned staff. S/he leads work planning and execution, staff and performance management, procurement, and representation of the project. Also, overall reporting, briefs, and participates in planning and ideation for growth or expansion.

The position holder supports the ALIGHT program leadership and play liaison role with ALIGHT field partners and coding teaching entities. The position reports to Area Program Team Leader



KEY RESPONSIBILITIES 

  • Under the supervision of Area Program Team Leader, in close collaboration with ALIGHT coding teaching partner officials, execute the implementation plan of the coding school;
  • Provide leadership, guidance to coding school project staff, including performance management;
  • Lead for coding school project procurement, and liaison with ALIGHT Operations unit;
  • Participate in design and implementation of a marketing plan of the ICT center and coding school in both Nyabiheke and Mahama;
  • Facilitate planning and delivery of effective orientation for coding school students;
  • Assist in field coding school staff leave planning and play the interim role at field when coding school staff are away;
  • Support in preparation and submission of all required project reporting;
  • Support ALIGHT Rwanda’s effort in setting up coding school project governance committee and attend team meetings;
  • Assist in the orientation of partners visiting or working with the coding school (liaise with the camp authorities to facilitate any visit);

EDUCATION, TECHNICAL SKILLS AND KNOWELDGE REQUIRED;

  • Minimum bachelor’s degree in ICT, Information Science, or other directly related fields;
  • At least four years direct or relatable working experience;
  • Exposure to software development – HTML5, JavaScript, CSS, SQL, JavaScript, Python, React, Node JS, Figma and beyond;
  • Lead capstones, and manage software development projects with a goal to produce tangible results and deliverables;

The Feed the Future Rwanda Hinga Wunguke Activity (Hinga Wunguke) is a five-year (2023-2028) USAIDfunded $29.75M initiative to increase incomes and improve nutritional outcomes by sustainably increasing agricultural productivity and strengthening domestic consumption and markets for high-value and nutritious agricultural products. Hinga Wunguke is designed with four complementary objectives: (1) agriculture productivity sustainably increased, (2) farmer and agribusiness access to finance increased, (3) producer market outcomes improved, and (4) the enabling environment to foster market driven agriculture strengthened.

Reporting to the Market Systems Director and working closely with the MSA Engagement Lead and MSA MERL Lead, the Learning Advisor will play a critical role in the project’s success. The position will be responsible for supporting the Component teams and MEL team in designing, implementing, and monitoring innovations and partnerships in line with Market Systems Development principles. This includes but is not limited to supporting the implementation of MERL-related activities and the process of programmatic adjustment in light of evidence. This position will be responsible for setting a culture for adaptive management within the team and implementing the systems that support it.


Specific responsibilities include:

  • Lead on the development of a learning strategy for Hinga Wunguke
  • Champion the development and refinement of an adaptive and learning orientation culture for the project
  • Work closely with the project’s MEL team to understand the intervention theory of chains/results chains, monitor and collect qualitative learnings

Job Description

– The Senior Irrigation Engineer will report directly to the Head of Department and will be under the technical supervision of the Head of Department of Irrigation, Land Husbandry, Irrigation and Technology Transfer. The Senior Irrigation Engineer will be responsible for ensuring the overall coordination and leadership of staffs under his/her responsibility, appropriate and timely planning and reporting, participation in activities regarding resources mobilization, asset management, ensure appropriate design and implementation of projects with high technical quality and conform to the technical specifications and other relevant design parameters that are applicable to the concerned infrastructure. In addition to this primary function of quality assurance, he/she shall also work closely with and assist external consultants and project Engineering team and be responsible for the following tasks:


– Assist with preparation of feasibility and design studies of Project sites including collecting design information, performing design calculations, running design software, and preparing design drawings, specifications, bill of quantities, and cost estimates.

– Support the implementation of the selected projects:

– Support the project in implementation of the procurement process (studies, works and supervision) for the construction of dams: (i) preparing terms of reference for studies and technical specifications of the work; (ii) analysis of bids and proposals and selection of Consultants and Enterprise Works, (iii) preparation and negotiation of contracts and (iv) preparation and/or review of tender documents;
– Supervising and controlling activities of consulting engineers responsible for the preparation of feasibility and detailed design studies and improving the quality of the studies by conducting of any further detailed complementary studies and reviewing some existing studies before starting their execution;
– Assist with supervision and quality control of contractors for all construction works including dams and appurtenant structures, irrigation systems of canals, pipelines and drains, and land levelling of the command area. And, to ensure that contractors are respecting the engineering and construction standards, working conditions, execution techniques and time schedule provided in the contract and
– To confirm and approve the executed quantities reported by the contractor for billing and contribution to provisional and final acceptance of works.


– Develop a program of capacity building and training for Project stakeholders and contribute to its implementation.
– Assist with supervision of Project Irrigation Engineer based at each Project site for the training of community members in operation and maintenance of the site including establishing and enforcing a calendar of maintenance activities, removing of sediment from canals and pipelines, repairing canals, pipelines and appurtenances, operation of dam and irrigation systems to ensure efficient use of water and maintenance of adequate stream flow for downstream users, and maintenance of reservoir and silt trap zone.
– Supervise installation of stream gauges, sediment sampling devices, rain gauges, and weather stations and provide training and supervision of Project Irrigation Engineer and community members responsible for data collection and ensure accurate reporting to Project MIS.
– Assist with the formation and effective functionality of the Water Users Associations at project sites including developing a list of users, establishing a system for collection and maintenance of water charges, operation and maintenance of irrigation infrastructure, and ensuring participation and benefit from organized regular training courses and workshops.
– Assist with the implementation of watershed-based environmental management plans in the command areas.
– Ensure the overall supervision, coordination and leadership of staffs under his/her responsibility.
– Ensure production communication / dissemination materials in the field of SSIT (radio message, leaflets, policy briefs)


– Working with the Communication Unit to increase awareness and visibility of the Institution through the work done in SSIT and various communication tools
– Participating in developing and implementing the institutional work plan and budget execution of the budget approved, and institutional imihigo and performance contracts
– Ensure a clean Audit in activities carried out;
– Ensure promotion of technologies and innovations trough on-farm demonstration plots or other approaches;

– Mobilize local companies and seed multipliers to invest in seeds production;
– Ensure regular follow-up, monitoring and provision of technical support to local private producers for Root, Tubers and Banana Crop seeds;
– Follow- up and monitor both on-station and on-farm seed multiplication activities to continuously measure and report progress;
– Ensure the implementation of activities, projects and assets management that promote the delivery of adequate quality seed in the country and that public finances and goods are well managed;
– Undertaking any other duties as assigned by the supervisor and other relevant authorities.
– Preparation of weekly, quarterly, annual and other reports concerning Roots, Tubers and Banana seed production activities as may be required;

– Conduct purity test and moisture content

– Patriciate in the elaboration of test analysis reports and result certificates;
– Conduct regular monitoring of pest/ diseases infestation in both commercial and EGS seed fields;

– Ensure timely planning, requisition and procurement of Lab materials/ consumables and equipment, while calibration and maintenance

Job Description

– Reporting to the Seed and Fertilizers Division Manager, the Laboratory Services Manager has the following functions:
– Manage and coordinate the daily workflow in the Seed Testing Laboratory;
– Devise mechanisms and tools promote operational efficiency, organize work set-ups that crease clear division of labor among staff and logical flow of work that enhance improved service delivery;
– Ensure that all the inputs, materials and equipment necessary use in activities of testing and analysis are planned for, timely procured and delivered;
– Develop guidelines and procedure manuals to facilitate the implementation of policies and regulations on seed quality control and promotion;
– Participate in seed certification quality assurance, aligning it with national, regional and international norms (ISTA and/or COMESA);
– Supervise and provide technical expertise and support to all testing activities being run in the lab and troubleshoot assays and equipment issues;
– Review worksheets and raw data to ensure the integrity and quality of test results;
– Oversee the preparation and issuing of certificates of seed quality;
– Coordinate the development and validation of SOPs for new assays and update existing assays as needed;
– Develop and coordinate the delivery of a training curriculum to personnel for various roles, tasks, and procedures in the lab including assay protocols, safety, ordering, equipment use, general housekeeping, organization, etc.
– Ensure the internal quality control for the EGS seed produced in RAB Stations and contribute to maintaining their postharvest quality including during storage;
– Ensure that the required protocols are developed and used for the analysis and diagnosis of disease pathogens that affect seed quality;
– In collaboration with crop protection program and other relevant stakeholders, organize the conduct of periodic field assessments for the monitoring, mapping and profiling of pests and diseases that potentially affect the quality of seed fields;
– Identify resource constraints (labor, space, etc.) impacting testing activities and provide solutions;
– Maintain a safe work environment for both staff, customers, equipment and facilities;
– Ensure the coordination of activities, projects and assets that the efficient delivery of seed services is duly supported and that public finances and goods are well managed;
– Report all tests and activities carried out by the Laboratory on a weekly, quarterly, annual basis and as may be required;
– Perform any other duties as the work supervisor assigns.
