Key Qualifications and Experience

  1. Develop and propose policies and strategies aimed at enhancing mobilisation activities, registration of CBHI members and payment of CBHI benefits
  2. Oversee the mobilisation activities and registration of CBHI members
  3. Coordinate activities related to contracting of CBHI service providers and monitoring of contract execution
  4. Coordinate activities related to facilitation of access to medical benefits by eligible CBHI members
  5. Ensure quality service to customers in managing timely requests/claims related to medical benefits and membership management according to standards in place
  6. Plan, organise and manage all activities of department, to ensure excellent, effective customer service delivery to RSSB/CBHI beneficiaries, CBHI partners and other stakeholders
  7. Oversee verification of CBHI invoices and approve benefits payments of invoices from medical service partners
  8. Ensure accuracy and timely payment of services provided to members and put in place strong control mechanisms according to RSSB standards, contracts terms and regulations
  9. Develop and implement strategic and operational plans and related budgets for the CBHI function
  10. Oversee all activities related to prevention, detection and investigation of fraud and malpractice cases and devise mitigation strategies
  11. Ensure timely preparation, review and submission of periodic and annual progress reports on the implementation of strategic and operational plans
  12. Devise strategies of enhancing CBHI sustainability including mobilisation of funding and efficient management of available resources
  13. Lead and coordinate engagements with relevant stakeholders in overseeing the execution and reporting of CBHI strategy and ensure adequate representation of RSSB in relevant external activities and events
  14. Participate in the coordination of actuarial valuation of the scheme and monitor the implementation of actuarial recommendations
  15. Ensure the scheme’s cost containment through regular analysis of trends and patterns are geared towards service utilisation
  16. Maintain proactive and progressive relationships with key stakeholders including Government agencies, NGOs, etc
  17. Lead implementation of specific key performance indicators and measures against outcomes detailed in the departmental strategic plans
  18. Perform any other duties related to CBHI function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Medicine, Public Health, Pharmacy, Health Sciences, Health Administration, Hospital Administration or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelor’s Degree in Medicine, Public Health, Pharmacy, Health Sciences, Health Administration, Hospital Administration or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a managerial role

 

Key Competencies

Technical Competencies:

  1. The role holder must have strong knowledge of public health policies
  2. The role holder must have sound understanding in benefits analysis and planning skills as well as cost benefits analysis
  3. The incumbent must have a strong knowledge in portfolio performance management
  4. The role holder should have good working knowledge and understanding in basic actuarial methods and ability to analyse data and draw inferences
  5. The role holder must have sound knowledge and understanding on labour legislation

Key Duties and Responsibilities

  1. Oversee the development and implementation of  appropriate communication and corporate affairs strategies, programmes, and policies for all stakeholders to achieve a positive image & brand.
  2. Oversee the production and dissemination of information with targeted publics through appropriate channels and means in line with the RSSB mission and vision
  3. Oversee and ensure the consistency and accuracy of messages with institutional goals and standards with external and internal audiences.
  4. Oversee and ensure the delivery of high quality of services for the overall organisation
  5. Manage media relations and represent the institution as Spokesperson
  6. Coordinate research into stakeholder’s perceptions and image of RSSB, to achieve a positive reputation
  7. Lead the implementation of the communication and corporate affairs strategy to enhance goodwill and positive coverage.
  8. Apply a proactive approach to media such as proposing/ arranging conferences, media coverage, disseminating information material, undertaking appropriate follow-up actions and analysing/ reporting on the impact of coverage
  9. Ensure speeches, articles, thought leadership content and activities are coordinated and align with the strategic objectives
  10. Develop and implement crisis management strategies to alleviate crisis situations and maintain a positive reputation
  11. Advise senior management on key strategic communications to uphold a positive image and reputation
  12. Provide day to day leadership and management pertaining to the work related to corporate affairs in the following areas: marketing and corporate communications, customer experience centre and call centre
  13. Prepare, manage and monitor the communication and corporate affairs department budget
  14. Support strong internal communications to build corporate identity, maintain strong staff engagement and build confidence.
  15. Develop and disseminate performance contract to his/her subordinates
  16. Oversee the preparation of period and annual follow up reports on implementation progress
  17. Oversee the preparation of strategic and business plans, related budgets and ensure their implementation
  18. Perform any other duties related to Communication and Corporate Affairs as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s’ Degree in Communication, Marketing, Public Relations, , Journalism & Mass Communication  or any other relevant field with preferably 6 years’ experience, 2 of which should have been in a managerial role

OR

  1. Bachelors’ Degree in Communication, Marketing, Public Relations, , Journalism & Mass Communication  or any other relevant field with preferably 8 years’ experience, 2 of which should have been in a managerial role

Key Duties and Responsibilities:

  1. Provide direction on the development and implementation of policy, procedures and processes; and work with appropriate structures to ensure effective execution of policy and practices
  2. Review, discuss and agree fund strategy and structure with RSSB board, investment managers and other advisers
  3. Ensure that the scheme operates effectively and meet performance, quality and customer care targets, as well as complying with industry standards
  4. Keep up to date with current statutory regulations and monitor changes in the legal situation for pension providers and developments in pension provision in order to ensure the optimum performance of the fund
  5. Deal with complex pension claims and develop communication strategies to promote the beneficiaries of EjoHeza pension scheme
  6. Meet with and encourage communication between actuaries, fund managers, solicitors and consultants and advise RSSB board on new and emerging financial issues
  7. Monitor EjoHeza pension scheme performance and prepare relevant reports and make recommendations to improve the scheme in response to member feedback and scheme performance
  8. Lead the implementation of specific key performance indicators and measures against outcomes detailed in the departmental strategic and business plans as set out by the Executive
  9. Establish the strategic and operational plans of the Department and prepare related budgets and monitor their implementation
  10. Oversee staff under his/her supervision for compliance with established policies and objectives of the institution and evaluate performance of staff of the department
  11. Report regularly on progress with implementation of operational plans and ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions
  12. In collaboration with PR and Communication function, ensure high level of awareness of the scheme among the public given its voluntary nature
  13. Engage with relevant external stakeholder in the scheme’s mobilization activities to boost subscription and savings into EjoHeza
  14. Coordinate timely processing and payment of benefit claims and intervene in promptly handling disputes from members
  15. Identify gaps and scheme’s challenges and propose initiatives for improvement of scheme performance and benefits package as well as development of new products
  16. Ensure regular monitoring and monthly reporting of EjoHeza targets and adjust strategies accordingly to ascertain they are achieved
  17. Work closely with the Investment function to ensure EjoHeza funds are prudently invested at relatively high interest rate and ensure Net Asset Value (NAV) is recorded into the system on regular basis as per the procedure

  2. Evaluate, existing benefits package and propose evidence-based recommendation for improvement to maximise health benefits within available budget, and ensure all benefits packages comply with current legislation
  3. Communicate with health service providers and other relevant stakeholders to negotiate benefit plans and resolve benefit-related issues
  4. Collaborate with the Ministry of Health and other stakeholders and active participation in technical working with matters pertaining to the Medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol)
  5. Support forecast the risk and liability for future benefits payments through analysis of claim data, mortality, accident, sickness, disability, health services utilization
  6. Promote the use of evidence in designing/updating medical benefits packages with aim to maximise member’s wellness
  7. Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs
  8. Promote the value for money by recommending the most cost-effective services and products to be covered by RSSB medical insurance schemes using the latest evidence
  9. Serve as the secretary to the CBHI health benefits package committee
  10. Collect information from medical claims to monitor implementation of recommended benefits packages, recommend regular updates
  11. Evaluate the cost and cost-effectiveness for all proposed new services and medical products and make recommendations regarding changes in health benefits packages
  12. Collaborate with academic and research institution and clinicians during the assessment of alternative medical services and products though costing and cost-effectiveness studies

Key Duties and Responsibilities

  1. Oversee the processes of contracting and inspection of Health Service Providers and follow up contracts’ execution
  2. Coordinate activities related to facilitation of access to medical benefits by eligible members
  3. Ensure quality and timely service to customers by managing requests/claims related to medical benefits according to the standards in place
  4. Plan, organise and manage all activities of department, to ensure excellent, effective customer service delivery to members, health service providers and other stakeholders
  5. Oversee verification of medical and pharmaceutical invoices and approve benefits payments to health service providers
  6. Ensure accuracy and timely payment of services provided to members and put in place strong control mechanisms according to RSSB standards, contracts terms and regulations
  7. Develop and propose policies and strategies aimed at enhancing contracting of health service providers, accessibility of quality service to members and payment of medical and pharmaceutical benefits
  8. Oversee all activities related to prevention, detection and investigation of fraud and malpractice cases and devise mitigation strategies
  9. Develop and implement strategic and operational plans and related budgets for the medical function
  10. Ensure timely preparation, review and submission of periodic and annual progress reports on the implementation of approved strategic and operational plans
  11. Participate in the preparation and coordination of actuarial valuation of the scheme and monitor the implementation of actuarial recommendations
  12. Ensure the scheme’s cost containment through regular analysis of trends and patterns, monitoring of members’ behaviour towards service utilisation
  13. Lead implementation of specific key performance indicators and measures against outcomes detailed in the medical function’s strategic and operational plans as set out by the Executive
  14. Develop and implement business strategy that results in increased coverage and enhanced contributions
  15. Follow up the accident cases traceability, initiate subrogation process and ensure that related repayments are made
  16. In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision
  17. Perform any other duties related to the Medical Insurance function as may be assigned from time to time

Key Duties and Responsibilities

  1. Ensure the review of the schemes’ projection of members, collections, benefit pay-outs and expenses to ascertain the schemes financial soundness
  2. In collaboration with strategy department, participate in the preparation and implementation of actuarial valuation reviews of the schemes under management
  3. Take stock of the schemes’ trends and advise the management on strategies and policies of improving social security coverage both vertically and horizontally.
  4. Provide instructions to carry out investigations on occupational risks, ensure fraud cases are properly conducted, and analyse and approve investigation reports
  5. Ensure compliance with established policies and objectives of the institution
  6. Detect and prevent frauds and malpractices in the three schemes
  7. Follow up pension benefits of Rwandans who worked abroad
  8. Ensure availability of periodical statistics of the injuries
  9. Make recommendations for improving matters affecting operations of the department, identify gaps and propose training needs
  10. Ensure availability and implementation of policies guiding operations of the department
  11. Ensure provision of quality services to beneficiaries in accordance with standards set
  12. Approve pension, occupational hazards, and maternity leave benefits files before payment
  13. Establish the strategic and operational plans of the department and prepare its budget
  14. Oversee the institution’s operations regarding Pension and Pre-retirement Benefits to ensure efficiency, quality services and cost-effective management of resources

A.    Background

To enable the worldwide protection of all critical information processed by the GIZ, the establishment of an Information Security Management System (ISMS) and therefore Information Security Officers in the field structure are indispensable. Through the company-wide international standard ISO/IEC 27001 certification of information security management (ISO27001), the GIZ targets a wide variety of permanent restructuring-processes, all of them requiring experts to coordinate and maintain these changes. While the company-wide coordination lies with the Chief Information Security Officer (CISO) and his/her Information Security Management Team (ISMT) located at the headquarters, the extensive local establishment and continuous operation of information security needs the support of a new local role, which works closely together with already existing local roles such as IT-Professionals and Digital Partners (DIPAs). Concerning existing roles, it is important to note that Information Security Officers cannot be at the same time IT-Professionals due to conflicts of interests.

The goal of Information Security Officer is to be a central single point of contact (SPoC) for organizational overview and control as well as professional knowledge concerning information security in the country office. As information technology (IT) has a big role in information security, IT-specific knowledge and/or close cooperation with technical roles is also an expected area of expertise. For the implementation of information security and the ISO27001-certification, the Information Security Officer is expected to work within the existing management organization of local offices while initiating and controlling relevant processes.

B.    Contents and Tasks 

Initial tasks

In the initial phase of implementation, the establishment of a local information security management is focused. To successfully do this, the Information Security Officer establishes and later manages the security incident process, supports/accompanies the Audit Management process (including the local coordination of “penetration testing”) and ensures that a functioning vulnerability management is in place. As the local representation of the information security organization and thus the Information Security Management System (ISMS), the Information Security Officer acts as Single Point of Contact (SPoC) for information security. He also is the SPoC for projects and contact for all topics concerning information security.

The Information Security Officer ensures through a structural analysis (asset recording) an up-to-date and complete asset inventory (in cooperation with asset owners). Towards Headquarters, specifically towards the CISO, he/she provides structured reporting to the CISO. The Information Security Officer is responsible for recording the current status of information security, which includes the mentioned assets.

The Information Security Officer establishes the local InfoSec Risk Management (IRM) and accompanying risk register which is implemented through identification of risks with asset owners, risk assessment with risk owner involvement, risk treatment management and further connected tasks.


Continuous Operation and Updates 

After the initial establishment, the Information Security Officer is responsible for elaborating, reviewing, and updating the local security concept, the coordination and implementation of measures, guidelines/concepts as well as the adaptation of guidelines/concepts to local conditions. 

Concerning the information security awareness among employees, the Information Security Officer coordinates existing awareness measures and is to a limited extend personally responsible for the awareness/training efforts. 

He/She is further responsible for the control of the effectiveness of security measures, for revisions and audits and for ensuring the investigation of security-related incidents & coordination of their reporting (reporting system). As representative of the Information Security Management System Team (ISMS Team) the Information Security Officer (ISO) also has the permanent task of reporting to the CISO and supply necessary information for the management report of the CISO. 

For the local offices, the Information Security Officer provides continuous consulting on information security topics and the constant operation of risk management and level estimation of information protection requirements.

Context:

Core Functions / Responsibilities:

  1. Organize the Medical Assistants Roster and assign various duties in the unit as well as actively participate in day-to-day scheduling;
  2. Develop and keep up-to-date MHAC’s Standard Operating Procedures (SOP’s);
  3. Supervise and train Medical Assistants in compliance to the MHAC Medical Assistants’ SOPs;
  4. Assist in analysis of various tools pertaining to migrant flow and satisfaction in MHAC – including active monitoring of scheduling trends.
  5. Prepare medical forms, laboratory labels, serology code books, chest x-ray labels and daily scheduling of MHD health assessments.
  6. Ensure that reception area is well organized and presentable at all times.
  7. Provide accurate information and answers to telephone and/or walk-in queries from applicants regarding their schedules and direct as required.
  8. Assist in improving the integrity of customer care work by proposing key fraud prevention measures.
  9. Receive all completed medical deferrals/furtherance, x-rays and other documents from MHD, update the reception of the same in the database and forward to the migration health physician for clearance.

WFP Rwanda, Under Strategic Outcome 2, has close engagement in the national school feeding agenda. WFP provides school feeding in food insecure areas and, at the same time, acts as a key technical partner of the Government of Rwanda in developing and expanding the National School Feeding Programme (NSFP) that was launched in 2021, providing school meals in all public schools from pre-primary to the secondary level funded from the national budget. This builds on long-standing collaboration between WFP and the Ministry of Education (MINEDUC) and other ministries on the design of the Programme and its decentralized procurement model. This procurement model empowers schools to take the lead in procuring the ingredients for school meals in their local markets, with a preference given to smallholder cooperatives as suppliers. WFP’s technical assistance has a specific focus on strengthening this procurement model through periodic reviews, technical advice and capacity strengthening at the central and decentralized levels.

JOB PURPOSE

The purpose of this position is to support transport, warehouse, and CBT operations to effectively deliver food assistance to beneficiaries. The position reports to the National Logistics Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

Transport Operations:

  1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
  3. Manage logistics vendors’ contracting activities, including performance monitoring and measurement.

  3. Coordinate the receipt/dispatch of commodities to ensure accurate recording, accounting, and reporting is always available to support decision-making.

BACKGROUND AND PURPOSE OF THE ASSIGNEMENT 

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP Rwanda works in partnership with the Government and other stakeholders through the direct implementation of integrated programmes targeting the most vulnerable people and will progressively shift towards building national capacity to formulate, manage and implement programmes for achieving zero hunger. In implementing its activities, WFP will bridge the humanitarian–development nexus and leverage its extensive experience and the contributions it has made in Rwanda over many decades in order to achieve four strategic outcomes outlined in the WFP Country Strategic Plan.


Under Strategic Outcome 2 (SO2), WFP implements a growing portfolio of technical assistance and operations related to social protection and resilience, all geared towards contributing to nutrition-sensitive and shock-responsive social protection and climate resilience in Rwanda. This Outcome encompasses capacity strengthening and direct programme implementation in the areas of social protection, disaster preparedness and response, food security and vulnerability analysis, school feeding and climate-resilient livelihoods programming. This includes coordinating the Country Office’s work on climate action, with a strong focus on integrating climate smart agriculture (CSA) across the portfolio.

At the same time, under Strategic Outcome 4 (SO4), WFP brings together all smallholder farmer (SHF)-facing projects focusing on market access, post-harvest management and access to finance. This includes ‘Strengthening food systems to promote increased value chain employment opportunities for youth.’ Project in partnership with the MasterCard Foundation. To enhance smallholder farmers’ market access, youth-led Farmer Service Centers (FSCs) will be established as decentralized and comprehensive providers for different productive agricultural needs; from input access and post-harvest management to aggregation and digitalization of processes. FSCs are expected to be youth-led micro enterprises to operate at scale economies and grow to be eligible for different financial instruments

In August 2022, WFP launched a pilot project in conservation agriculture (CA) that is now reaching WFP-supported farmers under SO2 and SO4 in three districts. By engaging facilitators from the national extension system, Twigire Muhinzi, the pilot is building local capacity and strengthening Government-owned systems. Realizing the need for stakeholder coordination, WFP is convening a regenerative and conservation agriculture coalition composed of key actors involved in this space. The coalition will engage in joint efforts on research, advocacy and extension in partnership with Government.

Through its ongoing technical assistance to the social protection system, WFP will support integration of climate smart agriculture including conservation agriculture in national public works programming to support the climate adaptation of the most vulnerable households. In addition, conservation agriculture will be integrated in the MasterCard Foundation project with FSCs providing extension and associated services to farmers.


ACCOUNTABILITIES AND RESPONSIBILITIES 

Under the supervision of the Strategic Outcome 2 Manager, the incumbent will be responsible for the following key duties:

  • Lead the further development of climate action and a CSA strategy for the country office.
  • Act as the technical reference for WFP operational staff for resolution of a range of operational queries and problems related to technical elements of climate action and CSA, especially CA, across programmes.
  • Develop work plans, budgets and plans for WFP’s climate related activities, with a focus on CA programming project, ensuring alignment with

programme policies and guidance.

  • Coordinate with operational partners to ensure efficient implementation of activities. Support drafting of partnership agreements, review reports and the processing of payments in close collaboration with support units.
  • Contribute to the preparation of accurate and timely reports on climate action and CSA activities. Prepare reports and data analysis (e.g., resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Liaise with support units, such as supply chain management, M&E and finance, and field-based teams and operational partners to support effective


collaboration and timely implementation, monitoring and reporting of activities.

  • Support technical assistance to the Government on climate-sensitive public works through the integration of CSA, including CA, into the VUP social protection programme.
  • Support national climate and CA stakeholder coordination efforts through effective representation of WFP in line with the Country Strategic Plan. This

support will include chairing meetings, convening workshops and organizing advocacy events with external partners. 

  • Foster partnerships between WFP, governments, private sector partners and other relevant stakeholders.
  • Ensure effective day-to-day internal operational information sharing, coordination and collaboration with Kigali-based units and field offices in the

implementation of activities.

  • Ensure evidence generation of the process that would inform replication and scale up beyond the initial pilot.
  • Contribute to the development of funding proposals and concept notes as required.

Duties and Responsibilities

  • Review, plan, reorganize and audit the Bella Flowers Ltd’s physical and none physical (intellectual possessions) security and safety systems now and in the future;
  • Formulate and design Bella Flowers Ltd  risk and policy  including clear  risks  description  in terms  of cover through physical ,electronics and  personnel security system  and cover by measures   of contingent planning ;
  • Review and update existing threats situations in respect of staff ,customers, business patterners, Bella Flowers Ltd assets and on-going operations;
  • Advise management on security breaches and potential areas of risk  and initiate measures;
  • Supervise operations, implementation and maintaining of all security  and safety system; eg Access control   system, Security cameras system firefighting systems, emergency routes to  monitor among others.
  • Liaise with authorities such as Rwanda National Police, Fire brigade and Ambulances for staff evacuation in cases of any disaster
  • Secure any accident, theft or disaster.
  • Assist management with budget in put regarding security-safety and environmental protection hardware and organizational measures;
  • Ensure that all the security and safety infrastructure is operational and well maintained
  • Secure any accident, theft or disaster.
  • Coordinate the deployment and the operations of security firms and individuals at the Bella Flowers ltd premises

ALIGHT is looking for a qualified, self-driven and committed individual to join its team as ICT/Coding Initiative Senior Officer to be based full time in any one of the field sites (refugee camps, transit and reception centers) where ALIGHT has active operations with fix term to December 2023.




PRIMARY PURPOSE:

The ICT /Coding Initiative Senior Officer primary role is to lead the coding school initiative in all sites in Rwanda, coordinating and leading assigned staff. S/he leads work planning and execution, staff and performance management, procurement, and representation of the project. Also, overall reporting, briefs, and participates in planning and ideation for growth or expansion.

The position holder supports the ALIGHT program leadership and play liaison role with ALIGHT field partners and coding teaching entities. The position reports to Area Program Team Leader



KEY RESPONSIBILITIES 

  • Under the supervision of Area Program Team Leader, in close collaboration with ALIGHT coding teaching partner officials, execute the implementation plan of the coding school;
  • Provide leadership, guidance to coding school project staff, including performance management;
  • Lead for coding school project procurement, and liaison with ALIGHT Operations unit;
  • Participate in design and implementation of a marketing plan of the ICT center and coding school in both Nyabiheke and Mahama;
  • Facilitate planning and delivery of effective orientation for coding school students;
  • Assist in field coding school staff leave planning and play the interim role at field when coding school staff are away;
  • Support in preparation and submission of all required project reporting;
  • Support ALIGHT Rwanda’s effort in setting up coding school project governance committee and attend team meetings;
  • Assist in the orientation of partners visiting or working with the coding school (liaise with the camp authorities to facilitate any visit);
  • Execute any other tasks as assign by the supervisor.



EDUCATION, TECHNICAL SKILLS AND KNOWELDGE REQUIRED;

  • Minimum bachelor’s degree in ICT, Information Science, or other directly related fields;
  • At least four years direct or relatable working experience;
  • Exposure to software development – HTML5, JavaScript, CSS, SQL, JavaScript, Python, React, Node JS, Figma and beyond;
  • Lead capstones, and manage software development projects with a goal to produce tangible results and deliverables;
  • Proven work experience with humanitarian agency in Rwanda or abroad would be an asset;
  • Proficiency in Microsoft Office Suite, advanced computing knowledge, application;
  • Excellent organizational and coordination skills;
  • Solid written and verbal communication skills;
  • Ability to communicate in spoken and written English with aptitude in reporting are mandatory;
  • Fluency in English and Kinyarwanda required.
